Important configurationHPLMN Searching time minimum:6minutes; maximum: 8hours.

n Expanding Stage: 3G coverage expanded and 3G traffic increased. Handover is based on coverage as well as on load in this stage.

n Mature Stage: 3G developing further to provide full coverage and 3G traffic rocketed, reaching the mature stage. Increasing number of subscribers migrated to 3G, leading to a lightly-loaded 2G network bearing voice and low-speed data services for 3G. Handover is mainly based on service and load in this stage.
