In this new publication, you will find out some of the most recent and remarkable projects FEDARENE’s member regions and energy agencies have been working in the field of energy efficiency - from building refurbishment to street lighting:

• 3CEA (IE) has helped a growing number of home-owners, businesses, communitygroupsandorganisationstoreducetheirenergycostsandachieveenergysavings;

• AEEPM (RO) is developing SPEEDIER, a European project which aims to addressthebarriers facedby SMEs thatprevent them fromundertakingenergy audits andimplementingtherecommendedenergy-savingmeasures;

• ENERGAP(SI)isworkingwiththeCityofMaribortoreduceenergyconsumptionbytheintroductionofenergy-efficientmeasuresandrenewableenergysources inprimaryschools,kindergartensandadministrativebuildings;

• In2016,theNorthSwedenEnergyAgencystartedtheproject“LEK³–Sustainablerealestateusethroughcollaboration”toachieveamoreefficientenergyuseinbuildingswiththecollaborationbetweendifferentstakeholders;

• TheFryslanProvince(NL)hasbeenworkingwiththeTIPPINGapproachandwheel,atooldesignedforimprovinginnovationpolicyorgovernance;

• MENEA(HR)iscoordinatingprojectsofcomprehensiveenergyrefurbishmentofpublicbuildingsinMedjimurjeCounty;

• SODEBUR(ES)changedthestreetlightingintoaLEDsystemin179municipalitiestoreduceenergyconsumptionandsavedatotalof2Meurosinthefirstyear;

• The TipperaryHealthyHomes Scheme createdby the Tipperary Energy Agency (IE)aimstomovehomeownersawayfromfossilfuelandreplaceitbyheatpumps;

• TheValladolidMunicipalEnergyAgency(ES)hasrenovatedthedieselfuelboilersof21schoolbuildingstoincreaseenergyefficiencyandreduceCO2emissions.

In2018,3CountiesEnergyAgency(3cea)enjoyedoneofitsbusiestyearsonrecordhelpingagrowingnumberofhome-owners,businesses,communitygroups,voluntaryhousingassociationsandorganisations to reduce theirenergycostsandachieveenergysavings.Theworkswerealso supported by the Sustainable Energy Authority ofIreland (SEAI)’s annual grant programme called BetterEnergy Communities (BEC). This is a national grantprogrammeaimedatencouragingthedeliveryofenergysavingsprojects.

In2018,atotalof41non-domesticprojectsweremanagedandcoordinatedby3ceawithamixtureofpublic,privateand community projects. All 41 projectswere groupedinto 5 applications led by the Local Authorities of themidlands and southeast region. 157 domestic houseswerealsoupgradedtomeetaminimumBERratingofB2(>100kWh/m2).

Thegrantsavailablerangefrom35%–50%fordomesticworks,30%fundingforthepublicsector,commercialandSMEprojectsandupto50%forcommunityandnot-for-profitgroups.

In Ireland, a growing number of home-owners andbusinesses are availing of energy grant supports andinvesting in energyefficiencyupgradeswhichwill haveapositive impacton theenvironmentandclimate. It isanencouraging trendayearon fromwhenthe formerCarlow Kilkenny Energy Agency addedWexford to thefold to become 3CEA. The projects completed in 2018havesavedatotalof5.21GWhprimaryenergy,verifiedusingIVMVPstandards(completedAugust2019).

Anexampleof theenergysavingmeasurescarriedoutinclude:• Internal&externallightingupgrades• Wallinsulation(external,internal&cavitywallfill)• Attic/roofinsulation• Windows&Doorsupgrade• Replacementofheatingsystems• Installationofheatingcontrol• InstallationofPVsolarpanels• Beercoolingsystemupgrades• PublicLightingupgrades

Totalprojectinvestment:€5,960,000ofwhich€2,175,000was grant funded. This energy saving equates to areductioninenergyexpenditureofmorethan€429,000andareductioninCO2emissionsby6,474tonnes(seenumbersonpage51).

