An "overvote" occurs when a voter casts votes for more candidates than the allowable number to be elected to an office; or casts both a "yes" and a "no" vote for a ballot measure.

GROUNDS FOR RECALL

Pursuant to Section 11020 of the California Elections Code, the undersigned, registered qualified voters of the City of Bell, County of Los Angeles, State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of City Councilmember, in the City of Bell, County of Los Angeles, State of California, and to demand an election of a successor for that office.

The grounds for the proposed recall are as follows:

1. The City Councilmembers’ approval of the outrageously high salaries of City Administrator Robert Rizzo ($787,637), Assistant City Administrator Angela Spaccia ($376,288) and Police Chief Randy Adams ($457,000).

2. The $96,000/year salaries for most of the Councilmembers while the average under California law for a city with Bell’s population would be $400/month or $4,800/year.

3. The inability of Bell’s Councilmembers to oversee the City’s finances in a responsible manner.

4. The non-responsiveness showed to Bell citizens when they asked for public records that should have been accessible by law.

5. The willingness of the Councilmembers to increase taxes while accepting huge salaries for themselves and rewarding the City’s top officials with disproportionately giant salaries, while the citizens of Bell are suffering financially in the midst of a recession.

6. By defending Robert Rizzo’s nearly $800,000 salary, the City Council has shown it is out of touch with the citizens.

7. The City’s leaders are now under investigation by the LA County District Attorney’s Office and the California State Attorney General’s Office. We need honest people representing us who will work FOR the citizens of Bell!

I have indicated that I would Like to finish this my last term and retire from Public Life. My two daughters were raised and educated in bell. Our two stepsons came to Bell eight years ago. Shortly, my wife and I will adopt a 2-year-old boy and a 3-year-old girl. This will be a new challenge raising two small children. As for my children, both of my daughters graduated with honors as well as my old son. My oldest daughter graduated from UCSD with her Bachelor in Psychology. The youngest is working for a Nursing Degree.

The abuses perpetrated on Bell residents are not only embarrassing but have left our city in great debt. I work as a social service worker for LA County. My job is to ensure that people who seek government services are eligible. In other words, I’ve learned to prioritize how government money is spent.

I have lived in the city of Bell since 1969. I care deeply for our city and our residents.

As a single mother I am proud that all my three children have attended and received college degrees.

I currently work in real estate as a business owner and a realtor.

I have served my community as president of LULAC (League of Latin American Citizens) Bell chapter advocating for the civil rights of our citizens.

I have also served as manager of the William C. Velasquez Institute, which assists immigrants in citizenship issues and encourages their participation in the American democratic process.

The city of Bell is nearly bankrupt and our credit rating is low. I will work to restore the people’s faith in our government and our financial stability.

I will use my public service and business experience to find creative ways to continue to fund public services.

I support our police and firefighters in order to keep our community safe.

My priority will be foster a business friendly climate to encourage job creation and generate tax revenue to fund public services.

As a Veteran of Operation Iraqi Freedom I & II, I had the privilege to help a nation with exercising their new democratic freedom. I am most proud of being part of that process. Today I continue to serve my country as a Lieutenant in the CA Army National Guard. My qualifications include:

Two years ago, I ran for office on a reform platform because I didn’t like or trust the way the city manager and the council were running the city.

Today, I am again asking for your vote for city council. We have a long way to go to rebuild Bell. The misappropriation of public funds has left our city with a large budget deficit, which threatens city services like public safety and youth and senior activities.

In addition to cleaning out city hall and bringing transparency, I will work to ensure existing and new businesses prosper, create dignified jobs for our residents, and expand programs for our youth and seniors. But most of all, I will make sure that every penny of our tax dollars is spent responsibly and with community input.

Hoy, pido su voto nuevamente para el concejo municipal. Tenemos mucho por hacer para reconstruir a Bell. La malversación de fondos públicos ha dejado un gran déficit presupuestario para nuestra ciudad, lo cual amenaza los servicios de la ciudad tales como seguridad pública y actividades para jóvenes y personas mayores.
