Meeting Minutes, Melbourne, 02-03 March 2019
The annual R10 meeting was held at Melbourne, Australia during 02-03 March
2019 with 119 participants (25 Executive Committee members, 57 primary
delegates and 20 secondary delegates across R10 Sections/Councils, 4 Subsection
chairs, 5 guests, and 8 staff) participating in the event. The meeting was held at
Pullman & Mercure Melbourne Albert Park Hotel and conducted successfully with
support from local organizers and IEEE APO.

R10 Meetings on March 02 & 03 2019 A. Day 1: March 2, 2019
1. The formal R10 meeting started with the roll call of all attendees and followed
by adoption of the agenda of the meeting.
2. The agenda was presented by R10 Director and was approved.
3. R10 Director, Akinori Nishihara delivered an address of welcome. First, he
appreciated past R10 Director and outgoing R10 ExCom members, and
introduced VIPs, new ExCom members. Then he showed the membership of
R10 and Region 10 OU Summary (including Student Branches with zero
members, Section Reserves, etc.), Section Incentive Scheme, and outlined his
strategy for 2019.

n R10 Role: provide guidelines for Sections to move forward
n Region 10 will support plans to solve R10 issues

He also shared the status of Region Realignment discussion at MGA Strategic
Planning Committee with attendees.
Question1: (Regarding Region Realignment), Have you looked at the trend of
membership growth in different divisions?
Answer1: Yes, we have to consider.
Question2: (Regarding Region Realignment), Do you have any time-line?
Answer2: No definite time-line. Whenever we are ready, we can go forward.
But to decide the directions may take time.
Comment1: (Regarding Region Realignment), IEEE has to think over the new
model.
Question3: What is the reason for using the number of voting members, not
the total number of members?
Answer3: Voting members are electing directors. They are more important.

Question 1: There is a member retention issue (especially, from student to
professional) in R10.
Answer 1: We have to engage professionals more by showing IEEE values to
young professionals. We should look at tier membership models too.
Question 2: Regarding the Satisfaction Survey, can we consider more open
survey?
Answer 2: We may try different types of survey (e.g. brainstorming type
survey) to engage more people.
Question 3: In Malaysia, we are losing professionals to other societies. Is BoD
looking into the professional certification?
Answer 3: We are carefully watching the situation. But, for Malaysia, we
should consider and work with local professional organizations.
Question 4: Is there a way that members can join only society?
Answer 4: There is already associate membership. But VP MGA should
consider this request.
Question 5: To engage industries, we need tools to connect
students/academia to industries.
Answer 5: We are looking into some companies’ tools (LinkedIn type) for
network and engagement to reach much broader members.
Question 6: Can you give the examples for valuable services/products to grow
to 5M members?
Answer 6: As the example, we can see network tools such as Facebook and
LinkedIn. But the contents are very important. We have to try to provide
values to professionals.

9. R10 Director-Elect, Deepak Mathur presented the Robert’s rules of order and
explained the mode of conducting the meeting.
8. R10 Secretary, Takako Hashimoto presented the meeting minutes from R10
ExCom meeting at Singapore held in January 2019.
9. The Minutes of the 2018 R10 meeting at Langkawi was presented by Secretary,
Takako Hashimoto. The approval was granted by all participants.

10. Victorian Section Chair, Alan Harvey made a motion for two local students’
participation in Annual R10 Meeting, and the motion was seconded. During the
discussion, it was pointed out that the motion should be clearly stated. The
motion was laid on the table and decided to be discussed as the New Business
on March 3.
11. R10 Director-Elect, Deepak Mathur presented “Region 10 Conference
Leadership Program” that is the new initiative to improve the quality of the
conferences organized in Sections of Region 10. To train volunteers who are
involved with Conference Organization in Sections so that they are able to
guide conferences and oversee the quality as per IEEE standards in their
respective Sections.
12. IEEE Humanitarian Activities Committee member, Supavadee Aramvith and
Shaikh Fattah presented “HAC Missions & 2019 Funding Opportunities”. She
explained how HAC fits into the IEEE Strategic Plan 2015 – 2020, and HAC
Vision for 2019. HAC Strategic Goals, HAC Funding Opportunities, and Social
Return of Investment framework were also introduced.

Each candidate delivered the presentation. Then, Q&A session was held.

The current IEEE Strategic Plan 2015-2020 has specified Four Goals and Four
Key Initiatives supporting the goals. Given the opportunity to lead IEEE and
to develop the next IEEE Strategic Plan for 2020-2025, what should be the
goals and key initiatives?

