A&M's Bryan Adams 1112 parts Canadian: CRTCRPM has tracked down the culprit who usedthe words "un-Canadian" to describe BryanAdams and fascinate his manager, Bruce Allen.It began in the Sept. 12, 1991 issue of theToronto Star with a piece by Peter Howell.

The story was headlined: "Bryan Adams'songs declared un-Canadian."

Following are excerpts from the article:"New songs by Canadian rock star BryanAdams have been declared un-Canadian bythe federal broadcast regulator, which haslimited the number of times they can beplayedon FM radio stations."

The article went on to point out that"Adams himself is considered to be Canadian,but his songs are not," said Anne -MarieDesroches, the CRTC's acting director forradio.

The CRTC judges Canuck content with afour -point grading system called MAPL, whichstands for music, artist, production and lyrics.A record needs to score at least two points tobe given the official MAPL stamp of approval.

All Hit LG73 asked listeners to Welcome BryanAdams home to Vancouver at his World Tourkick-off date. David K, midday on -air personalitypresents a listener with front row tickets, liveon -air.

Adams flunked the test by only half apoint, Desroches said in an interview, becausehe wrote and composed with a Briton.

"If you have the music done by BryanAdams and somebody else, a British guy, thenBryan Adams only gets half of the point," shesaid. "Instead of two parts Canadian, youcome up with 1 1/2 parts Canadian."

In a letter dated Feb. 7, 1992, Howellwrote to RPM and explained: "The mystery isover. I'm the guy who coined the expression

I used the expression in my lede when Ifirst broke the story on page one of The Star onSept. 12, 1991. The headline writer also usedit.

It was just journalistic shorthand. I neverthought for a minute it would be one of thosetags that would stick.

It's been amusing to read how people -but not you, I think - keep accusing BruceAllen of somehow whipping all this up assome kind ofpublicity stunt. Suspicious bunch,these music industry types; they're just likejournalists.

In fact, Bruce didn't even know about theCRTC decision until I called to ask for hiscomments the day before the story ran. He did,however, immediately recognize the value ofmy story, but then Bruce is one smart cookie.

And there's an amusing, never -before -told side to this tale which you may enjoy. Thegoodpublicity people of A&M telephoned melate in the day before the story ran and beggedme not to run it.

They were terrified it would annoy Bruce!I told them it was an important news

story and, as they say at NASA, it was launchcommit. Like it or not, they and Bruce Allenwould just have to live with it.

Guess it's fair to say that Bruce wasn'tannoyed by it, eh?

Springsteen albums andtour expected early springBruce Springsteen has completed productionwork on two new albums, Human Touch andLucky Town, scheduled for simultaneousrelease at the end of March.

Human Touch, his 10th Columbia album,contains 14 songs recorded over a full year atvarious studios in Los Angeles. The album isdescribed as a return to the style of Born inThe USA. Musicians in the sessions werekeyboardist Roy B ittan, bassist Randy Jackson,drummer Jeff Porcaro and Springsteen onguitars. The album was produced bySpringsteen, Jon Landau, Chuck Plotkin andRoy Bittan. The album was recorded by TobyScott, mixed by Bob Clearmountain andmastered by Bob Ludwig.

Lucky Town, Springsteen's 11th album,was recorded at Springsteen's home studio inLos Angeles. The 10 -song album was producedby Springsteen, Landau and Plotkin, withkeyboardist Bittan helping on several tracks.The album was recorded, mixed and masteredby the same team.

All songs on both albums are Springsteenoriginals except for Roll Of The Dice and RealWorld, which Springsteen wrote with Bittan.

It's rumoured that The Boss may kick offhis tour in Toronto at Maple Leaf Gardens.Seven or eight other Canadian dates may alsobe scheduled for the spring.

Loreena McKennitt signsto Warner Bros. in U.S.Loreena McKennitt, who signed to WarnerMusic Canada last year and is nearing platinumwith her album, The Visit, has signed withWarner Bros. in the US.

This is the first US distribution deal forthe Stratford, Ont.-based singer/songwriter.She will make her US debut with her fourthalbum, The Visit. The three previous album's(To Drive The Cold Winter Away, Elementaland Parallel Dreams) were originally releasedthrough McKennitt's Quinlan Road companyand are now available through Warner Musicin Canada.

