I have enjoyed representing the council at numerous events across the district over the past few months. It’s wonderful to be able to meet so many people in our community and find out about the excellent work that is going on. I would like to thank everyone who has made me feel so welcome.

We are now heading into winter, and as ever, there’s so much going on locally. Please do take time to browse our popular ‘What’s On’ section which is part of our Countdown to Christmas guide. Because initiatives enables other groups and individuals to publicise their work and consult with members of the public, the views expressed may not be those of the District Council.

As a council we are keen to find out what our residents think and so we have launched a consultation panel called Let’s Talk. This is an opportunity for you to find out about all the different consultations we hold. We’d also really like to hear about your views on our magazine. You can find out more on pages 18 and 19.

The council is committed to helping our communities evolve and improve, which is why we are working with communities on a Vision for the city and our towns. You can find out more about this on pages 4 and 5.

Planning is always of interest to our residents and we are just about to start work on the Local Plan Review. This is a really important project as it is all about planning for the future of our district, so we have produced a special pull-out guide with details on how the project will progress.

I am also extremely pleased at how well our Green Dog Walkers’ scheme has been going. Lots of you have been getting involved and so on page 6 we are thanking all of those who have signed up to the scheme so far.

There’s no doubt that we live and work in one of the most beautiful areas of the country and we want to keep it that way. We’re working with organisations and community groups from across the district to help deliver improvements in our city and towns, so that our area continues to be one of the best places to live, work and visit in the UK. These improvements are in direct response to your feedback and the aspirations of key organisations, which were gathered when each vision was developed.

Your visions for our districtWhat’s happening?

We asked residents, businesses and specific groups such as university students, how they would like Chichester to develop over the next 20 years. Last year, the ‘Chichester Tomorrow’ vision was published. This has brought your ideas together with a detailed action plan, which we have already started to deliver with our partners. The vision has also been placed at the heart of economic and planning policy for the city. Below are some of the key aims of the vision and the work that we are currently carrying out to address these. We’re also moving ahead with the vision’s flagship project, the redevelopment of the Southern Gateway.

We want Chichester to be an accessible and attractive city centre.

What are we doing to achieve this?

• Improving infrastructure for cyclists. We are reviewing the cycle racks and considering whether they need to be upgraded. We are also exploring the possibility of introducing new cycle paths and cycle service stations.

• Improving parks and open spaces. We are looking at what improvement we can make to further enhance our parks.

• We are reviewing the ‘look and feel’ of the city. This involves developing the city’s identity as well as improving the street signage, furniture and presentation. We’ve already started repairing fingerposts, painting street furniture and cleaning signs.

• We are working on a ‘Smart City’ strategy to improve the access to technology across our city.

• We’re reviewing our car parks in the city centre and making it easier for people to park. We have already made significant improvements, including introducing a variety of payment options, the ability to top up your parking from your mobile phone, and general improvements.

• We have developed a joint air pollution strategy – ‘Breathing Better’.

We want to encourage a vibrant and growing economy

What are we doing to achieve this?

• We are working on the Southern Gateway project, which is the biggest regeneration project that the city has seen for decades. The project is focused on the southern entrance to the city and is the flagship project of the vision.

• We are bringing forward the Gigabyte project, which will introduce high speed broadband to public sector organisations, with the hope of expanding this further to local businesses in the future. West Sussex County Council is leading on this project.

• We are reviewing public sector premises and working together to develop opportunities and reduce costs. We have already brought in a number of community services under one roof.

• We are bidding for grants and funding to regenerate the area.

• We are supporting local businesses in a variety of ways including training and grant opportunities as well as ongoing support.

• We are updating signage guidance for local businesses. We are also helping to improve shop fronts and facades through a grant training programme.

We want Chichester to be a leading visitor destination

What are we doing to achieve this?

• We are working with our partners to maximise our cultural opportunities.

• We are developing the tourism offer for the city. Visit Chichester is in the process of developing a destination management plan to encourage more people to visit and stay in the city. See www.visitchichester.org

• We are working on an events programme for the city.

• We are developing a strategy that aims to enhance the evening economy in the city.

What’s happening?The Petworth Vision was created in 2014. We are working with our partners to help deliver projects identified within the vision, which will make improvements to the town. Some examples include:

• the appearance of the town – including street furniture and landscaping.

• car parks – including additional signage and improvement to the facilities.

