Information Sharing is a National Mandate

• Intelligence Reform and Terrorism Prevention Act - 2004

• Executive Order 13388—Guidelines and Requirements for the Information

Sharing Environment (ISE) - 2005

• National Strategy For Information Sharing (NSIS) - 2007

Recognizing that Homeland security and terrorism information, and related law enforcement information comes from multiple sources, from all levels of government; and from the private sector and foreign sources

NIEM Overview

• Launched on February 28, 2005, through an agreement between the CIO’s for the Departments of Justice and Homeland Security

• Chosen by the Program Manager for the Information Sharing Environment (PM-ISE) as the data layer standard for the Information Sharing Environment

• NIEM version 2.0 release in July 2007 marked the transition from a pilot project to operational program

• Common language for cross-jurisdictional information sharing

– Data Dictionary of common terms and definitions

– XML Reference Schema enabling computer-to-computer exchange

– Reusable NIEM-conformant exchange standards

• Program providing governance, tools, training, helpdesk support, and technical assistance

• Enabler for nationwide information sharing across state, local, tribal and federal agencies, the private sector, and internationally

• Extends information sharing beyond criminal justice

– Builds on the success of the GJXDM

• NIEM version 2.1 release in October 2009 added new domains to the existing model