Japan, Australia, Germany, Portugal,Spain and Italy are among the 21 countriesscheduled to release The Visit.

The Visit's Canadian success was fueledby the popularity of Greensleeves (Warnercomp 108) with AC programmers.

The follow-up single, All Souls Night(Warner comp 117), did exceptionally well atAOR, particularly at CHEZ-FM Ottawa, CIRK-FM Edmonton and CHUM -FM in Toronto. Athird single is expected to be released shortly.

du Maurier Jazz Festivalfirmed for four citiesFour Canadian cities will host jazz festivalssponsored by du Maurier Ltd. this summer.Toronto and Vancouver's festivals run fromJune 19-28, Saskatoon's from June 26 -July 4,and Edmonton's from June 26 -July 5.

Past festivals have featured SarahVaughan, Miles Davis, Cleo Laine, DizzyGillespie and thousands of other performersfrom around the world. The list ofperformers,venues and scheduling for this year's festivalshasn't been released yet.

BMG Canada donates toSick Children's hospitalIn the true spirit of g iving, BMG Music Canadaraised $2,000 for the Hospital for Sick ChildrenFoundation. The $1,000 was raised throughgifts donated by BMG's corporate supplierswhich were then raffled off at the company'sChristmas party.

BMG matched the $1,000 and a chequefor $2,000 was presented to Claus Wirsig,president of the Hospital for Sick ChildrenFoundation.

How this fact willimpact record retailing is heavily contingentupon the scheduling of new releases of majorand developing acts. We are hopeful that 1992will see the latter more evenly spread than in1991. All the consumer needs is a continuousspark plug in order to ensure a successfulyear.

We hope that the retail trade will layaside suicidal pricing in 1992 and ratherconcentrate on creative marketing. This is theonly way we can hope to maintain theperceivedvalue of the outstanding product we sell. Sohere's to the "Sun"rise of the stars of 1992.

"We're very fortunate to be able to workwith radio stations Q107, CHUM -FM, CFNY,MIX -99, CHFI and CJCL," says albumexecutive producer David Platel of SonyMusic. The stations have a lot of fun with themusic and do a great job promoting the tie-inwith Variety Club. We've also had great supportfrom retail; not just in the Toronto market, butfrom right across Canada. Finally, the peopleat Sony Music and the Toronto Blue Jays havebeen 100% behind the project from day one."

This year's entry, The Blue JaysAlbum...Class of '92, is currently inproductionand scheduled to be released Apr. 6, the sameday the Jays open their season.

1992 - People and ideas! The musicindustry is based almost solely on people andideas. No matter what stage of the business,from artist to retailer. It's just people andideas. The best people with the best ideas willprosper in 1992. The Canadian music scene isblessed with an abundance of both. Withoutdoubt, music retailers in particular will have achallenging time in 1992. Some will diversifyinto other merchandise like video games; somepeople and new ideas . . . we will be entirelymusic focused . . . we won't do windows orvideo games.

1992 - The Popcorn Report and Sun Tzu!The trends reported in Faith Popcorn's bookwill play out. That's good news indeed forpeople in the music business. The 2,000 yearold strategies of Sun Tzu will continue to offersage advice. The HMV staff will be the numberone priority again in 1992, ahead of even ourcustomers and our shareholders. We'll supportCanadian artists through an improved No RiskDisc program. listening posts, in-storeperformance facilities, and an unhealthyobsession to see Canadian artists get widerexposure. Labels, radio, retailers and otherinterested parties will cooperate more closelyin 1992. The government will continue toscrew up, the complainers will complain, theleaders will lead. Canada will continue to bethe best country in the world in which to live,the music the most interesting in which towork. A bit of a cliche but a true cliche. Themore things change, the more they remain thesame. Carpe Diem.

Roch Voisine scheduledfor 60 European datesNew Brunswick's Roch Voisine is in the midstof an extensive 60 -date European tour. TheStar recording artist began his tour Jan. 29. Hewill play in Paris, Dijon, Avignon, Lauzanne,Cherbourg, Brest, Orleans, Reims, Lyons,Brussells, Marseille and Cannes, with apossible extension into The Netherlands.