• signage – making it easier for people to find their way around the town.

• introducing more recycling facilities.

What’s happening?Selsey Town Council is currently working with its local community to develop a vision for the town. They have arranged events and meetings with residents to find out what improvements they want to see and they are already working on a range of projects including:

• helping people to find their way around the town through improved signage and trails.

• making improvements to East Beach.

• creating a brand for Selsey.

• considering events for the town including an outdoor festival.

• Promoting the fishing industry including working on the ‘Sea’s the day’ project with Selsey Fisheries.

What’s happening?Midhurst has already significantly benefited from its first vision 2008, but Midhurst Town Council is now updating this to plan for the next 10 years. Improvements will include:

• transport – looking at public transport, cycling and car parks.

• place – looking at the appearance of the town, including street furniture, signposts and landscaping.

• business development – improving shop fronts, looking at markets,

developing a welcome pack for new businesses, and encouraging business start-ups and apprenticeship training.

A number of groups are meeting on a regular basis to start tackling some of these issues. We are supporting Midhurst Town Council with this work.

Research shows that cities and towns that develop a strategic vision benefit significantly. This is why the council and its partners have been working on visions for our city and towns that will protect their uniqueness, while also developing opportunities that will bring economic growth and jobs to the area. Like many towns and cities with a strong heritage and cultural base, the district has survived the impact of the economic recession better than many. These visions aim to provide further opportunities for our city and towns to grow and flourish.

The campaign aims to reduce litter and dog fouling across the district and help keep our area looking beautiful. As part of this, we’ve introduced litter enforcement officers, who patrol the district; we’ve encouraged you to ‘adopt an area’ by working with us to keep the area looking beautiful; and we’ve launched a green dog walkers scheme to help reduce dog fouling.

Thanks to your support, the campaign has been recognised by the Chartered Institute of Public Relations (CIPR) in their PRide awards. We’ve been shortlisted for two awards – best public sector campaign and best community relations campaign. We will find out the results on 30 November and so we’ll keep you posted!

Since launching the campaign:

• we have seen a reduction in the amount of litter penalty notices issued;

• we’ve seen a reduction in the amount of litter around the district;

• more than 158 areas have been adopted by residents, businesses, schools and community groups; and,

• more than 300 people have signed up to join our Green Dog Walkers® scheme.

We aim to continue with this work over the coming year and will be launching more initiatives. It’s still not too late to get involved.

This is all about taking pride in your local area. It’s making a commitment to report any problems to us, such as fly tipping, extensive littering or continuous issues of dog fouling in your local area. If you want to, you can also help to keep the area clean by getting involved in, or

organising, community clear ups. We’re not asking you to do our job for us, we are asking for your support and to be our eyes and ears in your local community.

Become a Green Dog Walker If you want to become a green dog walker, please visit www.chichester.gov.uk/greendogwalkers

This involves signing our Green Dog Walker® pledge. By doing this you are agreeing to always clean up after your dog and put the

bag in a bin or take it home with you; as well as taking a friendly approach to encourage other dog walkers to do the same. Those who sign up to the scheme will receive a pack, including a special badge to show that they are part of the scheme.

THANK YOU for increasing our recycling rate to 45%

We want to say a huge thank you for helping to increase the recycling rate in the district from 39% to 45%. This is great news and moves us even closer to our 2020 target of 50%. We’ve tried to make recycling easier for people and have run various initiatives across the district, and so we hope you’ve found this useful.

We now want to work with you to help reduce the amount of food we waste. In West Sussex, nearly a third of the average household waste bin is filled with food. This is equivalent to nearly 20 rubbish trucks a day! Over the coming year, we will be working with our

partners to raise awareness of this important issue. Look out for our Christmas tips on our social media sites and more information in the next issue of initiatives.

Our Garden Recycling Service is also making a huge contribution to the district’s recycling rate. The garden waste collected is recycled locally into compost and means you no longer have to move bags of garden waste to the tip. GlassPlease put all of your glass bottles and jars into the household recycling bin, such as wine bottles, jam jars and those all-important cranberry sauce jars!

Paper and cardYou can recycle paper and cardboard in your household recycling bin. The only papers we can’t accept are shredded paper and shiny metallic wrapping paper. These need to go into your general waste bin.