Apartfromenergysavings,upgradingthebuildingshasalsoseenasignificant improvement inbothusageandthermalcomfortofthebuildings.Ithasbeenfoundthata large number of the community buildings are nowbeingusedupto6timesmorethanpreviously,withnewgroupsgatheringtousetheupgradedfacilities.Similarly,upgrades to homes have resulted in improved whole-house comfort and an overall increase in health andwellbeing.

thE spEEdIEr projEct: sME prograM for EnErgy EffIcIEncy through dElIvEry and IMplEMEntatIon of EnErgy audItsaEEpM [ro]

On June 18th and 19th 2019 SPEEDIER, a EuropeanprojectwithintheH2020framework,officiallykickedoff.This2.5-yearsprojectaimstoaddressthebarriersfacedbySmall&MediumEnterprises(SMEs)thatpreventthemfromundertaking energy audits and implementing therecommended energy-saving measures. SMEs accountfor12%ofglobalenergyconsumption,butoftenstruggleto implement simpleenergy savingmeasuresdue toalackofin-houseknowledge,expertiseandresources. To address these issues, SPEEDIER (acronym for SMEProgram for Energy Efficiency through Delivery andimplementation of EneRgy Audits), will provide a self-financing outsourced energy management service toSMEs. By outsourcing the role of energy manager tospeciallytrainedSPEEDIERExperts,SMEswillbeabletoaccess theexpertise theyneedwhenever theyneed it,leading to higher uptake of energy audits and greaterimplementationofenergyefficiencymeasures.

To achieve these aims, SPEEDIER will target groupsofSMEs in4EUpilot regions: inSpain, theprojectwillengage with SMEs based at a single business park todemonstrate theadvantagesofclusteringSMEstogivethem better access to the economies of large scaleprojects;inIrelandandRomania,SPEEDIERwilladdressSMEs in the manufacturing and hospitality sectorsrespectively; and in Italy, a more general approach ofaccessingSMEsfromanysectorviaESCOswillbetested.

SPEEDIER is a highly innovative one-stop-shopsolution thatappliesan integratedapproach toenergymanagement, providing information, advice, capacitybuilding, energy auditing, financing, implementation ofenergyefficiencysolutionsandmonitoringofimpacts.

SPEEDIER is expected to contribute European energyefficiencytargetsbysavingapproximately8GWh/yearofprimaryenergy,and1,280tCO2/year.Withinthelifetimeof the project, SPEEDIERwill trainmore than 650 staffatSMEsacrossa rangeofsectors in thebestpracticesof energy efficiency. The project will build capacity forongoingrolloutaroundEuropebytraining50SPEEDIERexpertstodelivertheSPEEDIERService.

TheconsortiumdeliveringthisprojectisledbytheIERCand consists of 6 Research and Technology Centers(LimerickInstituteofTechnology,FundaciónCorporaciónTecnológicadeAndalucía,ParqueCientíficoyTecnológicoCartuja,PolitécnicodeMilanoandInstitutdeTecnologíadelaConstruccióndeCatalunya),3SMEs(TFCResearch&InnovationLimited,SustainableInnovationsandVertechGroup),and1Non-GovernmentalOrganisation(NGO)–AsociatiaAgentiapentruEfficientaEnergeticasiProtecliaMediuliu.

Climate changes largely shape our lives and choices.We all face them. The city ofMaribor is committed tothesustainabledevelopmentandenergytransitionandfocuses on theprojects,measures and activitieswhichenhancethequalityofitscitizenswhilebeingfriendlytoour environment. Together with ENERGAP (the energyagencyofPodravje),theCityofMariborstrivestoreduceenergyuseandcosts, improveenergyefficiencyandtoreducethecarbonfootprint.

