The Philippines is a global success in Information Technology-Business

Process Outsourcing (IT-BPO), including Creative Process Outsourcing.

The i-CreativePhil Program aims to:

• Boost the Philippines to a top-3 offshore destination for Creative Process

Outsourcing, and increase our share of the global market from the present

10% to 15-18% by 2016.

• Create a name for the Philippines globally as a producer of high quality

creative content.

• Strengthen our domestic creative industries, especially through collaboration

and cooperation, building a top tier Digital Ecosystem, and by applying cutting

edge learning systems and transformative technology tools to the education of

our creative talents.

This program is still in Beta stage, and this brief is intended for vetting with our

stakeholders in the creative sector, other partners in government, and experts.

Creative industries become a leading national sector in

a knowledge economy.

Creative industries are a major economic

factor. In Germany, creative industries

contributed > 60B Euro in 2008,

surpassing the vaunted automobile

industry. Germany’s 1 million creatives

outnumbered its auto workers. Source: Cultural and Creative Industries. Deutsche Bank Research

Lessons Learned from Other Countries' Creative Industries

• A need to improve collaboration and cooperation among sectors of the creative industries.

Include entertainment and pop culture, and not just heritage and traditional culture

By focusing on entertainment and pop culture as the key output, creative industries become more attractive and popular to the consuming public

Thus, driving up demand for locally-produced creative products and services

Ensure there is sufficient protection of IP, to encourage more vibrant cooperation and collaboration (such as in co-productions and joint ventures)

Emphasize building the Digital Ecosystem

Page 7: I creative phil program-beta ver. 2.0

“Smarter Philippines” is the brainchild of Science & Technology Secretary Mario G. Montejo

Sec. Montejo is an inventor, a trained engineer, and a successful businessman who

knows how to commercialize scientific inventions. A member of the Top 100 Graduates of the University of the Philippines College of Engineering, his vision is to create a vibrant domestic knowledge economy in which Filipino technology companies and Filipino technopreneurs deliver indigenous technologies to solve the problems that beset ordinary Filipinos.

iGov is the brainchild of the DOST Information & Communications Technology Office’s Executive Director Louis Casambre. His focus is all-out support for President Aquino’s promise of a transparent, equitable and effective government service, through ICT.
