Management Act of 2010) dated May 2010; ande. PNP Police Operational Procedures.
2. SITUATION:
This pertains to the conduct of nationwide simultaneous earthquake drill on July 23, 2015 at 9 AM in order to increase the awareness and test the preparedness of PNP Personnel, communities and various stakeholders.
Aklan PPO shall partake in this activity as part of disaster preparedness activity in preparation for the activation of the Crisis Management Intervention during natural disaster specifically during earthquakes and other natural disasters that may lead to colossal loss of lives and properties.
3. MISSION
The Aklan Police Provincial Office (APPO) in coordination with the Provincial Disaster Risk Reduction and Management Office (PDRRMO) - Aklan shall conduct the 2nd and 3rd Quarter National Simultaneous Earthquake Drill on July 23, 2015 at 9 AM in order to increase the awareness and test the preparedness of Aklan PPO Personnel and communities surrounding it when earthquake occur to minimize unnecessary loss of lives if not to attain zero casualties.

4. EXECUTION:
A. Concept of Operation:
Aklan PPO shall conduct earthquake drill and shall compose a Provincial Disaster Incident Management Task Group (PDIMTG) on July 23, 2015 at 9 AM in order to increase awareness and to test the preparedness of Aklan PPO Personnel, and communities surrounding it. The PDIMTG shall be headed by the Assistant Deputy Director for Operation (APDO) and shall be assisted by the Aklan PPO Quad Staff with the Provincial Disaster Risk Reduction and Management Office – Aklan and duly supervised by the Officer-In-Charge (see Annex A – “PDIM Task Group”). Following activities shall be undertaken:
a. Prior to the earthquake drill, MDRRMC-Aklan shall discuss the identified risk-mapping assessment of earthquake prone areas (see Annex B – “Aklan Geo-Hazard Risk Mapping Assessment”);
b. Identification of evacuation routes and evacuation center for the public and family of PNP first responders;
c. Aklan PPO personnel and Aklan PSC on post at Aklan PPO headquarters shall participate in earthquake drill at Aklan PPO;
d. Personnel of 17 MPS and BTAC shall compose their respective Municipal Disaster Incident Management Task Group (MDIMTG) headed by their COPs/OICs as Incident Commanders, and simultaneously conduct earthquake drills in their respective station/post;
e. Production and distribution of Information Education Campaign materials; f. Assistance to community organizational work for other community
mobilization activities.
B. Tasks:
1) APDO a) Shall be designated as Incident Commander, Provincial Disaster
Incident Management Task Group (PDIMTG);b) Shall perform other function as may be necessary for the efficient
and effective coordination among all support staff.
2) Chief, PPHRDB a) Designated as the DIMTG Administrative Staff;b) Shall conduct inventory of all personnel with related trainings on
Disaster Incident Management (DIM) basis for deployment;c) Shall perform other tasks as directed by the Incident Commander.
3) Chief, PIB a) Designated as the DIMTG Incident Command Staff;b) Shall compose personnel deployment to STG Security and Traffic
Management;c) Shall perform other tasks as directed by the Incident Commander.

4) Chief, POPB a) Designated as the DIMTG Incident Command Staff;b) Shall establish Situation Monitoring Room to monitor incident
simulation;c) Shall supervise and monitor the implementation of this IMPLAN
and recommend modifications/adjustment as necessary;d) Shall coordinate/integrate the implementation of the various
activities of the Incident Command Task Group; e) Shall receive reports from the Incident Commander and submit
Situation Report to ROPD through SMS and an After Activity Report after the termination of the activity;
f) Shall perform other tasks as directed by the Incident Commander.
5) PLB PNCO a) Designated as the DIMTG Logistics and Engineering Services Staff;b) Shall conduct inventory of all available resources - move, shoot,
communicate and investigate after the incident; c) Shall ensure the timely provision/deployment of transportation,
communication and other logistical needs of tasked units; d) Shall perform other tasks as directed by the Incident Commander.
6) Chief, PPCRB a) Designated as the Provincial DIMTG Operations and Plans Staff;b) Shall compose the Sub-Task Group Search and Rescue – composite
of Aklan PPO, Aklan TPU and Aklan PSC personnel;c) Shall provide photo and video coverage to the activities of Task
Group; d) Shall establish media relation center in coordination with PDRRMC
media relation officer; e) Shall develop/formulate Communications Plan (COMPLAN) for the
dissemination of information to the public re – security and safety benefits of conducting the Simultaneous Earthquake Drill;
f) Shall perform other tasks as directed by the Incident Commander.
7) Chief, PFS a) Designated as the DIMTG Logistics and Engineering Services Staff;b) Shall request for fund support to RD, PRO6 and follow up/ensure
the availability of such funds for utilization in the said activities (if necessary);
c) Shall prepare and submit liquidation reports as required; andd) Shall perform other tasks as directed by the Incident Commander.
8) Chief, PIDMB a) Designated as DIMTG Sub-Task Group Investigation and Victim
Identification;b) Shall organize investigation teams to conduct investigation and
Victim Identification after the Incident with CIDT-Aklan and PCLO; c) Shall perform other tasks as directed by the Incident Commander.

