Project Manager | Kyle Muellner, PE

Kyle Muellner will be the Project Manager and the primary point of contact for INDOT. He will be available to INDOT at any time. Upon receipt of each assignment, Kyle will assess the assignment’s scope and technical requirements and will select the appropriate design team to complete the assignment.

Kyle has 16 years of experience in the management, design, and inspection of bridge structures in Indiana, including more than 100 bridge replacement and rehabilitation projects. His transportation experience also includes Design-Build, railroad coordination, contract document and plan preparation, specifi cation writing, cost estimating, preliminary engineering, and forensic assessment.

Kyle has managed or served as bridge lead on some of Indiana’s largest and most complex transportation projects, such as the I-69 Best Value Design-Build in Noblesville, the I-65/I-70 Flyover Ramps Fast-Track Design-Build, the new US 31 bypass in Kokomo, and Super 70 Design-Build.

• Historic Truss Rehabilitation - As Bridge Project Manager, coordinated and developed contract documents for two LPA trusses carrying Rangeline Road over Wabash River in Huntington, Fort Wayne District.

• New Freeway Alignment - As the subconsultant bridge lead, delivered two jointless bridges at 800 and 810 feet long, in design-bid-build packaging, with a bridge construction cost of $7 million.

MANAGEMENT APPROACHKyle has a proven track record with INDOT for delivering projects on schedule and under budget. His hands-on management approach includes the following fi ve key elements:

Responsiveness. The Parsons Team will be an extension of INDOT staff and will work together with you to customize our approach to each assignment based on its unique requirements.

Communication. Upon each project assignment, Kyle will develop a written Project Management Plan that specifi es the assignment of responsibility, project objectives, information fl ow, schedules, client

review and approval, change procedures, and other project-specifi c items. Kyle will make sure that all project meetings and key decisions are documented properly and will keep in constant communication with INDOT’s project manager.

Cost Containment. Using a very detailed approach to cost containment, the Parsons Team will use a variety of estimating tools to make certain that we are designing within the established construction budget. Our

team is committed to continuously evaluating practical design philosophies to reduce construction costs.

Schedule. Kyle understands the importance of meeting the deliverable dates that tie into INDOT’s letting plans and capital program. Our key staff is available, and Parsons has the depth of resources to ensure that

we will meet the required milestones of the project assigned.

Matt Kohut has 14 years of bridge experience in design, inspection, and management. Matt has been involved in inspection, rehabilitation, and new bridge projects of various sizes throughout Indiana. His responsibilities include bridge design management, preparing contract documents and special provisions, and serving as an INDOT certifi ed team leader for bridge inspections. Some of his most recent projects were the LaPorte Bridge on-call contract, new Interstate I-69 project, US 50 Bypass project in North Vernon, and the U.S. 52 over Wabash River Bridge Replacement.

Derek has more than 18 years of structural experience and has been involved in inspection, rehabilitation, and new bridge projects throughout Indiana, Kentucky, Ohio, and Tennessee. His responsibilities have included design management, preparing contract documents and special provisions, and serving as project manager and inspection team leader for complex bridge inspections. Some of his recent work includes the 7-span US 52 over Wabash River Bridge Replacement and the Accelerate 465 West Leg Reconstruction.

John has 11 years of experience in transportation design, including complex urban and rural roadway and interchanges. John was Lead Engineer for the I-65/70 South Split project and the NB I-65 to WB I-70 Ramp Reconstruction project for both roadway and maintenance of traffi c (MOT), bringing a tremendous wealth of knowledge to the project on the roadway and MOT side. He also was heavily involved in the public involvement side of the South Split project which will be used as a model for its success as an INDOT project.

Dan has more than 12 years of experience in conducting environmental studies and seven years of experience working on and reviewing transportation projects. He has experience preparing and reviewing NEPA documentation and waters of the U.S. determination reports; conducting wetland delineations, waters determinations, and ecological site evaluations; securing permits from state, local, and federal regulatory agencies; and managing all other aspects of the NEPA process.

