WELCOME Thank you for joining the Federal Highway Administration (FHWA) and the New York State Department of Transportation (NYSDOT) at this public meeting on the I-690 over Teall Avenue and Beech Street Bridge Replacement Project. The project involves improvements to a 1,500-foot section of I-690 passing over Beech Street (the Beech Street Bridge), the replacement of the Teall Avenue Bridge, and improvements to the adjacent Interchange 14 at Teall Avenue. PURPOSE OF HEARING This public meeting includes a Public Hearing. The Public Hearing is being held in accordance with the provisions of Article 2 of the Eminent Domain Procedure Law (EDPL). NYSDOT is conducting this Public Hearing to provide an opportunity for interested individuals to express comments on the proposed property acquisitions needed for this project. PROJECT PURPOSE AND NEED The I-690 over Teall Avenue and Beech Street Bridge Replacement Project was initiated after inspections on September 17, 2014 and June 9, 2015 identified structural deficiencies along the 1,500-foot segment of I-690 that spans Beech Street, which call for its rehabilitation or replacement. Ongoing maintenance operations to perform short-term repairs to this structure have resulted in I-690 lane closures that negatively impact traffic operation. Besides the structural deficiencies, several nonstandard and nonconforming geometric design features, including reduced sight distance, narrow shoulders, and inadequate bridge railing, have been identified at this location. The Teall Avenue interchange has operational and safety deficiencies that limit accessibility to adjacent neighborhoods, including University Hill and its hospitals and college campuses. To accommodate these interchange improvements, and to bring this segment of I-690 to current design standards, it is necessary to replace the portion of I-690 over Teall Avenue (“Teall Avenue Bridge”) with a wider, longer-span bridge. Condition ratings of some elements of this bridge (such as the fascia, bearing, joints, pedestals, and paint), which was built in 1968, have been decreasing in recent years. The purpose of this project is to replace in a cost- effective manner the bridges carrying Interstate 690 over Beech Street and Teall Avenue with structures, in the same location, that would provide a minimum 75-year service life and to improve the Teall Avenue interchange by addressing its operational and safety deficiencies. PROJECT ALTERNATIVESTwo alternatives are being considered.The No Build Alternative assumes no

improvements in the project area other than those planned by others or implemented as part of routine maintenance. The No Build Alternative serves as the baseline condition against which the potential benefits and effects of the Build Alternative(s) are evaluated.

The Bridge Replacement Alternative would include: Reconstruction of I-690 between Lodi Street and Peat Street

Replacement of Beech Street Bridge Replacement of Teall Avenue Bridge Reconstruction of interchange ramps and intersections with Teall Avenue

Reconstruction of Teall Avenue intersection with Canal Street and Post Office drivewaysThe proposed replacement bridge structures and

retaining walls provide an opportunity to introduce higher-quality materials and design motifs that would improve the character of these features.

BICYCLE/PEDESTRIAN FACILITIESThe reconstructed Teall Avenue and Beech Street

streetscapes would be largely consistent with the City of Syracuse and NYSDOT standards for planting soil, planting, street trees, lighting, signage, and utility components.

On Teall Avenue, a ten-foot-wide shared use path (in lieu of a standard sidewalk), with signage, pavement markings, and traffic control, would be built from Burnet Avenue south to the southern project limit on the east side of Teall Avenue.

DESIGN APPROVALSubstantive comments will be evaluated and

reflected in the Final Design Report. FHWA will review the Final Design Report prior to issuing a notice of design approval.

PROJECT SCHEDULE Design Approval: Summer 2016 Construction Begins: 2017 Construction Complete: End of 2018

PROJECT AWARDNYSDOT plans to award this project as a design-

build project. The selected project team will be responsible for design and construction. Under this type of award, one entity, the design-builder, enters into a single contract with the owner (NYSDOT) to provide both engineering services (design) and construction services. Projects awarded as design-build contracts typically have several advantages, including: Quicker project completion Lower cost Fewer change orders The owner only needs to manage a single contract Clearer lines of responsibility for design changes Possibly more innovative approach to construction