Voisine's popularity in Cannes wasreinforced at the recent MIDEM conferencewhere his posters blanketed the city. On lastyear's European tour, Voisine played to SROcrowds in theatres and arenas ranging incapacity from 5,000-16,000 seats. Gino Empty,who handles Voisine's PR, reports that thisyear's crowds are equally large.

Voisine is touring with his self -titledalbum. The single, Waiting, has maintainedhis chart prominence and a new single isexpected shortly.

After completing his European tour,Voisinewill go directly to Los Angeles to playa policeman and nephew of fellow cop MikeConnors in a made -for -TV movie.

EMI Music Canada signsAngels of MontenegroEMI Music Publishing Canada recently signedThe Angels of Montenegro. "How could I notsign a band with a name like that," jokes thepublishing company's president HankMedress.

EMI Music Publishing's Barbara Sedundescribes the band's music as "a unique blendof orchestrated pop with instrumentation,"including a French horn played by DarcyMcFadyen.

The other members are cellist SimoneDesilets, trumpeter Sarah McElcheran,

Hank Medress, president EMI Music PublishingCanada (r), with recently signed Angels' writer/arranger/singer Tom St. Louis.

percussionist Steve Haflidson and St. Louis,the leader of the band, on guitar. Vocals aresupplied by St. Louis, Erica Buss and others.

With assistance from MuchMusic andVideoFact, The Angels recently completedshooting a video for Grey Streak, which hasapparently generated interest from severalrecord companies, including SBK in the US.New York -based producer Richard Gottehrer,produced Blondie and Joan Armatrading, wasin Toronto (recently) to see the band. He hasapparently committed to taking them into thestudio.

Thanks Bryan. You should get an award!Just as we are all sick and tired of readingabout Bryan Adams and, after reading thestory on this week's page two ... I want to tellyou what a service Adams and his managerhave done for the Cancon industry. Never inthe history of Cancon have so many peoplebeen aware of the CRTC ruling and what it hasdone for Canadian artists like Lightfoot,Murray, Adams, MacNeill and many others.To many artists, it could be a crutch, but thereal human beings who arepart of our industryrealize that Canada didn' t stand a chance untilthe CRTC, under Pierre Juneau, came up withthe 30% Canadian content ruling. Only twopoints are needed out of four to qualify. Theruling was good and it worked. Adams and allthe foolishness that went with all the pressmakes this very clear and we can thank him.He may also be the reason the Junos will hittwo million viewers this year. (EC: Tell thetruth . . . the Junos did start at Toronto's St.Lawrence Centre didn't they?) Sorry Ellie,CARAS got it wrong again. It was St. LawrenceHall, 157 King Street East. The year was 1970.

Is Tommy Hunter in or out? It looks likethere's still big trouble at the CBC farm.Rumours persist that the Tommy Hunter Showmay be dropped. Ratings aren't that great --somewhere around the 500,000 viewer level.I wouldn't be too quick to drop any programthat's country, particularly one that's beenaround as long as the Tommy Hunter Show.The world is waiting for big things fromcountry. Just ask Garth Brooks, or even GeorgeFox. Perhaps a new producer? (EC: Now you'vetouched a nerve . . . !)

Beer ads for the young ... ! I had a ratherlong wait in the doctor's office recently andpicked up a copy of Business Week. As I dowith most magazines, I turned to the Letterspage first. This one really hit home: "Beer adsdon't belong on TV. The breweries and thealcohol -abuse action groups can try to placethe blame hither and yon, but nothing willbegin to change until we get beer ads off ourmost accessible medium, TV. Cigarettes andliquor commercials are now it's time toget beer off the air. Relegate it to the printedformat only. Heaven forbid a teenager shouldpick up a periodical and be 'influenced'."(EC: We are what we print . . . !)

All hewanted was chart positions for his records.We had just finished soup when he made theoffer. I remember throwing twenty bucks onthe table and walking out. In spite of his offer,a few of his records did well on the chart, oneeven hitting No. 1. He's still around, not in therecord business . . . but his old partner is, sowatch out! This is just one of the occurrencesthat will be included in my book, with nameshowever. Sass Jordan returns to roots with her new albumIt was an exhausted Sass Jordan who escapedto Los Angeles after the dizzying success ofher 1988 debut album Tell Somebody.

