Subject: Nineteenth meeting of Working Party 8F on IMT-2000 and systems beyond IMT-2000

Introduction By means of this Circular Letter, we wish to announce that the 19th meeting of ITU-R Working Party 8F will take place in Biarritz, from 3-10 May 2006.

Place of the meeting The meeting will take place at the Centre de Congrès “Bellevue”, Biarritz, France.

For further information see Annex 2.

Programme of the meeting

The draft agenda for the meeting is contained in Annex 1. The Questions assigned may be found on: http://www.itu.int/ITU-R/study-groups/rsg8/index.asp. Working Party 8F will conduct its work in English.

Services directly connected with meeting activities, such as delegate registration, document distribution, etc., will be located at the meeting place. Registration will commence at 08:30 hours on the opening day. The opening session will commence at 10:00 hours.

Contributions Contributions in response to the work of Working Party 8F are invited*. Contributions will be processed in accordance with Resolution ITU-R 1-4 and posted on the web. The deadline for submitting contributions is Wednesday, 26 April 2006, 16:00 hours UTC. According to the ITU-R patent policy (Annex 1 to Resolution ITU-R 1-4), contributions containing a proposal for a Recommendation should draw the attention to any known patent or to any known pending patent application relating to systems or technologies considered in the proposal.

Copies of each contribution should be sent to the Study Group Department, Radiocommunication Bureau, for processing, to the Chairman of the Working Party and to the Chairman and Vice-Chairmen of Radiocommunication Study Group 8. The pertinent addresses can be found on:

Documentation Contributions to this meeting are stored on the ITU web site at: http://www.itu.int/md/meetingdoc.asp?lang=e&type=sfolders&parent=r03-wp8f-c.

A number of CD-ROMs containing all of the contributions will be available for participants at the start of the meeting. A CD-ROM containing all of the contributions and temporary documents will also be provided to each participant before the final plenary session.

Wireless LAN facilities will be provided in all meeting rooms and a cyber cafe facility will also be provided.

Participants are encouraged to use electronic working methods and to bring their laptops (equipped with a CD-ROM drive and a WLAN-card) with them to the meeting. Please note that only a limited number of paper copies of the documents will be available at the meeting.

Computer facilities There will be a local area network available within the conference rooms for file transfer etc. The access methods are wired and wireless (2.4 GHz/IEEE 802.11b). Information on how to configure your PC to be able to benefit from this facility will be made available at the opening of the meeting.

Registration of participants Registration will commence at the Biarritz Congress Centre outside the Congress Hall at 08:30 hours on Wednesday, 3 May 2006.

For participants wishing to register before the opening of the meeting, registration services will be available on Tuesday, 2 May 2006 from 18:00 to 20:00 hours.

The opening session will commence at 10:00 hours on Wednesday, 3 May 2006 and will be held in the Congress Hall.

Hotels A number of rooms have been pre-booked for the period 2-11 May 2006, in various hotels (see Addendum 2). Delegates are kindly requested to contact directly the hotel for reservation, as soon as possible and no later than 30 March, mentioning that reservation refers to ITU meeting 8F; availability is not guaranteed and is subject to the remaining possibilities, taking into account that May is usually a crowded period in Biarritz and vicinities.

However, you will find in Addendum 3 a list of hotels without pre-booking at a walking distance from the meeting place and a map where you can spot the different hotels with their number.

Finally, a list of other hotels is also available in Addendum 4, but the distance to the meeting place may be somewhat longer.

2 Travel information

To Biarritz by air Biarritz Airport situated at about 3 kilometres from the city downtown (5-10 minutes) is served by 6 or 7 daily direct flights from Paris-CDG or Paris Orly (http://www.airfrance.fr) . Some direct flights are operated from Lyon, or London Stansted (http://www.ryanair.com). One other possibility is to land in Bordeaux, which has some connections with other European cities (Amsterdam, Barcelona, Bristol, Geneva, Lisbon, London, Manchester, Madrid, Munich, Porto) and to take a train to Biarritz (see below). The journey from Bordeaux to Biarritz takes less than 2 hours for direct trains.

From the airport to the hotels A bus is available to the city center for 1.20 EUR. Line “C” is available from the airport to the city downtown (stop at “Mairie”, closest to the conference center).

Public transportation by bus is also available from and to different locations (see: http://www.bus-stab.com/ where you may download maps and schedules on pdf format). Be aware that schedule and frequency may vary from week-day to week-end and holiday (1st May is a public holiday in France).

A taxi to the centre of Biarritz is paid according to the meter, usually about 9.15 EUR day fare and 12.20 EUR night fare. All taxis are metered.

To Biarritz by train High speed trains (TGV) are available from Paris – Montparnasse Station (8 per day). The journey takes about 5 or 6 hours depending on trains. Not all trains are direct (regional trains leave from Bordeaux or Bayonne to Biarritz). Night trains are also available from Paris-Austerlitz.

5 Social events A welcome reception will be held on the evening of Wednesday, 3 May 2006 and a dinner will be held on the evening of Sunday, 7 May. Various events are planned for the Sunday afternoon and will be advised during the meeting.

6 Language The official language is French.

7 Currency The French currency unit is the euro (EUR) = 100 cents. Denominations of banknotes are: 5, 10, 20, 50, 100, 200 and 500 euros. Coins: 5, 10, 20, 50 cents, 1 and 2 euros.

8 Weather

General information on the weather in May Climate is defined as “oceanic mild”, as a consequence of the proximity of the atlantic ocean.

Temperature Daily average at the end of April and beginning of May is about 15 degrees Celsius (59° F). Minimum average is 11 degrees Celsius (51.8 F) and maximum average 18.5 Celsius (65.3°F).

Precipitation Average monthly precipitation is 6.2 inches in April and 5.10 in May.

9 Local time Summer local time is UTC +2h.

10 Business hours (since 1st May is a public holiday in France, administrations, banks and some shops are closed).

Banks Banks are open Monday through Friday from about 9 to about 17 hours and are closed on Saturdays and Sundays.

Cash withdrawal automats accept all major bank and credit cards: EuroCard, MasterCard, Visa, Cirrus, EC, Maestro and Plus.

Shops The most common opening hours are usually from 09:00 to 19:00 hours with lunch closing from 13:00 to 16:00 on weekdays and Saturday.

Post offices Post offices are open Monday through Friday from 08:30 to 18:00 hours and Saturday morning from 08:30 to 12:00 hours.

Yellow mailboxes are for collections daily. Stamps can be bought at post offices and in “tabac” and, sometimes, at the hotel reception.

11 Credit cards Most hotels, restaurants, car rental agencies, department stores and shops accept major credit cards (American Express, Diners Club, EuroCard, MasterCard, Visa). Usually there is a sticker on the front door for each accepted card but ask in case of uncertainty.

12 Tipping Service is normally included in the price. However, additional tips are welcome when you are satisfied and happy with the service, notably in café and restaurant, but are not obligatory.

13 Electrical appliances

The electric current in France is 230 V, 50 Hz. Plugs are two-pin continental size. Citizens outside Europe or from United Kingdom usually need a plug adaptor for their apparatus.
