NOTICE OF COMMUNITY REVIEW

DINAS A SIR CAERDYDD

HYSBYSIAD ADOLYGIAD CYMUNEDAU Cardiff Council intends to conduct a review of it’s communities in accordance with S55 and S57 Local Government Act 1972. It will be the Council’s aim during the course of the review to determine what changes (if any) to the boundaries, or electoral arrangements of the communities may be desirable in the interests of effective and convenient local government, and to make recommendations as appropriate to the Local Government Boundary Commission and the National Assembly of Wales. This review will be followed by a separate review of the County Council electoral divisions, to be conducted by the Local Government Boundary Commission for Wales (“the Commission”) in their programme of reviews which commences in 2014. In reviewing the electoral divisions, the Commission will take note of any changes to the communities that arise from this review. The Council is now conducting the first stage of the review process and is inviting any person or interested organisation having an interest in the review to send their comments in writing to the contact details below not later than 31 May 2013. Correspondents are asked to pay particular consideration to:

• Community Boundaries : Consider the location of boundaries to ensure that the community represents the sense of identity of the community.

• Communities with existing Community Councils : Consider whether a community should

continue to be represented by a Community Council and if it should remain, whether the number of councillors elected to the Council is suitable for providing effective representation for the community.

• Communities without Community Councils : Consider whether or not greater representation is required through the introduction of an elected Community Council for one or a group of communities.

• The effect of community changes on County Council r epresentation : Communities are the primary building blocks of Cardiff Council electoral divisions and their elected representation of County Councillors. Consider changes to the community area and the effect on the number of County Councillors representing the area.

Background information including electorate figures and copies of plans showing the existing community boundaries can be examined at the offices of the Council, at the address below, on the Council website and within Cardiff County Council libraries. Mae Cyngor Caerdydd yn bwriadu cynnal adolygiad o’i gymunedau yn unol ag adrannau S55 ac S57 o Ddeddf Llywodraeth Leol 1972. Nod y Cyngor yn ystod yr adolygiad fydd penderfynu pa newidiadau (os o gwbl) sydd angen eu gwneud i ffiniau neu drefniadau etholiadol y cymunedau, a hynny er budd llywodraeth leol effeithiol a chyfleus. Bydd y Cyngor yn anfon unrhyw argymhellion priodol at y Comisiwn Ffiniau Llywodraeth Leol a Chynulliad Cenedlaethol Cymru. Ar ôl yr adolygiad hwn, cynhelir adolygiad ar wahân o adrannau etholiadol Cyngor Caerdydd gan y Comisiwn Ffiniau Llywodraeth Leol i Gymru (“y Comisiwn”) yn eu rhaglen o adolygiadau fydd yn cychwyn yn 2014. Wrth adolygu’r adrannau etholiadol, bydd y Comisiwn yn ystyried unrhyw newidiadau a ddaw i gymunedau yn sgil yr adolygiad hwn. Mae’r Cyngor nawr yn cynnal cam cyntaf y broses adolygu ac yn gwahodd unrhyw berson neu sefydliad sydd â diddordeb yn yr adolygiad i gyflwyno sylwadau ar bapur i’r manylion cyswllt a nodir isod erbyn 31 Mai 2013 fan bellaf. Gofynnir i chi ystyried yn benodol:

• Ffiniau cymunedau: Ystyriwch leoliad ffiniau i sicrhau bod y gymuned yn cynrychioli hunaniaeth y gymuned.

• Cymunedau sydd â Chynghorau Cymuned eisoes: Ystyriwch a ddylai cymuned barhau i gael ei

chynrychioli gan Gyngor Cymuned ac os felly, a yw nifer y cynghorwyr a etholir i’r Cyngor yn addas i gynrychioli’r gymuned yn effeithiol.

• Cymunedau sydd heb Gynghorau Cymuned: Ystyriwch a oes angen mwy o gynrychiolaeth drwy ethol Cyngor Cymuned ar gyfer un gymuned neu grŵp o gymunedau.

• Effaith newidiadau cymunedol ar gynrychiolaeth ar y Cyngor Sir: Cymunedau yw sail adrannau etholiadol Cyngor Caerdydd a’r Cynghorwyr Sir sy’n eu cynrychioli. Ystyriwch unrhyw newidiadau a fu i ardal y gymuned a’u heffaith ar y Cynghorwyr Sir sy’n cynrychioli’r ardal.

Gellir archwilio gwybodaeth gefndirol, yn cynnwys ffigurau etholwyr a chopïau o gynlluniau’r ffiniau cymunedol presennol, yn swyddfeydd y Cyngor yn y cyfeiriad isod, ar wefan a Cyngor ac yn llyfrgelloedd Cyngor Sir Caerdydd.