"It's like when a farmer's been harvestingcrops out of one field for a couple of years andhe has to leave it fallow for a year. That's whathappened to me, babe," Jordan says.

She's returned from Hollywood with aninterest in astrology, a vocabulary litteredwith showbizzy terms of endearment, and aradio -friendly album destined to outsell its

Fred Penner touring insupport of new albumFamily entertainer Fred Penner is in the midstof a 32 -city Canadian tour in support of hiseighth album, Happy Feet. The 15 -songcollection from Oak Street Music featuresjazz and swing -style tunes reminiscent of the1930s and 40s. Legendary lyricist SammyCahn wrote the song You Can Count On Meespecially for the album.

Fred also hosts a successful children'sTV show. In April he will receive the Order ofCanada, one of the highest honours for aCanadian entertainer.

PolyGram releasesBull from BootsauceExpect a lot of Bull but no sh*t fromBootsauce's new album. PolyGram has justreleased the follow-up LP to last year's gold -plus The Brown Album, and the company isexpecting even bigger sales this time. Thefirst single, Love Monkey #9, is alreadyattracting airplay and its video is in rotation atMuchMusic. The hard rocking funksters fromMontreal will be touring the country in supportof Bull.

Warner Music Canada todistribute Antone's labelAntone's Records, the Austin -based blueslabel, will now be available in Canada througha licensing agreement with Warner MusicCanada. Included in Antone's 16 titles arealbums by James Cotton, Jimmy Rogers, LouAnn Barton, Doug and Matt Murphy amongothers. An additional three new releases areexpected over the next two months.

Of particular interest is the debut releasefrom Sue Foley, a 23 year old Canadianguitarist, singer and songwriter. Foley's album,entitled Young Girl Blues, is scheduled for aMarch release. According to Dave Tollington,Senior Vice President and Managing Directorof Warner Music Canada's Domestic andInternational Division, Foley's album will bea major priority in Canada.

Nevermind is ahead in retail as wellas being the No. 1 album at several radiostations including: Z-99 Regina, K-97Edmonton, 54 Rock Ottawa and OZ -FM St.John's. Adams might reclaim the No. 1 spot ina few weeks though. Waking Up TheNeighbours was also on top for five weeks latelast year before being unseeded for a fewweeks.

Does sex sell .. ? I'm Too Sexy from R.S.F.(Right Said Fred) inches toward the No. 1 spoton the Hit Tracks chart. It's currently at No. 4.That's the highest chart position for a songwith sex in the title since George Michael's IWant Your Sex peaked at No. 2 in 1987. Therehave been a couple of songs with a form of theword sex (sex, sexy, sexual etc.) in the title togo all the way to No. 1. Name them. Hint: onewas in 1983 and the other in 1979.

Success on a 'Grant' scale. The thirdrelease from Amy Grant's Heart In Motion hasgone where the other two went, to the Top 10.Good For Me follows Baby Baby, which peakedat No. 2 and That's What Love Is For, whichpeaked at No. 7. This could be the one thatbrings Grant her first No. 1 song. Good for mehit No. 10 in just its fourth week. That's fasterthan either of first two.

Naked, Frozen and Money... Three artistshave two songs gaining points on the chart.Frozen Ghost has the top add this week withHead Over Heals. It debuts at No. 81. Theyalso have Shake Your Spirit bulleting up thechart at No. 70. Barenaked Ladies' Be MyYoko Ono enters at No. 90. Also from theLadies is Lovers In A Dangerous Time holdingsteady at No. 16. Eddie Money also has twosongs being worked at different formats. I'llGet By has shot up the chart and is now at No.15 while She Takes My Breath Away jumps 18spots to No. 64.

Hot Cowboys! Cowboy Junkies have thehottest album around. Their black eyed mangoes all the way from No. 72 to No. 25. TheJunkies last album, The Caution Horses, madea similar move. It jumped from No. 73 to No.12 in its second week and eventually peakedat No. 11.

The best sex around. Two songs with sexin the title have hit No. 1. Marvin Gaye'sSexual Healing topped the chart in 1983 afterRod Stewart had done so in 1979 with Do YaThink I'm Sexy.

