Plans for the EDS Land

At the invitation of the Civic Affairs Committee and the Board of Directors, representatives from Lincoln Property attended the annual meeting to discuss their plans for the property on Centreville Road, across from Chantilly Highlands. The following provides an overview of that presentation:

Terry Shook, a land planner for the proposed devel-opment on the 65 acres of EDS land, presented an overview of the development plans. Richard Rose and Bari Nichols represented Lincoln Property Com-pany. The development plan proposes to modify the current plan for the property which calls for 7 mil-lion square feet of office development with 3 million square feet of a mix of uses including recreation area/sports fields, a town square, retail shopping, high density residential and office space. Housing will include multi-family condos, townhouses and

apartments. Entrances into the development are planned to be aligned with both Kinross Circle en-trances with additional access from the North/South Connector which is planned to run from McLearen Road to the new interchange with Route 28 at Barnsfield Road. Children from this development would attend Floris Elementary, Rachel Carson Mid-dle School and Westfields High School.

The proposal is currently being considered as a Con-cept Plan Amendment (CPAM). Submitted by: Mary Kerr Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Jim Ceh, Dan Feer, Mark Hassinger, Mary Kerr, Wendy Osborn, Jeff Boehlert and Chris Tacinelli. Absent Board Attendees: None. Home Owner Attendees: Twenty-six residents and five Proxies. The Chantilly Highlands Homeowners Association Annual Meeting was called to order at 8:00 p.m. by President, Dan Feer.

Guest Presentation: Terry Shook, a land planner for the proposed development on the 65 acres of EDS land, presented

an overview of the development plans to include 3 million square feet of a mix of uses including recreation area/sports fields, a town square, retail shopping, high density residential and office space. Entrances into the development are planned to be aligned with both Kinross Circle entrances. Schools affected by this development would be Floris Elementary, Rachel Carson Middle School and Westfields High School. The proposal is being considered as a Con-cept plan Amendment (CPAM). If they are successful in receiving a County Board approval for both the CPAM and to rezone the land, it is possible that ground breaking could start in mid to late 2007. Unrelated to this proposal, the County and the Virginia Department of Transportation are planning on widening Centerville Road starting this spring/summer and will include the unwidened sections from Highway 50 up to Frying Pan Road. The narrow stretch near Frying Pan Road will be completed the following year.

After a five-minute break, the meeting was called back to order at 9:00 p.m. by Dan Feer and the current board members were introduced.

Meeting Minutes: The December Minutes were reviewed and accepted without objection. Treasurer’s Report: Jim Ceh confirmed that the 2005 Annual Assessment was approved at $210.00, which is an increase

of $5.00 from 2004. The 2004 Budget Report was distributed to all attendees and an overview was presented showing a gain of $41,779.33 over budget in gross revenue. The income was up $13,276.65 due to Jim Ceh’s efforts to collect all HOA Dues, collection costs, late fees, previous years’ dues and current year dues. All members of the association paid their annual assessment in 2004. Newsletter advertising, community center rentals and pool guest fees also con-tributed to the revenue increase. Expenses were down by $28,502.68. The capital improvements budget of $14,900 was not used this year, and $25,000 has been budgeted for 2005.

Community Facilities: The pool committee met and plans are underway for the 2005 pool season. There have been dis-cussions regarding the pool company. Once more information is gathered from area pool companies, it will be pre-sented to the board for contract signing. A company has been chosen to seal and stripe the parking lot.

Land Management: CHHA signed a snow removal contract with Palmer Property Maintenance, which this year will include the removing the snow from the sled hill sidewalk. In addition, Palmer Property Management has been main-taining the tract of land on McLearan Road at no additional cost, which should be maintained by the County.

Plans are underway to plant around the entrance ways in the Spring. Community Events: With Beth Whisamore volunteering to be the Social Activities Coordinator, plans are to have Com-

munity Day 2005. Planning for the community volunteers party is well on its way. Invitations have been sent to many volunteers and notices

have been included in the Newsletter. The event will be held on Sunday, January 23, 2005 from 3 p.m. to 5 p.m. This party will recognize the many volunteers who have helped over the years. This event will be catered by the Tortilla Factory and it is open to all members of the community.

Long Range Planning/Neighborhood Watch: Mary Kerr will be focusing this year on getting Neighborhood Watch op-erational. Volunteers are needed to help out and provide input. More information will be provided in the Newsletter.

Architectural Control: The ACC is looking for individuals who would like to help with the ACC. The goal of the ACC is to review the design guidelines, and review each request. A large number of applications were submitted to the ACC in 2004.

Newsletter: Pictures taken by the CHHA photographer, Doreen Wallace, were included in the January News-letter. Additional photos or articles are encouraged from residents. The Editor contract has options for two more one-year terms. Chris Tacinelli made the Motion to extend the contract for Newsletter Editor for one year beginning in April 2005. Jim Ceh Sec-onded and the Board approved the action.

