THIS MONTH'S COVER is a special effects view of the sail frigate USS Constitution (IX 21) by PHI Richard A. Pender­gist, USN. Nearly as old as the Navy itself (see story page 12), Constitution represents a tradition which goes back to America's first Fourth of July. Today, as the nation approaches its 200th Independence Day, Navymen every­where-both Regular and Reserve-are helping to keep that tradition alive.

BOOT CAMP

Those first few days in boot camp. It's a feel­ing you never forget. You're young, bewildered and probably away from home for the first time in your life. And you keep thinking, "Wow! What have I gotten myself into?"

Then things start happening-uniforms, haircuts, lectures, inspections, inoculations, running, marching, calisthenics. Within a few days you're so busy the only time you think of home is just before you go to sleep. And by then you're so tired even thoughts of home can't keep you awake. Besides, you're not quite so homesick now because you've gotten to know some of the guys around you and you've begun to feel you were pretty lucky to be assigned to this particu­lar company. You make up your mind that, come hell or high water, you are going to grad­uate with this same group of recruits.

A few weeks go by. You can spot a fresh recruit a block away because he doesn't look as salty in his brand-new uniform as you think you do in yours now that you've washed it a few times. You start to consider yourself a real old­timer when a group of new arrivals goes by and you find yourself reminding them, "You'.II be

NAVY'S OLDEST SHIP IN OVERHAUL

The historic frigate USS Constitution (see cover), the oldest commissioned ship in the Navy, is being given a complete overhaul of her decks, timbers and planking.

Launched in 1797, Constitution (IX-21) began her colorful career tracking down privateers in the quasi-war with France which followed the American Revolution. She saw action against the Barbary Pirates, of North Africa between 1803 and 1807 and won her nickname "Old Ironsides" in a slug· ging, broadside duel with the British frigate HMS Guerriere during the War of 1812. Public sentiment, sparked in part by Oliver Wendell Holmes' poem "Old Ironsides," saved her from sale or scrapping

in the 1830s and she went on to perform long and useful service after that. Today, besides being ~ living museum of naval history, Constitution is tht. ' flagship of RADM Richard E. Rumble, USN, Com· mandant of the First Naval District in Boston.

The 2200-ton, wooden·hulled ship has been dry· docked for underwater hull repairs, preservation and re-coppering. She will be rebuilt with techniques developed by shipwrights centuries ago. Wooe, prin­cipally white oak, will be specially cut in the mid­Atlantic states and seasoned two to three years before being used--a practice at the time of her original construction. Although wooden ships of Constitution's size are rare today, the old methods of repair and reconstruction have been thoroughly documented and will be carefully followed.

The reconstruction will not be completed until June 1978 but, during the upcoming celebration of America's Bicentennial, Constitution Will come out of drydock temporarily from April 1975 until late 1976.

AIR TROPHIES A Naval Air Reserve Unit, Reserve Carrier Air

Group and 10 squadrons have been named as trophy winners for outstanding mobilization readiness dur-ing the latest 18-month competitive cycle. ~

The Edwin Francis Conway Memorial Trophy, for ~/ the most efficient Naval Air Station or Naval Air Re· serve Unit in the Naval Air Reserve Force, has been awarded to NARU Whidbey Island, Wash. Enlisted men attached to the unit are entitled to wear the Navy liE" on their uniforms.

The Sheldon Clark Trophy, for the Naval Air Sta· tion or unit achieving the highest combat readiness during the competitive period, has been awarded to Commander Carrier Anti·Submarine Air Group Re· serve 80, NAS North Island, Calif.

The Noel Davis Memorial Trophy, for the most efficient squadron of each type in the Naval Air Re· serve Force, has been awarded to the following squadrons:

t'( New Uniform Priorities Set More than 31,000 drilling CADRE Reservists will

begin receiving their free issue of the new officer­style enlisted uniform sometime after 1 October on a controlled priority basis.

For Reserve and Regular recruits, the phase-in of the new service dress blue, coat-and-tie uniform, began on 1 July, when the new uniform became standard issue at boot camp. By 1 July 1976 the jumper-type dress blue uniform will have been com· pletely phased out of the Reserve, and the new uniform Will be required for all drilling Reservists. (See NAVAL RESERVIST, Spring 1973.)