In 2019, the Municipality of Maribor in cooperationwith ENERGAP has put a lot of effort and attention tofinish the project “Energy refurbishment of 24 publicbuildingsintheCityofMariborusingEnergyContractingmodel”. The project has been prepared, co-financedand implemented in accordancewith theprovisionsoftheEnergyRefurbishmentProgramforPublicBuildingsof theMinistryof Infrastructureand includesCohesionfunds from the financial perspective 2014-2020. Theprojectwasimplementedasapublic-privatepartnershiptogether with Petrol Company, the biggest ESCOCompany.

Energyefficientmeasuresandintroductionofrenewableenergy sources were implemented in primary schools,kindergartens, administrative buildings, Ice (Skate)Hall and Sport Hall. They included improvement ofenvelopes,changesofwindowsanddoors,insulationsofatticandbasements,refurbishmentofheatingsystems

including thermostatic valves, new indoor lighting andintroductionofenergymanagement.Specialattentionisgiven to the involvementof theusers, informationandeducational activities to positively change their climaterelatedbehaviour.

Theprojectwasthebiggestoneintheregionin2019.Itsimplementationwasfollowedbymanystakeholdersandmedia,and it isalreadyagoodpractice in thecountry.Costs of the project were 12million EUR and itsmainobjectives are reducing energy consumption by 5.952MWh,energycostsby446.000EUR,maintenancecostsby 28.500 EUR and reducing CO2 emissions by 1.305tonnesperyear.

TheCityofMariborandEnergyAgencyofPodravjewillworkhardinthenextyearstoachieveplannedsavingsand assure the best working and living conditions inrefurbished buildings. The project has given us themotivationandnew ideas togoahead towardsenergyandresource-efficientfuture.

collaBoratIon BEtwEEn stakEholdErs can Boost EnErgy EffIcIEncy In BuIldIngs – EnErgIkontor norr [sE]

In2016NorthSwedenEnergyAgencystartedtheproject“LEK³-Sustainablerealestateusethroughcollaboration”,funded by the European Regional Development Fund.The main idea has been to achieve a more efficientenergyuse inbuildingswith thecollaborationbetweendifferent stakeholders as a method. Six groups fromvarious municipalities in Norrbotten and Västerbottenhaveparticipatedintheproject.Allgroupshaveincludedamixofparticipantscomingfrombothprivateandpublicpropertyowners,with roles inmanagement, operatingpersonnel, tenants andmanagers/personnel at energycompanies.

Eachgroupselectedoneorseveraloftheirownbuildingswhichhavebeenthefocusfortheproject.Allbuildingshavebeensubjectforenergymappingandthesuggestedactions are estimated to save 10-40 percent of energyperyear.

The group structure has contributed to a greatexchange between stakeholders and it also led to abetterunderstandingofotherstakesholders’needsandknowledge. No matter what role the participants had,they contributed to a broader perspective on energyefficiency. The method that describes how propertyownerscanstarttheirenergyefficiencyworkbycreatingown collaboration groups is being documented andsummarized in a book. The book will also includesuccessfulexamplesandinspiration.

Theprojectstarted2016-08-01andhasendedon2019-11-30. Before the project, a preparatory project tookplace to seek stakeholders and buildings that couldbe in,at that time,apossible3-yearproject.Whenthepreparatory project ended, there were six differentstakeholdersthatwantedtoparticipateintheprojectandtheyalsoco-financedbymoneyorin-kindcontributions.

A new way to achieve energy efficiency in buildings by gathering different stakeholders in collaboration groups has been tested in northern Sweden. The groups have worked with selected buildings and have made efforts to make them more energy efficient. This process has been successful and led to great exchange, new insights and several energy efficiency actions

thE tIppIng whEEl: BoostIng InnovatIon stratEgIEs for Islands– provIncE of fryslân [nl]

TheTIPPINGapproachandwheelhasbeendesignedinthe frameworkof theEU Interreg Islandsof Innovationproject. Its aim is to be used as a tool for improvinginnovation policy or governance. This guide supportsfacilitatorswith theuseof theTIPPINGWheel, inordertostimulatebottom-up,advancedinnovationstrategiesandprojectsforislands’localandregionalgovernments.

