the Authority, preparation of proposed amendments presented to the Leg- !I
islature of California, the development of all contracts of the Author- !I
had rendered continuous legal services for more than two years and
that these services had included the development of' the bylaws of the
i ty with the Countv and with Engineers and others, and all other legal
services that had been requir~d. No bill for servides had ever 'been
rendered by Mr. Beebe but the members of the Authority had
to the General Attorney during the entire period of time the sum of
$1000.
Mr. Pollard expressed great appreciation on behalf of the Author-
i ty to Mr. Beebe for his lenerous and public -spiri ted services. Mr.
Beebe then recommended to the Authority that no attempt should be made
to modify the terms of the appropriation made by the Board of Supervis-
ors and that arrangements should be made for legal services to be ren-
dered by the office of the County Counsel. However, in addition,
Mr. Beebe stated that he would be glad to act from time to time in any
advisory legal capaCity which might be requested by the Authority prior
to such time as the Authority might undertake the actual development of
i transit systems for Los Angeles.
It was moved by Mr. Dean, seconded by Mr. Jones, that Chairmn and
General Manager be requested to confer with Chief Administrative Officer
of the County, Mr. A. J. Will,. at an early date with reference to the
availability of funds and the procedures to be followed by the Authority
pursuant to the action of the Board of Supervisors . The Chairmn putthe motion and on roll call all members voted aye, no members voting no.

At his request, Mr. Beebe was excused from the meeting at 3: 45 p.m
On motion by Mr. Jones, seconded by Mr. Winder, authorization was
given to the Chairman and Treasurer to make monthly payments from ad-
ministrati ve funds for staff salaries as follows:

graph, rental, travel, supplies and miscellaneous expenses upon a month-

It was stated that the books of the Authority for the year 1953-54
for admnistration and for engineering contracts would be closed during
the month of July and that in each of the appropriations by the super-
visors there would be balances to be returned to the County in accord-
ance with the contracts.Moved by Mr. Jones and seconded by Mr. Dean that the Chairmn of
the Authority should send a letter to each memver of the Board of Sup-
ervisors and all interested department heads, containing the annual re-
port of the Treasurer of the Authority, calling special attention to..thEitems of unexpended balances refunded to the County from amounts ap-
propriated. The Chairmn called for a vote of the members, all members
voting aye, no members voting no.
Wi th regard to the current engineering study of Pacific Electric
rights of way and related mattera which are being financed from the
balance of the funds appropriated by the Board of Supervisors for en-
gineering studies for the period ending June 30, 1954, the General
Manager made the following statement:

bers of the Authority that contracts of employment have been made with
Mr. L. H. Appel, Consulting Enineer, in the amount of $1000 and with
Mr. S. P. Barnes, Consul ting Civil and Structural Engineer, in the
amount of $2000. Copies of both contracts for the minutes are herewith

of $500 a month and incidental expenses not to exceed $200. Total ap-

inal in Subway Terminal Building, not to exceed $4000. II
The General Manager reported that pursuant to the minutes of the
Authority of June 8, 1954, two informl meetings have been held with Mr.
Leland Kaiser of Kaiser & Company, Russ Building, San Francisco, result-
ing in an aCknowledgment by Mr. Kaiser of the informl suggestion to act
as Financial Advisor, which he has taken under advisement and upon which
there will be further discussion and further report to the Authority.
Request was made by General Manager for authorization to employ Sam
M. Akers at the rate of $500 a month for the continuation of economic
studies, and it was thereupon moved by Mr. Jones and seconded by Mr..
Dean that the General Manager be given authorization to employ Sam M.
Akers to render special economic and other services as may be required
by General Manager by personal service contract for a period of three
months at the rate of $500 a month, beginning July 1, 1954, payment to

