Different Neighborhoods Require DifferentStrategies

Transitional: Fast-developing neighborhoodssubject to rapid home sales, rising propertyvalues and displacement pressures.

Stable: Neighborhoods with ample market-driven, private investment and social indicatorsconsistent with or higher than the city average.

Distressed: Neighborhoods that face the mostextreme challenge of low social indicators andextreme private disinvestments.

Emerging: Neighborhoods that under-performbased on their market potential usually withmoderately positive indicators.