The Naval Reserve has been authorized a total of 31,479 new uniforms for gratuitous issue in Fiscal Year 1974. These will be allocated to CADRE (Com­pleted Active Duty Requirements ·Enlisted) Selected Reservists under a priority system. The only excep­tion will be for broken service reenlistments involv· ing a break of 90 days or more, in which the Re· servist discarded his old jumper·type uniform.

First priority for the new uniforms will go to CADRE E·6s and below (except those eligible for

~dvancement to E·7 before 1 July 1975) Who meet 'l. t-he service qualifications in the next paragraph and

are members of: ASW DD/DE Reserve Crews; Naval Air Reserve Force Squadrons; Inshore Underse~

Warfare Units; Mobile Construction Battalions; Mine Warfare Crews; Cargo Handling Battalions; Coastal/ Riverine Squadrons; Mobile Mine Assembly Groups; Reserve Underway Training Units; DD/DE Reserve Crews (Gold); Mine Warfare Reserve Crews (Gold); Replacement Training Units; Reserve Destroyer Sup­port Groups; Mine Warfare Divisions and Squadrons; Submarine Divisions; and Shore Patrol units.

To qualify, for a free issue during fiscal year 1974 you must:

• Be a male Selected Reserve CADRE E·6 or below in one of the above programs.

• Have less than 17 years of service creditable for Naval Reserve retirement with pay.

• Have an expiration date on your Ready Reserve agreement or obligation and/or your enlistment or extension of enlistment' 0.1' 1 Jul 1976 or later, as evidenced by your agreement to drili and your Ready Reserve agreement.

Second priority for the new uniforms will go to male Selected Reserve CADRE E-6s, E-5s and E-4s (in that order), who meet the above service qualifi­cations and are members of other units.

Third priority will go to male, non-rated CADRE Selected Reservists or other Selected Reservists who are not members of first-priority units, but who are expected to be participating in the Selected Reserve after 1 Jul 1976, as evidenced by agreement to drill and Ready Reserve Agreement.

Reservists who would be eligible for advancement to Chief Petty Officer before 1· Jul 1975, assuming successful completion of training requirements and passage of the examination for advancement in rate, will not be eligible for gratuitous issue of the new uniform because they would receive a Special Initial Clothing Monetary Allowance (SICMA) upon advancement. At present, this allowance amounts to $175, but it will probably be significantly reduced within the next two years. Any E-6 who is not ad· vanced to E· 7 before the date of the planned reduc· tion in SICMA, but who can be expected to continue in a drilling status beyond 1 Jul 1976, may be authorized a gratuitous issue of the new uniform at the time SICMA is reduced.

During the phase-in period, Navymen still wear· ing the jumper·type uniform may encounter some shortages of uniform items. However, by reclaiming used uniforms, freshly cleaned and in good condi· tion, from those Reservists receiving the new style uniform, it should be possible to fill most of the gaps in available replacement items for Reservists who have not received the new uniform. In addition, all jumper-type uniform items in the Navy supply system throughout the world are being pooled at Great Lakes, 111., to alleviate supply problems.

The standard gratuitous issue of the new uni­form will include the following:

longevity. Can you resolve it?

My pay is now based on over 22 years of service. If I were to transfer to the Retired Reserve now, would my longevity continue to accumulate (even though I would no longer be drilling) until I am credited with the maximum of over 26 years' service for basic pay purposes?

For the last 12 years, I have been commuting 850 miles round-trip to drills and, although I am on drill pay right now, the future looks like all non-pay. It had always been my impression that it would be necessary to continue drilling to achieve the maximum longevity. However, our personnel officer says the time in the Retired Reserve would count toward the 26 years.­CDR. J. L. H., USNR. • Your personnel officer is correct. Reservists in your situation are covered by Title 10, USC 1401, which deals with creditable service for the purpose of com­puting basic pay. Simply stated, it provides that all service as a member of the military forces, without regard to participation, is creditable as longevity for basic pay purposes. Therefore, even though you trans­ferred to the Retired Reserve and could no longer ac­cumulate retirement points, you would build up your longevity so you could figure your retired pay according to the basic pay for your rank with over 26 years of service.-Ed.
