1. GENERAL

This specification covers the general requirements for Piping Work to be performed and completed by Subcontractor for Relokasi DPPU Hasanuddin of PT Pertamina Direktorat Pemasaran dan Niaga, Makassar, South Sulawesi, Indonesia.

1.1 Subcontractor shall perform and complete the work in strict accordance with the

requirements contained in this requisition and all other documents build this requisition.

1.2 Main piping work in this requisition should be included but not limited to the following activities;

a. Shop fabrication and field installation of piping underground/aboveground

b. Inland transport from Rekind warehouse to shop and from shop to site, including loading and unloading material at site and inland transportation to erection point.

c. Surface preparation and painting for all piping and support

d. Fabrication and installation of pipe support including adjustment of pipe column height and grouting.

e. Providing all necessary erection tools, temporary pipe support and associated scaffolding.

f. NDE (RT, PT, etc)

g. Testing and Repairing.

1.3 Dimension, weights, volume measurement shall be in the International System of Unit (SI) except where specifically used or stated.

2.2 If there is any discrepancy between the documents forming this requisition, the order of

precedence shall be as indicated below:

Notes:

a. In the event of any discrepancy of a technical or engineering nature between the local laws / regulations and the documents listed above, the more stringent requirement shall govern.

b. If there is any technical discrepancy between the various documents listed above, the discrepancy shall be consulted to Rekind.

2.3 Specification and engineering drawing

The Subcontractor shall execute the work in accordance with the latest revision of the drawings, specifications, standards and procedures.

3. SCOPE OF WORK

3.1 General

The Subcontractor shall, in the shortest practicable time, after receiving Letter of Intent to start preparation, mobilization, procure and supply permanent materials under subcontractor’s responsibility and deliver it to site such as; furnish labor, personnel, construction equipment, tools, construction facilities and supplies. These supplies included all necessary thing unspecified here for completion of the work in accordance with schedule, drawings, specifications, and the terms and conditions of the contract.

The Subcontractor shall perform all services and supply all other materials, tools, facilities, which may be required pursuant to the work here under and as required for completion of the work in safe and reliable condition including final clean up.

The Subcontractor shall follow local regulation regarding to the optimization of local labor utilization. In line with Rekind’s strategy due to community development, Subcontractor shall utilize local �evelle as much as possible

3.1.1 The Subcontractor shall be responsible for the following engineering and

procurement work :

a. Engineering for Subcontractor’s temporary facilities such as but not limited to; field office, storage room, work shop, water distribution pipe line, power distribution line and lighting, temporary roads and drainage, septic tank, etc.

b. Procurement for all temporary, consumable and permanent materials as per scope of material supply.

c. Engineering Services for permanent work such as but not limited to shop drawings/spool drawings, working drawings, as built drawing’s mark up, pressure test procedure, and construction procedure.

3.1.2 Housing and Camp Facility

REKIND will not provide space/area for housing or camp facilities to subcontractor. Subcontractor shall provide the housing or camp facilities for their staff/employees by themselves in the number and condition as necessary.

3.1.4 The Subcontractor must provide good management skills and control system to

cover all of the work above properly

3.2 Direct Work

The Subcontractor shall be responsible for all direct work required to be carried out and completed, the work included, but not limited to, the items defined in Table-1 “Scope of Direct Work”.

4. SPECIAL NOTES AND REQUIREMENT

4.1 Field Fabrication and Installation of Aboveground Piping

- The Subcontractor shall fabricate the maximum quantity of pipe material installation work at site to minimize the amount of welding by following to the marks shown on the piping spool drawing.

- After completion of the fabrication, the Subcontractor shall clean the interior of the pipe and cover both ends with vinyl sheet, to protect from rusting and material coated (or similar) and protects faces flanges by means of ply wood (or similar).

- Marking shall be made showing line no. and spool piece no. referring to the respective procedures or specification and during installation shall match with spool material received from shop.

- Subcontractor shall adopt normal fabrication and installation procedure and performs the hydrostatic test based on Rekind guidance (as minimum).

- Subcontractor shall prepare good skilled welders to complete the work. More details shall be referred to scope of work.

4.2 Refacing of Flange Face Surfaces

If flange faces are scratched or damaged during prefabrication at the shop, during transportation, and during installation, re-facing (machining) shall be performed by Subcontractor at their cost and expense.

