WIC’s Federal Fiscal Year 2018 runs from October 1, 2017 through September 30, 2018 WIC is in the 3rd year of a 5 year grant!
FFY 2018 WIC Budget = $422,443 (This includes $23,836 of unallocated funds) **The NYSDOH will be moving unused contract $ from FFY 2016 to the WIC FFY 2019 budget to cover the shortfalls associated with the lack of COLA funding in 2018-2019. The Allegany County WIC Program will be receiving an additional $44,998 ($18,402 of this is Unallocated) in funding for the Oct 1, 2018 – Sept 30, 2019FFY 2019 grant year. Farmers Market checks are available until September. NYSWIC increased the number of FM checks available to issue this year, every participant over the age of 9 months will receive $20.00 of farmers market checks instead of $24.00 per household. John Mark Silbert and Julianne Cacace received notification that they passed their exam to become Certified Lactation Counselors (CLCs). The NYSDOH completed a voucher trace3 for the May 2018 WIC voucher to ensure fiscal integrity, compliance with program, state and federal regulations, and guidelines with no findings. The NYS WIC Director, April Hamilton, visited the Allegany County DOH WIC Program evening clinic on Thursday, August 9th. **The USDA Northeast Regional Office presented the ACDOH WIC Program with the GOLD level Loving Support Award of Excellence in recognition of their outstanding support for WIC families and their breastfeeding journey. They wanted to especially recognize the WIC breastfeeding peer counselors who play a key role in empowering WIC mothers towards self-sufficiency by helping to pave a pathway forward to long term success.**

*Screening procedures for each month are not always counted in the NYSDOH CSP system/Catalyst that month due to an allowable 90 day intake submission policy which allows for one or multiply screening procedures to be completed for the individual; the results to be sent to the CSP; the intake form to be completed and submitted to NYSDOH CSP on Catalyst. The same process happens with diagnostic procedures. This results in a delay in the monthly procedure counts on Catalyst. 2018 totals for screening and diagnostic procedures and cancer/pre-cancerous diagnosis have been changed to reflect 2018 totals in the Catalyst system. **NYSDOH CSP requested outreach events stop on the last day of June 2018 to begin the transition. Did not reapply for CSP grant, program ends 9/30/18.

The Food and Nutrition Service, Northeast Regional Office is pleased to present the
Allegany County WIC Program with the Gold level Loving Support Award of
Excellence. This award is in recognition of your outstanding support for WIC
families and their breastfeeding journey. We would especially like to recognize
your WIC Breastfeeding Peer Counselors, who play a key role in empowering WIC
mothers towards self-sufficiency by helping to pave a pathway forward to long
term success.
Food and Nutrition Service (FNS) developed the Loving Support Award of
Excellence to recognize and celebrate local agencies, such as yourself, that provide
exemplary breastfeeding programs and support services. In 2018, a total of 90 WIC
local agencies across all seven FNS regions qualified for an award. This year 78
agencies were selected for a Gold award and 12 agencies were selected for a Gold
Premiere award.
We are proud to announce that in 2018, New York led the country with the most
Loving Support Awards of Excellence with 8 Gold awards and 1 Gold Premiere
award. Thank you for your commitment to providing excellent customer service to
WIC families and for being an example of breastfeeding excellence for your
community.

RE: Requesting permission to participate in and sign the Intermunicipal Cooperation Agreement with eleven
(11) other counties to create a Local Development Corporation in order to provide for the joint establishment,
operation and maintenance of a joint detention facility by such counties in order to meet the provisions of Raise
the Age.
FISCAL IMPACT: $125.00 filing fee and possible additional filing costs (to be shared equally among the
total number of counties participating).

