Absence of Industry benchmarks as guidelines Since we took the lead in implementing ‘Smart Services’ in the city,
there were no readymade models to adopt from or clear guidelines
on how-to achieve or even benchmark against success stories.
Key CHALLENGES in Implementation
Multiple Departments Aspirations and User requirements to be accommodated It is a city wide implementation with multiple departments, offices,
stakeholders involved; with each one having specific objective,
aspirations, and requirement. To unify this into a single charter of
comprehensive workable system was one of the key challenges
during design and implementation stages.
26
Key CHALLENGES in Implementation
Sustainability option including monetization framework (ROI for OPEX) Again, in case of monetisation models and driving ROI, we had no available references or set market drivers. The social acceptance and participation is the key to develop a policy and system, which boosts the Public partnership and make it a successful model for others to follow.
Departmental Procedures and Participation Government’s existing process & approvals required extra efforts
and streamlining through the implementation processes over the
year. For example: Power Sourcing Process & GERC regulations
requires crucial reform
