Information Bulletin – Issue No. 19/2011 Page C-2 Information Items from the Community Services Directorate COMMUNITY DEVELOPMENT REPORT – NOVEMBER 2011 Children and Families Children’s Week: October 2011 This year’s theme for Children’s Week was “Nature Play” and the week commenced with a nature themed Story Time at Kelmscott Library. On Tuesday, there was Story Time at Armadale Library and the annual Toddler’s Activity Morning was held in Memorial Park. Ranger Red attended the event with various native animals, Cara the Eco Fairy roved and local organisations held a range of nature themed activities. A Picture Book Picnic was held at the Seville Grove Library on Wednesday with Story teller Glen Swift entertaining the children. A final Story Time session at the Seville Grove Library was held on Thursday. Through out the week 100 students from Westfield Primary School took part in tree planting at the Wungong Road drain in conjunction with Landcare. Generations Connect Playgroup The City’s Children and Families Officer is currently liaising with the Principle Nursing Home with the view to develop and implement a new playgroup at the Home’s facilities. The City of Armadale’s role would be to help promote this playgroup to the community through media releases and flyers. Youth Youth Activity Area With the completion of the Youth Activity Area now delayed until February 2012, plans for the Launch are on hold. The City is continuing to engage with local young people in a variety of ways to continue promoting the area and creating interest and excitement around activities that will be taking place at the YAA in 2012. Midnight Basketball With the Armadale PCYC and City's fifth Midnight Basketball tournament now complete, this sees the end of the program for 2011. Plans are in place with the current committee to develop an exciting program throughout 2012. National Youth Week April 2012 With National Youth Week taking place from the 13th - 22nd of April, 2012. The City is partnering with local youth based organisations including Armadale Youth Resources, Edventures, Save the Children and Drug ARM to deliver a range of interactive youth events throughout the week taking place along the Jull Street Mall, from the train station through to the new Youth Activity Area. The week will culminate at Memorial Park with a 'Battle of the Bands' competition. Other activities taking place throughout the week are likely to include street market stalls in Jull St, food stalls, skate and BMX demonstrations at the Youth Activity area and screenings on the YAA multimedia screen.

Information Bulletin – Issue No. 19/2011 Page C-3 Information Items from the Community Services Directorate SERYIA SERYIA meetings continue to attract a good number of local youth agencies every month and create a great networking opportunity. Save the Children's Community Programs Coordinator, Liza Beinart, presented to the Network recently informing the group of the new Save the Children’s Friday Night program running out of the Old Post Office. Much discussion was generated around the current South East Corridor / Northbridge Train Line Program. Seniors, Access & Inclusion Kayak and Rowing These activities were held at Champion Lakes Regatta Centre (Monday 7th November and Tuesday 8th November 2011). Both programs were full and were enjoyed by everyone who participated. Some participants are interested in taking the sport up as a hobby. Seniors Expo This event was held at the Greendale Centre (Tuesday 8th November 2011) in partnership with Dale Cottages and supported by Armadale Central Shopping Centre. There were approximately 37 organisations at the event with information displays and an extensive entertainment program with Christopher Hunt (Board Member of Dale Cottages) being the Master of Ceremonies. The duration of the event was 4 hours and there were approximately 170 - 185 community members who attended. 'Have Ago Day' at Burswood Dale Cottages and South Side Care donated buses with volunteer drivers to go to 'Have A Go Day' which is an annual Seniors Recreation Council event held at Burswood Park (Wednesday 9th November 2011). Fourteen people from the community went on the bus trip and all would like to be on our data base to have mail-outs of future events. Historic Walks of Armadale The Armadale Visitor Centre conducted a guided tour through historic sites including Bert Tyler, History House, Town Hall and Minnawarra Chapel finishing with a light morning tea (Thursday 10th and Friday 11th 2011).The walk was enjoyed by everyone and again everyone wanting to go on our data base to have mail-outs of future events. Information Displays On the 9th 10th & 11th of November the City had an Information Display set up at Armadale Central Shopping Centre. Various local organisations also had static displays at the local shopping centre.