Please remove any polystyrene or plastic wrap from cardboard packaging (this goes in the general waste bin), then pop the cardboard into the recycling bin. When

cardboard is too big to fit in your bin, you can either fold it down, or cut it into more manageable pieces.

PlasticWe can take all sorts of plastic bottles, pots, tubs and trays in the household recycling bins. These include: cream pots, meat trays, black plastics and chocolate and confectionary containers. Please just make sure that any residue or food is removed before putting them into the recycling bin

Cans, aerosols and tin foilWe can accept cans and tin foil as long as they are fairly clean, including foil from a roll; mince pie

tins; drinks cans; pet food tins; and empty aerosols.

Extra recyclingWe can also accept any recycling that is left next to your burgundy household recycling bin, as long as it is kept clean, dry and loose. This is especially useful for the extra glass and plastic recycling that we gather over Christmas, or cardboard that won’t fit into the bin. Please remember that if you struggle to move or lift it, our crews will too.

Collection days will return to normal from Monday 14 January 2019. If you have any extra waste over the holiday period our collection crews will pick this up on your first collection after Christmas. If you have extra recycling that you can’t fit into your recycling bin, please leave it next to your burgundy bin, as long as it is kept clean dry and loose. Further information can also be found below.

The Garden Recycling Service will stop from Friday 21 December and will start again on Monday 7 January 2019. You can recycle your real Christmas tree using the Garden Recycling Service.

There will also be some slight changes to the clinical waste collections. All affected residents will be contacted directly.

Chichester Camera Club at The Novium Museum2018 marks 125 years since The Chichester Photographic Society was formed in 1893. It was active until 1945 and, after a four year break, was re-formed in 1949 under the name of Chichester Camera Club. It has continued as such to the present day, and is recognised as one of the most successful camera clubs in the country, welcoming everyone with an interest in photography.

This headline exhibition will explore the rich history of Chichester Camera Club and its development over the years. Drawing from the club’s archives and with contemporary work, this showcase will also feature the way in which Chichester District has been a source of inspiration to the club’s members across a range of photographic genres.

Our FREE Christmas park and ride service returns!Thanks to the support of Chichester College, the Park and Ride service will return on selected dates over the Christmas period starting on Saturday 1 December, 8.30am – 6pm.

The service is convenient and will run every 15 minutes leaving from Chichester College car park at Westgate and dropping off at:

• Eastgate (opposite the Cattle Market car park)

• Northgate (the lay-by in Oaklands); and

• Chichester Cathedral.

Festive activities at The Novium MuseumDuring the holiday season why not pop into The Novium Museum in Tower Street, Chichester? You can see the new Chichester Camera Club exhibition from 24 November, plus the museum’s regular collections – all for free. Afterwards, you can enjoy a drink in the café area and browse for Christmas gifts in the shop.

Father Christmas: Santa will be visiting the museum on Saturday 1, 8, 15, and 22 December between 11am – 4pm. Pop into his colourful grotto on the first floor. It costs £6 per child and includes a gift, booking is essential.

The museum will be closed over the holidays from Monday 24 to Wednesday 26 December, and reopening on Thursday 27 December.

Planning for our future

Planning affects all of our lives. It affects where we live, work and relax; where new shops and community facilities are built; and it protects our historic buildings and the natural environment.

The Local Plan is a vital part of this, helping to control and shape development and provide much needed housing in our area over the next 15 years.

Our plan covers areas in the district that do not fall within the South Downs National Park. There is a separate plan for the whole of the National Park and this is produced by the South Downs National Park Authority.

We all know that our district is an incredibly special place and we want to keep it that

way. This is why the Local Plan is so important - it helps us to protect the area, while also addressing the district’s needs.

The Local Plan helps us to:

• choose where the development goes;

• protect the character and beauty of the area;

• provide job and housing opportunities so that our children can continue to work and live locally;

• support and help to boost the local economy;

• help our residents to maintain healthy and active lifestyles; and,

• make sure that we have adequate services, travel options and community facilities.

You may remember that our current Local Plan was adopted in July 2015. At that time, the local plan was approved, but the Government Inspector said that we had to review it again within five years to make sure that sufficient housing was planned to meet the needs of the area. We are busy developing a new draft Local Plan and we will shortly be asking for your thoughts on this. Before we do this, we wanted to explain why the local plan is so important and why we would appreciate your involvement in this process.

