Duties and Responsibilities

Weapons of Mass Destruction – Civil Support Team Mission Synopsis: As prescribed by the Adjutant General and Chief, National Guard Bureau for the Weapons of Mass Destruction Civil Support Team (WMD-CST). The WMD-CST Mission is to deploy to asses a suspected chemical, biological, radiological or nuclear event. The WMD-CST will advise civilian responders regarding appropriate actions, and facilitate requests to expedite arrival of additional state and federal assets to help save lives, prevent human suffering, and mitigate great property damage. The WMD-CST is an Army unit with attached Air National Guard personnel. All members of the WMD-CST are on call 24 hours, 7 days a week, 365 days a year. The WMD-CST must always be ready to respond to real world missions. The team may work under hazardous and potentially life threatening conditions. Position requires extensive travel and training away from home station. Over 900 hours of training beyond MOS and military education schools, of which a large portion must be completed within the first 12 months.

Responsible for tracking Weapons of Mass Destruction-Civil Support Team (WMD-CST) personnel entering/exiting a WMD incident and developing a record keeping system to track the hazardous material training certifications of WMD-CST Survey Teams.

Knows and understands Nuclear, Biological and Chemical (NBC) antidote administration and safe patient extraction, crime scene/evidence preservation techniques, establishes WMD CST chain of custody procedures and demonstrates the ability to utilize Standard Operating Procedures (SOPs) to monitor Survey personnel operating in the Hot Zone (hazardous threat area).

Utilizes the National Institute for Occupational Safety and Health (NIOSH) Guide to select the appropriate respiratory protection for WMD-CST Survey teams.

Prepares the WMD-CST Survey teams to operate in the Incident Command System (ICS) employed at the state/local level. Acts as the WMD-CST Survey (Hazardous Materials) Team Leader when WMD-CST personnel are conducting operations in a “Hot Zone” or “Contaminated Area”.

Assigns specific “Hot Zone” team functions on incident response. Develops an execution checklist and plan to monitor Survey team detection, identification and

sample collection actions in the Hot Zone/contaminated area. Performs additional duties as assigned.

Special Eligibility Requirement- Confidence Test: Candidates will participate in a HAZMAT agility test demonstrating their ability to wear and function in level A HAZMAT encapsulated suit with self-contained breathing apparatus (SCBA). Read carefully; Applicants who are in a Traditional M-Day or Technician status must coordinate with their unit to be placed on a Readiness Management Assembly (RMA) or Readiness Management Period (RMP) during the course of this confidence test. Proof of RMA or RMP status must be established prior to the confidence test taking place. Applicants who are in an active status i.e. ADOS, AT, OTOT, and AGR must bring their orders with them during the confidence test. ***This is a condition of participation to perform the confidence test. Failure to comply will prevent participation and may affect board results.

1. The following outlines the ‘use’ test recommended IAW DA PAM 40-8 and 40-173 for pre-placement evaluation of an individual’s physical and mental ability to perform work involving potential exposure to WMD agents using respiratory personal protection equipment (PPE).

a. Applicants will be briefed on expectations of the tasking and given hands on training for the wear and use of level A PPE with self-contained breathing apparatus (SCBA). b. A medical and occupational history will be taken and a focused physical exam done on each individual to determine clearance for PPE use. Exclusion criteria (BP >140/90 or HR>100) will be used according to current operating procedures and any applicant who is deemed excluded by this criteria or is deemed by the medical provider to need further evaluation, will not don PPE. c. Once the individual is trained and medically cleared to don level A with SCBA they will perform the following tasks in PPE: (1) Carry a folded WMD shelter that weighs approximately 68 lbs, 50 feet with assistance. (2) Push a litter cart with a 160-200 lb load ¼ mile. (3) Walk without a load an additional ¼ mile (4) Upright a plastic 55-gallon drum ½ full of water with assistance (5) Perform dexterity exercises d. Total time in PPE will be approximately 35-45 minutes. Time and workload may be adjusted according to weather/temperature and safety conditions and will be at the discretion of the medical provider. e. All activities will be under the supervision of the team’s physician assistant. Emergency medical treatment supplies, to include ACLS capability, will be available on site. In the event emergency medical care is required the EMS system will be activated and any injured or disabled person will be transferred to the care of Ada County Paramedics. Unit medical personnel will provide emergency medical treatment for the purpose of stabilizing a patient while awaiting the arrival of EMS personnel.

2. The confidence test demonstrates that the individual can safely and effectively use the required respiratory PPE and that no physiologic or psychological conditions impair the individual’s ability to use this equipment. Additional Qualification Requirements: Applicants must have a minimum civilian education level of a Bachelor’s degree. Physical profile requirement is a PULHES of 122221. Required to respond to no-notice, 120-minute recall to the 101st WMD-CST at 3551 W Ellsworth St., BLDG 560, Boise, Idaho 83705 safely and anytime of the day/night or year unless otherwise excused by the WMD-CST Commander. Irregular Schedule and temporary duty (TDYs): incumbent will be required to work extended hours, shifts, holidays, weekends and perform extended duty periods away from home station and TDY both in-state and out-of-state. Given the extreme physical requirements of membership on a WMD-CST, special consideration will be given to the physical fitness of individuals seeking assignment. All personnel with a history of Physical Profile capacity of P-3 or higher will be screened out prior to consideration for WMD-CST assignments. Preferred requirements: technically competent, professional in demeanor, and experience at platoon level leadership.