How is Global Spec faring regarding purchase price relative to profitability?
n Question 3
Industry/Academic/Government/Collaboration/Partnership was one of the top
recommendations from Section Congress 2017. From your perspective as
IEEE Leader, what are the expected outcomes from this recommendation and
what will you do to achieve them?

From the past 6 years or more IEEE BoD has been making several industrial
visits to various countries every year.
1) Are you aware of any follow up actions made by IEEE with these industries?
2) To what extent these visits had a tangible impact of IEEE growth.
3) To optimize the costs and time for these visits what is your plan?
n Question 5
R10 and possibly every region will set targets for Sections to achieve on
Membership retention. The limits set are pretty difficult to achieve for Sections
in R10, especially India and some other countries where student members
constitute 50-70% of membership. Once the students graduate, their
membership rates goes to almost 3 fold which is not affordable by most of
the young professionals in their early career years. Will you seriously consider
to introduce an intermediate tier of membership exclusively for young
professionals, at least for the first 3 years after they graduate with
membership fee equivalent to 1.5 to 2 times of student membership fee?

If we look at the membership within each region vis-a-vis their representation
on IEEE Board or Assembly, there appears significant disparity.
i) What do you think of the current Region and Division structures, and what
kind of possible revisions do you suggest?
ii) What are your thoughts on current IEEE Geo-alignment and TAB Divisions?
Iii) Do you suggest for 2 Directors in R8 and R10 since Computer Society has
2 Division Directors (V and VIII) on the IEEE Board?

"Way back IEEE used to provide IEEE magazines (Hard copies at discounted rates to Student Branches. This facility was the biggest motivation provided for students as well as the universities to continue IEEE membership until graduation. Somehow this practice has been discontinued for the last more than 5 years posing both the retention and recruitment problems. Do you have any strategic plan to resume this old practice or may be with some conditions or modifications to attract student community" n Question 8

Some Technical Societies under promotional offers allow different discount structures regarding the membership dues, certification programs and corporate partnerships. For every paid membership in the Section, a rebate of 2, 3 or 5 USD is given back. But for the Society membership dues same is not made applicable. How do you plan to ensure uniformity in strategy applied across all OUs,
Societies /Councils and the main IEEE?

Did you support the IEEE Constitutional Amendment in 2016?

There have been a long wait, probably for many years to resolve the Section incorporation questions regarding Income Tax and Sales Tax. When can you likely resolve these issues, if elected? n Question 15
Some threats are foreseen from HQ to the reserves maintained by geo units. What measures would you take to overcome these fears to ensure that the surplus remain with geo-units only to care of their future sustenance? n Last Question

R10 SAC Support to IEEE Student Branches Making SB Vibrant
There were more than 20 people attend this session. Huynh Thi Thanh Binh
(R10 SAC Chair 2019) introduced 2019 SAC activities. Two biggest issues of
SAC were also introduced: Inactive Student Branches, Membership drop after
graduation. Zia Ahmed (Vice Chair) analyzed the difficulties of SAC. It was
very useful interactive session. There are some opinions focused on:
- It was difficult for SB to get information from R10. Sometime, R10 sent
information to Section Chair, Chair of SB but they did not share information.
- It is also difficult to attract students to continue to join IEEE after graduation.
- Students form SB at their University but it will be inactive after the leader
or students are graduated from their University.
- R10 SAC 2019 try to propose some activities to overcome the issues.
- Prof Aki briefly stated the problems of inactive SB in the region and the need
for Section leaders to take appropriate step to resolve the situation. He also
emphasized for Section volunteers to work with R10 SAC to serve student
member needs.
- Delhi Section Chair raised the issue of information from R10 not reaching
Sections because of the use of zonal coordinators for sending out
announcements and other information. She requested for R10 SAC to include

Section Chairs/secretaries in the direct mailing lists for delivery of all
information related to student activities.
n Impact Assessment of Humanitarian and Sustainable Development
Projects, Shaikh Fattah, Supavadee Aramvith, and Jing Dong
The Humanitarian activities training session led by Prof. Shaikh Fattah was
well attended. He highlighted the sustainability of a Humanitarian technology
project which involves financial and organizational sustainability and went
over the steps in Humanitarian technology project design with sustainable
development goals. A brief introduction of Social Return of Investment (SROI)
which is a framework for measuring the value of an investment in an initiative
or service in terms of expected outcomes. The stages of SROI computation
were explained and consisted of find key stakeholders, mapping outcomes,
measure and value outcomes, establishing impact, calculating SROI, and
reporting.
Delegates asked several questions on more details about impact analysis,
financial value transformation part of the impact analysis, clarity of
deadweight or attribute, how to find humanitarian projects suitable for
respective sections.