Information Bulletin – Issue No. 19/2011 Page C-4 Information Items from the Community Services Directorate Volunteer Services Thank you to Volunteers Function Armadale Volunteer Services hosted a volunteer recognition function in Minnawarra Park on Wednesday 16 November. Approximately 200 people were entertained by the Starlight Hotel Choir from St Patrick’s in Fremantle who travelled to Armadale to provide entertainment for the afternoon, whilst enjoying shoulder massages, light refreshments and lucky draws. Guest speakers included Cr Ruth Butterfield and Mr John Christmass. The evening has received a lot of positive feedback. The Service is also in the process of putting together an application for a further five years funding from the Department for Communities. Cultural Development November has been a busy month for the events team as we prepare for the summer season of events and develop advertising and marketing, working very closely with the City's communications department. Highland Gathering The Armadale Highland Gathering has been a large focus throughout November as multiple components of the event, held in Minnawarra Park on Sunday 20 November, are brought together and all required infrastructure in place on the day. This event is the major event to attract patrons not only throughout Perth, but also the rest of the state and nationally, this year we have worked with designers to create a very contemporary design/logo for the event and advertising, and extended our reach into the City of Canning and Victoria Park community papers. The event has also been advertised in the West Australian and we have received several feature stories/photos in the Comment News and Examiner. One was a feature story on the preparation of the Haggis, one with the new Mayor being fitted for his kilt, an article on the Medieval Fair, and one re the Armadale Cycling Classic - all a part of this unique and multi-faceted event. Birak Festival The City's first Indigenous festival - Birak, one of the six seasons on the Noongar calendar that corresponds to this time of the year, will be held on Friday 2nd December in conjunction with the inaugural Armadale Independent Film Festivals cultural night. The Festival will feature performances from some of the best Aboriginal acts in the country as well as local talent. Moana Dreaming, a trio of Indigenous young woman, will entertain with their beautiful harmonies, covering their own music as well as classics such as 'My Island Home' written by Neil Murray and made famous by Christine Anu.recent Deadly Award nominee for best male artist, alongside Gurrumu, John Kimberley who will be flying in from Broome for the

The multi-award winning Bartlett Brothers will play with a five piece line-up featuring the evocative vocals of Australian Idol semi-finalist Jason Bartlett. There will also be traditional Aboriginal dance performances and learn to dance sessions for the youngsters with plenty of activities to keep them entertained. The event will be MCed by Aboriginal actor, Kelton Pell. Armadale Independent Film Festival Though not directly a City of Armadale event, events and communication have been very much involved in supporting the inaugural Armadale Independent Film Festival scheduled for 1 to 3 of December. This promises to be an exciting event that will acknowledge not only professional film makers, but also includes a competition for the local community to submit work in various categories, the winning entries of which will be screened on the night. Thursday 1st December 2011 night features a screening of the movie Blame at Grand Cinemas. The film Blame was shot entirely in the City of Armadale. It features the Roleystone hills, the Armadale Town Hall and Wungong Dam. The film has had considerable international success with the film to be screened in the US soon. Friday 2nd December 2011 night is the cultural night and will follow on from the afternoons Birak Festival and feature a premiere screening of, OurStory: Six Sisters of the Stolen Generation, the heart warming and evocative film about a group of sisters who were taken as a part of the Aboriginal assimilation program conducted in Western Australia between 1909 and 1969. The sisters travel back to the New Norcia St Benedictine Monastery for the first time since childhood. Footprints in the Sand will complete the indigenous evening. It is a love story about the last two indigenous people to leave the desert country of WA. Saturday 3rd December 2011 night KOKO - the red kelpie from the surprise hit movie Red Dog will come to Armadale to receive the inaugural Red Dog award - an award that will acknowledge the highest grossing movie made in WA that year. A free screening of the movie will finish the Festival program. Friday and Saturday nights are free events to be held outside in the beautiful Memorial Park amphitheatre. “RAMPED” Ramped is a range of youth related activities provided by the City of Armadale to local youth over the summer school holiday Planning for RAMPED is well under way with the program of activities, to be run over the school holidays, being developed to cater for a range of interests from writing and recording music, through urban art, dance, VJing, and percussion workshops. The workshops are designed to facilitate skill development and engage participants for five sessions with the goal of utilising these young people for performance at the Minnawarra Festival in March 2012, and National Youth Week in the first week of April.

