Quality Systems
The short version- history of ISO The Preface:
To become ISO certified, auditors must verify a company's compliance with ISO
standards. After certification, if a company doesn't measure up, it loses
certification. In other words, you're out. Thus, since Lockheed Martin is making it
mandatory for ISO certified companies to be ANAB/IAF accredited, a lot of small
companies in this country are not allowed to do business with Lockheed Martin.
This unconstitutional and non-governmental accreditation body (ANAB) has its
fingers where they do not belong.
In 1933 a similar "accreditation" scheme was attempted by the National Recovery
Administration (NRA) as part of President Franklin Roosevelt's New Deal. The
NRA was supposed to organize the stabilization and revival of the United States
economy after the Great Depression, and was charged with supervising each sector
of the economy, and it was to establish an industry wide code, setting "standards"
for production, prices, and wages. These so-called codes had the force of law and
were exempt from antitrust actions. However, smaller companies could not achieve
or maintain these standards set forth by the NRA with the backing of major
corporations. Therefore, small businesses were not able to compete with large
companies because they lacked NRA "recognition." Thousands of smaller
companies were being taken over by their larger competitors whose executives ran
the NRA.

In 1935, the U.S. Supreme Court unanimously declared that the NRA law was
unconstitutional, and disbanded it, ruling that it infringed the separation of powers
under the United States Constitution. Large companies were using the NRA to
drive smaller companies out of business that were unable to meet the NRA's
standards. In response, executives of major corporations and former NRA
leadership created an international association beyond U.S. law, outside the
country, whose compliance was "voluntary." That organization is the International
Organization for Standardization, or better known as simply ISO.
Today, ISO certification is a requirement used by many large companies such as
Lockheed Martin to drive out smaller companies and swallow them up, just like
what they did with the NRA in the 1930's. However, the foundation of the scheme
is accreditation, with the primary benefactors being members of the International
Accreditation Forum (IAF) and the ANSI-ASQ National Accreditation Board
(ANAB), both of which are colluding with the National Institute of Standards and
Technology (NIST) to further their "authority" and complete dominance in the
marketplace.
Quality and standards are good, but only in a competitive marketplace providing
equal opportunity for companies of all sizes. Therefore, large companies such as
Lockheed Martin must not be allowed to force its suppliers to be certified or
accredited exclusively by bodies paying substantial fees to the International
Accreditation Forum (IAF) in a "pay-to-play" system. Prospective suppliers of
Lockheed Martin should have alternatives outside the IAF when seeking to
maintain or acquire ISO certification.

Is this a free and open market?
Non-Accredited Organizations- Occasionally, non-accredited organizations claim to be accredited or
imply that they are accredited. ANAB takes all possible steps to rectify such misrepresentations.
Non-accredited organizations may claim they can offer consulting, training, and registration to a client.
This type of activity is not allowed per ISO Guides 62 and 66, which detail the requirements to which an
accredited CB must conform.
Following is information on organizations known to have made false or misleading claims of
accreditation or to have promoted activities not in keeping with the requirements of ISO Guides 62 and
66: Quality Assurance Systems (QAS)-QAS is not an ANAB-accredited certification body (CB).
Because QAS has misrepresented its accreditation status and because of issues related to the marketing of
consulting services with registration services, ANAB will not accept an application for accreditation from
QAS, and QAS will not be able to become accredited by ANAB. ANAB has no relationship with QAS.
International Management Systems Marketing (IMSM) IMSM is the related body of Quality Assurance Systems (QAS). IMSM is not a certification body, nor is
it accredited by ANAB. ANAB has no relationship with IMSM.

The answer is very simple; an accredited CB is not required to issue only accredited certificates. Just as
a company voluntarily decides to be certified, so too CBs voluntarily decide to become accredited; but
even if accredited, a CB is not required to issue accredited certifications only. A certificate is considered
accredited only if it bears an accreditation mark.
