The general nature of the business to be undertaken is that of a Winery endorsed under Section 40 as Remote Sales only. A remote sale of alcohol can be made at any time on any day but is subject to the restrictions on delivery imposed by sections 48 and 59(1). Charles Wiffen Wines Limited has held an off-licence since 1999 to make remote sales, however the licence was not renewed by the expiry date of 21 November 2017. This is an application by Hurunui Collective Limited for an on-site special licence in respect of premises situated at 20 Mountain View Road, Culverden and known as Culverden Art Gallery The nature of the particular event for which the licence is sought is Wild West Night Out with the days and hours authorised for the sale of alcohol being Saturday 21 April 2018 from 6.30pm to 12.00 Midnight. The licensed area is supervised and includes the interior of the Culverden Art Gallery. The applicant has advised that the bar will cease trading 30 minutes prior to the end of the event to allow a ‘drink up’ time. Anna Rossiter is one of the proposed managers for the event and although she does not hold a manager’s certificate the Committee is satisfied that she will manage the conduct of the sale of alcohol in accordance with the licence. The licensee is exempt from the requirements of appointing a manager under subpart 7 of the Act. There will be a live band featuring Cam Scott. The applicant is to monitor the volume and bass of the music to ensure this does not give rise noise complaints within the Culverden township. Due to the close proximity of the nearest dwellings the doors and windows of the gallery are to be kept closed to minimise the escape of the music from the building. This is an application by Plains Motorcycle Club for an on-site special licence in respect of premises situated at 15 Balmoral Station Road, Balmoral and known as Balmoral Reserve The nature of the particular series of events for which the licence is sought is the Sundown Retreat with the days and hours authorised for the sale of alcohol being Friday 23 March 2018 from 12.00pm to 1.00am following day and Saturday 24 March 2018 from 11.00am to 2.00am the following day. The licensed area is undesignated and includes the whole of the Balmoral Reserve Campground. The bar areas on the site shall be Restricted. The event ‘Sundown Retreat’ is an annual three day/two night motorcycle rally gathering of motorcycle enthusiasts. The rally is a fundraiser for the Culverden Fire Brigade, St Johns Ambulance Service and Westpac Helicopter. A comprehensive Alcohol Management Plan (AMP) has been submitted as part of the application. The AMP provides guidelines for event security, provision of a safe area for patrons, the briefing and pre-event training of staff, and guidelines for how event staff will respond to managing patron behaviour and prohibited persons. The event will be overseen by a team of approximately 40 people, with a core security team of 20. The team will include at least seven approved crowd control security staff. The bar staff will have no other duties beyond serving drinks. There is a band booked and there will be amplified music until 12 midnight/1.00am. Previous rallies have had bands and there have been no reports of adverse impacts on