“E” (Enrich, Educate, Explore) Sessions Speaker: Peter Kennedy talks about media and politics Date: 18th October 2011 Where: Armadale Library Reading Lounge Attendance: 50 adults Prepared by – Jan Pedroli – Adult Services Librarian Armadale An evening talk given by Peter Kennedy, recently retired ABS Radio and Television personality, was very well received. The event was set up in a café style environment of the Armadale Library Reading Lounge and the serving of light refreshments enhanced the event. As many people commented, this new setup and the provision of refreshments resulted in a social and ‘civilised’ occasion that was truly appreciated by all attendees. Such was the success that Peter Kennedy happily remained following his talk to chat with interested parties and answer their many questions about his time in politics. Most of those who attended chose to remain past the formal part of the evening enjoying the conversation and convivial atmosphere. It wasn’t until well after library closing time that the majority of people left. It is very clear that this level of function and set up will result in very well attended functions that will generate extremely positive publicity for the City of Armadale libraries. “E” (Enrich, Educate, Explore) Session Computer Training Program Report prepared by – Jan Pedroli – Adult Services Librarian Armadale The current set of Computer Training Courses are finishing next week. Four six week courses per period have been operating now for quite some time now and demand will see this continuing, volunteer staff permitting. Waiting list numbers as of the 24th of October are 69 people. The assistance provided by the many volunteers to ensure the success of these courses is much appreciated.

Comments: The City of Armadale was one of 6 communities invited to participate in a Better Beginnings pilot project to engage with culturally and linguistically diverse families in the local community by making a book to promote literacy and self esteem. As coordinator of Better Beginnings for our libraries, Librarian Shirley Reilly attended a workshop held at the State Library of WA in February 2011 to learn more about the project. She was able to invite 4 other people to attend and all of the attendees became very enthusiastic and inspired to be involved with the project. A local workshop was held in March 2011 to further engage interested staff and agencies in the project and to identify a potential group to work with. The Champion Centre and library were keen to work on a book project together and with the AEDI local champion project and the close proximity of the Challis Early Childhood Education Centre, the Department for Communities Best Start Playgroup and the Kindy/Pre Primary class at Challis were approached to participate in the project.

