Thank you to the teams in each state for the amount of effort you are putting into PEPA every day. PEPA Nationally has had some change this year. 2018 has been a busy one so far and for PEPA teams across Australia as they have been coordinating an increased amount of placements and workshops across the country. Thank you to the teams in each state for the amount of effort you are putting into PEPA every day.

PEPA – PRIMARY HEALTH NETWORK (PHN) GP UPDATEThe Department has provided funding for PEPA to work with PHNs to deliver a Palliative Approach Workshop for GPs in each of the 31 PHNs by the end of June 2018. The funding demonstrated the Government’s commitment to improving palliative care provision in Australia. The project assisted PHNs in their endeavours to improve coordination of care for patients requiring palliative care through building capacity and improving networks between GPs and specialist palliative care services.

The tailored workshops have been facilitated by medical practitioners and/or clinicians with extensive palliative care experience. They provide opportunities for participant interaction with the content.

Key topics include:

• Principles of a Palliative Approach• Communication and Advance Care Planning• Symptom Assessment and Management• Terminal Phase Care• Local Service Networks and other resources

So far since the commencement of funding PEPA has supported 28 workshops with a further 22 planned. The workshops have been attended well and the interaction with the presenters has been supportive and informative for both the participants and the presenters.

EDUCATIONAL COMPONENT: NATIONAL PALLIATIVE CARE STANDARDS UPDATE The National Palliative Care Standards (Edition 5) have been updated following consultation with the palliative care community and other stakeholders. Much has changed within palliative care over the past decade, including expansion of the evidence base for clinical care, re-design of service delivery models of care to meet changing community expectations and needs, and changes to the language used to describe those we care for. Most importantly there is increasing recognition that caring for people who are approaching and reaching the end of life is everybody’s business – everybody in health, aged and social care has a role to play.

In alignment with the World Health Organisation definition, Palliative Care Australia defines palliative care in the contemporary Australian context as:

“Palliative care is person and family-centred care provided for a person with an active, progressive, advanced disease, who has little or no prospect of cure and who is expected to die, and for whom the primary treatment goal is to optimise the quality of life.”

Palliative Care Australia considers that the following elements are integral to understanding this definition of palliative care:

• Palliative care should be strongly responsive to the needs, preferences and values of people, their families and carers. A person and family-centred approach to palliative care is based on effective communication, shared decision-making and personal autonomy.

• Palliative care should be available to all people living with an active, progressive, advanced disease, regardless of the diagnosis.

• Palliative care affirms life while recognising that dying is an inevitable part of life. This means that palliative care is provided during the time that the person is living with a life-limiting illness, but it is not directed at either bringing forward or delaying death.

Ensure you read the new standards with the ‘Background Report to the Palliative Care Service Development Guidelines’.

INDUSTRY UPDATE: ELDAC LAUNCH Palliative care in aged care services has received a boost with $15 million Federal funding for the End-of-Life Directions for Aged Care (ELDAC) project led by QUT in partnership with Flinders University and University of Technology Sydney.

ELDAC is a new online resource supporting aged care workers find palliative care and advance care planning resources and state-specific information and services. Evidence-based toolkits make providing care easier.

Aged care workers, nurses and GPs accessing the website and the five evidence-based toolkits will find meaningful and practical materials they can use when providing care to older Australians.

freely about their “instructions” to staff and their families around end of life care long before the time to “finish up” is upon us. The local Aboriginal community of Groote Eylandt have further strengthened this process by supporting EOL Care activities where there is a gap in service provision with their own community funds.

The Groote Eylandt story is one of success, one of Aboriginal People being empowered to take control of their local EOL care and more importantly could be a framework used to assist remote Aboriginal communities all over Australia in achieving best possible outcomes in regards to Advanced Care Plans and Palliative Care in general.

Angurugu Health Centre first came into contact with the PEPA program over 10 years ago and has continued to work closely with both PEPA and Territory Palliative Care, with staff attending workshops and clinical placements every year.

We are really excited that the success of the Groote Eylandts peoples will be available for all to see. This documentary will be released soon and we will make sure you are kept up to date with the release.

Groote Eylandt is the largest island in the Gulf of Carpentaria and the fourth largest island in Australia. It is the homeland of, and is owned by, the Warnindhilyagwa who speak the isolated Anindilyakwa language.

PEPA QLD: Aurora HodgesWhilst the Commonwealth Games were on in Queensland, PEPA has had a marathon of its own organising a large number of placements in the last two months.

Participants have given verbal feedback stating how much they have learned about palliative care and how they look forward to educating their colleagues and caring for patients at end of life.

PEPA continues to deliver presentations as part of the Cancer Council Queensland’s “Caring for Our Community” workshops with the last workshop in Mt Isa postponed to Monday 14 to Tuesday 15 May 2018.

Negotiations have begun with Queensland Health to deliver PEPA Workshops in specific Hospital and Health Services. The first workshop was at Nambour Hospital on the Sunshine Coast on Tuesday 10 April 2018. Invited speakers included Mary MacDonald, Nurse Practitioner and Wendy Pearse, End of Life Care Project Officer from Sunshine Coast Palliative Care Service. Eleven Aboriginal and Torres Strait Islander Health Workers and Liaison Officers attended and feedback received was positive.

STATE NEWS:

PEPA ACT: Ros KirkPEPA ACT has been busy providing a variety of learning opportunities for frontline workers in ACT. We started off the year with a PEPA Palliative Approach Workshop and the room was packed to capacity with participants attending from a variety of settings across ACT including residential aged care facilities, acute care hospitals and the community setting. In March we joined with PICAC NSW and held a Palliative Approach and Cultural Competence Workshop for staff working in the aged care sector. The workshop was engaging with lots of discussion and laughter as we went through the day.

ACT Specialist Palliative Care hosts all the PEPA students here in ACT for a four day clinical placement and since the beginning of the year that has included staff from Residential Aged Care Facilities and the Community Setting. The PEPA participants are able to spend time with a number of different parts of the specialist service including: inpatient unit, outpatient clinic, home based palliative care team and the aged care liaison team.

PEPA presented at the Aboriginal and Torres Strait Islander Health Workers Forum which was hosted by Darling Downs Hospital and Health Service at Warwick Hospital on 19th April 2018. PEPA participant Kayleen Wallace completed her workplace activity by presenting a reflection of her learnings and newly acquired knowledge of palliative care.

NSW and QLD PEPA are collaborating to deliver a workshop for Aboriginal and Torres Strait Islander Health Professionals in North West, New South Wales and Darling Downs, Queensland district.

Negotiations continue with Aboriginal and Torres Strait Islander Health Managers at Hunter New England Area Health Service, Pius-X Aboriginal Medical Service, Moree and IndigiCare, Goondiwindi to source local presenters. The workshop is planned for week of 27th August with the specific day to be confirmed.

PEPA Queensland invites all clinicians interested in palliative care to apply for a funded supervised placement with a specialist palliative care service.