TheTIPPINGWheelcanbeusedfortheassessmentofanislands’innovationpolicyaimedat:1. Anoverallbenchmarkbetweenislandsorpartsofan

island;2. Comparison between the status quo and a desired

future:‘thedream’;3. A challenge, sector, or aspect benchmark (energy,

materials, water, transport, agriculture, circulareconomy, tourism, emerging technology sectors,etc.);

4. The creation of a basis and inspiration for acomprehensive new -or to be renewed- policyprogramwithaspecialthematicfocusandengaging-orientedprojects;

5. Functioningasasupportivetoolforpolicyinnovationbrainstorms.

Innovations in the wheel can be: (a) realized ones tolearnfrom;(b)startingprojectsonnovelissues,(c)futuredreams/ambitions.

Manydefinitionsofinnovationdoexist.Theyvaryfromspecifictechnologicalnovumstobroadsocietalchanges.HerewefollowCelik(2018)andrefertoinnovationasanewsocial-culturalpractice,includingpossibletechnicalandeconomicchanges,aimedatrealizingoneormore

ofthe17UNSustainableDevelopmentGoals(UN,2017).Theinnovativepracticecanadoptvariousshapes,likeanewtechniqueortechnicalprocess,anewservice,anewmarket,anewbusiness,anewsocio-technicalsystem,oracombinationoftheseconcepts.

With respect to thenotion “policy”weassumeabroadconcept, better expressed by the notion “governance”,which stipulates the insight that usually governmentpolicies include/require cooperation, sharing, andpartnerships with other actors and stakeholders insociety,suchasindustry,othergovernments,inhabitants,serviceusers(variousconsumers),knowledgeinstitutes,NGOs,etc.

TIPPING as creative tool strives to contribute togovernance innovationon islandsandsimilar (moreorless) isolated areas following the Islands of InnovationModel(seeimagebelow).Thismodelhasbeendevelopedto define the common issues andmethodology for allpartners in the EU Islands of Innovation project, to beusedinregionalactionplandevelopment.

Medjimurje Energy Agency Ltd. (MENEA) acts as aproject coordinator for projects of comprehensiveenergyrefurbishmentofpublicbuildings inMedjimurjeCounty. The coordination of the named projectsincludes managing the financial and administrativesideofprojects,technicalsupportindevelopingprojectdocumentation,aswellas,constantcontrolofplannedandimplementedworks.Allofthebuildingsinquestionare owned by institutions ofwhichMedjimurje Countyisa founder,suchaselementaryschools,highschools,homesforelderlypeople,hospital,etc.

Inthepastthreeyears,atotalof17buildingsenteredthisprogramme.Inthefirstcycleofinvestment,6buildingsenteredtheprogramme–twoelementaryschools,onesportshallconnectedtotheprimaryschool,ahighschoolwithasportshall,students’workshopsandadormitory.The total investment was more than 3,6 million eurowithaco-financingrateofover88%.Thosebuildingsarealreadyrefurbishedandtheystartedtogeneratesavings,both in energy consumption and in energy costs. Theaverageconfiguredsavingsforthemare64%ofheatingenergy.

In the secondcycle, another11buildingswereappliedand were granted the co-financing of the energyrefurbishmentmeasures.Sevenofthemareelementaryschools,onesportshall,onehighschool,onehomeforelderlypeopleandageneralhospital inČakovec.Totalinvestments that are planned to be triggered for thiscycleriseupto11,8millioneurowhiletheco-financing

rateisupto80%.Thesavingsoftheheatingenergythatwillbegeneratedaftertheinvestmentiscompleted,areplannedtobearound61%incomparisonwiththeheatenergyconsumptionpriortotherefurbishment.