Mike Wigger is a vice president/principal engineer for Earth Exploration, Inc. He is responsible for providing technical support for professional personnel and managing special projects. His other duties include quality assurance review of technical reports, corporate administration, and proposal/contract preparation.

Grant Niemeyer has more than 25 years of experience in bridge and transportation project surveys. He has extensive knowledge in all types of INDOT, local government, and Indianapolis DPW bridge surveys, including topographic and right-of-way engineering surveys. He is very familiar with INDOT, various local government, and Indianapolis DPW bridge survey standards and procedures and has served as survey project manager on bridges throughout various counties in Indiana.

The Parsons Team knows how to save money and implement the most economically feasible bridge designs. Our local bridge staff can handle any of your rehabilitation needs for this project, even if the scope changes to complete replacement. This site is scoped for conversion to MSE abutments, but is only halfway through its design life. Parsons will perform a Life-Cycle Cost Analysis, comparing several concepts, confi gurations, and span layouts to identify the long-term most cost eff ective option that is in-line with the District’s goals.

Before: Corroded Open Piles

SR 17 Over Grassy CreekThe open pile epoxy coating and steel condition is severely deteriorated around the water line on every pile. A life cycle cost analysis would be performed to analyze several rehabilitation options, including re-coating with epoxy. Based on recent experience with open pile structure rehabilitations, Parsons has recommended encasing in concrete the aff ected sections of each pile to stop corrosion now and ultimately to extend the overall structure life.

Additionally, the northwest embankment has settled, moving the guardrail posts and signs with it, and breaking the guardrail transition connection to the bridge rail. Preliminary examination of the embankment reveals that the existing toe of slope is set back from the channel edge. This extra space could be utilized to regrade the bridge cone and provide stability for the embankment and the roadway above.

SR 331 over Tippecanoe River: An IDNR Outstanding RiverOur staff has completed bridge projects over Tippecanoe River and know that it is on the Indiana Department of Natural Resource’s Outstanding Rivers List, which identifi es rivers with particular environmental or aesthetic interest. It provides several recreational opportunities, including canoeing, swimming, and fi shing. The Nature Conservancy has designated the Tippecanoe River as one of the top priorities in the state to preserve due to the number of threatened and endangered species that inhabit the river, including four state endangered darter species. The Tippecanoe River also supports a healthy mussel population, with forty-nine diff erent documented species. Parsons will take great care to consider the well-being of the river when rehabilitating and painting this structure.

FIELD CHECK AND BRIDGE INSPECTIONA bridge inspection and scoping report will be the foundation

to the decision-making for the project. Here we will refi ne our preliminary recommendations into the recommendations ultimately advanced to the fi nal tracings. A solution will be established based on safety, cost, simplicity, time and impacts to bridge traffi c. The inspection will be coordinated with the LaPorte District and related district personnel, and a representative of the Central Offi ce bridge rehabilitation group will be invited to attend the scoping fi eld check.

QUALITYParsons’ rigorous corporate quality assurance program is fully certifi ed to be in compliance with ISO 9001:2008. Parsons was the fi rst transportation engineering fi rm to

achieve this ISO certifi cation and the fi rst in Indiana. Checking the quality of project documents is an important component of the work. For this project, all personnel, including subconsultants, will follow Parsons’ quality assurance program. The procedures verify that the fi nal documents contain no incongruities and conform to INDOT requirements, sound engineering practice, and professional standards. All project tasks will be performed in accordance with a unifi ed quality assurance program to ensure that INDOT receives the best quality of services possible.

MAINTENANCE OF TRAFFICParsons is a leader within the Indiana community regarding construction sequencing and maintenance of traffi c (CSMOT). We have developed MOT schemes and analyzed traffi c for some of INDOT’s most complex road closures, including I-465 and Allisonville and I-65/70 Downtown.

We have reviewed each bridge location and have summarized the preliminary fi ndings below. During design these fi ndings will be refi ned considering project parameters, limitations, and costs to determine the preferred CSMOT alternative for each location.