The Conference Quality Workshop presentation by Dr. Michael Ong (13:30-

addressed by Michael Ong, Lance Fung and Lawrence Wong. Duration of the
workshop (30 Minutes) was not sufficient for the presentation and answering
of the questions. This justifies the need for a proper Conference Leader
Training Program in R10 later in the year. R10 will actively promote
Conference Quality in R10 flagship conferences and conduct training in the
Conference Leadership Program and R10 POCO.
n New Initiative on Special Industry Track, Chris Lee
The “New Initiative in Special Industry Track” training session was provided in
IEEE Region 10 Annual General Meeting from 14:00PM till 14:30PM in
Melbourne’s Pullman & Mercure Melbourne Albert Park Hotel. Target for the
fostering of innovations, internship, and entrepreneurship, the training session

articulated on the substantiation of the “Special Industry Track” via
organization of industry forums within Region 10’s flagship conferences
including TENCON, TENSYMP, HTC and other selected conferences.
There were more than 80 attendees revealing high enthusiasm and
expressed that industry engagement is of high importance in many Asia Pacific
countries such as Japan and India. The TENSYMP 2019 Conference Chair,
Sanjay Kar Chowdhury from CESC Limited in India mentioned that he is
positive in having more interactions with academia since he is from the
industry. The training is in general pretty well accepted by the audiences.
15. R10 financial report for 2018 was presented by 2018 R10 Treasurer, SoYoung
Kim.
16. Financial audit report for 2018 was presented by Audit Committee Chair,
Takao Onoye and approval was requested. Audit result was approved by all
participants.
17. R10 Treasurer, Seishi Takamura presented on the 2019 budget.
18. R10 Membership Activities Vice-Chair, Zia Ahmed led the Membership
Activities committee presentations. He mentioned that initiating new activities,
motivating and supporting a vast number of activities across the Region for
(a) add value to IEEE membership and (b) revitalize OUs.
To add Value to IEEE Membership,
n R10 Committee Chairs have plans but they can only be successfully
implemented with your support.
n R10 Committee Chairs will be collaborating to work as a team to maximize
the impact of technical and professional activities.
n R10 Teams needs Section Teams to conduct activities jointly
n All activities must include MD as an essential element
19. R10 Technical Activities Vice-Chair, Sri Niwas Singh led the Technical Activities
committee presentations. He introduced the coordinators and summarized the
2019 plan. For 2019 plan, presentation was made on the focused area topics.
20. R10 Professional Activities Vice-Chair, Takao Onoye led the Professional
Activities committee presentations. He introduced the Committee Chairs and
summarized the 2018 activities. For 2019 plan, presentation was made on the
focused area − Evidence-based Project Coordination & Inter-Committee
Collaboration.

21. Asia-Pacific Business Operations, Senior Director, Ning Hua presented his talk
on “IEEE Blockchain Initiative & Local Groups.” He introduced
Society/Council/Other OU engagement, activities, committees and local
groups in Blockchain Initiative.
22. R10 Nomination and Advisory Committee Chair, Kukjin Chun reported on the
activities of Nomination and Advisory Committee.
23. After a brief introduction by Takako Hashimoto, the poster session began.
Executive Committee Chairs stood beside their posters, explaining the
contents and answering questions. Active and detailed discussions were held
around the poster panels.

(1) Several Section Chairs visited the poster and indicated interest in applying
for Project#1 (PAC Funding) and also seeking to know more about Project#3
(IEEE Future Directions through HARDTECH/SOFTTECH)
(2) There was a suggestion by 2 Chapter Chairs from New Zealand, that they
will prefer the poster session to have a single A4/A3 Poster rather than repeat
of the presentation slides.
n Newsletter Committee Chair, Mohammad Faizal Ahmad Fauzi
The first newsletter of 2019 will be released by end of March. The committee
is currently finalizing the content and design. The first issue will also feature
a report on R10 Meeting in Melbourne, with special article on Section Incentive
Scheme by the Director. I have also asked several Committee chairs
(Conference, Industry, SAC, EA, PA, YP, WIE and HTC) to provide short write
up to highlight important items from their respective portfolio. The call for
papers for the 3 flagship conferences in 2019 and simple announcement for
the 2020 flagship conferences will also be included in the newsletter. Finally
we budgeted in some traveling expenses for the committee member to do
comprehensive coverage for 3 R10 flagship conferences this year and have
been included in the Treasurer's report. Nevertheless based on the Director's
latest email on traveling, we will make the necessary request and wait for
Director's approval before proceeding with the travel.

