• Tanker Accidents Increasing since 1st Qtr 2006.
Oil/Cos introduce Officer Matrix Requirements to address “Time in Rank” & “Time with Company”.
• Competing & Contradictory Difficult to comply with.
TOTS Historical Background
• Objective to provide a coordinated response by INTERTANKO that will address the increase in tanker accidents.
• Provide a level of comfort to Oil/Cos via a structured; controlled process to enhance competency based training; provide verification of understanding and compliance with today’s rules & regulations.
• “Ease compliance” with Officer Matrix Requirements.
• Provide a comparable level of comfort that the team onboard will operate the tanker environmentally aware & safe.
• The TOTS Concept was endorsed by INTERTANKO Council (March 2007).

Vetting Committee & HEiSC recognised the ongoing difficulties by sea staff to comply with the current
regulations for hours of work and rest.
Once The Maritime Labour Convention comes into force it would be logical to assume that various Port
State Control regimes would be instigating Concentrated Inspection
Campaigns, (CIC) to verify compliance with the hours of work or
rest onboard.
