All vehicles must be maintained to conform to highway safety standards, as well as meet the minimum requirements listed below:

CAL4 SAFETY REQUIREMENTS

1. Roll bar or full cage or fac-tory installed hard top.

2. Emergency brake, parking brake, line-lock or other redundant braking system.

3. Tow strap or rope (recom-mend rated at 2 times the vehicle weight).

4. First aid kit.5. Jack capable of lifting the

vehicle and a tool capable of removing lug nuts.

6. Spare tire within 3” diameter of other tires, or, for tires 37” or larger, run-flats or tools to repair/reinflate tire.

7. Fire extinguisher with gauge indicating good/full, appro-priately stored.

8. Seat belts for all passengers.9. Antennas must be rigid or

restrained in a manner to prevent injuries.

10. Adequate attachment points front and rear, i.e., tow hooks, receiver, etc. Tow balls are not generally rec-ommended.

11. Battery hold downs (no bungie cords).

At the time of this writing there was a lot going on and in the same sense there

wasn’t. The Governor issued Executive Order N-33-20

‘Stay At Home Order’ for the state of California back in March due to COVID-19, allowing only essential workers to be out. This made a drastic change as to how everyday life was going to be for all of us, at least temporarily. Immediately I became concerned about the health and safety of our members. My hope is that our members have all been conscious of the severity of this virus and is taking all appropriate steps to protect themselves. With the government offices becoming physically closed and the bulk of the state employees working from home it has put everything at a standstill. We are seeing state and federal Parks closing for health and safety reasons, putting a strain on everyone not being able to get out and enjoy the early spring weather in a group or club atmosphere.

Cal4Wheel had to cancel all district meetings due to the social distancing orders. There were tough decisions that needed to be made regarding postponing certain events, so the BOD conducted business by holding ‘virtual’ meetings. This allowed us to discuss the issues and make necessary decisions in order to keep the association moving forward while still adhering to the government orders.

Cal4Wheel continues to receive questions and concerns, along with correspondence pertaining to everyday operation of the association. The office manager is working remotely, with occasional office visits to drop off and pick up business materials, while the office assistant and certain volunteers are able to keep their usual office schedules, while adhering to the social distance policy. There were no lapses in calls being answered or business being conducted during this time. The pandemic required major changes to be made in the office but with the cooperation of everyone involved, we were able to continue without any impact on our members.

I don’t think I have ever seen an office so clean and sterilized, to the extent that I didn’t want to touch anything when I walked in! I want to thank everyone for adjustments they had to make and for those in the office for keeping it

running so smoothly. Our Cal4Wheel Natural Resources Consultant, Jeff

Blewett, has been keeping busy with all the land use issues and has been reporting on these issues weekly. I am sure everyone has been watching for these updates as a way to stay informed to current status. Jeff’s reports allowed us all to see the current issues and how it may impact us all. He continues to work with our committee teams regarding the postponing of selected events in order to secure all that is required for the new dates chosen. Even with the entire state dealing with the COVID-19 pandemic, Jeff continues to stay in contact with the pertinent resources in an effort to report to us so we will have the latest update.

The Win-A-Jeep project is still moving forward. JEP Autoworks continues to receive parts from our corporate sponsors. To some, off-road builders and manufacturers might not seem like an essential type of work, but what would we individuals who have custom built rigs do when our vehicles have an issue? I want to thank the team for continuing to work on the project and our Corporate Sponsor Chair John McCready. John continues to make contact with companies while most of them are complying with the ‘Stay At Home Order.’ The committee, led by Bryan Weldrick, has been faced with challenges as well due to events being canceled or postponed. Trying to promote the Win-A-Jeep when there are no shows to take it to has added challenges that we have not had to face before. Without events going on, and the inability to have the Jeep at our regular shows, our builder and the committee have new obstacles to cross. The online ticket orders are still coming in but have slowed in the past two weeks. We must continue to get the word out that the Win-A-Jeep is being built and the vehicle raffle tickets are available either by ordering through our website, by contacting the office, or contacting Win-A-Jeep committee member Kitten Chapman directly by calling or texting her at 209-662-2308 or emailing her at [email protected].

I am anxious for the clubs to start having their monthly

meetings and runs again so I can drop by and say hi, and meet as many of you as I can. As I mentioned in my last In Gear article, we attended Desert Safari, and shortly after that Kitten and I were lucky enough to attend the Kingsburg 41st Annual Snow Poker Run before the closures and ‘Stay At Home Order’ was given. I would like to thank everyone who had a hand in putting this on as my wife and I enjoyed it and are looking forward to attending this run again next year. Even though there was very little snow on the ground, the participation was good, and the raffle appeared to be a huge success. In fact, I was quite taken aback by the amount, and the variety of the raffles prizes available. I would like to recognize the Central District Membership Chair Ryan Choate for his never-ending Cal4Wheel passion. During this event I got to watch firsthand how this man promotes Cal4Wheel and I have to say he’s darn good at it and his promoting capabilities paid off. He got a few renewing members, several new members, and even life members signed on. Good job Ryan and thank you for your dedication!

