SPEAKS City Manager Josh , Jones has designated Saturday, June 26th, as Community Clean-up Day and is asking for volunteers, trucks and tmilers to report to City Hall at 8:00 A.M. This is in preparation for our annual July 4th celebration sponsored by the Chamber of Commerce. It is hoped we will have enough volunteers, trucks and trailers to clean up each alley in town. This year is of particular significance since this is the ex-student reunion, which takes place every five years. It appears there will be a large delegation of ex-students coming back to renew old acquaintances, as well as tour the school facilities both old and new.

Next weekend will be a very busy time in our community. Big Tom's restaurant will reopen after remodeling and adding a recreation room. This will offer something for our kids to do without having to go out of town, plus the fact the town will not look so dead. The additional sales tax generated will also be a positive factor. The owner of the. pnnt ~hop told me that they were close to opening when they get theIr quahfied employees in place. The opening of these two businesses, plus the day care, will provide several new jobs in our community.

Let me-temind you again that KCBD-TV will telecast their 6:00 and 10:00 o'clock news live from Hale Center on July 30th. Plans are being made for a very enjoyable evening, and I encourage everyone to help get a large crowd out for this event.

Map shows areas with no broadband

Agriculture Commissioner Todd Staples on June 15 announced the launch of the Texas broadband map that illustrates the state's unserved areas, identifies types of service and allows broadband service providers to target future investment.

More than 96 percent of Texas households have access to home broadband service, but a quarter of a million households in the Lone Star State don't have access to high-speed Internet services, Staples said, adding that

Employment increases in May

The number of non-agricultural jobs grew for the fifth consecutive month, gaining 43,600 jobs in May, the Texas Workforce Commission reported.

Texas has gained a total of 35, I 00 jobs over the year with the annual job growth rate moving back into a positive range. More Texans are employed than ever before at more than 11 .2 million workers, the TWC reported.

The seasonally adjusted unemployment rate for Te,xas :remained'·3P8.3 percent-in ,May, while the U.S. seasonally adjusted unemployment rate stood at 9.7 percent for the same month.

I hope everyone has had a great week. I have spent a lot of time this past week in the office trying to finish a COPS grant that will fund an additional peace officer position for three years. Grants are 'really time consuming, especially when I have only been through 'the process twice before. I wanted to take the time to let everyone know about updates to Caudle lake. Kevin Reich is one of our local citizens of Hale Center and bas ~en on the Caudle Lake

'~ ';projeCt. Mr:,Reich is' a volunteer with Texas Parks and Wildlife and is '~ed as an angler instructor.

Mr. Reich has volunteered numerous hours to the City of Hale Center by taking on this project. Some of the things that he has recently been responsible for is getting more fish stocked in our lake and has intentions on stocking the lake in the near future with a variety of fish. Caudle Lake can be monitored and enforced by state laws and reSU;latigns just like any lake in Texas. We have opted to be lenient in our enforcement efforts under one condition. The condition is that if the following rules and regulations are adhered to.

Q. I do not have a written lease. I believe I am what is called a month-to-month tenant. My landlord recently locked me out because I was late paying rent. Based on what I read on your website (www.peopleslawyer. net), I told him he had no legal right to lock me out and had to let me in. he said that law applied only if you had a written lease and I could not get back into my apartment until I paid the rent. Is he correct? If so, you should change your website. A. Tell your landlord it was a nice try, but as he knows, the law applies to all tenants, regardless of whether they have a written leasc.

Under the law, a l~ndlord may never simply lock a tenant out of his or her apartment. The law allows the landlord to change the iocks if the tenant is late paying rcnt, but it requires the landlord make a key available for the tenant to come and go, 24 hours a day. If the landlord wishes to remove the tenant from the apartment, he must file proper legal proceedings in justice court. If your landlord unlawfully locks you out, you could be entitled to damages, for example, the cost of other accommodations. Q. I gave a debt collector two postdated checks. He cashed them early. As a result, I bounced several other checks and had to pay over $100 in fees. How can the bank pay the check? Do I have any legal rights? A. You have legal rights, but not againstthe bank.