Information Bulletin – Issue No. 19/2011 Page C-9 Information Items from the Community Services Directorate A model for delivering the project had been developed by the State Library of WA based on programs run by Kids Own Publishing in Victoria. This involved conducting up to 6 sessions with the children at either the Seville Grove Library or the Champion Centre. An ‘artist’ or performer worked with the children and then they had the opportunity to make some craft. The children were photographed participating in their creative activities and artwork made as a result of the session was scanned. Comments from the children were also recorded and a book was developed from their experiences. Anne Anderson from Department for Communities offered to take the photographs and Emma Chapman from Full of Beanz was engaged as the ‘artist’ to do motor skills activities with the children. Emma Turner, speech therapy assistant from The Complete Advantage also participated by working with the children on a speech and language activity each session. The children also had stories read to them at the end of the session by Shirley Reilly. The printing of the book was able to be provided in house by Geoff Lovell at the City of Armadale. As the project evolved, a Working Group was formed from connections established through the City of Armadale and Armadale Early Years Network and included: Shirley Reilly, Karina Hall, Jodie Clarke, Tace Stevens and Colleen Sillifant - City of Armadale; Elizabeth Rochfort - Challis Early Childhood Education Centre; Anne Anderson, Helen Cuimara - Department for Communities; Emma Turner -The Complete Advantage; Emma Chapman - Full of Beanz; Helen Michaelsen - Polytechnic West; Margaret Robson Kett – State Library of Western Australia. Teaching and support staff from Challis ECEC were also very involved with the project. The book’s content also evolved as the project developed and the text in the book was written to reflect the motor skills activities (action and doing words) and self esteem (positive and empowering words) for the children to read and relate to their experiences. Indesign software was the preferred program to use for the book’s design and it was discovered that this was in use at Polytechnic West in Armadale. Media Studies lecturer Helen Michaelsen and her students were approached and became instrumental in designing the book and special thanks goes to them for all of their support. The book project had developed into a true community publishing effort. The children attended five sessions during Term 2 and then work progressed on the design of the book until the final draft was ready for printing. The City of Armadale was able to print the book which helped to make the project very cost efficient. A book launch was held on 7th September 2011 at Seville Grove Library. It was a true celebration for the children and everyone involved with making this book. Many of the children’s families attended the launch along with representatives from the various agencies that participated. The Mayor Cr. Reynolds kindly hosted the launch and the State Librarian Margaret Allen attended and spoke about Better Beginnings. The children sang some songs to the audience and Cr. Reynolds read the book to the children and presented them each with their own copy. A debrief meeting with the Working Group was held on October 25th 2011 and everyone involved was thrilled and extremely positive with their experience in creating this book. There is the opportunity to use this concept in other programs to engage with our clientele

Birtwistle Local Studies Library (Report prepared by Susan Hall, Historian/Local Studies Librarian) Pioneers’ Day Saturday October 8 The Birtwistle Local Studies Library’s contribution was a display photographs from the collection of heritage churches in the City of Armadale. Discussion was prompted regarding the various churches, but mainly St Mary of the Valley and the former St Francis Xavier Church on Third Road. Contacts were made for future interviews regarding the district development since the 1950s. Oral history interviews In progress:

• In depth interview with Bert Tyler by volunteer Lynn Knox of several of his valued pieces of equipment on display at the Bert Tyler Machinery Museum

• Former horse trainer and local resident Bert Harrison regarding the horse stables in the district

• Interview with Deborah Burns, granddaughter of Lena and Bernie Richards who established the Dalton Stables on the corner of Eighth and Armadale Roads.

Family History Registration has been made for a free trial subscription for genealogy database, Findmypast. This comes highly recommended by the Family History team at the State Library of WA. Information Bulletin – Issue No. 19/2011 Page C-11 Information Items from the Community Services Directorate Education Programs Home Schoolers from the Armadale area came to the Museum to participate in the Local Government program. Mayor Reynolds explained the workings of the Council and the children also learned about the evolution of local government in the district ending the visit with a look at the Museum and a game of Local Government Bingo! Programs for 2012 have been finalised and a booklet has been produced to be sent out to school later in the year. The booklet outlines the programs offered and their links to the new Australian Curriculum. The Education Officer was invited to John Wollaston Anglican Community College to speak to the Humanities staff about our Australian Curriculum courses and this generated interest in working with us in the New Year. Also our on-line programs “Who was that Soldier?” and “From a Distant Shore” have been modified to link in with the new Australian Curriculum. National Heritage Machinery Rally, 2-4th September The City of Armadale sent two engines from the Bert Tyler Vintage Machinery Museum to the rally at Fairbridge. The engines were housed in the Machinery Preservation Club of WA’s exhibition compound for the event and its members kindly ran the engines. City of Melville Visit On the 15th of September the Birtwistle Local Studies Library organised and hosted a visit of museum and heritage staff from the City of Melville. Part of their visit included a trip up to the replica post office and History House Museum where issues relating to collection management and education programs were discussed. Collection Management October has been spent rearranging collection store room two to increase the museum’s storage capacity. At the same time the opportunity to complete the cataloguing of elements of the collection has been taken. History House has been steadily taking digital images of items within the collection. This reduces the future need to handle the collection, thus reducing the risk of damage. MUSING Article re: Roleystone Kelmscott Bushfire Collection In the spring edition of Musing a publication by Museums Australia WA (MAWA) an article by the curator of History House Museum on the Roleystone Kelmscott Bushfire Collection appeared. The article looked at how the collection came together and the impact it had had on the museum.