Cal4Wheel is moving forward with planning our future events such as Sierra Trek in August, High Sierra Poker Run in September, Operation Desert Fun in October, Panamint Valley Days in November, as well as the possible rescheduled dates for Molina and HDR. Hopefully after this writing decisions on these two events will have been made.

I am hoping by the time you read this, the ‘Stay At Home Order’ will have been lifted, and the social distancing rules will have changed allowing events and gatherings once again. I appreciate everyone that has had the patience to adhere to the governor’s orders, even though we have all been restless and wanting to get out and enjoy the outdoors. Until then, try to take advantage of your time like my wife and I have by getting those long overdue projects done.

In closing, I would like to remind everyone to be safe out there, and PLEASE check your local agency website(s) for current update(s) before proceeding with your trip to the great outdoors.

“Social Distancing” and “Self Quarantine” - Who would have thought

terms like those would bring us closer than ever? Who would’ve thought we would be talking about the essential shut down of the world three months ago? This has definitely put a damper in my outside activities as I’m sure all of yours too. No matter what your personal feelings are in this matter, I’m sure we can all agree that this has effected almost every aspect in all of our lives and I would be willing to guess that all of us yearn for the old normal and not this new one.

Obviously, this has affected Cal4Wheel and every Jeep club in the nation with the stay at home orders forcing cancellations of meetings and events. Here in the south, we were hoping that the stay at home order would be lifted the beginning of May and we would be able to continue planning to host our Hi Desert Round-Up, but as I type this, I have just finished typing a statement explaining that due to the stay at home order and not being able to obtain a permit from the BLM, HDR 2020 will be canceled. I have been fighting this for a while to keep it going, but unfortunately, with the world the way it is, we have no other choice, and for lack of a better term, it sucks.

I guess in solace, we are not the only organization that is feeling and reacting to the effects of Covid-19, but even at that, it still sucks having to be the person who has been fighting what has been the inevitable cancellation of one of my favorite runs. Being the person in charge that ultimately must make these decisions is not an easy place to be. After going over the facts as they are, there was no other choice; no matter what I feel or you feel personally, I had to look at all the facts and after producing a pro/con list, the decision was made. I know I made the right choice, but it does not make it any easier. I just want each of you to know that this decision was not made lightly and was thoroughly thought out before it was made.

This has and still is a tough year for every-one and what small light we are starting to see at the end of the tunnel is definitely a long way away still. We’re just going to

Covid-19 has changed everything this year. Not one person can say they

have not been affected by all the closures, stay at home orders, shelter in place and social distancing. In our lifetime, we have never had this happen. All our trips, events, parties, meetings, etc. have been canceled. Everyone is tired of meetings on the computer. Hopefully by the time this article is released we’ll be back to some kind of normalcy.

In mid-March, everything came to an immediate halt. I had plans to attend the Prospector 4x4 Crawl, but it was canceled. In April I was planning a trip to the coast during Spring Break, but it was canceled. The Clovis Independent 4 Wheelers planned a trip out to Randsburg, but it was canceled. Our Central District meeting was planned for over in Santa Maria, but it was canceled. By the time May came around, we postponed Molina Ghost Run until November 20-22. A Central District club, the Four Wheel Drive Club of Fresno’s ninth annual Head 4 the Hills run was postponed until next year. They are planning a different type of fundraiser once this closure is all over. Then Hi Desert Round-Up on Memorial Day weekend was canceled.

In all the disappointment of canceled events, there has been a silver lining if I step back and realize what this time at home has allowed me to accomplish. We added an addition on our shop. I had been trying to dedicate time to it during 2019, but with such a busy schedule, it was extremely dif-ficult to find a free weekend. Many of the weekends in 2019 were taken. I was literally non-stop up until Convention in February. It took me a few weeks to change my mode of lifestyle. I can now say my anxiety levels are at an all time low. I have very minimal responsibilities for Cal4Wheel now. I can now sleep through the night and wake up refreshed!

The addition to the shop is finished aside from some trim pieces. Naomi said, “You know our backyard plans we’ve been talk-ing about? Wouldn’t this be a great time to work on the backyard?” Well… I was going to pull the trigger on tearing down the Willys CJ-2A. After breaking the frame again, it’s time to build a new frame, swap out the 4.3 to a 5.3 and upgrade the suspension to links/

I have had a hard time coming up with something to write about, but I always

do. This is just more difficult than usual. Things to do, how about install a metal

roof. It only took about a week. How about install new shocks on the Jeep; that was a one-day project. How about install new rails on the Jeep storage box, about a four-hour job because of modifications needed. El Camino battery went bad and so did the alternator. Wife’s Blazer blew a water hose.

There are some projects I need to do at the Cal4 office that will be done by the time this is printed: Remove the weeds from the back-storage area, and the storage bays need to be organized.

But you say what about what we love to do? Let’s go wheeling! It is with hope that we all stay safe. To me it is all about knowing what is safe for you. As we move forward, we have already closed two events, hopefully to be rescheduled in the fall. This will put a huge burden on Cal4 to continue to operate as we have in the past.

This is the time that most of our members renew for the year and that income will keep us in the black for a few months, approxi-mately until November if Sierra Trek does not happen.

