School Funding Crisis Continues Education funding reform - SB 1 (Manar/Davis) - passed the General Assembly on May 31st and was the result of years of negotiation and compromise to the unfair and inequitable method used to fund Illinois’s public schools. The Senate delivered the bill to the Governor on July 31st and he promptly rewrote the bill with an amendatory veto.

Rauner’s rewrite of SB 1 did not receive any support among teacher unions, school management associations, parent groups or school funding advocates. The rewrite pits wealthy districts against struggling districts and continues the education funding crisis in hundreds of school districts throughout the state. Solving the education funding crisis is important because the state budget passed in July requires the

state to pass an evidence-based education funding reform plan in order to fund schools for the 2017-18 school year.

The Illinois Senate convened on Sunday afternoon to take up Governor Rauner’s Amendatory Veto of Senate Bill 1 (SB 1). Republican Senator Sam McCann joined all 37 Democrats in the Senate to override the Governor’s amendatory veto. On Wednesday, the Illinois House of met and considered the Governor’s education plan in the amendatory veto as an amendment on SB 1957. The amendment was soundly defeated when the measure received 0 votes on a 0-60-33 roll call. The House has until August 29th to override the Governor’s amendatory veto and is expected to be in session next week.

Trumka quits Trump manufacturing Council

In January AFL-CIO President Richard Trumka accepted an invitation from President Trump to sit on the President’s Manufacturing Advisory Council. In the earliest days of the administration it appeared that there could be common ground with the administration on manufacturing, infrastructure and especially trade. Trump spoke of $1 trillion to rebuild schools, roads and bridges. He challenged companies to keep jobs in the United States, he promoted “Buy America” and he promised to renegotiate the North American Free Trade Agreement.

On Wednesday, Trumka notified resigned from the council stating that Trump’s policies on taxes, trade, infrastructure and wages have harmed working families. Trump’s response to the terrorism in Charlottesville, VA was the last straw and in a letter to the New York Times on Wednesday Trumka wrote “We in the labor community refuse to normalize bigotry and hatred. And we cannot in good conscience extend a hand of cooperation to those who condone it”.

Haine Set to retireState Senator William Haine (D-56) announced on Thursday that he would not seek re-election in 2018. The 73 year old lawmaker has been diagnosed with a form of blood cancer that has kept him away from the Illinois Senate for most of the year. Despite his health concerns, he returned to the Senate to vote to override

Rauner’s veto of the State budget in July and returned last Sunday to vote to override Rauner’s amendatory veto of education funding reform.

A former Madison County State’s Attorney, Haine has served in the State Senate since 2002. A strong advocate of working families he had an 83% Labor lifetime voting record.

INa Speaks Out against Workplace Violence

The Illinois Nurses Association (INA) joined with the Silent NoMore Foundation and Show Me Your Stethoscope at the Kane County Judicial Center on August 11th to speak out against workplace violence against health care professionals in the workplace. State Legislators, Union leaders and nurses spoke out that health care workers are four times more likely to require time off work as a result of workplace violence as they are with other types of injuries. The rate of assaults is usually higher with nurses due to the amount of time they are required to spend with patients. In the spring session of the General Assembly, the INA, along with others, will introduce the Healthcare Worker Violence Protection Act that will address ways to diminish workplace violence against health care professionals.

big Democrat Day-eve Crowd Greets Pritzker at

Illinois aFl-CIOThe Illinois AFL-CIO hosted a pre-Democrat Day event for JB Pritzker and Juliana Stratton in Springfield on Wednesday. The reception was well attended by union members and Democrats from all areas of the state, as more than 350 people attended the event.

Pritzker, endorsed by the Illinois AFL-CIO for Governor, and State Federation President Michael T. Carrigan fired up the large crowd and introduced Pritzker’s recently announced running mate – State Rep. Juliana Stratton.

Last week, Illinois AFL-CIO-endorsed Governor candidate JB Pritzker picked State Rep. Juliana Stratton as his running mate for the 2018 election.

Stratton, from Chicago’s 5th House District, brings a strong background to the ticket serving as director of the Center for Public Safety and Justice at the University of Illinois-Chicago and president of JDS Mediation. She previously served as executive director of Cook County Justice for Children and the Cook County Justice Advisory Council.

With the strong backing of Labor, Stratton defeated former representative and Rauner ally Ken Dunkin in the 2016

Democratic Primary. Union volunteers canvassed thousands of voters with phone calls and door-to-door work to help boost Stratton to a 68 to 32 percent margin of victory over the heavily Rauner-funded Dunkin.

“JB made and excellent choice with Juliana Stratton,” said Illinois AFL-CIO President Michael T. Carrigan. “She brings a solid background in experience and smarts. She has faced the Rauner money and negative campaign machine and won easily. She is ready and will make an outstanding lieutenant governor.”

Secretary of State Jesse White, one of the most popular office-holders in Illinois, announced at the Democratic County Chairmen’s Association breakfast on Thursday that he will be running for re-election in 2018.

White was first elected to the post in 1998 and is credited with significantly improving the efficiency of the office tasked with keeping the state records, laws, library, and archives, as well as the state’s vehicle registration and driver license authority.

White is a union member and veteran, previously served in the Illinois General Assembly and as Cook County Recorder of Deeds.

“We are very pleased that Secretary White has chosen to run again,” said Illinois AFL-CIO President Michael T. Carrigan. “He has done an outstanding job as Secretary of State and has been a great friend to Labor throughout his career.”