A further Special Award was achieved and presented to the Armadale Visitor Centre - the RAC Travel Services Business Planning and Marketing. A $5,000 RAC Travel Services advertising package came as part of that Award. MEETINGS: The following strategic tourism level meeting were attended by the Visitor Centre Coordinator:

RANGER & EMERGENCY SERVICES REPORT – OCTOBER 2011 Animal Control Dogs Ranger Services received six hundred and twenty six (626) requests for assistance during the October report period. The number of reports relating to dogs demonstrates a small increase from the corresponding period in October 2010. This is also reflected in the progressive yearly total.

Livestock Ranger Services attended to nineteen (19) requests for assistance in dealing with livestock wandering during the October report period, which demonstrates a slight drop in the number of incidents involving wandering stock. Court Action

Following information relates to legal action taken by Ranger Services pursuant to the provisions of the Dog Act 1976 these matters were heard and determined in the Armadale Magistrates Court during October 2011

Information Bulletin – Issue No. 19/2011 Page C-15 Information Items from the Community Services Directorate Ranger Services provide a service to the community in respect to reports of Off-Road Vehicles (ORV’s) being driven or used in certain areas, particularly where it is identified that life and or property are at risk. Such matters are generally dealt with pursuant to the “Control of Vehicles (Off-road Areas) Act 1978” (the Act) It would appear that the majority of the ORV activity is being carried out on land owned by or under the care management and control of the following organisations.

• Department of Conservation • WA Water Authority • Department of Planning and Infrastructure • WA Planning Commission • Private land.

Rangers in conjunction with representatives from the abovementioned organizations regularly conduct patrols, and are cognisant of illegal ORV activity, in the surrounding bushland having regard for the difficulty in enforcing the provisions of the Act and apprehending offenders. Where trail bikes or other vehicles are being used on private property, with the permission of the land owner, it is not an offence under the provisions of the ORV Act. Notwithstanding the above, a person shall not use or drive an off-road vehicle on any land whether or not private land — (a) In a manner which creates or causes any undue or excessive noise; or (b) Unless an efficient silencing device, so constructed that all exhaust from the

engine is projected through the device in such a manner as effectively to prevent the creation of undue noise, is securely fitted to the engine.

Litter Control

During this report period Ranger Services attended to forty four (44) requests for assistance regarding the illegal dumping or rubbish. Keeping roadsides, reserves and other areas litter free is a major focus of the City of Armadale and Rangers are ever vigilant in identifying and apprehending litter offenders.

Fire Services Rangers continue a high profile in relation to hazardous blocks and offer advice to land owners with regard to fuel reduction and ongoing maintenance of firebreaks.

Ranger Services attended to five hundred and ninety three (593) enquires, during this report period, mainly associated with alternative style firebreaks and advise regarding general fire safety.

Bush Fires Act 1954 - Permits to Burn From 1st October Permits to Burn can be obtained from the City’s Ranger Services at any time by phone, fax or email during normal office hours provided a Ranger is available to process the application and the person applying is able to fulfil the conditions applicable to the permit. The City will ensure that a Ranger is always available between 3.00pm and 4.00pm, Monday, Wednesday and Friday, for this task. Additionally Permits to Burn may be issued by a Volunteer Bush Fire Brigade Fire Control Officer. Permits are needed for burning bush and grass at anytime between 1 October and 30 November inclusive and 1 April to 31 May inclusive. Volunteer Bush Fire Brigades Volunteer Bush Fire Brigades are called to fires via a paging and radio communications system. The 000 emergency numbers will put you in contact with FESA’s fire services who will dispatch the nearest Brigade in the event of a fire. Volunteer Brigades should not be contacted directly to report a fire, the 000 network is the most efficient method. Volunteer Fire Brigades are a valued and important part of our community. Brigades will welcome people who are prepared to join and assist in community safety and fire fighting. Training is available for all volunteers. It is not necessary to be an “active” firefighter as there are many roles which may suit your attributes such as administration, community safety programmes, headquarters operations, communications and welfare support. Please contact your local Volunteer Bush Fire Brigade for information on how to become involved in this vital community organisation. The Emergency Services Levy which is collected for the Fire and Emergency Services Authority (FESA) through Local Government supports the volunteer and career fire brigades maintaining a high level of preparedness and equipment to enable fires to be suppressed efficiently.

