INPUTS FOR MONTHLY REPORT OF NDMA
Maj. Gen. (Dr.) J. K. Bansal, VSM, Chikitsa Ratan, (Retd), Hon’ble Member, NDMA
visited Bihar Veterinary
College, Patna and inaugurated
“Summer School on Cross
Sectoral Disaster Risk Reduction
Strategies in Livestock Sector”
on 29 May, 2012. Delivering his
Keynote address Hon’ble
Member highlighted the
importance of Livestock in the
agrirarian society of India and
consequential adverse impact of
disaster on the same. Citing
NDMA’s National Guidelines on
Biological Disaster Management
that has an exclusive chapter on Livestock Disaster Management, he called for a sustainable
unified strategy for mitigation of livestock disasters. General Bansal stressed upon the need of
joint research, training and operational integration to handle emerging zoonosis like Swine Flu
(H1N1) and Bird Flu (H5N1) to avoid its serious implications on human health, economy and
national security implications. Dr. Jayakumar C. Senior Specialist and Dr. A. K. Sinha, SRO
also attended the summer school and delivered lectures on Psychosocial Care and support in
disaster and Management of Biological Disaster and Management of Livestock Disaster
respectively.

Mhow (MP) and delivered a
lecture to Army Officers and
faculties on Disaster
Management: Emerging
Challenges for the Armed Forces
on 5 June, 2012. During his
lecture General Bansal
highlighted the Role of Armed
Forces in Disaster Management.
Highlighting some of the
emerging challenges such as
CBRN, he called for special

initiative by Armed Forces in the field of training and capacity building for detection, protection
& response to CBRN emergencies.

Social Sciences (BANISS) at
MHOW on 5 June, 2012.
Hon’ble Member discussed with
Shri. R. N. Berwa IAS (Retd),
Director General, BANISS,
about various aspects of disaster
management and creating
community based psychosocial
care worker through the faculties
of social services. Hon’ble
Member highlighted that Dr.
Babasaheb Ambedkar National Institute of Social Sciences (BANISS) can play an important role
in capacity building.

visited College of Veterinary
Sciences at Mhow and interacted
with Dean Dr. S.N.S. Parmar
and faculties. During the
interaction Hon’ble Member
highlighted adverse impact of
disaster on livestock animal and
their consequential impact on
food supplier and nation
economy. Hon’ble Member
called for cross sectoral
sensitization of veterinarian
livestock farmers and industries
to put in joint mechanism to minimise the impact of disaster on livestock.

On 13&14 June 2012 NDMA conducted 6
training programme on CBRN Security and
Preparedness to handle CBRN
emergencies for security staff of
Parliament House Complex (PHC).
Programme was inaugurated by
Hon’ble Vice Chairman. In his
inaugural address, Hon’ble Vice
Chairman highlighted the need of
CBRN Security of the PHC and
reiterated NDMA’s commitment to
have regular training programme.
Giving an overview of the CBRN
training programme, Maj Gen (Dr)
J.K. Bansal, Member, NDMA
emphasized on necessity of hands on
practical training with CBRN
protection, detection and
decontamination equipment.
Approximately 70 participants attended
the programme. CBRN experts were
invited as faculty from National
Disaster Management Authority
(NDMA), Defence Research
Development Organisation (DRDO),
and Baba Atomic Research Centre
(BARC) etc. All stakeholders
participated enthusiastically. Col. (Dr.)
T. S. Sachdeva, Senior Specialist,
NDMA coordinated the training
programme.

Maj. Gen. (Dr.) J. K. Bansal, VSM, Chikitsa Ratan, (Retd), Hon’ble Member, NDMA
convened a meeting with Inspector
General of Police, Chandigarh for
training police force of Chandigarh
city on CBRN Security, Prevention,
Mitigation and Preparedness to
respond to CBRN scenario. During the
meeting procurement of CBRN
protective equipment like face mask,
gloves, chemical monitoring, radiation
meters and field kits for detection of
biological agents was discussed. A
CBRN training programme for
Chandigarh Police personnel on 23 &
24 August, 2012 was decided.
On 25 June Maj. Gen. (Dr.) J. K. Bansal, VSM, Chikitsa Ratan, (Retd), Hon’ble Member,
NDMA invited Mrs. Aruna Dalmia,
Chairperson of Akshy Pratishthan to
NDMA. Mrs Dalmia is a noted social
worker, running a school and
rehabilitation centre for physically
challenged. What should be special
preparedness and care of physically
challenged during disaster was
discussed. She was requested to give
her inputs to make guidelines most
useful for affected individuals during
disaster. She appreciated NDMA’s
contribution in the field of disaster
management and assured her full support.

