In Kyrgyzstan only 7442 children, or 28 percent, of all persons

with disabilities under 18, are covered by basic education.

In Kazakhstan, this ratio makes 32 to 35 percent.

In Tajikistan, just 13 to 25 percent of children with disabilities get

any education.



Challenges

Lack of accessible environment and special conditions in educational institutions;

Lack of infrastructure, accessible ICTs, special tools and equipment, special software and available teaching materials for education;

Unavailability of web resources, information and services for people with disabilities.



Project’s goals

• the creation of favorable infrastructure conditions for higher and further education and subsequent employment of students with disabilities;

• to provide an opportunity for persons with disabilities gain the skills in ICT, access to educational resources through ICT;

• to increase the availability of web services for all persons with disabilities by adapting websites to the limited capabilities of PwD.

The main purpose of opening of this center is to ensure the full integration of persons with disabilities in all spheres of university activity, to ensure unhindered access to the services provided by the university:



Tasks

To achieve these goals it is necessary to solve the following tasks:

equipping the center with standard and specialized ICT tools adapted to the needs of different categories of users;

developing methodologies to adapt basic high school education program considering individual capabilities of persons with disabilities;

development and realization of the program of organizational and methodological support for training of persons with disabilities (training workshops, guidelines for faculty and staff, etc.);



Tasks


carrying out professional orientation work among young people with disabilities;

development of requirements for creation of new and adaptation of existing web sites of government agencies, telecommunications operators to facilitate access them persons with disabilities;

development of information and educational portal for people with disabilities;



Tasks


training of persons with disabilities (provision of specialized software and methodologies to improve the access of persons with disabilities to telecommunications / ICT services);

work on the organization of the educational process for training of persons with disabilities (the development of educational materials, specialized modules, multimedia training aids, test materials, etc.). Provision with textbooks and methodical literature.



Infrastructure

Center provide the following material and technical conditions,

providing unimpeded access by persons with disabilities:

Entrance to the building is equipped with a ramp that provides

access to the building the persons with disability;

Sanitary facilities is specially equipped for people with

disabilities.

1 workplace – for administrator;

6 workplaces for users with visual impairments (3 workplaces for the blind, and 3 - for the visually impaired);

6 workplaces for people with mobility impairments.

Completed activities

The following works were carried out within this project:

The Centre is equipped with specialized hardware and software systems, adapted to the needs of users with disabilities;

The recommendations were developed on adaptation of the University educational program tailored to the individual capabilities of students with disabilities;

Training seminars and workshops for teachers were held;

By the end of September 2016 will be implemented web portal for persons with disabilities;





At this time working on a professional orientation work among young people with disabilities;

The trainings and seminars were held for developers of web-sites of state bodies on the portal content adaptation, taking into account opportunities for people with disabilities and on the basis of the "Web Content Accessibility Guidelines” (WCAG);

The investigations on checking the availability of state bodies web resources according to the criteria and requirements of the ITU and the W3C (WCAG), and the results showed that in general does not provide for the requirements of web accessibility for PwD;





At this time working on a professional orientation work among young people with disabilities;

The trainings and seminars were held for developers of web-sites of state bodies on the portal content adaptation, taking into account opportunities for people with disabilities and on the basis of the "Web Content Accessibility Guidelines” (WCAG);

At present carry out works on the development of training materials, multimedia learning tools for people with disabilities.