2. PLANNING 2011 HIGHLAND GATHERING

2.1 Main Stage & Entertainment • The 11.00 – 11.50am has now been filled by the Caledonian Scottish

Country Dancers who will do demonstrations and Learn to Dance segment. Some will also perform with Heel and Toe whom they practice with between 3:50 and 5:00pm

• DarkSun have now confirmed their attendance and are in the program.

• Welcome to Country. Jeremy Garlett Aboriginal Community Liaison for Armadale police has agreed to perform Welcome to Country.

2.1 Pipe Bands

• 7 bands minimum • 13 – 15 mini bands • James mentioned an issue with the site map, that being where they

used to congregate and warm up is now a worksite. Leigh to speak to building supervisor to see if we can push the fence line back for the event to allow additional space.

• James will come out on Friday 17th November to mark out the area for pipe bands

2.2 Highland Dancing

• Cindy Henderson confirmed infrastructure was as per list and that they are all good to go.

2.3 Cycling

• At the depot is the finishing line post and it needs top go up by 11.00am i.e. as soon as road is closed. There is an existing hole for the post.

• Water barriers are to be dropped off on the corner with four left to block off the cross-walk across Armadale Road near the finishing line. Still need a gap in fencing though for people to cross.

• Henk organises the flags for the finishing line and people to wave them.

• Additional traffic management for Orchard Ave near roundabout to be organised through Taborda.

2.4 Clan Tent

• Clans asked that the pipe bands don’t warm up outside the clan tent • Clans don’t need to have site marked out – they just come and set up • No power requirements

2.5 Craft Stalls • The craft stalls have been allocated space and a letter of

confirmation and site plan has been sent to all stallholders. • Mary Vogel voiced concern about the proximity of the craft stalls to

the cycling tents. Leigh and Councillor Steward said that there should be plenty of room – that because the site map wasn’t to scale

they appeared closer then what they were but will keep it in mind on set up of the event site.

2.6 Heavy Events

• Heavy events area is marked out with star pickets and string or bunting.

3. GENERAL BUSINESS

LICENSED BAR

• Jim Marlow confirmed licences had been issued from 10.00am to 6.00pm

• Jim has his infrastructure booked. He will come out on the Friday also to mark out the bar area.

• Only other requirement 10mtr extension cord. • Leigh to confirm Jim’s current public and personal liability

insurance is on file

ADVERTISING/MEDIA Leigh reported that the media/promotion campaign was in overdrive. Two ads were going in the West Australian in addition to three issues of the Examiner inclusive Armadale/Gosnells and Canning Vale/Vic Park editions. Leigh showed two stories that had appeared in local paper – one on the preparation of the Haggis which appeared in Comment News and one on the new Mayor preparing for the event. INFRASTRUCTURE All infrastructures was confirmed as correct by individual parties It was noted that the new position for the toilets was a good distance away from the main event area. This was taken on board and Leigh suggested we break the toilets up and distribute around the site, making sure that there were some close to the bar area. Councillor Stewart and Jim Marlow both felt that we needed to order more tables and chairs for people to eat, positioned to the side of licensed bar area and stage viewing area. TRAFFIC MANAGEMENT Mary confirmed that traffic management needs to be in place from12noon to 4.45pm. Leigh will book two additional traffic management officers’ for Orchard Ave roundabout.

MAYOR Mary said the Mayor generally participates in the massed pipe procession of cyclists for final race. In the past the Mayor has also presented the winner with the prize.