On a brighter note, for everyone that has been waiting for word on the insurance dilemma: We have heard that members were not going to renew if they could not use their side-by-sides at our events, even though Cal4Wheel continues to support all forms of OHV activity and all OHV trails. Your dues still help support those efforts. It is not just about support for our events but supporting your rights. To bring you up to speed, our cur-rent insurance broker was not able to secure a way to provide insurance for our events if we include side-by-side or green sticker vehicles. We have given our current broker a generous six months to do so and they have had no progress in finding anyone. We have now contacted another broker to secure insurance that will provide the insurance we need for our events with no exclusions of side-by-sides or green sticker vehicles. As of my writing this report we are still waiting for the quote to come in.

It does look hopeful that Sierra Trek will happen. Counties are starting to open for takeout and even in restaurant dining.

Following my election as Treasurer in February, I was tempted to suggest

to Jack Chapman that we do what the Obama and Trump Administrations did when they took office — blame the previous administrations for all the problems and claim credit for all the solutions. But the “facts and the data” show that Steve Egbert and Debbie Stevens left our organization in excellent financial condition. Despite the financial impact of the Coronavirus pandemic, our cash reserves are sufficient for many months of normal operations. Although the pandemic has affected income from events such as the Molina Ghost Run and Hi Desert Round-Up, the income from membership renewals remains good and will help to sustain our operations until the events take place this fall. I hope that everyone will continue to renew their memberships and support Molina and HDR when they are rescheduled this fall. Because of the postponement of Molina and HDR it is likely that we will close the fiscal year on June 30 with a deficit, but I expect that we will make it up when we hold the rescheduled events this fall.

Upon my election as treasurer, my first duty was to prepare the budget for FY 2020-21 beginning July 1, 2020. By the time you read this, the board will have approved the budget at its June 2020 meeting. At this time, I cannot predict what the board will decide at the June board meeting. This summer, I plan to participate in each of the district meetings in person or via web conference to present the treasurer’s report and discuss the approved budget with the delegates. The quarterly district meetings are open to all members, but I understand that many members might not be able to attend the meetings. It is the policy of this organiza-tion that financial data is not published nor discussed in a public forum such as In Gear. Beginning in July, Jack and I will conduct a quarterly online secure web conference for members only, during which I will cover the same reports that we present at the district meetings and answer any questions that you may have.

Last fall, the board appointed a special committee to review procedures and docu-mentation for expenditures from association funds. In February, the committee submitted

Carnegie SVRA Alameda-Tesla Expansion Legislation- April 2020

Here we go again with more legislation to stop the Alameda/Tesla Expansion at the Carnegie SVRA. Similar legislation was shot down by both Gov. Brown and

Gov. Newsom in the past few years. But they are back again, this time even more aggressively trying to keep the expansion and the SVRA tied up in the Legislature and the courts.

AB 2551 Carnegie SVRA- Alameda-Tesla Expansion AreaAB 2551 was introduced by Assembly Member Bauer-Kahan and co-authored by

Senator Glazer. This bill would authorize the department to dispose of the portion of the Carnegie

State Vehicular Recreation Area known as the “Alameda-Tesla Expansion Area” to per-manently preserve that land for conservation purposes, as specified, if the department determines that disposing of the land is in the public interest. The bill would require that the land only be sold to a local agency or nonprofit organization for use as a park or other open-space purpose, as specified. The bill would require any revenue from the disposition of the land to, upon appropriation by the legislature, first be used to reimburse the Department of General Services for any cost or expense incurred in the disposition of the land, and then would require any remaining revenue to be deposited in the Off-Highway Vehicle Trust Fund.

SB 1147- Carnegie State Vehicular Recreation AreaSB1147 was introduced by Senator Steve Glazer (D) on February 20, 2020. The bill

reads: “Existing law designates all parks, public campgrounds, monument sites, landmark

sites, and sites of historical interest established or acquired by the state, or that are under its control, as the state park system, except as specified. Under existing law, the Department of Parks and Recreation controls the state park system, which is made up of units, one of which is the Carnegie State Vehicular Recreation Area.

The previous legislation has all been focused on the Alameda-Tesla Expansion property, but now they are going after Carnegie SVRA. This bill looks to remove all OHV from the SVRA.

Cal4 is asking its members and supporters to con-tact your state senators and state assembly members and encourage them to oppose AB2551 (Alameda- Tesla Expansion) and SB1147 (Carnegie SVRA) when they come up for committee votes later in this legislative session.

Oceano Dunes SVRAThe Oceano Dunes SVRA was temporarily closed to

all vehicular traffic on March 17 to try to help reduce the spread of the Coronavirus. Since then, the question on everyone’s mind on both sides of the particulate mat-ter issue is whether the temporary closure of the dunes reduced the amount of particulate matter in the air in and around the SVRA.

The answer is no, some residents have said it is worse. The San Luis Obispo Air Pollution Control District has

received many calls asking these same questions about the whether or not the temporary closure of the SVRA has reduced air pollution. The SLO APCD has stated that it is unlikely that a temporary closure for a few months will have any lasting effect on the amount of particulate matter around the SVRA.

