2 BEFORE GREAT…

Before the GREAT Women Project, the Iloilo Provincial Government, did not have deliberate efforts in supporting women micro entrepreneurs (WMEs).

There were economic livelihood programs but there was no conscious effort of targeting WMEs.

There was no appreciation of the impact of women’s economic empowerment on local economic development.

Gender and development implementation was more for compliance rather than because of commitment

The WMEs on the other hand were content with whatever economic activities they were in.

They were not aware of the programs of the LGUs and NGAs which they can avail to improve their business enterprise and they did not expect any support from government for their technical and financial needs.

WMEs did not realize the contribution of their economic activities outside their homes.

4 WITH GREAT…

There were capacity development activities that highlighted the LGU’s need for gender responsive planning and programming.

As a result, the Provincial Government began to examine the gender responsiveness of its programs, projects and activities and began to consult women to include their voice in decision making.

PG Iloilo also recognized its important role in providing support to WMEs because:

>Of the direct impact of women micro enterprises in alleviating poverty in the household

>It spurs economic development in the barangays

>Gender-responsive governance is good governance

WITH GREAT…

During the implementation of the GREAT Women Project in Year 1, several consultation meetings with women micro entrepreneurs (WMEs) were conducted in the Province and in the 3 partner municipalities: Badiangan, Miagaoand Pavia and where multiple concerns of WMEs were expressed, such as the need for:

Technology trainings and assistance Additional capitalization Marketing strategies Business management trainings Ease in business registration

7 THE PROJECTS

The PTWG together with the Focal Persons identified and prioritized projects that can be supported by the Iloilo Provincial Government. As a result, the following interventions were identified and proposed:

(1) Construction of a Loomweaving Production Center and provision of raw materials for Cabayogan Women Loomweavers in Badiangan

Advantages of the establishing the production center:

Currently, the loomweavers work at home resulting to less quality products. With the production center, they will be able to have a standardized process of weaving.

Production time is intermittent when weaving at home because of interruptions due to household concerns. This results to low productivity. With the facility, the WMEs can maximize production time with more output in lesser time.

Occupational safety and health (OSH) measures are not observed at home. But with the center, basic standards on (OSH) can be put in place.

(2) Establishment of the Tourist Information & Pasalubong Center in Miagao

Currently, Miagao does not have an area to display the products of their women micro entrepreneurs. This display area is important to them because Miagao houses the famous 200-year old Miagao Church. Tourists, domestic and foreign frequent the area to see the church. The Pasalubong Center will promote the local products which in turn is expected to increase the income of the local producers.

(3) Construction of the Pavia Livelihood Technology Center in Pavia

Some of the women in Pavia were requesting for trainings in food processing so that somehow they can produce these products daily and sell them even just in small quantities to add to their income.

The problem was they did not have a place to do their trainings. In the past, they would borrow the Home Economics Room of either the Elementary or High School. These classrooms, however, lacked the needed utensils and equipment for such trainings.

The Center now is in the process of bidding and is expected to be done by December this year. It will be furnished with complete equipment and utensils for food processing such as refrigerator, freezer, grinder, etc. and will be designed compliant to the standards of Good Manufacturing Practices.

It will include a training room and a fully-furnished kitchen

Aside from the hard projects provided by the Iloilo Provincial Government, the PTWG members who were capacitated under the GREAT Women Project are continuously extending technical assistance to the pilot and non-pilot LGUs on GAD planning and budgeting, development planning, gender analysis,etc.

15SUSTAINING THE

MOMENTUM

The Province has completed the series of GST++ to 125 key technical staff of almost all frontline offices of the Iloilo Provincial Government funded under the GAD Budget of the Province. As a result, they have started doing gender analysis in their respective departments and offices.

The roll-out of GST++ and GAD Planning and Budgeting to MPDCs and municipal LGUs other than the 3 pilot MLGUs has started.

The gained capacities on gender enabled the implementers of the waterworks system project of the province in conducting gender analysis and integration of GST++ in the design and implementation of all subsequent projects in 10 sites