US 6 detour length is 5 miles on SR 106. However, this detour bypasses traffi c through downtown Bremen. SR 106 appears to have suffi cient capacity and turning radii for trucks, but US 6 trucks will have to pass underneath a CSX RR bridge. The CSX RR bridge has 14.58 ft of underclearance according to the 2015 Inspection Report. It may be more cost eff ective to also detour SR 331. This will be investigated during design.

The detour along state routes would be long, approximately 16.5 miles for travel between the towns just north and south of this bridge. Traffi c will be maintained on this structure. Construction will be phased, and a temporary signal will direct traffi c through the project area. Waterway MOT will also be required for this location. A public access put-in point for the Tippecanoe River is located just west of the bridge. Proper signage and channelizing buoys will be placed to protect recreational river traffi c throughout construction.

The detour along state routes would be very long, approximately 20 miles, incurring substantial user costs. The AADT through this area is very low, allowing traffi c to be maintained during construction. Phasing will allow a temporary signal to maintain traffi c through the project area.

UTILITY COORDINATIONParsons has a unique understanding of the INDOT utility coordination process as our staff has assisted INDOT utility staff in teaching the new utility certifi cation course. We understand that this is an on-going process from initial research, through design coordination and development of utility work plans and agreements, to providing services during construction.

Based on the current scope of the project it is likely that impact to existing utilities will be minimal. Each bridge has overhead lines adjacent to their locations. However, US 6

over SR 331 will require particular care as one of the aerial lines passes underneath Span C of this structure. This aerial line can be seen in the photograph to the right, cutting across the view of the diaphragms.

IMPLEMENTING PRACTICAL DESIGNParsons will implement a thorough and practical risk management strategy to ensure the delivery of the project within the budget parameters INDOT has set. Encompassed within the strategy is the application of practical design such as:

• Not a one-time review, like value engineering, but rather a continual

awareness of elements that could be completed more cost-eff ectively, without introducing delay.

• Not a “cookbook” design based solely on the design manual, specifying standard criteria which may not be the practical choice for the location.

• Open-minded approach to achieve the

best value for the least cost, even if that means applying for design exceptions.

ENVIRONMENTAL DOCUMENTATION AND PERMITTINGOur team has the diversity of experience necessary to deliver an effi cient, permitting process. In the past few years our team has completed or substantially completed environmental documents ranging from a CE-1 for a minor roadway widening, to a CE-4 for replacement of a historic bridge, to an Environmental Assessment and Finding of No Signifi cant Impact for a 5-mile new roadway alignment.

Completing the environmental document and procuring the required permits can be a very timely process and eff ect schedule. After the scope of the bridge is approved, Parsons will investigate the possibility of preparing a Programmatic CE, if specifi c criteria is met. Programmatic CE’s streamline the process and minimize the agency’s review, allowing the project to move forward more quickly. If a Programmatic CE cannot be used for these project locations, Parsons will move forward with permitting as needed.

In July 2014, Parsons began an OPEN ROADS review process on the rehabilitation of the US 231 bridge over Jones Creek. This was one of the fi rst bridge rehabilitations to be presented in an Open Roads Review format. Working directly with Melissa Patton at the

Crawfordsville District, Kyle Muellner developed a strategy to present cost comparisons to the district to make an informed decision on scope. US 231 is an arterial in this location, and the user costs for a detour proved substantial. Parsons’ fi ndings were presented in the OPEN ROADS review meeting, and all concerned parties were able to make an informed decision regarding which route to take. Despite the costs of bridge widening and maintaining traffi c, INDOT identifi ed this as the most practical, cost-saving solution for this project.Subsequently, Parsons’ staff kept working on innovative techniques to eliminate embankment widening. This saved an additional 35 percent of project costs and prevented design stage delays for both right-of-way and NEPA documentation. Working with both District and Central Offi ce staff , a solution was ultimately identifi ed that satisfi ed all parties, saving time and money. This is what separates Parsons from other fi rms — we are continually looking for practical savings to save our clients time and money.