lntermunicipal Cooperation Agreement: Local Development Corporation
County detention facility for juvenile delinquents and persons in need of supervision
This Agreement dated the [ordinal number of day] day of [name of month] [identification of year], and executed by and among the Counties listed on the signature page herein ("the Municipalities") do hereby organize and create the "Raise the Age" Compliance Coalition, in accordance with section 119-o of the New York State General Municipal Law, and in accordance with the following:
WITNESSETH
WHEREAS, on April10, 2017, Governor Cuomo signed into law "Raise the Age" legislation that was included as part of the State Budget; and
WHEREAS, the vast majority of cases of 16- and 17 -year-olds charged with criminal offenses will ultimately be heard in the Family Court, either originating there or being transferred there from a new Youth Part of the adult criminal court;
WHEREAS, under "Raise the Age," no 16- or 17 -year-old will be sentenced to or detained in a facility with adults; youth whose cases are heard in Family Court will be detained or placed in OCFS-operated, OCFS-licensed, or ACS facilities (including Close to Home), as Juvenile Delinquents currently are; while Adolescent Offenders who are detained pre-trial will be held in a specialized secure juvenile detention center for older youth, which will be certified and regulated by OCFS in conjunction with the state commission of correction; and
WHEREAS, these "Raise the Age" detention provisions will create challenges for the counties of New York State, in attempting to comply with the edicts of same; and
WHEREAS County Law§ 218-a authorizes a contract between one or more counties providing for the joint establishment, operation and maintenance by such counties of a joint county detention facility which shall be located on a site conveniently accessible to the counties concerned and which shall be certified by the state division for youth and which shall be established, operated and maintained in compliance with the regulations of the division for youth and the provisions of said County Law§ 218-a; and
WHEREAS pursuant to Not-for-Profit Corporation Law§ 1411, any one or more counties of the state, may cause Local development corporations to be incorporated by public officers or private individuals and operated for the exclusively charitable or public purposes of relieving and reducing unemployment, promoting and providing for additional and maximum employment, bettering and maintaining job
opportunities, instructing or training individuals to improve or develop their capabilities for such jobs, canying on scientific research for the purpose of aiding a community or geographical area by attracting new industry to the community or area or by encouraging the development of, or retention of, an industry in the community or area, and lessening the burdens of government and acting in the public interest;
NOW, THEREFORE, BE IT RESOLVED that the Municipalities agree as follows:
1. The Municipalities shall forthwith undertake the incorporation and proposed governance of a not-for-profit local development corporation, pursuant to Notfor-Profit Corporation Law§ 1411, operated for the exclusively charitable or public purposes of relieving and reducing unemployment, promoting and providing for additional and maximum employment, bettering and maintaining job opportunities, instructing or training individuals to improve or develop their capabilities for such jobs, carrying on scientific research for the purpose of aiding a community or geographical area by attracting new industry to the community or area or by encouraging the development of, or retention of, an industry in the community or area, and lessening the burdens of government and acting in the public interest as follows: The joint establishment, operation and maintenance by such counties of a new joint county detention facility which shall be located on a site conveniently accessible to the counties concerned and which shall be certified by the state division for youth and which shall be established, operated and maintained in compliance with the regulations of the division for youth, and which shall, provide for adequate detention of alleged or convicted adolescent offenders pursuant to the terms and conditions of County Law§ 218-a (A)(6).
2. A committee shall be formed by the Municipalities, consisting of the following: (a) one representative of each Municipality's legislative body (b) one judge of the family court of each of said municipalities; and (c) the commissioner of social services of each of said municipalities, which committee shall initially be charged with:
a. Retention of experts and/or legal counsel to accomplish such incorporation;
b. Creation of proposed corporate by-laws, which proposed by-laws shall address at least the following:
1. Recommendations regarding the corporation's construction, equipment, maintenance and operation of such joint county detention facility
n. Recommendations regarding the corporation's supervision and control of the maintenance and operation of such joint county detention facility;
ilL Recommendations of the proportions to be borne by each of the several counties affected of the costs of acquisition of the site and of construction of a new joint county detention facility and the proportions to be borne by each of the several counties affected of the costs of operation of such joint county detention facility, whether established by new joint acquisition and construction or by utilization of an existing county detention facility .
3. Each municipality shall contribute equally to the cost of creating the such corporation.
4. Participation in this Intermunicipal Agreement does not constitute a binding commitment on the part of any municipality to contribute funds or resources to acquisition and/or construction of any detention facility.
5. Any participating municipality may opt out of this agTeement upon 30-day notification to the coalition.
6. By their signatures below, each signatory certifies and affirms that he or she has read the entire contract (including all appendices and attachments hereto) and has the authority to bind their respective party to all terms and conditions (and any appendices and attachments) of the foregoing contract.
