To make public audit institutions more effective, accountable, transparent and inclusive, the auditing process and audit reporting require continuous upgradation. For this, the skill sets must be redefined and benchmarked against the latest developments in Information technology and public service delivery systems.

The International Centre for Information Systems and Audit, a Centre of Excellence of SAI India, fulfills this capacity building requirement by offering international training programmes and bespoke bi-lateral training programmes in the area of public audit across their full spectrum.

This brochure provides an overview of our training programmes during the calendar year. Included here are brief introductions to our training methods and our various facilities. Some images from recent training programmes have been added to showcase the spirit of the participative experience of our programmes.

The continuing growing demand of our training programmes demonstrate their relevance, effectiveness and world class quality. In the last decade, we have trained more than 2000 auditors and other professionals from various countries. The right balance of basic and advanced topics make our training programmes inclusive, for both the uninitiated and the experienced.

The Indian Technical and Economic Co-operation (ITEC), a flagship capacity building programme of Ministry of External Affairs has been in existence since 1964. ITEC has been an important vehicle for sharing knowledge, skills and expertise with the rest of the developing world.

ITEC has acquired a strong brand name in India's global capacity building initiatives. Its scope, which was essentially bilateral in nature, has now been expanded to include regional and multilateral organizations such as ASEAN, G-77, G-15, African Union and its regional communities, Caribbean Community, Commonwealth and IOR-ARC, among others.

Over the last several decades, ITEC programmes have attracted thousands of participants from Asia, Africa, Latin America and Central Europe for training in a diverse range of subjects at a large number of institutes across the country. In collaboration with ITEC, iCISA has been conducting international training courses in public audit since 1979. ITEC completed fifty years of its establishment in 2014.

SAI India: An Introduction

The Supreme Audit Institution (SAI) of India was set up over 150 years ago, in 1860. It is headed by the Comptroller and Auditor General of India, a Constitutional Authority, appointed by the President of India.

SAI India's mission is to promote accountability, transparency and good governance through high quality auditing and accounting and to provide independent assurance to all its stakeholders, including the Legislature, the Executive and the Public, that public funds are being used efficiently and for the intended purposes.

Presently, SAI India has MoUs with 17 Supreme Audit Institutions for co-operation in the field of public auditing. The Comptroller and Auditor General of India is the chair of INTOSAI Committee on Knowledge Sharing and Knowledge Services and is also the chair of the INTOSAI Working Group on IT Audit (WGITA).

The focus of our training is on emerging areas and new developments in auditing including international best practices and INTOSAI auditing standards. Our training is imparted in a multi-cultural setting that encourages sharing of ideas and experiences. In 2016-17, 235 persons from 73 countries attended our six multilateral programmes.

We impart bilateral training to officers from foreign governments on request from SAIs and Government Institutions. In 2016-17, 109 officials had attended our three bilateral programmes. We also spearhead the capacity building programmes for our own organization.

iCISA is an ISO 9001:2008 (QMS) and ISO 27001 (ISMS) certified institution.

The International Centre for Information Systems and Audit (iCISA), Noida was set up as a Centre of Excellence for Information Systems and Information Technology Audit in March 2002 to design frontline audit products and conduct high quality, skill-developing training programmes for national and international participants, using the latest pedagogy and training tools.

iCISA has been conducting international training programmes, as a part of its mandate, since inception. Our programmes cut across practically all audit domains, riding on the back of a rich and hoary heritage of knowledge and skills. Our campus, spread over ten acres, is a compact arrangement of various facilities designed to make the stay of the participants comfortable and enlivening. The elegantly landscaped campus includes separate blocks for training and accommodation and a host of recreational and sporting activities. The campus also has a rain water harvesting system and a rapid composting unit which caters to its horticultural requirements.

The location of all facilities within close proximity allow the participants opportunity to not only upgrade their auditing skills but also forge bonds of friendship with people from across the world.

As the Primary Resource Centre for information technology in SAI India, iCISA is the Knowledge Hub for training in Audit of Information systems & e- Governance. Over the last five years, more than 2,500 national and international audit professionals have been trained for auditing in different IT platforms in various audit tools.

Participants are provided single occupancy air-conditioned accommodation with en-suite bathrooms. Every room has a TV, a computer, high speed internet and Wi-Fi connectivity.

A spacious dining hall is serviced through a modern kitchen with a multi-cuisine menu prepared hygienically under strict supervision. Trained in-house cooks ensure proper dietary standards while catering to the global palette. iCISA's food is immensely popular with all the participants.

Apart from several books on the subject, participants are provided a pen drive of all presentations, lectures, case studies, country papers and relevant material for their future reference.