Every council that is responsible for planning decisions is expected to have a Local Plan. The plan sets out the opportunities for development in the area. It also makes clear what types of development will be permitted and what won’t. This is really important, because without it, we are unable to control where development goes. The plan also looks at housing, employment space and places where retail and leisure facilities should be provided.

The Local Plan is also expected to identify areas that need to be protected, such as valued countryside, employment land and open spaces. Some of these community assets may also be improved through new development.

Every time we receive a planning application we look at the Local Plan to assess whether planning permission should be granted.

Our Local Plan was approved by a planning inspector in July 2015 on the basis that we agreed to review it again within five years. This was because the inspector felt that we would need to accommodate more housing in the long term. Since then, the Government has changed the way it calculates future housing needs and we are now expected to take more housing within our area.

We have a growing population. The Chichester District is a beautiful place to live and work and so people are keen to live here, plus people are also living longer. There’s also been a decline in the amount of new homes that have been built since the recession and so there is high demand for housing. Most importantly, our young people are finding it very difficult to get on the property ladder as first time buyers or renters.

Nationally, there’s been an increase in the number of 20-34 year olds still living with their parents. The average house price in the district is £368,328 (June 2018) while the average wage is £27,926.

We want those who grow up here to have the option to stay here – and so we need to make sure that there are homes of the right price and type, that will enable them to do this.

Unfortunately, there is limited Government funding available for affordable housing. This is why the Local Plan is so important, because it requires developers to deliver a proportion of affordable homes that are suitable for local families and young people.

We also have an aging population and the plan will help provide a range of suitable housing to meet people’s needs.

For each new home built, the Government gives the council a financial bonus. Some of this money is ring fenced for those communities that deliver new homes. This is then used to improve their local facilities, for example the creation of a village hall or play area.

In addition to this, the Local Plan policies and community infrastructure levy mean that developers have to pay an additional amount for every property they build. This money is already being invested in villages and towns that are taking new developments, with new schools, community facilities and roads planned as part of large schemes.

This process is about working with you to find the best solutions for our area. We have looked at lots of different sites that have been put forward for development to date, before coming up with a preferred development strategy. Once our councillors have agreed which sites should be included in the Local Plan Review, it will be your turn to have your say and let us know what you think. The council’s approach will then be subject to a public examination, conducted by an independent planning inspector.

Changes to the way the Government requires us to calculate future housing needs means that we now plan to build up to 650 new homes each year in the local plan area, up to 2035. We have also carried out other studies, which let us know how much retail and employment floor space is needed.

The Local Plan isn’t just about building new homes and creating new employment opportunities, it has an important role in creating a district that we can all be proud of and that meets local needs.

• Protecting the historic environment

We will include policies to protect theindividual buildings and historic areasthat are so important to our district andits heritage.

• Protecting the natural environment

We will include policies that will ensurethat protected habitats and species willnot be harmed as a result of newdevelopment and that environmentalenhancement can take place whereverpossible.

• Protecting open spaces

The draft local plan will also protectexisting open spaces. It will state thatwhere significant development doeshappen, new open spaces should becreated or improvements should bemade to existing open spaces.

• Creating more leisure facilities

We will expect developers to providesuitable recreational space alongsidetheir housing proposals. This adds valueto new developments and enrichescommunities.

• Re-energising the day and night timeeconomy

The plan will work alongside theChichester Vision to help support the dayand night time economy.

• Allocating land for employment

This will identify key sites that can beused for industrial, office andwarehousing uses in order to createmore jobs in the area and support thelocal economy.

How do you develop a local plan?There are five stages in total. At the moment, we’ve completed stage one and we are busy finalising preparation for stage two.

Stage 1 – Summer 2017We invited you to complete a questionnaire in June 2017, to help us develop our preferred approach. These responses have helped us to draft the next stage of the plan.

Stage 2 – Winter 2018 / Early 2019We will invite you to comment on the draft local plan. We will also ask other interested parties such as developers and authorities responsible for roads, health and education services to provide us with feedback.

Stage 3 – Summer 2019We consider feedback from stage 2 and propose further changes. This is then shared with you and other interested parties for further comments, before submitting the Local Plan to the Government for independent examination.

Stage 4 – Autumn 2019A planning inspector will be chosen by the Government to examine our plan and they will then report on their findings.