The SLO APCD Science Advisory Group who has been actively researching ways to reduce the particulate levels from the SVRA and has also stated that a few months of a temporary closure will likely not have any effect on the particulate matters levels, they say only the continued and sustained restoration projects will lead to a significant reduction in particulate matter emissions.

That means more closures within the SVRA and the slow reduction in acreage until nothing is left.

We still have a showdown with the California Coastal Commission in September and where is State Parks?

We need a new plan for Oceano Dunes SVRA, or we are going to lose it all...

California/ Nevada Sage Grouse The US Fish and Wildlife Service announce plans to

withdraw a propose rule to extend Endangered Species Act protections to a distinct population of greater sage grouse found only along the California-Nevada border.

After a yearlong review of the bi-state Sage Grouse population, the FWS has determined that the threats are no longer as significant as was believed when FWS first pro-posed listing the bird as a threatened species in 2013.

FWS will also withdraw a proposed rule that would have designated thousands of acres of critical habitat for the bird, according to the notice.

Although similar to their greater sage grouse kin, the bi-state grouse were declared a distinct population segment in 2010, in part because they have been breeding separately from other sage grouse for thousands of years. There are six separate population segments across 4.5 million acres of high-desert sagebrush in the two states.

Environmental groups, noting estimates that only about 3,300 birds remain, have been petitioning FWS to formally protect the bi-state population for more than a decade.

The proposed listing would have severely restricted OHV recreation and events on public lands in Nevada and eastern California. The Humboldt-Toiyabe National Forest includes approximately 426,809 acres of habitat managed by the USFS. The BLM’s Nevada California Sage-Grouse hab-itat includes about 280,000 acres of public land located in Douglas, Esmeralda, Lyon, and Mineral counties in Nevada and Alpine and Mono Counties in California.

South Cow Mountain Recreation AreaThe Bureau of Land Management (BLM) has started

work on a recreation plan for the South Cow Mountain Recreation Area and their first step was to have a public meeting with all the stakeholders. But due to the current crisis they decided to contact all the stakeholders and ask them what improvements they would like to see done at the South Cow Mountain Recreation Area.

They contacted the 20 stakeholders and asked the question, “What do you think of the area today and what are the biggest improvements you felt were needed?” Each interview lasted about 15 minutes; the stakeholders were OHV people who had shown interest in the South Cow Mountain Recreation Area in previous public meetings. A few Cal4 clubs and I were part of the interviews. Here are the highlights of my interview:

I told him that the South Cow Mountain area was a great place to recreate in but that I was extremely disappointed with the overall condition of the recreation area when I last visited.

• Campgrounds and bathrooms in poor condition• Trails need to be brushed • Garbage from illegal shooting• Need to remove the homeless encampments • Need to remove the garbage from the homeless

encampments• Needs more law enforcement

All the information they received from the 20 interviews will be made into a report and will be given to the BLM. The BLM will then take the report and put together a plan of action. The draft plan will be discussed at two public meetings that will be held in Ukiah and Lakeport later this summer.

This is a topic that has been discussed many times over the years. What is better, what is worse? Each

side of the discussion will have cheerleaders that will work tirelessly to convince you their team is best. Often, the discussion will breakdown into manufacturers of each system.

Well, I’m not going to go down that path. I’ve driven both for many years, manual trans, automatic trans, manual transfer case, electric shift transfer case, manual locking hubs, automatic locking hubs and no hubs at all.

Instead I want to share my thoughts on not what is best, worst, pros or cons, best manufacturer, or worst manufac-ture. What I want to share is how I’ve felt after a long day of driving each one over many miles. Time after time, only one has given me a feeling that is very difficult to express.

This feeling is very visceral and only comes after getting very familiar with the machine. This mechanical beast, built of steel, aluminum and rubber. I’ve trusted my life to this beast, driving in places others fear to go. Some would call it crazy; I call it fun.

This feeling I’ve had wasn’t only in a 4x4, I also had it riding my motorcycles over the years. After a long 500-mile ride, kick the stand down, dismount my mechanical horse. The euphoria I’ve felt was the same after a long day on the trail, or just getting home after a long ride sitting in traffic. That moment you hit the clear road ahead, then it

happens… that feeling.Smash that gas pedal, 2000, 3000, 3500 rpm depress

the clutch, hit 3rd, same rpms, hit 4th…then 5th.Yep, it’s a manual transmission!!!And if you’re driving in anything that is open to the envi-

ronment, instant endorphin rush!!Not saying it’s better than the automatic, but I’ve never

gotten that feeling letting the transmission shift. Now I know that there are those who have never driven a manual anything. For you, I’m sharing what the feeling is that you are missing. Unless you have driven many miles in a manual, you could never understand the connection to your rig. You are part of the system to make it work. If you are not aware of what the beast needs, if can’t perform as intended. You depend on it, and it depends on you. You are one!

What prompted me to share this was I had a difficult time getting through some heavy traffic and I was very aware of that rush every time there as a break in traffic where I was able to run through the gears. How alive I felt, how much the engine was talking to me, the transmission begging me to shift another gear.