Withinthenexttwo-yearsperiod,itisplannedtoincludeapproximately another 10 buildings through the thirdcycleofcomprehensiveenergyrefurbishmentofpublicbuildings.Thebuildingsthatareplannedtobeappliedtotheforthcomingcallaremainlyelementaryschoolsandtheir sports halls with one additional high school. Thetotalplannedinvestmentinthiscyclewillbearound4,7millioneurowithaco-financingrateofaround80%.Thesavingsinenergyconsumptionoftheenergyforheatingarecalculatedtomorethan55%ingeneral,butforsomebuildings,itcomesupto70%.

So far, the investments triggered by this programmein Medjimurje County amounts to over 15 millioneuro but furthermore, over 70% of those funds arebeing co-financed by European Reginal DevelopmentFund (ERDF) through national Operational PlanCompetitiveness and Cohesion. The rest of theco-financingisbeingreceivedthroughthenationalfundforco-financingofprojectsthatarebeingimplementedthrough EU programmes, and the remaining costs arebeingcoveredbytheregionalgovernmentbudget.

thE prIap projEct: IntEgral rEnovatIon of provIncIal strEEt lIghtIng - sodEBur [Es]

TheSocietyfortheDevelopmentoftheProvinceofBurgos(SODEBUR) works to promote social and economicdevelopmentintheruralareasofthisSpanishprovince.SODEBURisapubliccompanywith100%fundingfromtheProvincialGovernment.

The organization is structured in four main areas:Investments and Industrial Engineering, Economic andSocial Promotion, Institutional Cooperation and ImageandTourism.• Investments and Industrial Engineering: this

departmentsupportstheProvincialGovernmentandallitsTownHallsinthedevelopmentofitsinstallationsandindustrialprojects.

• Economical and Social Promotion: it is in chargeof the planning and strategic development of theeconomyandsocialactivitiesintheprovince.

During the year 2015, SODEBUR developed the newstrategicplanfortheprovince.Theplancontainsdifferentactionstobeimplementedfrom2015to2020inordertoimprovethequalityoflifeofitscitizens.

tIppErary hEalthy hoMEs schEME – tIppErary EnErgy agEncy [IE] The Tipperary Healthy Homes Scheme aims to move homeowners away from fossil fuel heating systems and replace with a heatpump. It provides the homeowner with a warmer, healthier home; lowering running costs, energy consumption and health benefits. The homeowner will be at the cutting edge of energy performance of houses.

This scheme has been running since 2017 and hascompleted forty life changing retrofits for the peopleof Tipperary. Since 2017 the scheme has prioritisedhomesforthosesufferingwithillnessessuchasChronicObstructive Pulmonary Disease (COPD) or Asthma. Itis open to those is receipt of certain social welfaresupplements.

All existing combustion appliances are replacedwith aheatpump and ventilation system. This rids the homeofdustanddampandremovesfumeswhichareknownto exacerbate serious respiratory health illnesses.Combinedwithotherenergymeasuressuchasinsulation

andairtightnessmeasures,theupgradetransformsthehomeandvastlyimprovesthecomfortandhealthoftheoccupants. The homewill consume less energy, whichwillresultinlowerrunningcosts.OnesuchhomeownerwhosehousehasbeentransformedisAileenMcCarthy.AileenandherhusbandJohnliveintheirbungalow,builtin1976inCullenvillageCo.Tipperary.Shewasgoingtoconverttoanoilboiler,butthenahealthworkertoldherabouttheTipperaryHealthyHomesScheme.

Prior to the renovations their home was cold, whichmeant that when Aileen got up in the middle of thenight to feedthefire in thekitchen. Thetemperatureinthehousewasconstantlychangingdependingonthestrengthofthefire.

Aileen says “Since the job was done I seem to haveimproved immensely.Nowthere’snodirt,nodustandno fumes. It’sabsolutely fantastic. Ihavebeenable toreducetheoxygen.NowIamonoxygenallthroughthenightandforanhourortwointheafternoon.Before,Icouldhavebeenonitallday.Icouldn’tevenhangclothesonthelinewithoutoxygenIwassotired.”.