A three-year layoff hasn't slowedJordan's momentum. The first single, MakeYou A Believer, has the same sound that brokethe Black Crowes worldwide last year. Thesong is racing up the charts and its video isreceiving Much airplay.

Jordan calls herself "one of those peopleblessed to look decent on camera," and sheattributes a lot of her early success to videos.But she has mixed feelings about the medium,claiming videos have taken the "magic" fromfans who want to interpret song meaningsthemselves.

"I think everybody should be allowed tofind what they find in the songs and not be toldwhat it is," Jordan says. "Once I've written itand recorded it, it's anyone's who wants tolisten to it."

Racine was written and recorded in L.A.,where all theplayers who appear on the recordlive. Producer Rick Neigher and some of themusicians co -wrote the songs with Jordan, butit qualifies as Cancon.

Jordan likes Cancon regulations but saysshe understands why international stars likeBryan Adams don't.

"Cancon is what helped me out. I don'tthink I would have gotten as far as I did as fastas I did without Cancon, so I don't feel I'm ina position to shit on it -- whereas he is."

Racine was released in Canada byAquarius Records on Tuesday. Jordan expectsto tour behind the album with a new group ofmusicians this summer.

New Haywire releases;old favourites from soapsHaywire's new sing le Get Back will be releasedFeb. 17 and the album Get Off will be in storesMarch 23. Attic Records is putting a big pushbehind Haywire and a cross -Canada tour isplanned.

Unprecedented seven Juno nominations for Adams

Bryan Adams was nominated for a record -setting seven Juno Awards at a luncheonheld in Toronto on Feb. 12. Tom Cochrane, who battled Adams for the top spot ofthe RPM singles and albums charts, received six nominations. A total of 35awards, including a new one for the best selling Francophone album, will be givenout at Toronto's O'Keefe Centre on Sun. March 29.

He was also a founding member ofboth Nashville's Country Music Associationand the Academy of Country MusicEntertainment in Canada, a director of theBroadcast Executives Society, and a directorof Quality Records.

Tom Russell, son of an Iowa horsetrader and now living in Brooklyn, hashad the international doors opened tohim through his Stony Plain(Edmonton) releases.This album wasproduced by Russell in Brooklyn.Included are remakes of two duetsRussell recorded with labelmate IanTyson: Navajo Rug and Gallo Del

Cielo. Much of Tyson has obviouslyrubbed off on Russell, who isshowcased here on a collection ofsuperb acoustic performances.Russell can now be dubbed theBrooklyn Cowboy, perhaps one ofthe first from the recording field tohold that title. There are a number oftracks here that should keep Russellbusy on the chart front, perhaps evenmore if the American country peoplerecognize him. After paying her dues for years,Canadian singer Rita Chiarelli makesher major label debut with RoadRockets. Chiarelli's voice has beentextured into a throaty growl afterplaying in countless smoke -filled bars.The first single and video, LoveOverload, won her the MolsonCanadian Rocks national talentcompetition last year, but it doesn'tstand out from the 11 other genericrock and blues tunes on the album.More of the songs could benefit fromthe saxophones featured on I'mConfessin' and Tryin' To Get To You.The album includes acoustic andelectric renditions of Dylan's Highway61. The electric version can be foundon the Highway 61 soundtrackreleased by Intrepid/Capitol.This is a competent album butit's nothing that hasn't been done

It's nice to hear Stevie Nicks hasfound a new band after FleetwoodMac. Actually that's not her, but itdoes sound like her. Alana MacDonaldis the real person singing. She, alongwith Tom Dean, split the lead vocalsfor Devonsquare's new album. Youmay not have heard of this Maine -based trio before, but this isn't theirfirst album. After a couple of indiereleases, this is the band's secondfor Atlantic. The first release fromBye Bye Route 66 is If You Could SeeMe Now. It's a dynamite track that, for

some reason, is being largelyoverlooked by programmers. Don'tmake the mistake of overlooking ittoo long. The restof the album doesn'thave that same magic, however.