Director General, Indian
Council of Medical Research
(ICMR) on 26 June, 2012.
Hon’ble Member emphasized
to create facilities for
Biosafety & Biosecurity for
prevention of Bioterrorism and
other Biological disaster
including Epidemic &
Pandemic. Inclusion of CBRN
training in medical graduate,
postgraduate & continuous
medical education programme
were also discussed during the
meeting. Dr. V. M. Katoch assured his full support for CBRN Medical Preparedness.
On 10-11 July, 2012 NDMA conducted 7 CBRN training course for parliament Security
Personnel. Delivering Keynote

NDMA emphasized on constant
monitoring for CBRN agents, at all
entry points, security of air
condition plant from dissemination
of biological agents, vigilance of
water reservoir or tanks in
Parliament House Complex for
prevention of contamination by
virulent microorganism.
Knowledge of handling CBRN
detection equipment, proper use of face mask and gloves was highlighted by Gen. Bansal.
Hon’ble Member also emphasized the need of decontamination. Col. (Dr.) T. S. Sachdeva,
Senior Specialist briefed the participants about the course contents and delivered a lecture on
Medical Response (EMR) to CBRN Terrorism, Dr. Jayakumar C. Senior Specialist and Dr. A. K.
Sinha, SRO delivered lectures on Psychosocial Impact of CBRN Terrorism & its Management
and Bio threat perception respectively. Other faculties were from National Disaster Response

Force (NDRF), Defence Research Development Organisation (DRDO), Baba Atomic Research
Centre (BARC), Apex Trauma Centre of AIIMS, Inter University Accelerator Centre (IUAC)
and Delhi Fire Service.
National Disaster Management Authority (NDMA) has conducted a training programme
for National Disaster
Response Force (NDRF)
medical doctors and
paramedics from 31 July to 2
August, 2012 on medical
response to Chemical,
Biological, Radiological,
Nuclear (CBRN) scenarios.
Shri M. Shashidhar Reddy,
Vice Chairman, NDMA started
the training programme for
doctors and para medics of
NDRF. Delivering the keynote
address, Maj Gen (Dr) J.K. Bansal, VSM, Chikitsa Rattan, (Retd), Member, NDMA
elucidated about, how to treat a case at the site of incident and how to do the decontamination,
use of protective equipments like face mask, gloves & boot. He informed that monitoring of
radiation, as well as chemical agents will be fully covered during the course. Shri K.M. Singh,
Member, NDMA and Dr.V.M. Katoch, Secretary, Department of Health Research & DG, ICMR
attended the inauguration. Experts and faculty has been invited from National Disaster
Management Authority (NDMA), National Disaster Response Force (NDRF), Defence Research
Development Organisation (DRDO), Baba Atomic Research Centre (BARC), Apex Trauma
Centre of AIIMS, Inter University Accelerator Centre (IUAC) and Delhi Fire Service.

On 23 August, 2012 Mr. Christian Tino, Executive Director, Austrian Technology
Corporation, Vienna, Austria &
Mr. Michael Lederer from
Austrian security research had a
meeting with Maj. Gen. (Dr.) J.
K. Bansal, VSM, Chikitsa
Ratan, (Retd), Hon’ble Member,
NDMA. They apprised Hon’ble
Member about their expertise in
production of CBRN protection
equipment including CBRN
casualty evacuation bags. Hon’ble
Member enquired about merit of
their equipment vis-a-vis product
of other manufacturer and advised
them to demonstrate their product & technology.

CBRN scenario. Hon’ble Member
emphasized the need of training of
all stakeholders including medical
professionals. Gen Bansal also
stressed that CBRN training
without equipment is not of any
use and advised to procure CBRN
equipment. He also stressed on
regular hand on practice for better preparedness. Mr. Srivastava IG Chandigarh & Mr. K.K.
Sharma Advisor to the Administrator Chandigarh also attended the training programme. CBRN
equipment demonstration was given by NDRF. Col. (Dr.) T. S. Sachdeva, Senior Specialist,
NDMA coordinated the training programme.

September, 2012 at IACI,
Hyderabad. Organized by
AmeriCares India, Mumbai.
Defence Research Development
Establishment (DRDE), Gwalior
gave demonstration of
equipment. A mock drill for
evacuation & management of
CBRN casualties was conducted
under supervision of Hon’ble
Member. He identified the gaps
and advised to fill these gaps by various stakeholders.
NDMA has organized one day seminar on “CBRN Scenario: Prevention & Mitigation” for
Delhi Police at Police
Headquarters on 27 September
2012. The keynote address on the
“Overview of CBRN Scenario”
was delivered by Maj Gen (Dr)
JK Bansal, VSM, Chikitsa Ratan,
Hon’ble Member, NDMA.
Hon’ble Member told about, how
to detect CBRN agents, use of
protective equipments like face
mask, gloves, boot &
decontamination. Gen Bansal
also discussed about treatment of
CBRN injuries including
specialized investigation like, radio biodosimetry, use of decorporation drugs for radiation and
antidotes for hazardous chemicals. The programme was attended by senior police officers
including Shri Neeraj Kumar, Commissioner of Police. The training programme was very useful
for awareness and sensitization of senior police officers that paved the way for the road map for
training of all police personnel so that they will be able to handle any such eventuality. The
expert faculty was invited from National Disaster Management Authority (NDMA), Defence

Research Development Organisation (DRDO) and Inter University Accelerator Centre (IUAC)
The programme was coordinated by Mr. Anil Shukla, Additional Commissioner of Police, Delhi
and Dr. A. K. Sinha, SRO from NDMA. It was proposed that training must be an ongoing event
where more number of police officers and other personnel need to be trained and refresher
courses need to be conducted regularly. Delhi Police also need to be equipped with CBRN
equipments to handle any such eventualities in prompt and an effective manner.

on technical session held on 28
September, 2012 during
NDMA Foundation Day
Celebration Programme. He
shared his experience of
Nagapattam during Tsunami,
2004. Hon’ble Member also
stressed on the need of
preplanning and earmarking the
place for evacuation in flood
prone area, so that affected
population can be evacuated
promptly in case flood situation
demands so.