Theplanfor2020istoretrofitupto25homesinCountyTipperary.

Thereare25projectsdividedintofivemainaxes:imageandtourism,economicenvironment,connectivity,humancapital and quality of life. One of these programmespromotes the development of a sustainable territoryand the reduction of energy consumption. Within thisprogramme,SODEBURdevelopedanambitiousprojectcalled “Integral Renovation of Provincial Street lightingProject”(PRIAP).

PRIAP changed the street lighting intoa LEDsystem in179municipalitiesintheBurgosprovince,reaching592smallvillages.Ithadadurationof48months,endinginOctober2019withabudgetof14.120.776,86€(50%bytheprovincialcorporation,and50%bymunicipalities).

Theprojectconsistedofthreephases:• Feasibility studies and projects for the integral

renovation of street lighting. During this phase,municipalitiessignedtheircommitmenttotheproject.257municipalitiesfrom359municipalitiesinBurgosadded to PRIAP project. It was redacted feasibilitystudies and projects for the integral renovation of

streetlightingforthese257municipalitiesaccordingtolawsandregulationsinforce.

• Public call for subsidies to municipalities aimed toperformanceofstreetlightingrenovations.SODEBURpreparedacall forsubsidybaseswhere50%of theactionisgranted.TheonlyconditionisthatactuationmustbedoneaccordingtotheprojectPRIAPprovided.

• Work execution. Municipalities are in charge tocontract theactuationbutSODEBUR is in chargeofconstructionmanagement.

Themaingoalsreachedwere:• Reductionofenergyconsumptiontheapproximately

82 millions of kWh during the ten years expectedforthelifeoftheLEDtechnology,and25MkgCO2reducedduringthesame10years.

• Replacementof43.576luminariestoLEDtechnology• 2millionEurosofsavingduringthefirstyear.

ValladolidCityCouncilhasseventyschoolbuildingswiththeircorrespondingboilerrooms.21ofthesewereover25 years old, whichmeant some losses in comfort, inenergyconsumptionandthereforeinCO2emissions.

In2011,theCityCouncilofValladolidsignedtheCovenantofMayors and, through the correspondingSustainableEnergy Savings Plan, committed to the saving of CO2emissions. One of the actions of the SEAP was savingemissions by changing and renovating the boilers, ifpossible,tobiomass.

Afterconductingastudyoftherooms,oneoftheboilersof thesecentreswhichhaddiesel fuelwasreplacedbybiomass.Unfortunately,thiswasnotpossibleintherestdue to the availability of spaces. The fuel nowused inthese boilers is natural gas. This was chosen because,beingunabletoinstallbiomassboilers,naturalgaswasthemostefficientand leastpollutingof the restof thefuels.

The new boilers installed are condensing boilers and,intherenovationoftheroom,highefficiencyelementssuch as electronic pumps, flow regulators and remotemanagementoftheentiresystemhavebeeninstalled.

This is a practically integral reform of the equipmentinstalledintheboilerroom,keepingtheinstalledthermalpower and substantially improving the efficiency ofthe equipment, such as boilers and circulationpumps.

Additionally, the security of the system has beenincreased by including elements such as the new gasdetectioncontrolunit,therenewalofthepowersupplyand control system and the doors with fire protectionin the pre-boiler room. Greater control over energyconsumption has been provided to the equipmentthroughenergymeters,locatedintheprimarycircuitsoftheinstallation.

The telemonitoring system of the boilers allows themanagement of the room, starting and stopping ofboilersandpumpingsystemdependingonthecalendarandschoolscheduleaswellastheindoorandoutdoortemperature. It also allows the administration ofincidentswith themaintenance company andwith theEducationServiceinchargeofschoolcentres.

The savings achievedwith these renovations are 1,034MWh/yearand211.84tofCO2emissions.Thisrenovationwasfundedbythemunicipality’sownfunds,makingitinthreephasescorrespondingtothreeaccountingbudgets.Theprojectwasfinishedinsummerof2019.