There seems to be something missingthat would hold the songs together.Devonsqua re have a couple ofveteran performers helping on thisalbum including Stephen Stills lendingsome guitar work to Straightaway.The nostalgic title -track and Move Onare two others worth checking out.(CD reviewed) - TE

Winnipeg has contributed much toCanada's music scene, beginningwith Chad Allen & The Expressions in1964. Now, almost 30 years later, theprairie city is still a leader in fosteringnew talent. The Walle Lasson Band isone of the latest. This jazz/pop quar-tet transcends the expected with popdiversities that puts them in a class oftheir own. The sax wailing of Larssonis buffered beautifully with the key-board work of Rick Boughton,bassman John Ervin and drummerGreg Black. Key are Full Circle, Crys-tal Blue and Pieces Of Dreams, all theoriginal work of the band. Don't over-look Dan Kramer's very smooth andeffective cover of Billy Holliday's GodBless The Child. CCMA and CTV renew four-year partnershipCalgary and Hamilton will alternate as hostcities of the Canadian Country MusicAssociation's annual conventions through1996. The CCMA has also signed new four-year contracts with CTV to broadcast its annualawards show, with Labatt Breweries of Canadaas the major corporate sponsor. There are alsoplans to expand Canada's largest talent search.

Canadian Country Music Week '91, heldin Hamilton, was reportedly the mostsuccessful in the association's ten-year history.Upwards of 600 delegates attended, leavingan estimated $2 million behind in the city. Theawards show, which climaxes the five-dayconvention, was highly successful. It attracteda viewing audience of 1.5 million, making itthe most viewed awards show and the mostviewed variety show in Canada last year.

This year's Canadian Country MusicWeek will be held in Calgary from Sept. 16-20, and again in 1994 and 1996. Hamilton willbe the host city in 1993 and 1995.

The changes to the talent search involvesthe creation of a series of regional "play -downs" across the country. B.C., Alberta,Saskatchewan and Manitoba will each choosea provincial winner to compete in the nationalfinals, held during Canadian Country MusicWeek. Northern and southern Ontario willeach send winners, and Atlantic Canada willsend two regional winners. Quebec joins thetalent search this year, making the eventnational in scope. The Quebec inclusion wasprompted by one of Canada's oldest radiostations, Montreal's CFCF, changing its callletters to CIQC and its format to country.

CCMA president Tom Tompkins saysthe Bud Country Talent Search is one of themost important events of its kind in Canada."By organizing it in a different way, it willgreatly improve the programming of the finalevent, which we hope will once again befilmed for later national TV broadcasts."

The finals were televised by CBC-TV inOctober and attracted a viewing audience ofclose to 850,000.

In addition to the $10,000 first prize,

$5,000 and $2,500 runners-up prizes, and a$2,000 award for best original song, SonyMusic of Canada will distribute recordings offour songs by the winner to country radio. Therecords will be produced by Randall Prescottand will feature an all-star backup band.

The commitment was apparently madein view of the strong response given to lastyear's winner, Scott Kyle King. His single,Dark Eyes, has moved up to No. 50 this weekon the RPM Country 100.

Fox firms dates for wintertour of western CanadaGeorge Fox sets out on a tour of westernCanada beginning in Fort McMurray on Feb.29 and ending in Medicine Hat on Mar. 26.

Fox's (1991) touring was kept to aminimum, but he kept his image alive througha number of television shows. He hosted lastSeptember's CCMA awards show which drewa record crowd of 1.5 million viewers, themost viewed of any awards or variety show ofthat year. In December he hosted his secondCBC-TV special, George Fox on Campus,which attracted just under one million viewers.

During January Fox was at home writingmaterial for his next album. But he did takepart in the Rendezvous '92, Dawson Creek'scelebration of the 50th anniversary of theAlaskan Highway.

Fox is scheduled to perform at this year'sJuno Awards on March 29 and dates havebeen pencilled in for his first European concerttour this summer. The European junket willinclude a Canada Day performance at Expo'92 in Seville, Spain.

Following his Fort McMurray date, Foxis confirmed for Fort McLeod (Mar. 2), Airdrie(3), Red Deer (6), Hinton (7), Grande Prairie(8), St. Albert (10), St. Paul (11), Saskatoon(12), North Battleford (13), Prince Albert(14), Winnipeg (16), Brandon (17), Estevan(18), Swift Current (19), Vermillion (20),Biggar (21), Spruce Grove (23) and Calgary(25).