Course Evaluation

Feedback is taken from participants on faculty performance and all other aspects related to the training including residential comfort. This serves to gauge the effectiveness of our programmes and also ensure that only the very best come back to teach and train at iCISA.

Certificate of Participation

On successful completion of the programme, participants are awarded a certificate at a valediction ceremony at iCISA.

iCISA believes in a participative learning experience. The curriculum is innovatively designed and comprises interactive lectures, group discussions, group projects, hands-on practical sessions and audit case studies. The case studies are drawn from real life audit scenarios and are presented by experts in the field. The medium of instruction in the training programme is English.

iCISA's faculties are drawn from SAI India, other Government departments, public and private sector organisations, accounting and auditing firms, universities and other academic institutions. Senior professionals from Non-Governmental Organisa-tions (NGOs), Community Based Organisations (CBOs) and media are also part of the faculty. iCISA chooses its faculties carefully to ensure that the participants earn their spurs only from the very best in their respective fields. The resource pool comprises highly qualified practitioners and thought leaders with diverse backgrounds and world class experience.

Country Papers are a useful tool that allows participants to learn about the audit practices and issues in other countries. Experience-sharing, an important objective of the ITP, is served through country paper presentations.

Field visits and study tours are an integral part of the training imparted at iCISA. The visits offer an excellent opportunity to understand activities at the ground level and observe the socio cultural context in which these are placed. Participants are taken on a 5-day study tour to experience the richness and diversity of India.

Study Tours

A participating nation is chosen for special focus. A day is devoted to the country to enable participants to learn more about its polity, society, economy and governance. Dignitaries from the respective embassy/mission of the theme country and expert faculties deliver lectures and interact with the participants on the designated day.

Field visits and study tours are an integral part of the training imparted at iCISA. The visits offer an excellent opportunity to understand activities at the ground level and observe the socio cultural context in which these are placed. Participants are taken on a 5-day study tour to experience the richness and diversity of India.

Study Tours

A participating nation is chosen for special focus. A day is devoted to the country to enable participants to learn more about its polity, society, economy and governance. Dignitaries from the respective embassy/mission of the theme country and expert faculties deliver lectures and interact with the participants on the designated day.

I was extremely delighted to attend iCISA's

th130 ITP on “Audit of Government Receipts”. The training was at an exceptionally high level and

had a very good substantial content. Since I did not have experience in this area, I found it very enriching to learn from the experience of professional lecturers. I would like to highlight the training on Forensic Auditing, Understanding of Financial statements and basis of International Taxation. I found the concept of new tax of India – GST very informative, which I would like to share with my management team to give as a food for thought.

The opportunity to visit Taj-Mahal, Jaipur and other places was definitely more than I could have expected from this course. "It is a pleasure to give my testimony about the training program in which I participated during the month of September

2016, maybe the shortest and the most fantastic month in my life,… from which what I remember more, is that many of the participants didn't sleep in the last night, because they didn't want it to get over. It's a tough task to summarize in a few lines the huge quantities of information, feelings and emotions, visits to many places as Taj Mahal, Himalayas, the Ganges, Mysore palace, crossing of many roads, cities and villages of a multicolored, beautiful and spicy country, ..the mass of new knowledge, tools and ideas, on IT and public organization… I'm sure that all of the participants brought back with them to their countries, ideas in tax collection management, of e government, of use of new tools in IT audit such as IDEA, SQL, Tableau etc, new experiences in management as in Infosys…

The experiences and the knowledge gained from the International Training Program at the iCISA is incredible right from the

reception from the Indira Gandhi International Airport till the farewell from the same Airport. The rooms are well furnished and connected with high speed internet facilities and televisions. The room services are regular and prompt. It is no exception with the cleanliness of the dining facilities with varieties of food. Further, the recreational facilities are very good and the Yoga experience is mind blowing.

With regard to the sessions on the “Audit of Government Revenue Receipts”, both the practical and theoretical aspects of the topics are very well chosen to suit the needs of the participants. The topics and assignments are very much relevant to apply at the work place of my home country.

