The requalification (visual inspection and hydrostatic testing) of DOT/TC compressed gas cylinders, ASME coded pressure vessels, fire protection containment cylinders / fire hose and pipe / pressure components, offers a profitably viable business opportunity with minimal initial capital equipment investment. The addition of in-house test capability enhances both the quality and expediency of services provided to your customers.

In evaluating and designing an efficient service facility, one should consider:

(�) YourMarketA wide spectrum of industries utilize pressure vessels requiring requalification under similar regulations, many of which can be incorporated into a single hydrostatic test station. There are over 300,000,000 DOT/TC cylinders in service that must be periodically requalified. Industrial gas, carbonic, oxygen therapy, CO2 beverage, SCUBA dive, SCBA breathing, fire extinguishers, refrigerant, cylinders can be test requalified using a single test station. Some prefer to service only their own customers, while others solicit different markets to maximize utilization of equipment.

(2) YourFacilityBlueprints of the proposed floor plan should be developed to maximize utilization of existing, or new, floor space, taking into consideration : efficient (minimum) handling of test subject, location of utilities (water, electric, compressed air) –overhead I-beam to carry a hoist- recessed pit and drain for water jacket, etc.

(3) SelectionofEquipmentDetermination of desired test pressure capability and physical sizes (diameter and height) of the largest cylinders to be tested (ie by the water jacket method) must be specified. Test pressure ranges to 10,000 psi and a range of cylinder holding jackets from 6 to 36 inch diameter x any height, are available as ‘standard’ product. Anticipated production rates (ie. tests per hour / day) will dictate the need for optional enhance-ments to ensure maximum production with minimum labor requirement.

(4) TestEquipmentControlsFully automated, computer controlled, and manually operated test stations, as well as hybrids, are manufactured by Hydro-Test Products, Inc.

DIRECTEXPANSIONTESTMETHOD

METHODSFORREQUALIFYINGDOTSPECIFICATIONCYLINDERS

WATERJACKETTESTMETHODThis method is applicable to all hydrostatic tests where determination of volumetric expansions are required. It consists of enclosing a cylinder filled with water inside a test jacket filled with water. Pressure is then applied internally to the cylinder, causing the cylinder to expand. The total and permanent volumetric expansions of the cylinder are determined by measuring the amount of water displaced by the expansion of the cylinder when under pressure and after the pressure has been released. This is the only testing method that will requalify a cyl-inder for charging to 10% in excess of the marked service pressure. All retesters shall have a Retesters Identifi-cation Number (RIN) issued by the D.O.T. / RSPA. In Canada test facilities are registered with T.C.

This method is applicable to hydrostatic tests when volumetric expansion determinations are required. It con-sist of forcing a measurable volume of water into a cylinder filled with a known weight of water at a known temperature, and measuring the volume of water expelled from the cylinder when the pressure is released. The permanent volumetric expansion of the cylinder is calculated by subtracting the net volume of water expelled from the cylinder from the volume of water forced into the cylinder. The total volumetric expansion of the cylinder is calculated by subtracting from the total volume of water forced into the cylinder ( in attain-ing test pressure),the volume of water due to compressibility and volumetric expansion of the test apparatus. Regulations do not permit this testing method to be used to qualify a cylinder for charging to 10% in excess of marked service pressure. All retesters shall have a Retesters Identification Number (RIN) issued by the D.O.T. / RSPA. In Canada, test facilities are registered with T.C.

PROOFTESTMETHODThis method is permitted where the regulations do not require the determination of total and permanent ex-pansion. It consist of examining a cylinder under pressure for leaks, bulges and any visible defects. Certain specification containers, used exclusively in noncorrosive service, may be retested by this method. All retest-ers shall have a Retesters Identification Number (RIN) issued by the D.O.T. / RSPA. In Canada, test facilities are registered with T.C.

VISUALINSPECTIONMETHODThis method is permitted where the regulations do not require a hydrostatic test of any kind. An example of a cylinder than is allowed to be visual inspected in place of a hydrostatic test is a propane cylinder. As of May 31, 2004 all whom perform requalification via visual inspection shall have a Retesters Identification Number (RIN) issued by the D.O.T. / RSPA. In Canada, test facilities are registered with T.C.

ULTRASONICTESTINGMETHODThis test method can be used only under an exemption permit for certain specification cylinders. These specification cylinders are re qualified by an ultrasonic measuring device, which is capable of detecting flaws and irregularities in cylinders. All retesters shall have a Retesters Identification Number (RIN) issued by the D.O.T. / RSPA. In Canada, test facilities are registered with T.C.

In the USA any company that re-qualifies specification cylinders must have a valid retesters identification number issued from the Department of Transportation. Retesters must receive HazMat Training initially and every three years after.

One of the smartest moves a company can make is to get initial cylinder requalification training. A Calibrated Cylinder is Used To Verify The Accuracy Of The Water Jacket Testing Equipment Everyday Prior to Testing. Accuracy Must Be Demon-strated To Within 1% Within 500psi Of Test Pressures Obtained That Day on Pressures at or Above 3000 psi, and To Within 10% of Pressures Being Obtained Under 3000 psi.

Calibrated Cylinders Include Test Adapter and Chart of Expansions

Calibrated cylinders can be made with a combination of low and high pressure expan-sion readings or additional readings between lowest and highest test range as needed upon request.