I managed to get home, I backed up my truck into it resting place for the night. I just sat there for a moment, gathered my thoughts. Looked at the dashboard, spoke to my truck. Rest tonight my mechanical beast, tomorrow we get to do it all again…

The Easter bunny strikes again. Thankfully, the Sacramento Children’s Home (SCH) was able to accept the Easter baskets

despite the COVID-19 situation this year. The SCH was excited to be able to bring a bright spot into the children’s already difficult and confused world. Women Out Wheeling (WOW) was able to donate 120 baskets, 60 teen bags, and 24 toddler bunnies.

Precautions were taken to keep the children safe from these baskets coming into their living environment. Products were purchased just prior to the sheltering in place order giving plenty of time to meet the suggested timeframe for cardboard and plastic packag-ing to sit. Bonnie Steele and Barbara Seaton disinfected the Cal4 meeting room prior to assembly. Helper bunnies were kept to six, practiced safe distancing, and all were masked and gloved to assemble the baskets. This year’s helpers were our new Cal4 President Jack Chapman, North District Secretary Kitten Chapman, Cal4 Foundation President Allen Schrage, the famous Bonnie Steele and Barbara Seaton from the office, and me, Shirley Bramham, President of Women Out Wheeling. Cal4Wheel Past President Jim Bramham helped with delivery.

Each basket gets a color-ing book, coloring crayons, an Easter bunny, a chocolate Easter bunny, a reminder of Jesus, a

plastic egg filled with wrapped candy, various wrapped can-dies and toys. These items are carefully selected for young children, not knowing if there might be infants or toddlers in the household, i.e., no buttons, loose ribbons, etc. that could be picked/pulled off and swal-lowed. The grass is shredded Christmas wrappings making it a full circle of Jesus’ life.

The Sacramento Children’s Home (SCH) offers a compre-hensive spectrum of prevention, early intervention, and mental health treatment programs to strengthen families and stop the generational cycle of child abuse and neglect. Sometimes children may need to live in a temporary housing situation until their home environment is safer and more stable. SCH has been dedicated to caring for the community’s most vulnerable children and families since 1867.

its findings and recommendations to the board. Following the February board meeting, I assumed the respon-sibility for updating the portion of the standard operating procedures (SOP) pertaining to financial controls. The goals of the update to the SOP are to:

1. Establish consistent policies and procedures for approving, disbursing, and managing payments from association funds.

2. Establish consistent policies and procedures for control of cash during activities and events.

3. Provide for increased use of electronic payments instead of paper checks.

4. Reduce the workload on event

chairs, activity chairs and district treasurers when preparing the event and activity financial reports.

5. Provide information to the president, treasurer and board so they can perform oversight of various activities and events.

The proposed updates to the SOP will be submitted to the board in June. I expect that updates to the financial

controls SOP will be an iterative pro-cess and will require more changes as we implement the SOP and find out what works well and what doesn’t work as well.

We are experiencing challenging times. Thank you for your continued support to the association and to our fight to keep our trails open. Keep physical distance, wear masks in pub-lic, and remember to wash your hands. Together we will get through this.

In response to Mike Hardy’s Letter regarding the recent Clovis convention in the April/May In Gear, I would like to offer a few comments. First, I heartily agree with Mr. Hardy that Ryan Choate, Mike McGarity, and everyone involved put on a terrific convention.

Mr. Hardy referenced the Riverside convention in 2018. I was there, and I distinctly remember Bonnie Steele’s heartfelt plea to find a new format that would lessen the association’s exposure to financial losses. I got the distinct impression that it had hap-pened before. The Clovis crew clearly found a way to do that, and I applaud them for doing so. I hope that it will be the model going forward.

I have no problem finding my own hotel room and prefer it if it saves Cal4

from the financial risk of guaranteeing blocks of rooms. I stayed at the Best Western directly across the street from the Veterans center and walked to the meetings. It cost me $125 a night. What’s not to like? I walked to the car show/motorhome area three times and recall it as being two blocks at the outside. As to alcoholic bever-ages at the banquet, I am quite happy to do without them if it helps to con-trol costs. There were plenty available at the charming hospitality rooms afterwards.

As to the convention being held in Visalia next year, I am fine with it, and I represent the Roughwheelers from Redondo Beach in the LA area. The center of gravity of CAL4 mem-bership is clearly far north of the

Tehachapi Mountains. My sense of the sparse attendance at the Riverside convention was that people simply didn’t want to travel from Northern California. I don’t blame them. To me, the heavy attendance at the Clovis convention just shows that the central location makes sense.

In closing, let me just congratulate everyone involved in putting on the Clovis convention one more time. I hope and believe that you have set the template for cost effective and successful conventions going forward. In my humble opinion, we need to con-serve every possible bit of our limited resources to further our core mission of keeping the trails open. You have made a big contribution towards that goal.

Naomi noticed that I dazed off thinking about my Willys and now says, “Come on Mike, I want a beauti-ful backyard for our friends and family to come visit once this Covid thing is over.” I know she’s right. I’ve spent so much time helping my club, help-ing the Sierra National Forest, helping friends, helping Cal4Wheel, etc., it’s now time for me to help me. So… four pallets later, we laid out close to 2,500 pavers to create a firepit area and BBQ under a gazebo. After hours of work, I’m close to having all the pavers done. In the midst of the backyard, I also finished the irrigation for the garden area. Naomi and my daughter, Marissa planted a wonderful veggie garden. They worked hard to make it pristine and we cannot wait for the veggies on our dinner table!