4.3 Care of Materials, Waste and Surplus

- The Subcontractor shall arrange his pipe-cutting schedule to minimize pipe wastage / scrap pipe. The remaining pieces of cut-off pipe are defined as follows:

Carbon Steel ……….. 2” and larger maximum 0.250 meter

- Subcontractor shall transport all surplus materials and cut-off pipe including scrap of pipe to Rekind warehouse or conforming to local regulation by Subcontractor’s expense if requested by Rekind.

- Any materials that are lost damaged or in any way misused by Subcontractor after receipt from Rekind, the cost of all included replacement material will be borne by Subcontractor, who shall also be responsible for any delay so ensuing.

4.4 Length of Pipe

Length of Piping to be supplied by Rekind is basically as follow :

• Carbon Steel 1 1/2” & smaller = 6 m (single random)

• Carbon Steel 2” & larger = 12 m (double random)

Subcontractor shall prepare fabrication and installation based on the Isometric piping Drawing.

4.5 Rekind Supply of Materials.

- For materials supplied by Rekind such as pipe, fitting, flanges, and valves. Subcontractor will perform warehousing work including material control therein and Rekind will control periodically, based on Isometric Drawing to adopt material issue slip balance.

- Materials are delivered from Rekind warehouse to shop fabrication under Subcontractor responsibility. Loading and unloading at Rekind warehouse will be performed by Subcontractor.

- Rekind will issue the materials to Subcontractor after custom’s clearance is finished (especially for foreign material supply).

4.6 Cleaning

- Routine (every day) : Subcontractor is fully responsible to remove and transport the waste or rubbish after finishing the work based on Rekind instruction at site directly without any back charge to Rekind.

• General cleaning: within one time in a week Rekind will instruct to Subcontractor for general cleansing and Subcontractor shall prepare a truck and workers to complete this activity based on the procedure submitted at site without any back charge to Rekind.

• The most importance to be done by Subcontractor is to clean internal piping based on the Construction Specification.

4.7 Quality Control / Inspection

- The Subcontractor shall be self responsible for quality control and inspection activities, and supervise by Rekind

- Rekind shall control Hydrostatic test and will instruct directly to Subcontractor if any damage or fail welding at shop.

4.8 HSE Requirement

4.8.1. Gate entry pass requirement:

1. Photo 2. Identification card (KTP) 3. Medical examination report/admission

4.8.2. Work permit:

During work permit submission S/C is required to complete method of work and JSA to get approval. The liable person shall be familiar and capable to accomplish this task.

4.8.3. Rigging

1. Rigger and Signal-man on lifting work shall acquired a “certification of completion” (Depnaker/Migas)

2. Rigging tools (Sling, Chain Block, Hook , Belt etc.) should be a completed with mill/manufacture certificate

4.8.4. Electrical Safety:

1. Plug connector on a welding machine must be 3 connector type and water tight

2. Welding machine and electricity generator must be properly grounded

3. Electricity generator must be certified by Depnaker/ Migas.

4. At any time, fire extinguisher must be available in the vicinity of welding machine and electricity generator.

5. Oil pit construction must be applied to the base of electricity generator to mitigate oil spillage to environment. This pit shall have blue sheet liner and sand filled.

4.8.5. Vehicles :

a. All moving vehicles must be equipped with: 1. First aid kit (P3K) 2. Safety belt 3. Warning Sign 4. Fire extinguisher 5. Spare tire 6. Backward siren

b. All tires must be in good condition. c. At any time open roof vehicles should not be used for man mobilization. d. Heavy equipments are subjected to safety check by REKIND prior to

entering the site 4.8.6. Equipment:

a. All heavy equipment shall be equipped: 1. First aid kit (P3K) 2. Safety belt 3. Warning Sign 4. Fire extinguisher 5. Spare tire 6. Backward siren

b. Prior to mobilization all equipment will be checked by PT Rekind HSE officer c. Lifting Equipment shall be:

1. Migas certified 2. Lifting Equipment’s Operators must be Migas certified.

d. Excavator: All excavators’ operator must be Migas or Depnaker certified

4.8.7. Concerning of possible damage on tip of beveled pipe care must be taken

during lifting work. Grape hook is forbidden, shorting hook with neoprene liner shall be used.

