I

THE BACKDROP

University Grants Commission (UGC) started the Countrywide Classroom (CWCR) programmes in

the year 1984 to use the satellite communication for enhancing the reach of higher education. The

first telecast of CWCR programmes started on 15th August, 1984 on Doordarshan National

Network.

ABOUT CEC:

Consortium for Educational Communication (CEC) is an Inter-University Centre, established by

University Grants Commission (UGC), on 26th May 1993, under section 12(ccc) of its act of 1956.

CEC as an autonomous centre, enjoys Central University status and is a nodal agency at national

level, to address the higher education needs of the country through production and dissemination of

educational programmes, by the way of the extensive use of ICT tools and various modes of

communication.

The Objectives of CEC are:

Coordination, facilitation, overall guidance and direction to the activities of the Media

Centres set up by the UGC in various universities.

Dissemination of educational programmes, through both the broadcast and non-broadcast

modes.

Production of educational programmes (especially video and audio) and related support

material and the setting up of appropriate facilities

Research related to optimizing the effectiveness of the programmes

Providing a forum for the active involvement of academics and scholars in the creation of

educational programmes.

Studying, promoting and experimenting with new techniques / technology that will increase

the reach and or effectiveness of educational communication

In pursuance to these objectives CEC coordinates various activities of the media centres and overall

guidance in software and hardware and takes steps to ensure the quality of production.

The Genesis The University Grants Commission initiated a unique educational television programme and began

Countrywide Classroom (CWCR) transmission from August 15, 1984 through Doordarshan’s

national network. CWCR created a niche audience of youth and adults in cities, small towns and

remote areas that were devoid of adequate educational facilities. Since then a considerable amount of

content has been developed and telecast on Vyas Higher Education Channel and GD – I, to realize

the potential of visual media, especially electronic/digital mediums. CEC emerged as an autonomous

centre at national level to coordinate the production and broadcast of educational programmes and

thus embodying and furthering the education movement which started as CWCR.

COUNTRYWIDE CLASSROOM AND MEDIA CENTRES:

With the objective to produce in-house, quality educational programmes for electronic media, UGC

has set up 22 media centres across the country, having more than 500 professionally trained and

skilled manpower, working on state of art equipments, in various leading universities and institutions

of higher learning. These Educational Multimedia Research Centres (EMRC), are engaged in the

production of video & multimedia based educational programmes and e content, on different

subjects.

These centres were converted into Educational Multimedia Research Centres in 2004 to cater the

needs of technological innovations in higher education and development of e-content for various

undergraduate courses.

In order to achieve the main objective of CEC i.e. coordination, facilitation, overall guidance and direction to the activities of the Media Centres set up by the UGC in various universities / institutions. The CEC has a leading role to play for which it has a very small but efficient organization comprising 43 regular staff and 35 on contractual basis. MAJOR ACTIVITIES

I 24 HOUR VYAS HIGHER EDUCATION CHANNEL (BROADCASTING)

The 24 x 7 Vyas Higher Education Channel is providing enrichment and curriculum based

educational content to millions of students across country continuously since January, 2004 with the

help of educational programmes being produced by Media Centres. Six hours fresh programmes are

repeated 3 times daily, as per accepted international norms, on Vyas Channel. The Vyas Channel is

available on DTH platform of Doordarshan and is also available on Dish TV. The Channel is also

available on several cable TV networks and Internet webcast at CEC web portal:

www.cec-ugc.nic.in, MHRD web portal: www.sakshat.ac.in and Govt. of India webcast:

www.webcast.gov.in

II PRODUCTION A new show reel of CEC was produced to show case various activities of CEC. CEC showcases its activities and the programmes in various exhibitions. New fliers and inlay cards based on subjects and popular series have been made. They are quite helpful and handy for the visitors at the exhibition. CEC covered various National and International Conferences / Seminars held in various universities and institutions. III MHRD DTH PROJECT

CEC and Media Centres are actively involved in planning and pre-launched stage of MHRD DTH Project and CEC organized meetings and prepared proposal for the project at following stages.

The CEC and Media Centres during the 89th Coordination committee Meeting of Media Centres Director’s proposed to start 10 DTH channels.

CEC organized the Meeting of Media Centres Director’s on 17th January, 2013 at CEC and Coordinated the MHRD DTH Meeting on 18th January, 2013.

CEC DTH committee prepared the DTH Proposal by CEC and Media Centres on 30th & 31st January, 2013 which was submitted to Ministry of Human Resources Development.

