Installation & Commissioning of Instrumentation Systems for

Hot Test Facilities

I. Introduction

The Integrated Assembly & Test Facilities for Spacecraft Thrusters (IATF-ST) is a new

facility complex coming up along with the existing Low Thrust Engine Test Facility (LTET-V) at

LPSC Valiamala, where various activities related to the mass production of Satellite Control

Thrusters are planned. As part of the realization of Control Thrusters, each Thruster has to

undergo different types of Hot Tests by simulating Sea Level Condition and High Altitude

Condition. To conduct these Hot Tests, 4 nos. of High Altitude Test Facilities (HAT) and a Sea

Level Facility are planned in this Test Facility Complex. The layout of IATF-ST & LTET-V

facilities are given in Fig-1.

The 4 nos. of Vacuum chambers are located in HAT building of IATF-ST and the

building size is 25 m x 16 m. The Thruster under test will be mounted inside the Vacuum

Chamber and necessary mechanical system for propulsion and measurement / control

system will be connected to it. The High Altitude condition is simulated in the Vacuum

Chamber by the Vacuum pumping system. Apart from this, the Sea Level Test Bay is located

about 90 m away from the HAT building. The Instrumentation Systems for Sea Level Facility

and HAT facilities are similar.

A Signal Conditioner Room is situated along with the above HAT building where

Instrumentation activities like measurement of test parameters (Flow, Pressure and

Temperature etc.) and its Data Acquisition & Control are planned.

The Control Room from where the remote operations of these Hot Test Facilities are

planned is situated along with the existing LTET-V Control & Data Acquisition building. The

cable distance between the Signal Conditioning Room and Control Room is about 130 m.

It is also planned to renovate the Instrumentation system of existing Low Thrust

Engine Test Facility (LTET-V) along with this contract. LTET-V consists of a HAT facility and a

Sea Level facility. Altogether the party has to carry out Installation & Commissioning of the

Instrumentation systems for 7 hot test facilities.

Scope of the Contract:

a. Installation & Wiring of the Instrumentation Systems

Details of installation & wiring work to be done by the party and corresponding

figures & wiring diagrams are given in the topic II (Scope of the Work). Party has to carry out

the wiring of Instrumentation Racks (ie. Measurement Racks, Command Racks, Data

Acquisition Systems Racks & Safety Systems Rack) & Command Consoles. Cable Tray laying,

Laying of Multi Core Instrumentation cables, Installation of Racks, Command Consoles, Field

Junction Boxes etc. are also to be done by the party. Necessary drawings and wiring diagrams

required for the execution of the work will be provided by LPSC at the time of work. Party

has to quote unit rate for each work. The party has to submit the prices as per the formats

given in topic VI (Price / Cost Format)

b. Supply of Materials for Installation:

Refer topic III (Materials which are under the scope of supply of the Party) for the

list of items and its specification to be supplied by the party. Party has to supply the items as

per the detailed specification given. Party has to quote unit rate for each item and the party

has to submit the prices as per the formats given in topic VI (Price / Cost Format)

c. Evaluation, Checking & Commissioning Activities:

Party has to carry out necessary functional checks like continuity and integrity check

of end to end wiring, voltage simulation tests, calibration of electrical measurement and

command channels etc. as part of the commissioning of the entire system. Party has to

generate and submit the necessary test report of the above tests, for each channel to LPSC.

The detailed wiring diagrams and guidance for the wiring of each Rack & Console will be

given to the party during the contract execution time.

Materials under the scope of supply of LPSC is given in topic IV (Materials which are

under the scope of supply of LPSC)

Expected completion of work shall be 6 months from the date of commencement of

work.

V. Terms & Conditions:

i. General Terms

1. Refer topic II for Details of instrumentation work to be carried out by the party,

figures & wiring diagrams.

2. Refer topic III for the materials which are under the scope of supply of the party

and their specifications.

3. Refer topic IV for the materials which are under the scope of supply of LPSC.

4. Refer topic V for Terms & Conditions.

5. Refer topic VI for Instructions to the Bidder / Party

6. Refer topic VII for Format for Techno Commercial Compliance Matrix (Part 1 of 2)

7. Refer topic VIII for Format for Price / Cost Quotation (Part 2 of 2)

8. Party has to execute the work as per the instruction of LPSC Engineers.

9. 1-year warranty should be there for all the items that are supplied by the party.

10. Necessary drawings and wiring diagrams required for the execution of the work

will be provided by LPSC at the time of work.

11. Party has to carry out necessary functional check like continuity and integrity

check of end to end wiring, voltage simulation tests, calibration of channels etc.

as part of the commission of the entire system. Party has to provide necessary

validation certificate / report for each channel.

12. Party shall be present in the facility at LPSC for 15 working days after the

completion / commissioning of the work to ensure the integrity and smooth

functioning of the instrumentation system.

13. In addition to the above work, party shall execute minor works and supply

materials required for the completion of the work.

14. Party has to complete the whole work within 6 months from the date of

commencement of work.

ii. Competence of the Party

1. Party should have previous experience in similar field in any establishments of

ISRO. Details regarding the proof of experience of the party shall be provided

along with the quotation.

2. The technicians who are doing the wiring and installation work should have at

least 2 years of experience.

3. Minimum 1 Engineer with at least 2 years of experience in the field of

instrumentation, erection & commissioning work should be posted by party for

the supervision and execution of the work.

iii. Safety & Logistics Terms

1. LPSC will not provide any amenities like transportation / conveyance, meals etc.

to workers / staffs of the party.

2. LPSC will not provide any tools like multimeters, crimping tools, screw drivers,

spanners, label printers, welding set, painting brush etc. for the completion of the

work.

3. Test equipments like Oscilloscope, Electrical Calibrators, Dead Weight Tester,

Insulation Tester etc. will be provided by LPSC for carrying out the functional

check.

4. The staff of the party shall take all safety precautions as per the safety standards

while doing the wiring, installation and commissioning activities.

5. Party will be responsible for the damage (if happened) of the items and

equipment during the installation and commissioning phase of instrumentation

systems.

iv. Payment Terms

1. Party has to quote the unit rate of both work and material supply as per the

Price / Cost Format given in topic VI.

2. Payments will be settled as per the actual work done and material supply done

by the party.

3. If required, part payment (3 times only) is acceptable.

4. If required 50 % payment will be provided prior to the purchase of materials and

items against Bank Guarantee.

5. Party has to pay the electricity charges required for the work. Electricity meter

and main switch to be brought by the party.

VI. Instructions to the Bidder / Party:

The bidder / party shall submit their bid on 2-part basis.

Part-1: Techno Commercial (other than price) quotation.

Part-2: Sealed Price quotation

The price quotation submitted by those parties who satisfy the techno commercial

requirement only shall be opened subsequently. The party shall submit the Techno

Commercial quotation / compliance statement as per the format given in topic VII. Format
