MODALITIES OF A COSCAP PROGRAMME

Implemented by ICAO based on direction of a Programme Steering Committee, composed essentially of:

DGCAs of the participating StatesICAO representativesProgramme’s Chief Technical Adviser/CoordinatorRepresentatives of the funding partnersOther participating organizations

11

Steering Committee MeetingsHeld approximately every 9 monthsChairman - Director General of a Member State Member States, ICAO Regional Director, ICAO TCB, DGAC France, EASA, FAA, Transport Canada, EC, Airbus, Boeing, Bombardier, Air Operators, Service ProvidersFormal Agenda, Discussion Papers, Record of Discussions, 2 - 3 day meeting

12

Funding ModalitiesDeveloped in consultation with Member

States based on factors such as:Scope of aviation activity Needs/Capabilities of the StatesState ResourcesProgramme specific supportState specific support

COSCAP funding modalities vary

13

BASIC FEATURES OF A COSCAP PROGRAMME

Main focus of the programme is Flight Operations and Airworthiness Safety Oversight

As the scope of the USOAP audit has expanded, in response COSCAPs have broadened their scope to provide cooperation in the area of Aerodromes, Accident Investigation, Air Traffic Management and Dangerous Goods

There is no one COSCAP Model as priorities of the COSCAP programmes vary depending on their needs as determined by the Steering Committee

14

BASIC FEATURES OF A COSCAP PROGRAMME

COSCAP programmes may supplement Member States Safety Oversight capabilities in areas where States have specific needs

COSCAP programmes may also serve as a vehicle for States to transition to a full fledged Regional Safety Oversight Organization, where the circumstances support the establishment of such an organization

15

BASIC FEATURES OF A COSCAP PROGRAMME

Harmonization or establishment of basic aviation laws, regulations, standards and procedures (5%)

Training provided to CAAs, service providers and air operators through courses and seminars (20%)

Regional Aviation Safety Teams (RAST) have been established under COSCAP mechanisms (15%)

Preparation for USOAP audits and supporting the implementation of corrective action plans (60%)

16

REGULATION/STANDARDS

Regulatory guidance material developed based on request of individual Member States or in response to new SARPs

Harmonization of regulations remains an objective

Where States have mature regulatory structures, harmonization is a low priority activity

17

INSPECTOR MANUALS

Development of Inspector Guidance Manuals is a higher priority activity COSCAPs develop generic Manuals which can be quickly adapted for use in a particular StateManuals adapted by the State should be available prior to training being provided and should be referenced during the trainingManual should then be utilized to provide On-Job-Training to inspectors

18

TRAINING

Seminars, Workshops, Courses provided to States based on their needsProvided by COSCAP Experts and/or donor organizationsAir operators/service providers normally participate in the programme with CAA staff

19

TRAININGWhere the number of participants will not be large then one/two programmes are provided in the region or sub-regionSome programmes are provided in each State Training to air operator/service provider staff is important as:

Safety is a shared responsibilityNumber of Inspectorate staff may not be largePromotes a common understanding of

requirementsTo the extent possible OJT should be provide later during missions to States

20

RAST

Regional Aviation Safety Team (RAST) is a high priority activity for each COSCAP in Asia Pacific (SARAST, SEARAST, NARAST)ICAO Global Aviation Safety Plan (GASP)

encourages States to establish regional aviation safety teamsConstituted by and under the COSCAP

Steering CommitteesTerms of Reference approved by the Steering Committee

21

RAST

Review outputs from CAST/JSSI Review Regional Aviation Safety IssuesRecommend Accident Prevention Strategies to the respective Steering CommitteeOnce approved by the Steering Committee implemented by coordinated efforts of regulatory authorities, air operators and service providersParticipants from Member State CAAs, air operators, service providers, ICAO, FAA, JAA, Airbus, Boeing, IATA, AAPA

22

REGIONALIZATION

COSCAP-NAChina providing support to DPRK related to USOAP preparationsROK to provide support to other States after their audit in May 2008

COSCAP-SEA Revised funding formula approved where more developed States provide support to less developed StatesPotential for 210 person days of support each year to be provided to less developed Member States

23

COSCAP-SOUTH ASIA

Programme Coordinator COSCAP-SA –Mr. NimalsiriJoined the COSCAP-SA programme in 2007Former DGCA Sri LankaActively involved with the COSCAP-SA programme for 9 years from the perspective of a Member State

29

Challenges

Funding modalities and contributions difficult to establish and maintainBenefits to States sometimes do not match their contributionCapabilities of Member States may be very diverseImplementation of lessons learned not always successful in all StatesLimited resources require the programme to take a long term outlook

30

CONCLUSION

COSCAP mechanism has proven to be cost-effective Donors support programmes where the benefits can be realised by maximum number of StatesDonor support and resource sharing permit some COSCAPs to meet most of the training requirements of Member StatesAvailability of local technical support COSCAPs have develop considerable material which may be shared with other orgaizations

31

CONCLUSIONThe COSCAP has proven to be a viable, practical and efficient approach to enhance the safety and efficiency of air transport. It is being adopted increasingly in other regions