9) OIC, PAID-SOTG a) Shall augment DIMTG STG Security and Traffic Management;b) intensify anti-criminality and law enforcement operations;c) Shall perform other function as may be necessary for the efficient
and effective coordination among all support staff and the operating STGs.
10) Provincial COMMEL a) Designated as DIMTG Sub-Task Group Communications Service; b) Shall implement the Communications Network Plan;c) Shall be responsible in receiving, disseminating, documenting,
recording all incoming and outgoing communications and coordinating activities/operations based on security plans;
d) Shall perform other tasks as directed by the Incident Commander.
11) CC, Aklan Public Safety Company (APSC) a) Shall be designated as DIMTG STG Security/Traffic Management;b) Shall perform other tasks as directed by the Incident Commander.
12) C, Tourist Police Unit (TPU)a. Shall composed member of STG Security and Traffic Management;b. Shall perform other tasks as directed by the Incident Commander.
13) C, BTAC and All COPs/OICs MPS a) Shall be designated as Incident Commander, of their respective
Municipal Disaster Incident Management Task Group (MDIMTG);b) Shall maintain reserve team ready for deployment on orders;c) Shall ensure the security of vital installations such as
transportation, communication and power systems and other critical infrastructures; and
d) Shall perform other tasks as directed by the Officer-In-Charge.
14) Provincial Criminal Investigation and Detection Team (CIDT)a) Shall coordinate with the DIMTG Sub-Task Group Investigation
and Victim Identification for deployment of personnel; b) Shall perform other tasks as directed by the Incident Commander.
15) Provincial Chief, Crime Laboratory Office (PCLO)a) Shall coordinate with the DIMTG Sub-Task Group Investigation
and Victim Identification for deployment of personnel; b) Shall perform other tasks as directed by the Incident Commander.
16) Provincial Health Service (PHS)a) Shall be designated as DIMTG Sub-Task Group Medical; b) Shall perform other tasks as directed by the Incident Commander.
17) Other Provincial Administrative and Operational Support Units a) Shall coordinate with Incident Commander for personnel
deployment;b) Shall perform other tasks as directed by the Incident Commander.

C. Coordinating Instructions:1) Provincial and Municipal Disaster Operation Centers of the PNP shall be
activated during the activity as the minor offices of the Local DRRMC;2) All PNP offices/units must designate most Senior PCO as Building
Commander;3) All personnel must observe the Phases of an Earthquake Drill Such as:
Phase 1. Alarm – A pre-arranged signal such as siren/bell should be known to all PNP personnel in your respective offices. During the drill the siren/bell indicates earthquake/shaking. All PNP Personnel will be alerted by the signal.
Phase 2. Response – While the siren/bell is ongoing, everyone should move away from windows, glass or light fixtures. In this phase, everyone should “duck, over and hold” under desks, tables or chairs. Remain in this position until the “shaking” stops.
Phase 3. Evacuation – Once the “shaking” stops, all PNP personnel together with designated at least three dead and/or injured personnel per office/unit should evacuate the building and proceed immediately to the Triage within 15 minutes. It is assumed that building have collapsed or roads are damaged which make it impossible to transport the injured via vehicle/ambulance.
Phase 4. Assembly – At the designated triage, PNP personnel must be grouped per offices/units.
Phase 5. Head count - Administrative PCO conducts accounting of their respective PNP personnel.
Phase 6. Evaluation–Respective Heads of Offices/Units must conduct evaluation of the drill to identify problems encountered during the drill and how this can be corrected in future earthquake drills.
4) All tasked Offices/Units shall submit their respective IMPLANs five (5) days upon approval hereof.
5) This IMPLAN serves as a minimum guide to be followed by PNP Units.
5. ADMINISTRATIVE AND SERVICE SUPPORT:
A) Tasked office/units to provide their own logistics/provisional requirements; B) Requirements beyond the capacity of the tasked units shall be referred to the
OIC, Aklan PPO.