4.8.8. Radiographic Work:

At minimum radiographic activity should prepare the following: 1. Admission letter from authorized body on the use of Isotop (Bapeten) 2. Transportation permit of isotop’s source/camera from Bapeten 3. OR and PPR must be certified. 4. Safety equipment:

i. Personal protection equipment (Helmet, safety shoes, safety glasses)

ii. Film badge iii. Dose meters iv. Survey Meter v. Personal type H2S detector vi. Long Pliers vii. Radiation alert lamp. viii. Radiation alert sign board.

5. S/C to provide Isotop’s bunker. At any time isotop should not be stored in the worker camp, isotop bump it procedure and location to be approved by Rekind-HSE

4.8.9. Temporary Office:

a. Lighting for office must be double bulb as per electrical industry standard.

b. S/C to provide and maintain portable toilet for worker. c. S/C to provide and maintain Fire extinguisher in office location.

d. S/C to provide garbage bin, waste collection will be coordinated by Rekind’s HSE and the burden shall be borne by all contractors.

4.8.10. Work Site:

a. S/C to provide and maintain portable toilet for worker. b. S/C to provide garbage bin, waste collection will be coordinated by

Rekind’s HSE and the burden shall be borne by all contractors.

4.8.11. Scaffolding: a. Scaffolding pipe shall be used (British standard) as per project standard. b. Scaffold-man must be Depnaker’s certified. c. Scafolding tagging to be provided for marking.

4.8.12. To minimize bio-hazard and accident prevention S/C should provide material

safety data sheet (MSDS) of hazardous materials: Paint, grease etc.

4.8.13. Fuel storage tank:

a. Tank must be well grounded. b. At any time, fire extinguisher must be available in the vicinity of fuel tank. c. S/C to provide flammable sign alert. d. Oil pit construction must be applied to the base of electricity generator to

mitigate oil spill to environment. This pit shall have blue sheet liner and sand filled.

4.8.14. PPE

a. Helmet must be as per Ansi.z 1989 standard, yellow color. b. Safety Glasses c. Safety Shoes d. Safety belt is forbidden. Working at height more than 1.5 m, worker must

be equipped with full body harness. This equipment must have manufacturer certificate.

4.8.15. Safety personnel:

a. S/C shall submit their safety personnel’s CV for review and approval from Rekind.

b. Safety personnel must be competence person whose hold safety certification or at least have attended on professional safety education.

4.8.16. Site Drainage

The Subcontractor shall keep all portions of the work properly and efficiently drained and/or pumped at all times during the construction and until completion of the work. Drainage and pumping facilities shall be maintained operable and manned at all times as required. The Subcontractor shall be responsible for all damage, which may be caused by or result from water collecting, backing up or flowing over, through, from or along any part of the work.

4.9 Survey, Base Point and Bench Mark

Subcontractor shall set out the works from the Bench Marks and Triangulation point established at the DPPU, and setting out and checking all the works. Subcontractor is responsible in securing and maintaining the Bench Marks and executing other survey required on performing the work. In case the survey work is required, Subcontractor shall prepare the survey drawings before, during and after performing the Work. The approved survey result after performing the Work will be the base of Marked-up Drawing and As-Built Drawing.

4.10 Coordination with Other Subcontractor

During construction work, another Subcontractor may do the other work in the same time. Subcontractor shall follow the coordination procedure that will be developed at site by Rekind.

4.11 Prior Review, Inspection and Test of Equipment, Tools and Materials

All equipments, tools and materials supplied by Subcontractor for execution of the work shall be subject to Rekind’s prior review, inspect and test. Should Subcontractor fail to comply with the above mentioned requirements, Subcontractor shall at his own cost replace such equipments, tools and materials, if deem necessary, in whole or part even while in actual use on the job site.

4.12 Execution Work not Provided in Contract Document

Whether or not indicated or provided in the Contract and any other document and data provided by REKIND, but reasonably deemed necessary from technical or commonly accepted stand point, Subcontractor shall has the responsibility to provide, execute and complete all the Works deemed and implied necessary, as a matter of cause from technical statutory, safety or security, commonly accepted and outer appearance stand points complying with REKIND instructions.

Cost and charge for such work shall be considered to be included in the Contract Price, and Subcontractor shall not be granted any time extension therefore either.

4.13 Material Supply

The Subcontractor shall supply all the materials required for the work (as per scope of work).

Prior to supply the materials, the Subcontractor shall submit the samples, catalogues and/ or certificate of the materials for REKIND approval. Unless otherwise noted, the materials shall be delivered by Subcontractor to the Subcontractor storage at site.

