Plan to halvelong-termunemployed>>> Plans to halve thenumber of long-termunemployed in the Isleof Man by 2015 havereceived a significantboost.
An additional £300,000 isbeing invested during thisfinancial year as a result ofjoint working between thedepartments of EconomicDevelopment, Social Care andTreasury.
The number of long-termunemployed people in theIsland – those who have beenclaiming Job Seeker’sAllowance for 12 months ormore – stood at 190 at the endof April 2013.
The Department ofEconomic Development willenhance its Work Placementprogrammes and develop skillsacademies in industries thatare experiencing difficultyrecruiting suitable workers.
Professional agencies willbe engaged on a payment byresults basis to help coach,mentor and place long-termunemployed people back intoemployment.
Other options are alsobeing explored, such asproviding direct financialincentives to employers whorecruit, and retain, thosepreviously classified as long-term unemployed.
Work is taking place todevelop ‘social firms’ to providerealistic employmentopportunities. These aremarket-led enterprises whichare set up specifically to creategood quality jobs for peopledisadvantaged in the labourmarket.
It is hoped that the overallpackage will help overcome theskills/experience mismatch thatexists in some local sectors andmake a real difference to long-term jobseekers.
FireBike13 to boost road safety
>>> Efforts to improveroad safety in the Isle ofMan have beenstrengthened thanks to astriking new addition tothe Fire and RescueService’s fleet ofemergency vehicles.
FireBike13 will be used tospearhead an education andpublicity campaign aimed atreducing the number of roadtraffic incidents involving
motorcyclists and theirpassengers.
The BMW GS1200,provided by Jason GriffithsMotorcyles, will become afamiliar sight in the monthsahead as firefighters,including Tony Duncan(pictured), travel around theIsland to pass on safetyadvice to riders.

The Isle of Man is situated in the middle of the Irish Seaat the centre of the British Isles. It is 33 miles (53km)long and 13 miles (22km) wide at its broadest point,with a resident population of 84,500.
The Island has a distinct cultural and political iden-tity. It is not, and never has been, a part of the UnitedKingdom. Nor is it part of the European Union, withwhich it has a special and limited relationship allowingfor free trade in agricultural and manufactured products.
The Isle of Man is a self-governing British CrownDependency with its own government and laws, madein Tynwald, which was founded more than 1,000 yearsago and is the world’s oldest continuous parliament.
It is the policy of the Isle of Man Government to beboth economically competitive and internationally re-sponsible in supporting the interests of its people.

forthcoming G8 Summit.
Among the topics expected to be onthe Summit agenda is the initiativeannounced by the United Kingdom,France, Germany, Italy and Spain on 9April 2013 for developing and piloting aform of multilateral tax informationexchange based on the model FATCAintergovernmental agreement whichthey developed with the USA.

spending is upThe Isle of Man’s annual passengersurvey has revealed that overall visitorsspending increased by more than 5% to£103 million compared with the figuresfor 2011.
Of this, the spend by leisure visitorsrose by 14% to £47.7 million.

The Manufacturing Technician Skillsprogramme is the culmination of manymonths of close co-operation betweenGovernment and the local manufacturingsector.
Isle of Man companies are involved inprojects for well-known clients around the
world, including Airbus, BAE Systems,Boeing and NASA.
The new training programme is aimedat creating new employment opportunitiesfor young Island residents and helping tosatisfy the manufacturing industry’sdemand for skilled workers.
The programme will start in September2013, with an initial intake of 18 students,and will become the primary route for alltrainees entering the sector.
The Department of EconomicDevelopment anticipates a great deal ofdemand for these courses.
Students will not have to contributeany tuition fees and paid work experiencewill be available to participants during thesummer holidays.
Chris Allen, Vice Chair of theManufacturing and Technical IndustriesCommittee of the Chamber of Commercesaid: ‘The Island has a strong engineeringsector and ensuring the availability of askilled workforce is a critical factor in ourcontinued success and future growth.’
Ronald Barr, Principal of Isle of ManCollege, added: ‘This is a greatemployment opportunity for Islandresidents and is a good example of howthe College helps deliver the skills soessential for wealth generation.’

Covenant recognises
forces personnelThe Isle of Man’s military veterans andserving personnel have received officialrecognition through the signing of anArmed Forces Community Covenant.

Sickness absenceChief Minister Allan Bell MHK haswelcomed a reduction of nearly 10% inthe level and cost of staff sicknessabsence across Government.