Stage 5 – Estimated 2020We will then adopt the Local Plan once the Government Inspector is happy with it. It’s only at this stage that the Local Plan Review will finally replace the current Local Plan.

Your views are really important to us and they are a vital part of producing a plan that meets the needs of the district.

How can I get involved?

Towards the end of the year, once we have a draft local plan in place, we will let you know how we plan to consult with you. We expect this to be around December / January time. We will then consult with you again prior to the examination. Comments at this stage

will be considered by an independent planning inspector.

As we went to press, we were preparing to begin the process of finding a development partner for the Southern Gateway to help us deliver this major regeneration project for Chichester.

Over the summer, we have been working closely with our strategic partners, West Sussex County Council and Homes England, plus legal and property consultants on the tender process.

Work has also been taking place to draw up a Development Brief. This is a key document which will provide more detail on how we and our partners expect the project to be delivered. Developers will be asked to respond with their ideas based on the brief, and in line with the Southern Gateway Masterplan. Any potential developer who expresses interest in the project will be assessed against how well they match this brief.

One of the things that any development partner will be looking for is a simple land arrangement. The gateway site consists of land owned by several organisations and so we have been working with all the landowners, including the Ministry of Justice which owns the courts site, to transfer the various parcels of land to one of the strategic partners. One of these is Homes England, a government agency which works with local authorities to enable them to deliver more homes. By simplifying the land ownership, we are making the project a more attractive prospect for potential developers.

As part of marketing the project, the Department for International Trade (DiT) has also come on board to highlight the Southern Gateway opportunity as part of its overseas investment programme and is being promoted at various DiT events.

Project recapWhen completed, the regeneration will include 365 new homes and 20,000 square metres of new commercial (retail, offices and leisure) space.

playing field• part of the former high school, and• the Royal Mail depot buildings.

Finding a development partner for the Southern Gateway project

Helping prevent type 2 diabetesHas your doctor told you that you are at risk of developing type 2 diabetes, or are you concerned that a family member may be at risk? Do you just want to find out more about how you can avoid developing it?

If so, Chichester Wellbeing runs free and friendly pre-diabetes workshops that provide people with information and advice about the condition. The workshops are three hours long and cover the risks of developing it, exercise and healthy eating.

The class also focuses on motivating people to make lifestyle changes, so they don’t develop the condition. Type 2 diabetes can be prevented, and by making a few simple changes to your lifestyle you can avoid it, or slow its development.

Following the workshop, participants will be offered a free one-to-one appointment with a trained Wellbeing Adviser. Places are limited, so hurry!

The main pollutant emitted by solid fuel burning is fine particulate matter, also known as PM2.5. This is widely acknowledged as being the air pollutant which has the greatest impact on human health.

Both short and long-term exposure to PM2.5 increase the risk of early death from respiratory and cardiovascular diseases, and cause more hospital admissions. Children growing up exposed to PM2.5 are more likely to have reduced lung function and can develop asthma.

If you have an open fire place or wood burning stove, please consider the following government advice.

• Use well-seasoned wood: this is wood that has been dried for at least two years. Wet or unseasoned wood (often sold in nets), is cheaper to buy, but it needs to be dried before it can be burned. Wet wood contains moisture

which creates smoke and releases harmful particulates when burned. Breathing this in is dangerous to your health and can also damage your stove or chimney. Drier wood is also more efficient, producing more heat per log than unseasoned wood.

• Consider buying wood labelled ‘Ready to Burn’: this is wood which has been well seasoned and is of a good quality, as well as being more efficient. www.woodsure.co.uk/firewood-ready-to-burn

• Do not burn treated waste wood or household rubbish: burning old bits of furniture can emit harmful fumes and household rubbish may include plastics, which will release toxic pollutants such as arsenic into your home when burned.

• If you use house-coal, use approved smokeless fuels instead: these produce less carbon and smoke

compared to house-coal. They also provide more heat and so cost less money to heat your home.

• Maintain and service your stove each year: an annual service means it will work better and generate more heat from what you burn.

• Get your chimney swept up to twice a year: particulates build up in the chimney which reduces efficiency and increase the risk of chimney fires. Use a qualified chimney sweep.

• Store your fuel correctly: it is important to ensure your wood does not get damp from the rain or damp from the ground.

• If you are having a stove installed, look out for the EcoDesign Ready make: these are Defra approved and have been tested to high standards to ensure they have low smoke emissions.