IV DEVELOPMENT OF CEC WEB PORTAL The dynamic web portal of CEC has been developed & hosted by National Informatics Centre (NIC), New Delhi, the premier ICT organization of Govt. of India. The CEC pages were also created on social networking sites viz. Facebook, Twitter & LinkedIn so as to increase the reach & publicity. An account in YouTube has also been created where the pre-recorded lectures of EDUSAT are uploaded. Physical verification of computers and its peripherals was done during the year.

The website of CEC is now available at a new domain viz. http://www.cec-ugc.nic.in V E-CONTENT DEVELOPMENT

CEC and its media centres are in the process of developing e-content courseware under NME-ICT project of MHRD in Phase – I on 18 subjects and in Phase - II on 69 subjects, by CEC and its Media Centres. Phase - I 3483 e-content modules have been developed till 31st March, 2013 and 1248 e-contents on various subjects have been uploaded on CEC web portal for which the link is provided on Sakshat Portal.

Phase - II The CEC has already started the work on phase – II under NME-ICT project for development of e-contents in 69 subjects. Till 31st March 2013, 1232 e-contents have been developed.

VI EDUSAT NETWORK CEC is transmitting live Interactive lectures on National Beam of EduSaT which is available

through KU band RCS network, provides the opportunity for interaction in virtual mode besides it

can be used in on-line and off-line education on internet to those who are on EduSaT network. The

EduSaT network is catering to age old needs of face-to-face education.

CEC has been utilizing EDUSAT network for the benefit of students across the country. In this

year ,CEC in its effort to make better use of EDUSAT network initiated/conducted series of

lecture on diverse areas like Sociological Theory, Political Science ,MIS and Problem Solving

Techniques, Gender studies, Research Methodology, Adhunik Hindi Sahitya, Diplomacy and IR,

health care , Geography etc.

The EDUSAT lectures continued simulcast on VYAS channel made it popular and got wider

audience. The one hour live telecast is now more participative and students from remote area gets

their queries clear asking questions through toll free numbers. This year we carried out 213 live

lectures without any break from CEC and and 36 lectures from different media centres. It is worth

to mention here that students had an opportunity to interact with experts from JNU, IIFT, Delhi

University, Jamia Milia Islamia, IGNOU, GGSIP, New Delhi.

Last year’s trial to make the EDUSAT lectures available on Social media like Youtube was

encouraging so this year we uploaded all the lectures on Youtube. Students are making use of it to

the fullest and over 4 lakhs hits we received on the lectures and about 3000 subscribers. We are

receiving numerous comment and demand for lectures through this platform.

VII STUDY TOUR Students and Faculty Member of Masters of Library and Information Sciences (M.Lib.SC)

on a Study Tour visit to the Consortium for Educational Communication (CEC) Media

Library on April 09, 2012.

The Department of Library and Information Sciences of the Central University of Himachal

Pradesh had sent 21 Students and Faculty Member of Masters of Library and Information

Sciences (M.Lib.SC) on a Study Tour visit to the CEC on April 09, 2012 to make them aware of

the facilities and services which are being offered by CEC for the higher education sector especially

about the CEC’s VYAS Higher Educational Channel, the Online Certificate e-Courses which are

being offered by CEC and also about the vast wealth of knowledge resources available at the CEC

Digital Media Library, the digitalization process of the CEC educational video programmes on the

Archival Video Storage Server which is the Media Asset Management Server (MAM), the website of

CEC developed by the National Informatics Centre (NIC), 19 Educational Multimedia Research

Centres (EMMRC’s) of CEC and marketing of CEC’s educational videos.

VIII PRAKRITI FILM FESTIVAL

On the basis of the mandate given, CEC, since 1997 organizes Prakriti Documentary Film Festival.

The Festival is all about the films on Environment, Development and Human Rights guided by our

belief in re-orienting education towards sustaining development, establish direct linkages between

youth, development awareness and people’s participation. Prakriti Festival has been organized in

various parts of the country including Pondicherry (2009), Jodhpur (2010), Tripura (2011) and in

October, 2012 in Mysore.

The festival is non-competitive in nature and is seminar cum screening festival having open house

session with the viewers which include students, teachers as well as people working with the NGO’s

as an interaction with the film makers, producers of the films which are being screened.

IX PUBLICATION

CEC Newsletter

The CEC Newsletter, being published monthly gives detailed information

related to Vyas Higher Education channel, EduSat as well as other

activities carried out by CEC & media centres in various areas including e-

courses and training programmes for teachers, other professionals in

electronic media and collaborations. The newsletter has a permanent

Directors Desk in which Director, CEC regularly writes about various

issues concerning higher education and dealing with the quality of

educational programmes, e-content development, training etc. The newsletter is circulated widely

to all over the country to universities, colleges, IIT’s, eminent persons in Planning Commission &

other places.

