1 am keenly in te re ste d in organisation and I feel

that Congress should leave no stone unturned to get toe

- gospel of Congresr accepted by our people.

I am sure you must, hp.ve received the wesrape of

Dr. Bokwe's to the effect that the Araanqukwebe have

accepted Congress as their 'Tational Movement, r r’rl I am

hopfeng that a fte r ia ster f e s t iv it ie s Rev. Skomolo could

give us his org^nlsational plan for the Caoe and we Bfcawi

should be able from National funds to vote a reasonable

amount to i n i t i a t e a real systematic organisation of the

Cape Province into Congress.

Who siiould I take in into the National Executive

Mr. S e s e d l ; but 1 do not want to api-ear to pack up

I wonder who is l ik e ly to retain their p e o p le 's in terest

and to use them as a wedge when we o rganising 0r% qua land

West and Bechuanaland.

I doubt whether one o f them w ill do a great deal

u n le ss pushed.

I was thinking of Dr. Setlogelo for the Free State

and keeping Lepo lisa as Deputy Speaker and 0 . F. S. Organiser for the time

beLng.

meeting in A pril as suggested by Rev.Mtimkulu and they soall have settled

toeir relation wito toe National .

Dear Friend,

The People's Food Council has been in existence for five months.I should like to take this opportunity of bringing to your notice what it has done in this short time. First, it has established, directly or in­directly, a number of

F O O D C L U B S

which have enabled more than 500 families of all races by co-operative ef­fort to obtain vegetables at about half the ordinary retail prices. These are not charitable organisations, but clubs which are fostering united ac­tion on the part of housewives. The clubs are situated in Ophirton (2), Fordsburg (2), Jeppe, Vrededarp, La Rochelle, Noordgesig and Alexandra Township,(2 ). Any members of your organisation who live in these areas, are invited to join. If you would like to form clubs in other areas, we shall be delighted to give you the benefit of our experience.

In addition, the Food Council co-operated with other organisations, such as the National Council of Women, to convene an

ALL-DAY CONFERENCE

when for the first time, Johannesburg citizens met the Controllers face to face, and asked some very pointed questions about the present food muddle. This conference resulted in increased interest in the food situation, which is the causj of the Minister of Agriculture calling for comments from the public on the Egg Control Board which is being formed.

The Food Council has also, during this period, placed itself on a firm basis by electing an enthusiastic and energetic Executive Committee and passing its Constitution, a copy of which is enclosed.

We are proud of our achievements, but are also conscious of the tasks which lie ahead of us. Briefly they are

1. To form food clubs in every working class suburb*of Johannesburg.

2. To persuade the Municipal Council to carry out its premise to open suburban markets.

3. To persuade the Government to form a Ministry of Food to watch the interests of consumers.

BUT WE CANNOT DO THESE NECESSARY TASKS WITHOUT YOUR HELP1.

Therefore appoint your two delegates and send us their addresses immediately in time for the next meeting.

WE NEED MONEY in order to hold meetings, etc., to mobilize public opinion - so send your affiliation fee along NOW and please try to make it more than the very small sum (10/6) laid down in the Constitution.

The Food Council already has the support of a number of Trade Unions, Women's Organisations, etc. It invites your to throw in your weight in tnis struggle, to put food within the reach of every family.

The Anr,i-Pass Committee which was set up as a result of an Anti-Pass Conference held at Johannesburg in November last year, appeals to all organisations of the African people to rally around the Anti-Pass Committee and to fight with us for the first objective in our struggle for democratic rights: the abolition of the despicable pass laws in 194 4. We have already begun to organise anti-pass committees all over the Transvaal and have held numerous meetings.The response from the people is tremendous. Thousands are flocking to our meetings and the enthusiasm which we encounter everywhere, knows no bounds. We are convinced that the people in your area are also eager to participate in this greatest campaign the African people have ever carried out.

We have drawn up a plan of work and activities which we give further down.

The following, resolution was passed at the annual conf ‘jnce of the African National Congress held at Bloemfontein in Dece.muer last year: -

••That this conference of the African National Congress views with much concern the growin police raids for passes and realises that the Pass Laws are not only making criminals of the Africans but that they also keep the wages of the pass bearers at a l»w level and prevent recognition of African trade unions'. The Conference therefore pledges it­self to f ight ’.gainst these obnoxious laws . . . and thus_____gives full recognition under its banner to the Anti - PassCommittee begun in Johannesburg in November last . . . _and___urges all local branches to cooperate with the central anti­

pass committee in establishing local anti-pass committees to______culminate in a National Anti-Pass Conference during Easter

Dr. A.B.Xuma has become a patron of the Anti-Pass Committee and has kindly consented to preside over the National Anti- Pass Conference to be held on 20 - 21st. May 1944 at Johannesburg.

The Committee's Plan.

The committee has decided on the first steps in the campaign for the abolition of passes - the badge of slavery. The purpose of these steps is to make the country anti-pass conscious as well ' to organise the peoolt for the campaign.

The following is the plan:
