Decentralization Thrust of the Government
The 1991 Local Government Code provided for greateradministrative and fiscal autonomy among the localgovernment units (LGUs) but at the same time putpressure on the collection and dissemination of dataamong data producers.

Philippine Statistics Authority
The Philippine Statistical Act of 2013 (Republic Act10625) was signed by the President on September 12,2013.

Plan, develop, prescribe, disseminate and enforcepolicies, rules and regulations and coordinategovernment-wide programs governing the production ofofficial statistics, general-purpose statistics, and civilregistration services.
Primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems and compilation of national accounts.

Rule 5 of the Implementing Rules and Regulation (IRR) provides:
Article 6c: The PSA shall collect, compile, analyze,abstract and publish statistical information relating tothe country’s economic, social, demographic and generalactivities and condition of the people.
Article 6i: Coordinate with government departments andlocal government units (LGUs) on the promotion andadoption of statistical standards involving techniques,methodologies, concepts, definitions and classifications,and on the avoidance of duplication in the collection ofstatistical information.