Prior to the closure and after Convention, I was able to make some upgrades to my 2016 Polaris four-seater SXS. Knowing that my Willys RockCrawler was down, I needed something to get me around on the trails. I purchased through Extreme Offroad and Repair a SuperATV lift kit, front and rear high clearance boxed arms and front stiffening plate. Once the lift was all done, I pulled the trigger on a set of Raceline beadlocks and 32” BFG Mud TA’s. I contacted Dusty at Rugged Radio and told him I wanted to be cool like all the other kids who had radio comms. They set me up with the entire system for all four occu-pants comms, air pumpers and mp3 music input. The shake down run was

with Clawson Motorsports Customer Appreciation run. I purchased my SXS from Lex there in Fresno. The General Manager, Mike Stovall and I have become good friends, so this was a great weekend hanging out, exploring Ransburg and all the sights in that area. Turned out to be a great week-end! All the upgrades to the Polaris was perfect. Next is a new clutch upgrade to handle the 32’s.

Talking about my SXS brings me to the question many of you have regard-ing when Cal4Wheel is going to be allowed to have SXS’s at their events. I recruited a lot of SXS users to become Cal4Wheel members and to support Cal4Wheel by attending our events. Molina Ghost Run, Hi Desert Round-Up, and our local club events have seen a huge increase in SXS participants. Many also own 4x4 rigs and just enjoy the open air ride of their SXS. They enjoy the comfort and nimble ride quality. With my Willys down, my plan was to bring my SXS on all the events this year. As of now, I’m not allowed to have my SXS at any Cal4Wheel event. It’s now been six months since our insurance broker gave us the bad news. We still have not heard of a solution for cover-age to include SXS’s. The other result of this is that many SXS members are now questioning whether to renew their membership with Cal4Wheel. They joined because they wanted to support the advocacy the Cal4Wheel provides and to also be part of the family with the participation in our events. I would

encourage SXS members to give us more time to figure this out. Other associations have insurance to cover SXS’s, so we know there must be a solution out there. If anyone has a sug-gestion of who to contact, please let us know. We want a solution to this as much as everyone else.

Trail clearing and opening will soon begin. How will Covid-19 effect volunteers? I was sent the new Covid-19 JHA and policy from the Sierra National Forest. The good news is that we’re considered essential services to perform trail maintenance for natural resource protection. The bad news is there is this JHA policy with will require us to perform this work in a manner we’ve never seen before. The guidelines include the symptoms of COVID-19 and what to do if infected. It describes the general household barracks precautions i.e., cleaning and disinfecting frequently touched surfaces. Then it gets interesting. “Working in the field” — all CDC guide-lines of course. All crew members must keep six feet from one another at all times. Field gear should not be shared by more than one person, even when they are cleaned and disinfected. If signature is needed, bring your own pen. Where possible, limit the number of people in the vehicle so that all rid-ers can remain a minimum of six feet apart. It is recommended that the same people share the same vehicle to minimize exposure. Minimize side

have to dig in and continue the fight the best we can, from home for the non-essential workers or from my automotive shop where I have been lucky enough to be able to not only pay my employees but pay my bills as well. We are keeping safe and taking preventative measures to keep safe for not only us, but our customers as well.

I hope that all of you are doing okay both financially but emotionally too. Mental health is probably the most important of all of this and that is hard to attain when you may be struggling to pay the bills or spending more time than you normally did with your better half than before the outbreak. I know I often ponder how my wife hasn’t poisoned me in my sleep yet, though I’m guessing it’s just a matter of time. For our family, our kitchen has been transformed into a FEMA style class-room where my wife and I have been spending time with our three children working on their education that has to be done from home now rather than their normal classroom. After a few weeks of this, I strongly believe that my children’s teachers deserve a lot more money than they are currently getting paid.

At least with all this down time that most of us have we have an ability to finish or start new projects around the house. I hope you’re better than me and actually doing something use-ful with this time by getting the rig into the garage for some desperately needed repairs, upgrades and main-tenance. If you’re anything like me, procrastination is a way of life. I don’t do it on purpose, this has evolved after years of using the sentiment “I’ll do it tomorrow.”

My excuse is that I’m a mechanic by trade and after working on everyone else’s stuff all day, the last thing I want to do is to work on my own junk. That is partially true, but if I’m being honest, I’ve gotten a little lazy in my old age. So, in light of all this garbage going on, I’m actually following through with something all the way to the end other than those empty promises a lot of us proclaim at the stroke to midnight on December 31 (or 9PM that evening since most of us have no desire to stay up till midnight). My goal is to put time into my projects and get them done one at a time. I have heard of people learning new instruments and actu-ally working on their projects to even learning new languages or learning exciting new recipes in the kitchen and picking up new hobbies. Maybe I’ll get around to that tomorrow...