Authorization was siven to the General Manager to respectfully ad-
vise the Public Utilities Commission of California, in reply to their
inquiry, that the right of way presently owned by the :Pacific Electric
Railway on Cahuenga Pass from Highland Avenue extending 920 reet be-
yond Barham Boulevard ls a portion of the right of way proposed by the
Coverdale & Colpitts Report for use in a Mass Rapid Transit System
from the San Fernando Valley to Hollywood and Los Angeles. The Author-
ity, by such a letter, would request the Public Utilities Commission to
postpone action on the proposed transfer of this property to the High-
way Commission pending further discussion of the matter between the"
General Manager of the Authority and the Chief Engineer of the Highway
Commssion to determine the urgency or need by the Highway Commission,
in order that the requirements of the Mass Rapid Transit System may be
given full consideration.
The General Manager then requested authorization to undertake cor-
respondence with the firm of Coverdale & Colpitts to determne the avai:
ability of that firm for an engineering study of the subject "Are buses
adequate and sufficient as the sole transit faCility to meet the needs
of Los Angeles County for Mass Rapid Transit 1" . Attention was called
to the statement that had been made to the Authority by Mr. Beebe that
Supervisor Jessup was of the opinion that buses were the answer to the.
transit prOblems of Los Angeles County and that opinion was shared by
others and was continually being presented to the publiC qs a solution
of the transit problems of Los Angeles County by the Metropolitan Coach
Lines and the Los Angeles Transit Lines.

Memorandum to Members of theLos Angeles Metropolitan Transit Authority

Authorization is requested of the Los Angeles Metropolitan TransitAuthority by the General Manager to undertake the development of aseries of studies or reports on various subjects which pertain tothe development of a mass rapid system for the Los Angeles Metropol-i tan Area.
If Engineers or other specialists are to be employed the Authoritywill be notified in advance and if financial commitments are madethe Authority's authorization will be specifically requested.
Among the reports and studies to be undertaken the following tentativeand preliminary list is suggested:
1. A review of that portion of the Economic Report of Coverdale& Colpitts dealing with the location of routes, rights of wayand stations to develop a study and report and possible in-crease of services and decrease of capital costs through chang-ing the route at Sunset and Glendale Boulevard to use the tun-nel owned by the Pacific Electric, and use the facilities ofthe Subway Terminal Building as Central Downtown Station, in-cluding a continuation of the present subway from the SubwayTerminal Building to the Pacific Electric Building and surfac-ing parallel to Sixth Street on property to be purchased, andthe use of Pacific ElectriC rights of way through Vernon andtpe industrial area to Huntington Park.
Preliminary checks indicate the possibility of savings in cap--/1tal cost of at least 10 million dollars åndsubstantial increaseof payloads. Indications of the value of such a report may bedetermined by the Authority from the preliminary informationwhich will be presented to the Authority by the end of July,resulting from the current study being made by Mr. 'L. H. Appeland Mr. S. P. Barnes and the staff of the Authority.
2. Report on the availability of rights of way between PanoramCity and the San Fernando Valley through Los
Angeles to Long
Beach, as proposed by Cove~dale & Colpitts Report.
Report on the availability of rights of way of Pacific ElectricRailway and/or the County of Los Angeles and/or City on linesthat have in the past been .used for countywide transit services,with special reference to the integration of these rights ofway with the proposed system from San Fernando Valley to LongBeach. Studies will follow the general informtion presently

being prepared for the Authority by Mr. L. H, Appel and willinclude consideration of an integrated transit system servingPasadena, Santa Monica, Beverly Hills, San Pedro, Whittier andPomona, with special reference to potential grade-separatedsurface operations on the private rights of way under study.
4. The development of a Joint Committee between the State Depart-ment of Highways and the Los Angeles Metropolitan TransitAuthori ty, and the report of such J oint Committee on presentand anticipated development of freeway services which must be,recognized in any consideration of future mass transit planning.
5. Study and report of relative unit costs of various types ofmass rapid transit, with special reference to the capital andoperating costs of monorail, modern elevated, subway and grade-separated surface operations.
6. Study and report on the forecasted changes and expansion ofpopulation and industry in the Los Angeles Metropolitan Area.