n Section & Chapter Committee Chair, Supavadee Aramvith
Section & Chapter committee is responsible for the successful formation of
new Section/Subsection/Technical Society Chapter through the timely manner
petition evaluation process. The monitoring of the
Section/Subsection/Technical Society Chapter vitality is also important to
make sure that the OUs are still active and have a consistent number of
activities. This year, we will focus on improving the interaction with the OUs
through setting up a teleconference call with selected OUs. As for timely
manner petition evaluation process, it was announced that Region 10 may
consider rejecting the petition if no response of outstanding issues pending for
the period over 30 days. One issue that was discussed and needs resolution
is the responsible party to monitor Technical Society Chapter vitality and the
process to do it. There needs to be a discussion between MGA and TAB to seek
resolution about this for effective Technical Chapter management as the
growing number of Technical Society Chapters is many more than
Section/Subsection over the years.
n HTA Committee Chair, Jing Dong
R10 HTC this year provides multiple opportunities for IEEE individuals and
organizational units (OUs) to apply for and receive funding for projects, events,
and conference participation support and Awards. Four Projects and its
objectives were introduced to the Section delegates in the poster session.
n Strategic Planning Committee Chair, Byung-Gook Park
Comment: The purpose of strategic planning is to set up a long term goal and
it is not easy to implement and follow the plans since a new director may want
to focus on different issues.

Answer: The purpose of the survey is to find out what we (R10) can do for
Sections and how we can engage Sections to participate in R10’s activities.
We will focus on urgent issues first and move on to the longer term planning.
n IRC Committee Chair, Chris Gwo Giun Lee
The poster session for IRC went smoothly and there were two incidences with
a Japanese Professor and IEEE President Candidate, Dejan Milojicic which I
hope to report.
The Japanese professor mentioned that in Japan, sometimes the Industry
Forum pain spot as addressed by the industry may not be of sufficient depth
to be of interest to academia for research. I expressed my opinion in that to
solve simple problems addressed by the industry may require hard or difficult
fundamentals. For example, my own experiences in designing high visual
quality systems having low complexity and low cost required
Algorithm/Architecture Co-Design methodology based on spectral graph
theory!
Dejan Milojicic connected me to Eddie Custovic, Chair of IEEE Industry
Engagement Committee (IEC) in La Trobe University in Melbourne. I visited
Eddie on March 4th, 2019 and he has interesting ideas in engaging the industry.
He has also invited IRC to be involved in:
• Organizational chart (to link Section level industry relations committees to
IEEE IEC through R10 IRC)
• Industry engagement at conferences
• Communications strategy (change perception of IEEE)
We are currently in the process of discussing scope of interactions. Due to
already ambitious IRC workplan for 2019, I plan to link IRC with IEC via IRC’s
current work already planned so as to have the same if not very little extra
workload to have tangible and realistic deliverables.
n WIE Committee Chair, Emi Yano
Received a question whether WIE provide Support Fund for Section WIE
projects in 2019. Based on R10 Strategy in 2019, R10 WIE Committee will
NOT provide WIE Support Fund for single Section events/projects. Section WIE
activities are supported by Section. Each Section will submit their activities

(including WIE activities) report to Region 10. Region 10 provides Section
Incentives according the outcome.
n YP Committee Chair, Takuo SUZUKI
What is the possible positive impact of establishing an YP AG in a small
Section? A small Section doesn't have a large community, so young members
in a small Section can be easy to make a personal connection regardless of
their age.
How can we initiate young people working for a company into IEEE?
Particularly, how can we approach young people who have no/little experience
in IEEE during their student days? I think it is very important to acquire totally
new members.
n Student Activities Committee Chair, Huynh Thi Thanh Binh
It was an interesting session. We had time to discuss and share information
among Committees. It would be better if more information were added in the
posters. I found only R10 ExCom were at poster session.
24. Dinner
The Banquet Dinner was held at Grand Ballroom 1 & 2, Pullman & Mercure
Melbourne Albert Park Hotel. Melbourne Convention Bureau presented their
address, and then attendees enjoyed the cultural show. After the address by

After fruitful discussions on 2019 IEEE R10 programs that had energized all
the Section/Council leaders, R10 Director concluded with thanks to all and
adjourned the 2019 R10 Meeting with a reminder that we need to move ahead
with a lot of team work to reach the IEEE goals.