I wish I had more information to share other than the same stuff you have been forced to watch on the news but there isn’t a whole lot going on here in the south. I am currently looking at potentially moving HDR to late fall but everyone else is doing the same with their canceled events so there is a chance that may not happen. There was some thought of combining HDR and Operation Desert Fun and having one huge event but that is yet to be seen as well. We are diligently working on getting the

side-by-side insurance deal figured out and working. It seems like we have a couple of great potential opportunities and should have that issue resolved soon.

We are also planning for our June board of director’s meeting. I am super excited to actually meet up with my fellow cohorts, even if it’s an eight-hour drive for me. I don’t know about you, but I’m tired of all the “goto” and “Zoom” meetings. I also know that I miss every one of you and I truly miss attending Jeep club meetings and once this blows over and we’re allowed to meet up and have a meeting, I can’t wait to come out and hang out with you all.

I am working on our next South District meeting date/time and once I have more information about that, I’ll get that out to you.

In closing, I write a monthly letter in my Jeep club newsletter and I always close that letter with “Till the next campfire.” I never gave it much though other than that’s how I spend most time with all my fellow members and until this whole mess, it was a simple way to close a letter and confirm that we will be at a campfire soon. Not till now has that simple saying meant so much to me. It was never a discussion before, it was bound to happen usu-ally sooner than later. We all have our campfire stories and have been known to tell a lie or two about an accom-plishment, or maybe embellish how you tackled that mountain or almost rolled or... My point is, it was never an issue before of when that would hap-pen and with all that’s going on in the world and a pandemic cancelling runs that include campfires, I never thought I would be so longing for a good old campfire to sit around with my friends and tell lies late into the evening...

time for the 35th panamint valley days

Can you believe it’s time once again to plan for our upcoming Panamint Valley Days 35th anniversary?

There are three “R”s that are so important to any event. No, not reading, riting or rithmatic!! They are registration, runs and raffles.

RUNSMary Grimsley has been the run coordinator for many,

many years. With the help of her club, the Gear Grinders, they have led over 90% of the runs each year. They are getting tired and are asking for help. Please contact Mary Grimsley at 760-446-3458 or email Mary at [email protected] if you would like to lead a run. They really need your help. There are so many trails out in our beloved Panamint Valley area. Mary can help you choose a run, or you might have one in mind. Either way, please contact Mary so that she can coordinate the runs with the leaders. You can lead one by yourself, or have your club or friends help you.

The important thing is to help the Gear Grinders by light-ening their load. If you have the GPS coordinates for any of the trails out there, please let Mary know as we need those in order to get our permit. We had a seven-year permit that expired after last year’s event. This new permit request requires those GPS routes. And we need that information as soon as possible. Thank you to those of you who have this information to pass on to Mary at the email address above.

RAFFLEThis is a very important aspect of our event. I need

someone (or a club) to step up to take this part on. The past two years my club, High Desert Four Wheelers, and more specifically Dirk Starksen and me, have done this job. It put a lot of pressure on Dirk as he has a booth at the SEMA show and that was difficult. Dirk did a fantastic job, but we need help. I can help with contacts etc., so you would need to send out letters to businesses and emails out to clubs. You’d need to have a contact person to receive any items in the mail. If you want us to, my club would help sort the raffle prizes and prepare everything for Saturday night’s raffle. Please step up to do this important job.

REGISTRATIONI’ll be doing registration with the help of my club and

friends. It helps a lot if you pre-register, as that gives us a chance to sort the T-shirt orders, prepare the registration envelopes and make up the goodie bags. Registering onsite will be available but is more time-consuming. All T-shirts and sweatshirts are pre-ordered with some additional items available onsite.

We’re trying to find a caterer for dinner Saturday night. Our wonderful Casey’s BBQ in Ridgecrest has closed. Their food was delicious and something everyone looked forward to each year.

Oh — another R is Ridgecrest, our closest big city. Gas, food, motels, grocery stores — you need it — they have it. They are about 45 minutes away. Close enough for a quick trip to town if you forgot some of your camping or food items!!

Okay everyone — please mark Panamint Valley Days Nov 13-15, 2020 on your calendars.

This area is such a beautiful setting to sit and relax to watch the sunrises and sunsets. Or you can get all excited when those jets come buzzing camp. They are a sight to behold!!

All of us, I’m sure, have gone camping one time or another while out wheeling and needless to say we’ve gotten creative with meals as a way to save space, pack less cooking articles, and to make meal preparation easier.

Joshua Tree considered as an Endangered Species?

Joshua trees face the risk of extinc-tion after decades of development, drought, and more frequent wildfires in the Mojave Desert, according to state wildlife authorities who are recom-mending that the trees be considered for listing as an endangered species.

The California Department of Fish and Wildlife has recommended a review of a petition submitted by the Center for Biological Diversity, which argues that the western Joshua tree’s spindly desert woodlands are “likely to become endangered in the foresee-able future” without protection under the California Endangered Species Act.

The fate of Joshua Tree National Park’s namesake plant is now in the hands of the state Fish and Game commissioners. They are to decide in June whether to accept the depart-ment’s recommendation and declare the tree a candidate for listing. If the trees are listed, the law requires state wildlife managers to devise a recovery plan for them, which could possibly limit or restrict OHV recreational activ-ity in the Southern California desert.