X MARKETING AND PROMOTION OF VIDEO PROGRAMMES

Publicity and Promotion

To promote our educational programmes, CEC publish brochures, posters, banners and fliers of our

video programmes. Monthly transmission schedule of Vyas Channel is being published regularly in

various national Dailies. CEC also tries to promote its activities by participating in various

exhibitions. CEC regularly participates in the Delhi & World Book fair which are held at Pragati

Maidan, Delhi in the month of September, 2012 and February, 2013, respectively. Our DVD’s,

Catalogues are displayed in the exhibitions. DVD’s of our video programmes are also marketed

during the exhibition.

MARKETING

CEC receives requests and orders for educational programmes produced

by CEC and Media Centres from several higher educational institutions

and individuals.

Format of programmes:

The Programmes are available in DVD format.

Cost of Individual Programmes:

(i) First 3 programmes in a 60 min DVD will cost Rs. 50/-. (ii) Subsequently per programme will cost Rs. 25/-

Series:

i. Series upto 5 programme : Rs. 100/- ii. Series upto 10 programmes: Rs. 200/- iii. Series upto 15 programmes : Rs. 300/- iv. Series upto 20 programmes: Rs. 400/- v. Series upto 25 programmes: Rs. 500/- vi. Series beyond 25 programmes: Rs. 25 will be charged per programme

International buyers: Rs.1000/- per programme (postage included)

XI MEDIA LIBRARY AND KNOWLEDGE RESOURCE

CENTER

CEC Media Library is a Central Repository housing all the collection

of Masters of the educational television programmes produced on

different subjects and topics by the seventeen Educational Multimedia

Research Centres presently twenty two set up by UGC in the Universities and Institutions of Higher

Education in the country.

CEC Media Library has received a total of 20060 ETV video programmes in its collection from

inception till March 2013 from all the seventeen Educational Multimedia Research Centres.

For the financial year period from April 2012 till March 2013 the Central Repository at CEC

received 2409 ETV video programmes from the seventeen Educational Multimedia Research

Centres. The Learning Objects (LOR’s) received at CEC Media Library for the financial year

April 2012 till March 2013 is 138. The NME-ICT e-contents received at CEC Media Library as

per the subjects allocated to the Media Centres are 2259 e-content modules from April 2012 till

March 2013 from the seventeen Multimedia Research Centres. (See Annexure 1, 2, 3 & 4)

The entire Media Tape Library collections are organized, classified subject wise and indexed for easy access and retrieval for the users. The Library database caters to the information needs and the users can access information on the Video Programmes and E-content modules through CEC website: http://www.cec-ugc.nic.in A few enrichment video programmes from the collections of the CEC Media Library are streamed and put up on the home page CEC website for the viewers who access the CEC Website. Media Library through the CEC website allows the data of the ETV programmes to be disseminated without a long-winded publication process. The CEC Higher Educational Channel programmes can be accessed on the Internet from the link http://www.cec-ugc.nic.in

XII MAINTENANCE AND PROCUREMENT

1. VIDEO CONTENT DIGITIZATION

CEC Media Library is a central repository housing the collection of Masters of more than 20,000

Educational Television Programmes on analogue cassettes and more than 2000 programmes are

being produced every year and added to the Media Library on different subject areas and topics by

the 22 Educational Multimedia Research Centres set up by UGC in the Universities and

Institutions of Higher Education in the country.

CEC took up the challenging task to digitize this analogue content and therefore CEC procured

requisite equipment (MAM Server) and started digitizing programmes. Till date CEC has digitized

more than 4,500 programmes in High resolution (50 MBPS) for Broadcast application and

simultaneously on low resolution (< 1 MBPS) for Multimedia, Net streaming and handheld devices.

2. STUDIO OUTDOOR RECORDINGS

The maintenance and procurement has provided operational and technical support for

indoor and outdoor production by CEC during the year.

3. PREVENTIVE AND BREAKDOWN MAINTENANCE

Preventive and breakdown maintenance for TV Studio, EduSat Transmission, 24X7 Vyas

Channel Transmission, NLE’s and other technical facilities like Electrical installation, Air

Conditioning and CEC temporary building without interruption in day to day work.

Optimum utilization of facilities was provided and breakdown time if any was kept to

minimum.
