Lake County School District offers exceptional education with the mission to provide learning opportunities that develop resourceful citizens prepared to engage in an ever changing, diverse world. Lake County has 51 education sites serving 42,152 students with a student: teacher ratio of 17:1. Smaller class sizes are one of the many advantages offered. Higher education opportunities are available within an hour drive including the University of Central Florida, the University of Florida, Lake Sumter State College, Lake Sumter Community College, and the University of South Florida. Also located nearby is the Montverde Academy, an internationally renowned college preparatory school. POSITION PROFILE
The mission of the Human Resources Department is to assist the County Commission through the development, implementation and facilitation of cost effective and efficient programs for managing the County 807 FTEs, employee benefits and loss control programs. The position provides vision, leadership, planning, and project management in all areas of human resources including employee and labor relations/collective bargaining; risk and benefits administration; and training and organizational development programs and processes. The Human Resources Director oversees all human resources activities which includes assuring Lake County’s compliance with applicable employment law; recommending and administering employment policies and procedures; providing guidance to County departments and its employees; interacting
with individuals seeking employment with the County; providing employee development and training opportunities, and developing and administering the employee benefits, workers’
GOVERNMENT
Lake County operates under a County/Manager form of government with a five-member elected Board of County Commissioners representing five districts in the County. Elected by the County at large, each serves a four-year term, in which the terms are staggered. The Board of County Commissioners serves as the governing body responsible for setting operational and fiscal policy including adopting an annual budget, appointing various officials and representatives to advisory boards and commissions, planning for county needs, and enacting local ordinances. Lake County is regarded as a fiscally responsible, stable, well-managed and technically advanced government.

EDUCATION AND EXPERIENCE Ideal candidates will have a bachelor’s
degree in human resource management or
a closely related field with ten (10) years
of progressively responsible related
experience. Designation as a PHR, SPHR or
IPMA-HR certification is desired. Requires
a valid Florida driver's license.
COMPENSATION AND BENEFITS
Lake County offers a competitive salary
range ($79,560 - $131,185) commensurate
with the successful candidate’s
qualifications and experience. The County
also provides a comprehensive benefits
package including participation in health,
life, dental and long-term disability
insurance and will participate in the
Florida Retirement System. Optional life
and disability coverage as well as paid
holidays, annual and sick leave. Relocation
expenses may be negotiated with the
County.

These areas combine to provide a comprehensive program of employment
services strategically aligned with the goals and mission of the Board of County
Commissioners and the County Manager. The Human Resources Department
includes an 8.7 FTEs member staff and approximate $24 million total budget.
CANDIDATE PROFILE
The successful candidate will have a comprehensive knowledge of the laws and
regulations governing human resources operations and administration as well as
organizational and human resource management, with the ability to supervise and
evaluate the work of staff. It is important for candidates to have a demonstrated
track record of strong decision making, leadership and problem-solving skills
along with the ability to establish and maintain effective working
relationships with County officials, management, supervisors, the media and
general public. Effective negotiating and public speaking skills are also
required.
The Human Resources Director will oversee monitoring compliance with
applicable federal and state laws pertaining to employment, benefits, and
property and liability; analyze, direct, and ensure continuity and
successful delivery of functional services; establish long-range
plans, formulate policy and procedures; develop and oversee
budgets; and consult and report events and activities to senior
management, elected or appointed officials, and state agencies
while supervising staff and the daily operations of the office. Lake
County desires the incumbent to be a 21-century human resources
professional who will continue to bring fresh ideas keeping the
County as an employer of choice. The successful candidate will
serve as a human resources business partner, advising and
partnering with the County’s management team.