Northern Spotted OwlA coalition of groups represent-

ing counties, business and labor has reached an agreement with the U.S. Fish & Wildlife Service that will initiate the process for revaluating critical habitat designated for the Northern Spotted Owl (NSO) under the Endangered Species Act (ESA).

The agreement is related to the 2018 U.S. Supreme Court decision finding the ESA does not authorize the government to designate lands as critical habitat unless it is in fact habitat for the species. The Supreme Court also ruled that courts can review government evaluations of the impact of designating critical habitat, which the lower courts had refused to allow for over 30 years.

The coalition brought legal action after the Fish & Wildlife Service des-ignated 9.5 million acres of mostly federal lands as NSO critical habitat across Washington, Oregon and Northern California in 2012. The coali-tion’s legal action focused on the inclusion of millions of acres of forests not occupied by the species, including over 1.1 million acres of federal lands designated for active forest manage-ment activities and where no owls are present.

The ESA requires the federal gov-ernment to take into consideration the economic impact, the impact on national security, and any other relevant impact, of specifying any particular area as critical habitat. The coalition argued the 2012 NSO desig-nation violated the ESA by failing to consider any negative effects from designating areas that are not used by the NSO and never will be.

Middle Fork Feather River National Monument

Currently the Middle Fork of the Feather River has a Wild River designa-tion, but there is an environmental group out of the Quincy area that wants to change that designation to a National Monument. The group wants the monument to cover Quincy down to Lake Oroville to be able to protect the watershed.

The group is just starting the process and understands that a Monument designation must go through Congress and that may take quite a few years to complete if they are successful. The group does not want to close access to the area (including OHV trails) but wants to restrict any new construction within the proposed monument.

The group plans to start hav-ing public meetings and would like someone from motorized recreation to attend these meetings. This group plans to try to change the designation with or without us, so it’s better to have a seat at the table and be able

to give them our motorized recreation perspective on the proposal.

I have been working with a couple of Cal4 members who are interested in this proposal but do not live close to the proposed monument. We will be looking for Cal4 members who know the trails within the proposed monu-ment to possibly attend the meetings or just give us help making sure no trails are lost during this process.

Range of Light National Monument

The movement to create the Range of Light National Monument has been around for quite a while, but now there is a new push to get this monument authorized. If you have never heard about the Range of Light National Monument, imagine one contiguous swath of protected public lands with Yosemite National Park (761,266 acres) on the north to Sequoia and Kings Canyon National Parks (865,965 acres) on the south. Then add another 1.4 million acres in between that is cur-rently the Sierra National Forest and you have the largest interconnected wilderness in the Lower 48 states.

Even though monuments are not wilderness areas and OHV recreation is sometimes allowed in a National Monument, they are much more restrictive on what can be done within that monument. For Cal4 to support a monument designation we would have to be guaranteed that all OHV trails would continue to open once the des-ignation has been changed.

Recreational Trails Program H.R.5797

Over the past quarter-century the Recreational Trails Program (RTP) has been the key source of funding for recreational trails across all 50 states and the District of Columbia. However, without Congressional approval before September 30, the program is at risk of going dormant, creating a huge void

for recreational trail development and maintenance funding.

H.R. 5797 would increase the RTP funding nearly threefold by returning more of the gas taxes that we already pay every time we gas up for off-road activities. The current funding of the RTP is only $84 million annually, but it is estimated that gas taxes paid by off-highway interests are more than $250 million annually.

Despite the uncertain and difficult times from the COVID-19 pandemic, we need to maintain the momentum established upon the introduction of H.R. 5797. Now is the time to provide an economic boost to the recreation

economy as Congress considers a large infrastructure bill as well as transportation reauthorization as possibilities for the next phase of COVID-19 related legislation.

Continued development and main-tenance of trails across the country would allow for quick construction projects of RTP trails for motorcycles, ATVs, side-by-sides, and snowmobiles, as well as non-motorized trails for other recreational interests. Please participate in this call to action by urging your members of Congress to cosponsor H.R.5797 and include H.R. 5797 in any transportation reautho-rization or infrastructure legislation being considered by Congress in the coming weeks.

Please stay safe and if should you decide to go out and hit the trails please carefully consider the potential implications to you, your family, your friends or even first responders when venturing outdoors.

Please follow these guidelines if you choose to recreate outdoors:

• Maintain a safe distance between yourself and other groups

• Limit your group to ten people or less

• Wash your hands often with soap and water for at least 20 seconds; or use hand sanitizer if you cannot wash your hands

• Avoid touching your eyes, nose, and mouth; covering your mouth and nose when you cough or sneeze

• Stay home if you feel sick

stops to only gas up the vehicle. Minimize trips to public spaces, such as grocery stores. When need-ing to go out into the public, always wear a mask and frequently wash/sanitize your hands. The JHA goes on. This is just a small portion mainly to describe their policy for working in the field. Every volunteer must agree and sign the JHA acknowledging the procedures and understanding the provisions within. My personal prefer-ence is to wait until this COVID-19 pandemic has lifted and these guide-lines are gone. Volunteering under these procedures does not sound enjoyable. Part of why we volunteer for trail maintenance is the social part; so we’ll see how this goes. The trails need to be maintained and opened, so we’ll always step up and do our part.