The Department of Education andChildren will seekTynwald’s approval tocreate a facility forengineering and motorvehicle engineering at theold water treatmentworks site on GreenfieldRoad.
The space in theCollege vacated by thecurrent engineeringdepartment would then provide enlargedconstruction crafts facilities.
The improvements would allow theCollege to offer new courses in mechanicalengineering and electronics, supporting
new industry in the Island.
The Isle of Man Government hasallocated £4.9 million for the development.
Subject to planning approval andTynwald support, work will begin at the oldwater treatment works early next year andthe engineering facilities will be up and
running from September2014. The focus will thenshift to improvingconstruction craftsfacilities, which will beoperational byspring/summer 2015.
The schemeunderlines Government’ssupport of theconstruction and
engineering sectors by developing the nextgeneration of skilled workers.
In addition, changes coming into forcein September will provide a greaterthroughput of staff into the aerospaceindustry, a growth area for the Island.

>>> Skills issues within the Isle ofMan’s emerging sectors ofInformation and CommunicationsTechnology (ICT) and e-Gaming arebeing addressed through a series ofpublic/private sector initiatives.
The Department of EconomicDevelopment has jointly developed a 5-year strategy for ICT with the Manx ICTAssociation (MICTA) and the Chamber ofCommerce’s ICT Committee.
ICT is the fastest growing sectorlocally, currently employing more than1,200 people, and as part of the plans,
local businesses will be encouraged toprovide work experience, placements andpossible apprenticeships.
Progress is also being achievedregarding the introduction of formalqualifications in e-gaming, an industrythat created more than 60 new jobs inthe first quarter of 2013.
The Postgraduate Certificate in E-Gaming has generated significant interestand further developments are planned,including two e-gaming modules beingoffered as electives on the MBA courseand an undergraduate level qualification.
It is believed that the Isle of Man’scourse is the world’s first accreditedqualification in e-gaming.

resources into long-term partnership agreements Ibelieve we can make our contributions work harder. Iam aware that the provision of overseas aidcontinues to generate a lot of debate, particularly ata time when we are responding to challenges muchcloser to home. But the opportunity to help projectssuch as the eradication of polio serves to reinforcethe life-changing impact of international support.’

>>> The InternationalDevelopment Committee of theCouncil of Ministers is the Isle ofMan Government bodyresponsible for the provision ofoverseas development fundingand emergency aid.
Part of a fresh focus for the Committeeis to establish long-term partnershipagreements to assist countries ranked as‘low’ on the UN Human DevelopmentIndex.
This includes funding for education,training and capacity building programmesand providing access to the Isle of Man’stechnical expertise in key areas such asfinance and fisheries.
The new approach, which sitsalongside the Committee’s existing fundingstreams, will strengthen our ability to helpthose in poverty become more self-sufficient and less dependent on foreignaid.
The International DevelopmentCommittee is responsible for a budget of£2.4million which is used to fund smallgrants, multi-year projects and donationsto disaster and emergency appeals in theworld’s developing countries.
The overall purpose is to implementthe Council of Ministers’ Policy oninternational development by ensuring -
• That aid is targeted effectively
• That appropriate mechanisms are inplace for granting aid, in accordance withbest practice elsewhere
• That the Island’s voluntary sector isproperly engaged in the process
• That the people of the Isle of Mancontinue to be encouraged to support thealleviation of world poverty
Projects or programmes supported bythe Committee must seek to address theMillennium Development Goals which arethe international targets agreed during theUN Millennium Summit in September 2000.
These goals provide a blueprint forcombating poverty, hunger, disease,illiteracy, environmental degradation anddiscrimination against women.