Even the sightseeing, country visits and shopping are very well planned. The team work right from the Director General till the support staff is very well synchronized and harmonious. I was extremely delighted to attend iCISA's

th130 ITP on “Audit of Government Receipts”. The training was at an exceptionally high level and

had a very good substantial content. Since I did not have experience in this area, I found it very enriching to learn from the experience of professional lecturers. I would like to highlight the training on Forensic Auditing, Understanding of Financial statements and basis of International Taxation. "It is a pleasure to give my testimony about the training program in which I participated during the month of September

2016, maybe the shortest and the most fantastic month in my life,… from which what I remember more, is that many of the participants didn't sleep in the last night, because they didn't want it to get over. It's a tough task to summarize in a few lines the huge quantities of information, feelings and emotions, visits to many places as Taj Mahal, Himalayas, the Ganges, Mysore palace, crossing of many roads, cities and villages of a multicolored, beautiful and spicy country, ..the mass of new knowledge, tools and ideas, on IT and public organization… I'm sure that all of the participants brought back with them to their countries, ideas in tax collection management, of e government, of use of new tools in IT audit such as IDEA, SQL, Tableau etc, new experiences in management as in Infosys…

The experiences and the knowledge gained from the International Training Program at the iCISA is incredible right from the

reception from the Indira Gandhi International Airport till the farewell from the same Airport. The rooms are well furnished and connected with high speed internet facilities and televisions. The room services are regular and prompt. It is no exception with the cleanliness of the dining facilities with varieties of food. Further, the recreational facilities are very good and the Yoga experience is mind blowing.

At the Airport: After disembarking at the International Terminal of New Delhi airport, you will clear immigration and proceed for baggage collection. If you do not have dutiable items simply walk through the green channel and head towards the exit gate. However, if you have dutiable items, declare them with the Customs Officer on the red channel before exiting. A representative from iCISA will be present in front of the Exit gate no.6 with a placard displaying 'iCISA'. He/She would help you reach the institute. In case you miss the iCISA representative, you may take a cab from any of the reputed services providers like Meru, Ola, Uber, etc. Payment would be made by us.

At iCISA: Please report at iCISA’s reception and check in to the allotted hostel room. An amount of INR 500 will be deducted per day, for your boarding and other expenses, out of the living allowance paid by the Government of India.

Study Tours: You must follow the training schedule that will be handed to you during orientation. This includes details on study/outstation tours. Unless on health grounds, no exceptions are permissible. Visits will have demonstrations, guided tours of work/project sites and meetings with beneficiaries and functionaries providing first-hand experience of the audit process. During field visits, accommodation will be provided on twin sharing basis.

Currency: The Indian Rupee (INR) is available in currency notes of denominations of 5, 10, 20, 50, 100, 500 and 2000. Coins are in circulation in denomination of 1, 2, 5 and 10. Money changers are available at the airports and major shopping areas in most cities and banks. Most large shops and departmental stores accept major credit cards. You are advised to keep receipts of currency changed with you till your departure from India.

Communication: Temporary mobile connections can be procured after submitting passport size photograph and photocopy of passport with an application for a local SIM card. A connection takes about 2 to 3 days to be activated.

Healthcare: First-aid kits are available at iCISA reception. A doctor is available on Monday & Thursday, between 17.00 hours to 18.00 hours, at iCISA premises. For medical emergencies there is a well-equipped 24x7 private hospital within 1.5 kilometres of iCISA. Drinking water provided in iCISA is purified by a Reverse Osmosis plant and is laboratory tested.

A representative from iCISA will be present in front of the Exit gate no.6 with a placard displaying 'iCISA'. He/She would help you reach the institute. In case you miss the iCISA representative, you may take a cab from any of the reputed services providers like Meru, Ola, Uber, etc. Payment would be made by us.

At iCISA: Please report at iCISA’s reception and check in to the allotted hostel room. An amount of INR 500 will be deducted per day, for your boarding and other expenses, out of the living allowance paid by the Government of India.

Study Tours: You must follow the training schedule that will be handed to you during orientation. This includes details on study/outstation tours. Unless on health grounds, no exceptions are permissible. Visits will have demonstrations, guided tours of work/project sites and meetings with beneficiaries and functionaries providing first-hand experience of the audit process. During field visits, accommodation will be provided on twin sharing basis.

Currency: The Indian Rupee (INR) is available in currency notes of denominations of 5, 10, 20, 50, 100, 500 and 2000. Coins are in circulation in denomination of 1, 2, 5 and 10. Money changers are available at the airports and major shopping areas in most cities and banks. Most large shops and departmental stores accept major credit cards. You are advised to keep receipts of currency changed with you till your departure from India.

Communication: Temporary mobile connections can be procured after submitting passport size photograph and photocopy of passport with an application for a local SIM card. A connection takes about 2 to 3 days to be activated.

Healthcare: First-aid kits are available at iCISA reception. A doctor is available on Monday & Thursday, between 17.00 hours to 18.00 hours, at iCISA premises. For medical emergencies there is a well-equipped 24x7 private hospital within 1.5 kilometres of iCISA. Drinking water provided in iCISA is purified by a Reverse Osmosis plant and is laboratory tested.
