Mike has almost 30 years of construction supervision experience for infrastructure projects throughout the State of Indiana. Broad Street from Main Street to Ridge Road, Griffith, Indiana: Construction Project Manager for the reconstruction of the roadway including 13-1/2” of QCQA-HMA pavement, lighting, traffic signals, water main, sanitary sewer, closed drainage system, sidewalk and down town streetscape completed in the Fall of 2011. Construction Cost $10,598,000. Perimeter Parkway (Harrison Street) from Martin Jischke Drive to Sheetz Street in West Lafayette, Indiana. Construction Project Manager for the reconstruction of Harrison Street on the Purdue University Campus from south of Martin Jischke Drive to Sheetz Street. Project included the construction of two thru lanes and 2 parking lanes the length of the corridor. Features include street lighting, landscaping, HMA pavement, curb and gutter, sidewalk, bike bath, tunnel top reconstruction, and pavement markings. Coordination with Purdue University and the City of West Lafayette. Construction cost $4,856,830.Project Manager for the Battle Ground Wastewater Treatment Plant Rehabilitation in Battle Ground, Indiana. Project Manager for the rehabilitation of the wastewater treatment plant included installation of a bar screen system, replacement of aeration tank walls, installation of two 40’ clarifiers, lift station, new UV disinfection system, new effluent monitoring system, new post aeration system, closure of polishing pond, replace existing effluent piping, two new aeration blowers, new laboratory grinder station, upgrade and remodel laboratory building, and the addition of two emergency generators. Construction cost of $2,795,000.

RELEVANT PROJECT EXPERIENCE:Project Engineer for the Curry Pike, Phase II A, Rehabilitation Project in Monroe County, Indiana. The project involved the complete reconstruction of an existing two-lane county road and its conversion into a four-lane road. The job included earthwork, a storm sewer system, twin elliptical pipes with concrete headwalls to carry Sinking Creek, concrete curb and gutter, concrete drives and sidewalk, bituminous pavement, water line relocation, and traffic signal system with video vehicle detector. Project Engineer for the White Lick Creek Trail and Vandalia Rail-Trail in Plainfield, Indiana. The project involved the relocation and restoration of Hendricks County Historical Truss No. 216 to Friendship Gardens, the construction of a prefabricated MSE retaining wall under U.S. 40 and the installation of a prefabricated pedestrian truss bridge in Franklin Park; along with the planned footing, piling and abutments. The completed product yielded approximately 1.75 miles of a 12-foot wide paved trail on compacted stone that started in Friendship Gardens.

Jason joined BF&S in 2007. Jason is certified in INDOT’s Certified Technician Program and has received INDOT’s Site Managers training. He has provided construction inspection supervision on a variety of infrastructure projects for roads, bridges, drainage, trails and airports. He has experience working on interstates and county road expansions and rehabilitations giving him a thorough understanding on all types of projects that may be needed on an on-call contract.

RELEVANT PROJECT EXPERIENCE:Project Engineer for INDOT Contract R-33062-A Boone County Road 400S and Bridge 181 carrying CR 400S over Fishback Creek. The 3-span, 4 lane Reinforced Concrete Arch required over 1,760 Cys. The road project included: 10 inch HMA pavement, curb and gutter, closed drainage system, underdrains, subgrade modification, HMA path, erosion control features, pavement markings and signs.Interstate 25 Hoosier Heartland and Connector Roads in Tippecanoe County, Indiana. Assistant Project Engineer and Project Supervisor for this 11 mile INDOT Major Moves road construction project on new alignment included signage, lighting, drainage, permitting, utility and railroad coordination. Features a divided 4 lane highway with 12 bridges and 7 at-grade intersections and a roundabout.

JOHN WIEDMANLives in West LafayetteHe has a Bachelor’s of Science in Landscape Architecture from Purdue University. His experience includes working for the Tippecanoe County Surveyor and Tippecanoe County Engineers Office on various drainage, roadway & inspection projects. John has 30 years experience as a Survey Party Chief responsible for various projects including Boundary Surveys, Topographic Surveys, and Construction Engineering for Private, LPA and the State of Indiana.

He has a track record of achieving results in design, bid, build highway projects and design build highway projects. He has a long-standing history with INDOT personnel and intimate experience with INDOT standards and specifications.

DAVID GARWOOD, PELives in Brownsburg David joined BF&S in 2002. He has a Bachelor of Science from Purdue University’s School of Construction Engineering and Management. PROJECT APPROACH

Upon project assignment by the INDOT Crawfordsville District, we will discuss the details of the construction contract with the Area Engineer and/or District Construction Engineer. Based upon these discussions and details of the construction project, we will propose staff that will meet or exceed the District’s expectations. We have ample construction inspection staff residing in and around the Crawfordsville District. We will propose staff qualified for the size and type of project being constructed.

After a project team has been approved by INDOT, we will meet with the representatives of INDOT to introduce all of the team members and verify the scope of the project.

The project inspectors will assist in the preconstruction conference. Lines of communication between all parties will be established. The project inspector will ensure the project is constructed in accordance with the plans and specifications. Depending upon the contractor’s schedule and mode of operation, additional staff inspectors will be provided as needed. The project inspectors will record and maintain construction documentation in accordance with the INDOT General Guide to Field Employees and Site Manager. Material testing will be performed in accordance with INDOT procedures. The project inspectors will assist in preparing the final construction record. Erosion control and maintenance of traffic issues will be closely monitored.

reconfiguring interchanges, utilizing alternative pavement types, analyzing mainline versus S-line overpasses, and profile grade adjustments.

• Ohio River Bridges Project – Through value engineering, BF&S was able to reduce the construction cost of the project by $100 million.

• SR/Hoosier Heartland Project – BF&S evaluated multiple alternatives to provide approximately $1 million in savings in both construction and right-of-way acquisition costs.

• SR 47 over Indian Creek, SR 25 over Wea Creek & US 52 over the Wabash River – BF&S performed several cost reduction analyses on bridge rehabilitations for the Crawfordsville District that have saved $2.2 million representing an over 20% reduction in cost for each project.

Quality Control/Quality Assurance

BF&S is committed to providing its clients with superior construction inspection services. A system has been implemented to ensure this occurs on every project. Once a construction inspection project is assigned, the construction inspection team meets with the design team to familiarize themselves with the project and any special considerations particular to the design. Plans and specifications are reviewed in detail prior to the preconstruction conference. Once construction begins, regular progress meetings are scheduled with all interested parties to ensure the project is kept on schedule and to address any outstanding issues. The project management team is available and the construction inspection staff is encouraged to contact the appropriate persons to address any issues that come up during construction. Upon project completion, preparation of a final construction record is a priority. The job performance of construction inspection personnel is reviewed frequently to ensure that we provide the best service possible. BF&S will invoice for services in a timely manner to allow INDOT the ability to manage their funds.
