Purpose

The purpose of Access’ Emergency Plan is to provide the highest levels of protection and assistance possible to its passengers, service providers, employees and community, when disasters occur.

[Read Purpose]As a public agency, Access has a responsibility to protect its staff, riders, and the public, and to provide transportation services in an emergency if it is able.The Plan is designed to prepare Access and its Service Providers so that staff, riders and the public are protected and transportation services can be provided in a consistent and organized manner when a disaster hits.

Plan Development has involved:• Access Community Advisory Committee;• Transportation Professionals Advisory

Committee;• Access Service Providers;• City of Los Angeles;• Los Angeles County Metropolitan

Transportation Authority [Metro]; and• Access Services management and staff

During the planning process, Access has sought the involvement of its advisory committees, member transit agencies and major government agencies that it will interact with in an emergency – the City of Los Angeles and the Los Angeles County Metropolitan Transportation Authority, “Metro.”This involvement in the planning process ensures that the Access Plan anticipates and responds to the needs of its riders and partner agencies, is coordinated with other local and regional emergency planning efforts, and begins the process of communicating Access’ emergency plan to its riders, community organizations, and government agencies.

By developing and implementing its Plan, Access will be better prepared for any disaster that may occur. Earthquake Hazardous

Here’s a list of the most likely disasters that could occur within the Access service area. As you can see, these range from those that are infrequent but would have a huge impact [earthquakes] to those that happen quite often but have minimal impact on Access [major vehicle incident].The Access Plan is designed to help Access Services and its Service Providers to be prepared for any disaster, large or small. This type of disaster planning is called “multi-hazard planning.”

Plan OrganizationAccess’ Emergency Plan is organized

on the functions of the National Incident Management System: Management Operations Planning/Intelligence Logistics Finance/Administration

Access’ Emergency Plan follows the functional organization of the National incident Management System, which must be followed by every government agency, from the Federal government down to the local level. This System provides a consistent framework to emergency planning and response at all levels.

Management Coordination with Metro Suspension of regular Access services Order of management succession

Operations Planning/Intelligence Logistics Finance/Administration

Some of the contents of the Plan by section, include:Within the Management section,• Procedures for coordinating Access’ emergency response with that of Metro;• Guidelines for the suspension of regular Access Paratransit services; and• A listing of Access senior managers and clear policies on who to contact in an emergency.

Pre-defined Response Protocols Detailed plans to lessen or prepare for disaster

impacts Specific response actions for drivers and dispatch Information on Safe Harbor locations

Planning/Intelligence Logistics Finance/Administration

Within the Operations section of the Plan:• Defined response protocols tied to the color-coded Office of Homeland Security Threat Levels that list actions to take at each level;• Detailed plans to lessen or prepare for specific disaster impacts to the community and Access Services;•Specific response actions to be taken by Access drivers, Service Provider dispatch centers, and the Operations Monitoring Center when a disaster hits; and• Information Safe Harbor facilities that will opened to provide temporary shelter for Access riders until public shelters are available.

Information on Safe Harbor locations What is a Safe Harbor? A pre-designated public or agency facility with adequate space,

facilities and staffing to accept and safely accommodate a number of Access Paratransit riders on a temporary basis for no more than 6 hours.

Communications plan Media coordination and relations Incident documentation

Logistics Finance/Administration

In the Planning/Intelligence section:• A communications plan specifying who to contact when a disaster occurs during and after service hours;• Designation of primary and alternate media spokespersons for Access Services and a listing of media outlets should public communications be needed; and• Directions for the preparation and maintenance of documentation on every disaster response and actions taken.

Staffing & Family safety Care & Feeding of Access and Provider staff Mutual Aid

Finance/Administration

Logistics is about providing people, supplies and equipment so this section addressing staffing issues, feeding and care of staff during an emergency response, and how to meet those needs through mutual aid arrangements with other transportation agencies.Note the inclusion of “family safety” in this section. The Plan recognizes the importance of helping staff to make sure that their families are safe following a disaster. Until we’re sure that our families are safe, we won’t be able to focus totally on meeting emergency transportation needs.

Accounting for emergency response costs Emergency procurement procedures

Finally, the Finance/Administration section has to do with paying for and keeping track of all the hours, supplies, fuel and other supplies that are used to respond to any disaster. In major events that are declared to be Federal or state disasters, costs may be reimbursed if proper records are maintained.

In an emergency, the Plan indicates clear priorities for Access and its Service Providers.

No matter what type of disaster occurs, the Plan includes clear priorities that will guide the actions of Access and its Service Providers in their immediate response, their provision of emergency transportation services, and recovery and resumption of regular Access Paratransit services.The five Response Priorities are:[Proceed to next slide]

riders, and the public.

Emergency Response Priorities….Priority 4: Provide emergency transportation

as directed and in accordance with Access Services mission and capabilities.

[Read slide]Once Access and its Service Providers have addressed Priorities 1 through 3 – life safety, protection of critical assets, and its riders – its 4th priority is to provide emergency transportation services. Because of the type of transportation Access normally provides – that is, fully-accessible, specialized transportation – those are most likely the kind of transportation Access will be called on to provide in an emergency.

Emergency Response Priorities….Priority 5: Continue normal Access

Paratransit services to extent possible or resume services at earliest opportunity.

Finally, Priority 5 specifies that Access Paratransit services will continue to be operated if it is safe to do so, or will be resumed at the earliest opportunity if they must be suspended. The trips provided by Access are essential to the lives of its riders and this priority recognizes that importance.

This PowerPoint presentation is the first component in the Plan’s training program, and is designed to provide a general introduction to the Access Plan, Additional training elements will provide specific training by position and responsibility, including information on family safety as we just discussed.You can expect to receive training on Access’ Emergency Plan on a regular basis, to make sure that all staff of Access and its Service Providers are familiar with their roles and responsibilities in the event of a disaster.

Exercises are essential to practice what we’ll do.People do what they have practiced.Exercises allow us to practice our

emergency plans, policies and procedures.

Plan includes program of tabletop exercises, limited field exercises, and participation in local/regional exercises.

Experience has shown that, in an emergency, people generally do what they have practiced.For this reason, the Plan recommends a program of exercises so that we can practice how Access will meet its response priorities in an emergency and how each of us will carry out our individual roles. These exercises will range from informal tabletop discussions of how we would respond to certain events to full-scale exercises with local and regional agencies.