What is polio?
Polio is a debilitating and potentiallyfatal disease – which, althoughpreventable, continues to affect children insome of the poorest and most vulnerablecommunities in our world. Polio can havelife-altering impacts on the children itaffects, ranging from loss of mobility, toparalysis and even death. The physicaldisabilities - and sometimes the stigma -created by this disease can pull vulnerablechildren deeper into the cycle of poverty.
Who is most at risk?
Like most infectious diseases, poliotends to affect the most vulnerablemembers of the population. This istypically children under the age of five,living in the most remote rural regions, orconversely, dense urban slums. Poliovirusspreads through the faeces of someonewho is infected via contaminated water orfood. This makes it particularly virulent inareas of poor sanitation.
How can we eradicate polio?
To eradicate polio it is necessary tobuild up enough immunity in thepopulation to choke off circulation of wildpoliovirus. This means that very highproportions of children must be reachedwith immunisation multiple times. Theconstraints of operating in these vulnerablecommunities have to be overcome in orderto achieve this.
What is the Isle of Man doing tohelp?
The International DevelopmentCommittee of the Council of Ministers hasagreed to provide £30,000 a year for thenext three years to support the GlobalPolio Eradication Initiative. Money will goto Rotary International which is part of a
public-private partnership involvingnational governments and spearheaded bythe World Health Organization, US Centersfor Disease Control and Prevention, andUNICEF.
Will Isle of Man funding make adifference?
Support provided by the Isle of Manwill have a direct impact on ensuringmillions of children worldwide arevaccinated against polio. Extending ourcommitment over three years will add adegree of certainty to the organisationsleading this initiative. The opportunity tohelp eradicate polio serves to reinforce thelife-changing impact of international aid.
How did the Isle of Man’s supportcome about?
The Isle of Man’s commitment to the
Global Polio Eradication Initiative follows aproposal submitted through local residentKristina Crawford in her capacity as GlobalPoverty Ambassador for the Island.
What other projects is the Isle ofMan supporting?
The Isle of Man remains fullycommitted to playing its part in efforts tocreate a more sustainable future for all theworld’s citizens. The InternationalDevelopment Committee also has in placea three-year agreement to fund the SmallCountries Financial ManagementProgramme, while its support forsubsistence fishermen in Sierra Leone washighlighted in the recent BBC2 show‘Toughest Place To Be A Fisherman.

Who can be nominated?
Any British national can be nominated,but only exceptional people are honoured.Achievement comes in many forms but theIsle of Man’s Honours Committee look forsomeone who has made a real differencein their field of work or community andwho is head and shoulders above theirpeers.
Honours can be awarded for all sorts ofwork – paid or unpaid – but your nomineemust still be involved in the activity forwhich they are nominated.
Who can submit a nomination?
Anybody can make a recommendationfor a British national to receive an honour.If you want your candidate to besuccessful, make sure your nomination haswhat it takes to make it all the way toBuckingham Palace.
How do I nominate someone?
If you wish to nominate an Isle of Manresident for an Honour you need tocomplete an Isle of Man HonoursNomination Form.
The nomination form will then be seenand considered by the Isle of Man HonoursCommittee. It is very important that thenomination is well written, clear andconcise and should be no more than 420words. The nomination form can be

You should return the completed formto the Private Secretary to the Lieutenant

You are encouraged to provide lettersof support which can be sent by email orby post to the Private Secretary.
What happens to theNomination?
Nominations are verified andconsidered by the Isle of Man HonoursCommittee. Selected nominations are thenforwarded to the UK for final considerationand this process can take anything up to24 months. If successful, candidates arecontacted to ask them whether they wouldbe willing to accept an Honour. Almosteveryone does and their names will appearin The London Gazette at the New Year oron The Queen’s official birthday in June.

>>> The creation of a smaller,simpler Government whichembraces more efficient ways ofworking and reduces bureaucracyis an imperative if Government isto achieve its overarchingobjective of re-balancing theBudget.
In this regard, the Council of Ministershas agreed that a review be undertakeninto the benefits which might be realisedfrom the establishment of a Public ServicesCommission as successor to the CivilService Commission.
A Public Services Commission wouldhave a broader remit than the Civil ServiceCommission and would, if established,become the employer not only of civilservants but also other categories ofemployee including manual and craft
workers employed by Departments andBoards, under Whitley Council terms andconditions, and some other employeesacross central Government; principallythose whose terms and conditions areanalogous to the Civil Service or theWhitley Council.
Such a step would establish an
employment body which would have amandate to deliver consistent policies, inrespect of a workforce of more than 4,000- representing about 50% of centralGovernments staff.
It would facilitate simplification ofemployment structures, the harmonisationof terms and conditions and enhance theability to redeploy staff to relevantDepartments, Boards and Offices insupport of Government’s priorities andchanging circumstances.
A Public Services Commission wouldalso provide the opportunity to bothstreamline and modernise collectivebargaining arrangements in respect of itsstaff and enable arrangements to be put inplace that are modern, representative andfocussed on agreed outcomes.
The consultation runs until 31 May.