In March, a Newsletter working session will be scheduled and residents are encouraged to attend. A question was raised as to whether we could eliminate the Newsletter, however, the printing and distribution of the Newsletter is mandated in our By-Laws, there-fore, this is not feasible. Questions were also raised as to whether or not the Newsletter could be printed without advertising to save costs. Last months News-letter cost approximately $700 to produce. The same Newsletter without advertising would have cost $1200 even though it would have included less total pages of printing.

Old Business: None. New Business: A resident asked if a private company

could be contracted by the CHHA for snow removal. The answer is no because the roads are county roads, no outside companies are permitted. Fairfax County maintains the roads.

2005 Board Nominations: There are five (5) open board positions – three (3) standard three-year terms, one (1) one-year term (Dan Feer), and one (1) two-year term (Jerry Thatcher). Prior to the January meeting, a Nomination Committee was formed to provide names of residents that may be interested in holding a board position. Of those names, four people were con-firmed. They are, Darin Welt, Debbie Bowen, Wendy Osborn, and Jim Ceh. Since there wasn’t a quorum at the annual meeting, these names were pre-sented as candidates and nominations from the floor were requested. Karen McGreevy from the floor an-nounced that she would like to be a nominee.

In the absence of a quorum, a Motion was made to accept the nominees named by the Nominating Committee and Karen McGreevy. Chris Tacinelli Seconded. All were in favor.

Adjournment: Mary Kerr made a Motion to adjourn the meeting and Jim Ceh Seconded, the Board approved. The Board approved and the meeting adjourned at 9:45 p.m.

The Neighborhood Watch Committee is looking for volunteers to get involved with looking after the safety and welfare of our community property and residents. We are looking for ideas that will help raise awareness and prevent crime and vandalism throughout our community. If you are interested in helping, or have ideas, please contact Mary Kerr, Board Liaison to the Neighborhood Watch Com-mittee, at [email protected].

The County and the Virginia Department of Trans-portation are planning on widening Centerville Road starting this spring/summer and will include the two lane sections from Highway 50 up to Frying Pan Road. The narrow stretch near Frying Pan Road will be completed the following year. This widening is independent of whether or not the Lin-coln Property proposal is approved.

There was/will be a public information session on Monday, January 31, 2005 at 7:00 PM in Conference Room 4 of the Government Center, 12000 Govern-ment Center Parkway, Fairfax, to consider a pro-posed Zoning Ordinance amendment regarding Modification of Certain Minimum Required Yards; Waiver of Residential Minimum Lot Width Require-ments and Increases in Fence or Wall Height. The Federal Aviation Administration (FAA) in asso-ciation with the Metropolitan Washington Airports Authority (MWAA) is exploring ways that Washing-ton Dulles International Airport (IAD) can meet the projected demands for air transportation while mini-mizing impact on the environment through the con-struction of two new air carrier runways.

The draft EIS for the new runways at Dulles Airport, with the preferred alternative, was just released. It can be viewed at http://www.mwaa.com/dulles/EnvironmentalStudies/RunwaysEIS.htm.

Public hearings will be held in both Loudoun and Fairfax counties. The Fairfax County meeting will be at Stone Middle School on the February 23rd: public information at 5pm and public hearing at 6 pm.

This study, and preparation of the EIS, will take ap-proximately three years and will include gathering public opinion, defining alternative solutions, and studying environmental and community impacts. The Draft Environmental Impact Statement will be released on January 13, 2005 and a final Public Hearing is scheduled for February 22 & 23, 2005.

Public involvement is essential to this study and we invite everyone in the Metropolitan Washington DC area to share their thoughts with us. Let the FAA know the issues that are important to you.

Wet Fun - Plan for it! The Answerman

Claudette: It’s February. Why are you writing about the sum-mer swim team?

Answerman: Claudette, as you must realize, today’s organized, forward- thinking mothers keep calendars of their chil-dren’s activities. I want you to plan ahead so that your child doesn’t miss out on the experience of a lifetime. Swim team sign-up is in April and the season runs through June and July. Please put it on your calendar.

Claudette: My child is new to swimming and probably could-n’t make the swim team.

To be on the swim team, all your child needs to be able to do is to swim one length of the pool on his belly and one on his back..We want to make sure that he is safe in the water. If he is between the ages of 5 and 18 and can do the previous aforementioned stuff, he can be on the swim team.

Claudette: If that is the skill level of the community swim team, you guys must be pretty bad!

Answerman: Non, non Claudette. Our team is tres bon! Among the 150 fine children on our team, you will find all levels of ability. We have lots of kids who are new to swimming, like your son, and we have some of the fastest kids in the metropolitan area. A couple of our kids were in a relay that had a top 16 time in the NATION! Claudette, the Dolphins summer swim team is the best place for your child to be introduced to real swimming. We teach all four competi-tive strokes, offer two levels of swim competition, and provide 2 months of outstanding social experience!

Claudette: If my child joins the swim team, will I meet lots of new people and experience social Nirvana?

Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Facilities Committee. Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Wendy Osborn at 703-834-7978 with questions and if you are able to help on the Land Management Commit-tee.
