The evaluation of all investment costs for the facilities and operation to deliver an iron concentrate to steel plant was based on the following technical aspects:  Underground construction of all material handling facilities, ventilation doors and system, pumping station, compressed air and communications.   All pre-production development activities.  The review of the flowsheet design proposed by KISC and Met-Chem recommendations for further pilot plant testwork at the time of the complete feasibility study.  The review of the design parameters of the concentrate slurry pipeline transportation system.   An estimate of the work forces necessary to operate the mining equipment, concentrator plant and pipeline equipment. TECHNICAL CHARACTERISTICS The evaluation of all investment costs for the facilities and operating costs to deliver an iron concentrate to the steel plant was based on the following technical aspects:  Determination of design parameters based on the Vertical Crater Retreat (VCR) underground mining method: two 2,500 m access ramps (20% grade) to access the main core of the ore body, all the raises necessary for the ventilation and ore/waste passes  systems, drifting to ore, haulage drifts, underground conveyors declines, and the necessary excavations  for the crusher, garage, lunchroom, pump rooms, explosives and miscellaneous storage, refuges, etc.  Underground construction of all material handling facilities, ventilation doors and system, pumping station, compressed air distribution and communications.   All pre-production development activities.  The review of the flowsheet design proposed by KISC and Met-Chem recommendations for further pilot plant testwork at the time of the complete feasibility study.  The review of the design parameters of the concentrate slurry pipeline transportation system. PROJECT DESCRIPTION The Kunming Iron & Steel Company (KISC) is a state owned corporation that operates an integrated steel making facility in Anning, approximately 50 km east of Kunming, Yunnan province, China. KISC also intended to develop the Da Hong Shan iron ore body to supply the 3,000,000 tonnes per year of iron ore concentrate by year 2000. SP Investment LTD and KISC intended to invest in the development of the DA Hong Shan mine and the construction of the concentrator to upgrade the ore and the slurry pipeline system to transport the concentrate ore to Anning. SP retained the Services of Met-Chem to carry out a pre-feasibility study.