Restoring powerto the people
>>> THE worst snow storms tohit the Isle of Man for 50 yearscaused widespread disruptionfor many different sections ofthe Manx community.
The severe weather also brought intosharp focus the dedication andprofessionalism of a wide range ofservices, organisations and communitygroups.
Members of staff from the ManxElectricity Authority were amongst thosewho worked round the clock to restoreservices and return the Island tonormality as quickly as possible.
Headline activities and statistics fromthe MEA snow response include:
• The electrical transmission anddistribution infrastructure demonstrated ahigh degree of resilience, with 98% ofcustomers experiencing no disruption
• Restoring supply to the 1,000customers affected by power cuts washindered significantly by access issues
due to huge snow drifts and high winds
• MEA’s vulnerable customer (prioritycare) register helped inform theemergency services support andevacuation programme
• Ultimately, 120 remedial projectswere scheduled, resourced andcompleted within 4 to 5 days
• More than 20,000 miles werecovered across the Island by 80operational vehicles (including additionalhired vehicles)
• Teams assisted customers withsmall generators, in particular helpingthose with newborn babies, the elderly,and those with ‘power for life’ under theMEA’s priority care programme
• Ramsey Power Station was fullymanned 24/7 after the West Coast 33kVline to Ramsey was lost.
• Feeling amongst staff was to neverstop, to keep going until every supplyhad been restored and this continued24/7 for 5 days and nights.

Meeting Budget targets ...protecting the community>>> THE Department of HomeAffairs is continuing to driveforward an ambitious programmeof savings and efficiencies inorder to achieve its budgettargets while minimising theimpact on frontline services.
What does the Department ofHome Affairs do?
The Department of Home Affairs hasresponsibility for the Isle of ManConstabulary, Fire and Rescue Service,Prison and Probation Service, EmergencyServices Joint Control Room, EmergencyPlanning Unit and Civil Defence.
In summary, Home Affairs plays aleading role in helping people to feel safe,secure and protected.
How much money is Home Affairslooking to save?
Home Affairs is playing its part in theIsle of Man Government’s Budgetrebalancing strategy. Efforts areconcentrated on identifying furtherefficiencies and cost-cutting initiatives inorder to achieve savings of £2 million(6.5%) over the next two years.
How much has been saved so far?
The Department has implemented apackage of measures that has saved morethan £4 million (12%) since 2010-11, and£8 million (21%) since the Department’sbudget peaked in 2007-08. It means thatHome Affairs delivers a wide range ofcommunity-focused services for spendingof £367 a year per head of population inthe Island, or just over £1 a day perperson.

The demolition of Victoria Road prison,the sale of Onchan police station and thetransfer of the Isle of Man Fire and RescueService headquarters have generatedsavings and significant capital receipts forGovernment. In addition to rationalising itsestate and leased office and storagefacilities, the Department has alsocombined the prison and probationservices and introduced more flexible

services are targeted towards achieving that objective. Eachdecision we have taken in relation to budget cuts has beenrisk-assessed to ensure community safety has not beenthreatened and we will continue to work hard to providebest-value, effective services for the people of the Island.’

What measures are planned forthe future?
Among the proposals for future savingsis the development of an on-Island trainingfacility for firefighters which would reducethe cost of travel and accommodationassociated with UK-based training. TheDepartment is also planning a new custodyblock at Police headquarters to consolidateall Douglas detention facilities into onelocation. This will help to improveefficiency and enable the police to vacatethe current Lord Street site – freeing it upfor development. Staff levels will also beassessed as part of a comprehensivereview of the Department’s activities.
Will jobs be affected?
As Home Affairs has the highest ratioof salary costs as a proportion of itsbudget of any Government department,there is likely to be an impact on jobs bythe end of the rebalancing process. HomeAffairs has lost 44 full-time equivalentheadcount since 2010-11, many from itscentral team, and a further reduction inposts may be required to balance the books.

Here, we explain the registrationprocess that will have you up and runningas a customer of Online Tax Services.
It will take a few minutes, but this is toensure security of the data and is a one-offregistration process that you will not needto complete each time you log in. Infuture, all you will need is your usernameand password and then letters from your‘security question’ answer to log in.
Getting started
• Visit Online Services on theGovernment website and select ‘Log-in/Register’ and ‘Register as an Individual’
• Complete the required details andyou will receive an email confirming yourregistration
• Select ‘Income Tax’ from the range ofavailable services and you will be requiredto complete additional security questionsin order to complete your registration

You will receive a code by email and acode by post and both will be required inorder to complete your enrolment.
Once both items have been received,log back into Online Services using yourusername, password and letters from yoursecurity question and select ‘Individual TaxService’ and input the details. You will nowhave access to the Individual Tax Service.
Features and Benefits ofIndividual Tax Services
• You can complete tax returns onlineand calculate your liability immediatelyafter completing your return. Details suchas employment income and benefitsreceived are pre-filled on the return foryou;
• You can receive assessments, taxcodes and other notices electronically;
• You can receive letters electronically;
• You can review your balances andpay your tax bills online.
Future enhancements will enable usersto receive refunds direct to their bankaccounts and allow users to send securemessages and correspondence to theDivision.
