in Horizon 2020
List of countries
The Member States (MS) of the European Union (EU), including their outermost regions.
The Associated Countries (AC): can participate under the same conditions as legal
entities from the Member States
Iceland; Norway; Albania; Bosnia and Herzegovina; the former Yugoslav Republic of
Macedonia; Montenegro; Serbia; Turkey; Israel; Moldova; Switzerland; Faroe Islands;
Ukraine; Tunisia; Georgia; Armenia.
Third Countries: can participate in Horizon 2020 projects. The EC will automatically fund
them depending on their geographic location: developing countries; enlargement and
neighbourhood countries; industrialised countries and emerging economies.

International research and innovation cooperation leading to common standards,
scientific exchange and mobility, the sharing of resources and facilities, and
scientific advice to diplomats and diplomat scientists should help underpin
good governance and policy-making and build mutual understanding and trust. As
such, science diplomacy should become an element of the renewed Global
Strategy on the EU's Common Foreign and Security Policy . Priorities:
• Leading multilateral initiatives and working with international
organisations to tackle global societal challenge.
• Improving the framework conditions for engaging in international
cooperation.
• A global research area.
• Research and innovation as an agent of integration of
neighbouring countries.
• Strengthening synergies with the eu's external policies.
• Science diplomacy across the globe.

INTERNATIONAL COOPERATION
On 14 September 2012, the Commission adopted a Communication entitled "Enhancing and
focusing EU international cooperation in research and innovation: a strategic approach“
(COM(2012) 497). The Communication sets out a new strategy for international cooperation in
research and innovation, in particular with a view to implementing Horizon 2020.

Horizon 2020: Open to the world
Geographic Differentiation by group of countries:
• Developing countries
–Support development policy and help build scientific
competencies.
– Focus on specific economic and social challenges (e.g.
poverty-related diseases, energy and food security,
biodiversity).
• Enlargement and neighbourhood countries
– Support enlargement and neighbourhood policies and
help build scientific competencies.
– Focus on regional societal challenges.
– Foster alignment to European Research Area.
• Industrialised countries and emerging economies
– Increase competitiveness through cooperation.
– Focus on global challenges and key enabling
technologies.
– Increase trade through cooperation on standards,
regulations, IPR, etc.
H2020 Rules for Participation - Minimum Conditions:
For standard (cooperative) research projects 3 participants from member states or from associated countries (any international partner must come in addition to this minimum). For single-partner actions, like European Research Council, Marie Sklodowska- Curie or training and mobility actions: 1 entity in a MS or associated country. Additional condition: may be listed in the Work Programme.
Participation of Third Countries Individuals - They are always automatically entitled to funding :
Individual fellowships/grants (eligible for direct funding). As an evaluator expert.

As a full partner (automatically eligible for funding):
“Developing" countries (low or medium per-capita income or low
GDP)
As a full partner (not automatically eligible for funding) - Funded
posible if:
• Stated in the Work Programme.
• Or the funding is provided under a bilateral S&T agreement: i.e.
EU-Japan Coordinated Calls; USA-EU Health Programmes.
•Or the EC deems essential the participation of the entity.

Horizon 2020: Open to the world
H2020 The European Union has concluded bi-lateral S&T agreements with a number of individual
countries. These agreements constitute a framework and a privileged forum to identify
common interests, priorities, policy dialogue, and the necessary tools for S&T collaboration.

International Cooperation in R&I - Cooperation at project level
General rule: Applicants from non-EU countries are almost always free to take part in
Horizon 2020 programmes –even if the call for proposals or topic text do not state this
explicitly.
……. But they are not always automatically entitled to funding.
Important!! In your application, you should specify what your international
collaborator brings to the table (expertise and added value). Important to include how
the project will manage IPR issues.
