For historical reasons, IEC standards are based on several different models:

• IEC 61850 for substation automation and other device level applications

• Common Information Model CIM (IEC 61970, IEC 61968, IEC 62325) for control centre

applications

• Companion Specification for Energy Metering (COSEM) for metering

Reference: IEC 62357-1 TR: Power systems management and associated information exchange –

Part 1: Reference architecture

The Problem #1Power systems are complex – multiple groups have worked on different aspects

• Define a short list of use cases that link control center applications and substation automation

• Fundamental use case : Configuration of real time communication between substations and control

centres

‒ Extends the top-down engineering process described in IEC 61850 part 4 and 6

‒ Adds steps related to the network models within SCADA/EMS/DMS in the control centre

• Define mapping between the two models

• Identify where the models overlap, and where they are different

• Make recommendations for revisions to reduce ambiguities and make transformations easier

ApproachOne use case at a time …

1. Planning department produces requirements

2. IEC 61850 System Integrator

• Defines formal electrical model and export as System Specification Description (SSD) file

• Imports capability descriptions for Intelligent Electronic Devices (IEDs) and links to the electrical model

• Defines the communication configuration and export as System Configuration Description (SCD) file.

3. Network model manager

• Transforms into a CIM based modelling tool for review

• Adds any additional CIM information

• Applies incremental update for the SCADA/EMS/DMS control centre systems

4. Commissioning - verify all the communications

SCL: “a file format for describing communication and parameters related to IED (Intelligent Electronic Device)

configurations, communication system configurations, switchyard (function) structures, and the relations

between them” [IEC 61850-6]

Specific subsets of the language are used for configuring a system or configuring individual IEDs.

Sections in an SCL file

• Substation / Line / Process identifies the equipment and associations to Logical Nodes in the IEDs

• IED Descriptions the logical nodes within each physical IED

• Communications connections between IEDs

• Data Type Templates details of the data models

IEC 61850 System Configuration description Language (SCL).

Page 12: Introduction to IEC 62361-102 CIM - 61850 Harmonization 2019...Confidential Property of Schneider Electric | Page 14 Logical Nodes IEC 61850-7-4 Node Description IEC 61850-5 Associated

Substation equipment identification and one line

connectivity description has a similar business

requirement within IEC 61850 based system

engineering tools and within CIM based

network engineering tools.

The mapping to CIM should be possible from a

SSD description before any IEDs or Logical

Nodes Types have been defined.

SCL defines equipment type codes

CIM defines equipment type classes

Recommendation R2: The list of device type

codes … should be extended to correspond

better with the Common Information Model

IEC 61850 Logical Node = a group of data

objects (status, measurements controls,

settings, description)

CIM and traditional SCADA protocols use data

points with a value, quality and time

IEC 61850 allows systems to be designed and

configured using fewer but more complex

objects

Some data objects in some types of logical node

correspond with CIM measurements

Mapping Data Objects for Status and MeasurementsIEC 61850-7-4 defines over 600 status or measurement data objects

IEC 61970-301 and -452 define only 19 standard MeasurementTypes

Page 16Confidential Property of Schneider Electric |

Recommendation R13: CIM based standards should use selected IEC 61850 data object names as

MeasurementType names.

OR

Recommendation R14: [Alternative to R13] add a new attribute in the CIM Measurement class called

IEC 61850 DataObject, which is an enumeration and the value will be any data object that is defined

in IEC 61850

Mapping other Data Objects.
