The business landscape is constantly changing and technology plays a critical role in delivering and transforming services to our customers.

The Queensland Government keeps abreast of new technologies, and continues to harness them to enable better services for Queenslanders.

Through the initiatives set out in this ICT Modernisation Plan, the Department of Science, Information Technology and Innovation is working with industry and government to maximise the use of ICT as an enabler, to upskill our workforce towards a knowledge economy, improve our services for digital-readiness and encourage collaborative innovative thinking with partners.

The plan builds on the three previous plans of the ICT Modernisation Program and its major achievements. These initiatives have contributed to improved ways of working and collaboration across the sector to deliver outcomes. Some notable achievements of the ICT Modernisation Program in the last six months include:

• envisioned Queensland Government’s future ICT capability—a view of the emerging, evolving and diminishing capabilities within the ICT workforce and key trends driving change

• created Our people your journey—an interactive e-book prototype to raise awareness of new capabilities and possible transition paths for emerging ICT roles

• progressed procurement reform—raised awareness of the redefined ICT contracting framework, co-designed a prototype tool with government and industry to assist agencies to select the right contract pathway, and explored potential technologies for the redefined ICT contracting framework

• discovered cloud service adoption—raised awareness of cloud services used by agencies to assist in the formation of future cloud adoption and procurement guidelines

• collaborated innovatively—250 government and industry users of the Innovation Portal were presented with three government challenges

• explored multi-agency regional connectivity possibilities—in partnership with industry and agencies, identified opportunities for a regional connectivity trial, including developing a connectivity blueprint and benefits case

• shared and exchanged government information—progressed the establishment of a whole-of-government community of practice, and gathered cross-agency information sharing case studies to improve the exchange of information between agencies.

In this period the government will:

• advancepublicsectorworkforcecapabilitybydevelopingstrategiestoaddressICT skills gaps and support improved ways of working.

We will ensure continued relevance of initiatives and alignment with emerging strategies and directions by refreshing this plan every six months in consultation with government and industry.

Supporting Advance QueenslandThe ICT Modernisation Plan complements the government’s Advance Queensland initiative designed to create the knowledge-based jobs of the future, drive productivity improvements, and build on our natural advantages.

Advance Queensland aims to position Queensland as a place where entrepreneurs, industry, universities and government work collaboratively to turn great ideas into investable products, a culture of innovation is encouraged and knowledge intensive industries are supported.

Advance Queensland will also ensure that young people have the skills that will support a knowledge-based economy—science, technology, engineering, maths and coding.

The ICT Modernisation Plan is a key change enabler supporting government as we collectively work together to progress the Advance Queensland agenda by:

• encouragingagenciestodiscovernewwaysofthinkingandimprovedwaysofworking

• openingupgovernmentprocurementtoinnovativeideasandpractices

• stimulatingcollaborationbetweenagencies,andleveragingindustryexpertise

• enablingandupskillingaworkforcethatembracesnewtechnologiesandskills

• buildingaworkforcethatiseagertoexploreICTmodernisationopportunities.

By working with industry and preparing agencies for the opportunities of tomorrow, we are supporting the Queensland Government’s priority to create jobs for Queenslanders now and for the future.

• connecting government by promoting an environment where sharing and exchanging government information is achieved safely and effectively

• leveraging disruptive digital technology by advancing the adoption of new technologies and research for improved government services of the future

• innovating procurement by simplifying procurement to enable government to procure products and services more efficiently

• emerging service delivery models by exploring innovative ways for government to deliver contemporary, value-for-money, ICT-enabled business solutions

• developing our workforce by upskilling our workforce and related specialist areas to support and enable digital-readiness within government.

The planIn partnership with agencies, we will ensure this plan successfully achieves its outcomes and benefits, leading to improved services for Queenslanders, jobs for the future, and growth in the Queensland economy. Work is underway to deliver a pragmatic approach for realising these benefits.

The initiatives in the ICT Modernisation Plan support the achievement of the Queensland Government’s current ICT priorities. As part of the refresh of the Queensland Government ICT Strategy, the Envisioning our DigITal Future initiative is collaborating with industry and academia to shape the digital vision for Queensland, and prepare Queensland to exploit the potential of technology. The ICT Modernisation Plan will continue to be updated on a six-monthly basis to complement the strategic priorities of the Envisioning our DigITal Future initiative as they are developed.

The initiatives that will be delivered over the next six months by the ICT Modernisation Program are set out in this plan, and target the following areas:

Six-monthly refresh cycle to ensure ongoing relevance and alignment

Next steps

Building on and learning from this plan’s initiatives, the Queensland Government will continue to improve the way ICT is used, advance new ways of thinking and improve ways of working.

The use of a six-monthly planning and review cycle allows the achievement of short-term goals and helps us to monitor progress and adjust longer term goals as required.

New opportunities will continue to arise, and these will be prioritised to ensure the government’s strategic objectives are met.
