Re: Elementary School Waiver for St. John Fisher
To Whom It May Concern:
As Superintendent of Schools for the Archdiocese of Los Angeles, I am writing to support the elementary school waiver for St. John Fisher for a return to safe, modified in-person instruction for students. The school has met all of the required public health modifications, acquired Personal Protective Equipment (PPE), consulted with staff and parents, and represented their ability to safely return through their reopening plan.
Thank you for your consideration of our request. If you have any questions, please do not hesitate to reach out to me at: [email protected]
Sincerely,
Paul M. Escala

COVID-19 CONTAINMENT, RESPONSE, AND CONTROL PLAN
Compliance Team
St. John Fisher School has created a compliance team with medical personnel and school administrators to create, evaluate, and ensure compliance with all safety protocols. The team is also responsible for ensuring all staff, parents, and students receive education about COVID-19. The principal and vice-principal are the dedicated liaisons to the Department of Public Health (DPH) in the event of an outbreak.
Testing of Students and Staff
All employees will be tested for the virus every two months. Every two weeks, 25% will be tested. Staff will be tested through their primary care doctor, or other testing facility. Staff will be provided an up-to-date listing of local testing sites where essential workers can be tested: https://covid19.lacounty.gov/testing/. There is an urgent care facility within blocks of the school, which tests for the COVID-19 Virus.
All surveillance testing results will be reported to the Department of Public Health.
The Archdiocese of Los Angeles has a COVID Response Team who will assist in contract tracing.
For students and families requiring guidance for testing, we have a resource list of pediatricians, local urgent care and state-run testing facilities, as well as guidance for self-quarantine in the event of close- or household-contact with a COVID-19 positive individual.
St. John Fisher School will follow the Exposure Management Plan from the DPH(see page 3 for the chart) and protocols from the Archdiocese of Los Angeles’s COVID Response Team to manage cases.

Contingency for full or partial closure
St. John Fisher School will follow the guidance of the Department of Public Health in regards to closing all or part of the school. We will automatically shift to Distance Learning for some or all of the students, as determined by the DPH. In the event of cohort positivity and required self- quarantines of students, faculty, and staff, a distance learning plan that meets needs in both a hybrid and full-remote learning context will be implemented. Students will directly engage with their on-site teachers and classmates from home, which could potentially further decrease the total number of students in a given classroom and enable further physical distancing of students.
Vulnerable employees
Vulnerable employees will be assigned work that can be done from home whenever possible. Employees that are vulnerable should discuss concerns with their doctor to make appropriate decisions on returning to in-person work.
Due to the nature of in-person return to school, it will be difficult to reconfigure assignments for employees to work at home, if the students are in-person.
Screenings for Students and Staff
• Parents are strongly advised to monitor for symptoms at home and must keep children who are sick at home until they are fever and vomit free (without medication) for 24 hours.
• Staff enter the front doors and immediately have their temperature taken and are questioned about the symptoms on the checklist. All students will have their temperature taken before entering the school building.
• A temperature of 100.4 will require staff or students to be sent home.
• Staff members will take students’ temperature as they exit the car. The driver must wait for the temperature check.
• At this time, the driver will be asked questions about the health of each student in the car. Each parent received the checklist of symptoms when they picked up student materials.
• They are to come prepared to answer questions about the symptoms each day.
• Staff and students will be monitored for signs of illness throughout the day. Students, faculty, and staff with a fever of 100.4 degrees or higher, who show coughing, fatigue or shortness of breath, or who display other COVID-19 symptoms will be sent home. Any students, faculty, or staff exhibiting symptoms will immediately be required to wait in an isolation area until they can be transported home or to a healthcare facility, as soon as practicable.
• All affected areas will then be disinfected.
• All staff are told to stay home if they exhibit any symptoms of illness.

Visitors to the School
Signs are posted on all doors stating that all who enter must be wearing a face mask. Arrows point to entry at the Main Entrance/front doors. All visitors are limited to the front office area of the building. Interior doorknobs and chairs are wiped down after any visitor touches them. Sanitizing stations are located outside of each office.
Upon reopening, St. John Fisher School will maintain safety by continuously cleaning and disinfecting per the chart below. These cleaning steps are to protect students and staff and reduce the risk of the spread of infection. The school has purchased and is using an atomizer to sanitize full classrooms and workspaces. All cleaning supplies are in compliance with the approved disinfectants. All cleaning supplies will be kept out of the reach of children. Adults who are responsible for cleaning and disinfecting will be provided proper PPE. To encourage airflow throughout campus spaces, classroom doors and windows will remain open throughout the school day.

The custodial staff has been trained on the safe use of cleaning products purchased.
Water fountains have been shut down and students will bring their own water bottles. Use of shared objects will be eliminated wherever possible. Any shared items will be cleaned and disinfected between use. Each child’s belongings will be separated and placed in individually labeled storage containers, cubbies or areas. St. John Fisher School will ensure adequate supplies to minimize sharing of high-touch materials (art supplies, equipment, etc.) to the extent practicable. All classroom doors and windows will be open to allow for air circulation.
Instructions to Employees and Students for Safety
• All employees are instructed to wash or replace their face covering daily. • Staff are instructed to maintain a six-foot distance from one another at all times, as is possible. • Staff are not allowed to congregate in break rooms unless they can maintain a six-foot distance. • Staff are instructed to disinfect any area where they sit or eat that is shared by others after each
use. Disinfectant is available in these places.
Hand Sanitizing
• Hand sanitizing dispensers are located the Main Entrance. • Each classroom has a bottle of hand sanitizer, and each student will be given their own small bottle
of hand sanitizer. • Each classroom also has a spray bottle of disinfectant and paper towels. • Each employee has a package of hand sanitizing wipes.
Measures to Ensure Physical Distancing
• Due to the size of our school, we have ample room for all employees to physical distance while in the facility.
• The TK and K students are separated by 2 classrooms on one side of campus. There will be no more than 12 students at a time in each classroom and two cohorts.
• First and Second Grade are located in the building adjacent to TK-K building. There will be no more than 24 students in the building at a time, with one cohort per classroom.
• Our students come to school in private automobiles. • Protocols are in place to monitor social distancing as students exit the vehicles and move to and
from their classrooms. • Students will not eat lunch at school.
Cohorts
St. John Fisher School defines a cohort as small, stable, grade/class group that stays together for all courses and activities. To allow for this, students in each class have been divided into a morning and afternoon session, with no more than twelve students per session per class, which allows for desks to be six feet apart. Each cohort has its own teacher, aide, and classroom. Recess will happen in staggered groups, so no students come within six feet of one other. The playground is approximately 13,000 square feet for 24 students. The TK/K yard is smaller, about 8,000 square feet for 24 students.

Social Distancing: Classrooms :
Distancing between the teacher desk and students will be at least six feet. Distancing between student desks will be six feet. Each student will have a three-sided plastic desk shield for further protection. No class will have more than twelve students at a time. All desks will face the front of the room and students and staff members will wear appropriate face coverings.
An area the length of the board and six-foot from the board has been taped off in each classroom. This is the area the teacher will teach in to maintain a six foot separation from the nearest student.
Each student will have a basket or box to keep his/her materials in. No materials will be shared.
Each student has a plastic desk shield that protects them on three sides. Students will decorate their shield with their name and will take the shield down at the end of their session. The classroom aide will disinfect each shield. The next session of students has their own shield, which they will take down at the end of their session.
Campus
St. John Fisher School has placed decals on the floor to indicate a six-foot separation in classrooms, walkways, pathways, and common spaces as appropriate to support physical distancing. Other areas, such as the lines on the playground, are taped off to indicate the six-foot distance requirement.
Parents will drop students off outside. All adults on campus are required to wear a mask or face covering, although they will have limited access to our campus initially. All non-essential school business will take place over the phone or via mail. Parents and visitors are not allowed inside the classrooms. Student pick-up will take place outdoors at designated, socially distanced areas or each grade level. Movement patterns will be adjusted so children do not cross paths as they move throughout the campus. Hallways will be one-way.
Decals have been placed throughout the school to indicate a six-foot distance. Clear instructions for drop off, pick up, and official school business explain how we will accomplish social distancing. Drop-off, pick-up, and campus movement have all been restructured to support physical distancing and limited contact. Community spaces where students would typically congregate (entries to restrooms, entries to buildings, etc.), will have social distancing foot markers for lining up with appropriate space between students.
Faculty meetings and professional collaborations will be held in a physically distanced fashion or via Zoom.
The only eating on campus will be at recess. Each student brings their own snack. Snacks will be eaten while students are on the playground, keeping a six-foot separation from other students.
Entrance, Egress, and Movement Within the School
Movement of staff, parents, and students will be managed through the use of signage, floor markings, and clear instructions for drop off, pick up, and official school business. Drop-off, pick-up, and campus movement have all been restructured to support physical distancing and limited contact. Community spaces where students would typically congregate (entries to restrooms, entries to buildings, etc.), have social distancing decals for lining up with appropriate space between students.

Signs indicating protocols for visitors to the office are on the entrance doors. Masks and social distancing are required for anyone doing business with the office.
Plexiglass has been placed in office window openings to protect office staff. Business is conducted through cut-outs in the plexiglass.
Our school does not use busses for student transportation, and therefore has no necessary plans for distancing or cleaning in these cases.
Face Coverings and Other Essential Protective Gear Per California mandates for schools, cloth face coverings are required for all faculty and staff, as well as students. A face shield may be worn for extra protection. For the 2020-21 school year, the school will provide a face mask for any staff member or student who needs one. Students may choose to wear those provided, or other cloth face coverings that are school appropriate. Students must wear a face covering to school every day, labeled with their name. In the event an additional face covering is needed, the school will provide extra supplies of disposable face masks. Staff, parents and students have been informed of the requirement, proper use, and daily cleaning of cloth face coverings. St. John Fisher School will continue to remind families via posters and newsletters throughout the school year. Essential protective gear has been secured and is available for distribution as needed at our school site.
Items purchased include:
• Hand sanitizer for each classroom • Face masks • Desk shields for every student • Face shields for every teacher • Hand sanitizer pumps located strategically throughout common areas • Spray bottles with disinfectant for each classroom • Paper towels • Protective gloves • An atomizer for disinfecting classrooms, restrooms, and common areas • Gowns for staff to wear when dealing with someone with symptoms of the virus
Infection Control
Healthy Hygiene Practices
Students and staff will be trained and reminded on a frequent basis on proper hygiene, cleaning, physical distancing protocols, etc.
Students and staff will be given frequent opportunities to wash their hands for at least 20 seconds with soap, rubbing thoroughly after application and using single-use paper towels to dry hands thoroughly.
Hand sanitizers are located throughout the school, and in every classroom. Students will sanitize their hands as they enter the classroom.
Staff will model and monitor frequent and proper handwashing, especially in lower grades where bathroom time is an opportunity to reinforce healthy habits. Staff will also limit the number of students that are in the bathroom at one time. Hand sanitizing stations will be at all entrances for use before entry. Posters with proper hand washing techniques and reminders will be in bathrooms and other commonly used areas of the school.