Loading, Unloading and transportation of the materials from the Subcontractor storage and or Rekind’s storage (if any) to the Job site shall be in the scope of the Subcontractor.

4.14 Applicable Standards, Codes, Laws and Regulation

a. American Society of Mechanical Engineer (ASME) b. American Society for Testing Material ( ASTM ) c. Japanese Industrial Standard ( JIS ) d. Steel Structure Painting Council ( SSPC ) Specifications e. Specifications , drawings, and other technical data provided by REKIND

4.15 Specification and Construction Drawings

The drawings contained in this requisition are conceptional drawings for quotation purpose only. After the contract is awarded, REKIND will supply the engineering drawings for the work.

In addition contains to above , REKIND may provide the Subcontractor, with additional drawings and Specifications or technical data as circumstances may demands except the spool drawings, which to be performed by the Subcontractor.

4.16 Pipe Spool Drawings, Execution Drawings and As-Built Drawings

The Subcontractor shall furnish the Pipe Spool drawing, Execution Drawing, draft for As Built Drawing (Mark up Drawing) for the work.

The Subcontractor shall prepare marked-up drawing for As-Built drawing, the cost of whom shall be with in the Lump Sum, with the assistances of affiliate as appropriate.

4.17 Pipe Shop and Construction Equipments

a. The Subcontractor’s Fabrication Shop will be supplied and erected by Subcontractor. Operation and Maintenance under Subcontractor’s responsibility.

b. Subcontractor shall be responsible in providing, operating and maintaining the construction equipments including its mobilization & demobilization, fuel, lubricant, spare parts and other material required for operation and maintenance.

c. The Critical construction equipments supplied by Subcontractor shall be inspected and approved by REKIND at the present location before its mobilization to Site.

4.18 Soil Disposal

The Subcontractor is not allowed to store the excavated soil in the battery limit and the Owner Existing Plan area. The excavated soil shall be removed from point of work to the disposal area designated by REKIND.

4.19 Change Order / Revision Work

REKIND at anytime, give in writing or verbal any instruction for changes in the work. Upon receipt off instruction the Subcontractor shall proceed immediately with performance of the change if any such change cause or affect the contract price or the time for completion as whole, Subcontractor shall submit written notice of such effect on contract price and the time for completion.

No change or adjustment to the work shall be binding unless authorized in writing by REKIND.

Revision in design, drawing and specification and other documents required by REKIND shall not constitute change order and shall not increase the Contract Price provided that such revisions do not change scope of Work.

Change order written notice to be verified immediately to sub-contractor for execution the job within 72 hours.

4.20 Take Over of the Work

When REKIND judges that the Subcontractor is not capable of continuing the Works in respect of volume, quality or schedule of the Works, REKIND may its sole discretion take over from the Subcontractor and execute certain portion of the works. In this event, unit price adjustment in the manner specified in Section 11 shall be applied for calculation of the price to be paid for the Works accomplished by the Subcontractor.

4.21 Maintenance

Subcontractor shall perform all the maintenance work necessary during the construction period before the acceptance of the Work. These maintenance works to be performed by Subcontractor shall include permanent facilities regardless of being supplied or provide by REKIND

5. MANAGEMENT AND CONTROL SYSTEM

Sub Contractor (SC) must prepare good management skills and control system in this project. In any stages of project execution must be good of control and coordination. SC must submit to Rekind the management and control system of this project, including job description of key personnel 5.1. Construction Supervision

1. Rekind will supervise in general of the work performed by Sub Contractor ( SC ) 2. Direct supervision for labor / worker will be provided by SC. The Supervision

shall cover all construction work. SC shall propose the name of his supervisors in adequate amount and qualified ones. This proposal is subject to approval to Rekind.

3. Man power planning shall be submitted to Rekind as per construction schedule at construction site before the job started.

5.2. Quality

1. Quality of Workmanship a. The workmanship employed in the work shall be of highest quality in terms

of internationally recognized standards or practice and the work shall be subject to the approval of REKIND.

b. The Subcontractor shall provide highly experienced and reliable inspector for Piping and Welding according to Prevail regulation and Equipment Operator especially trained to handle such equipment

2. Inspection and Test Quality of the Work

Subcontractor shall execute all test and inspection of quality of the Work in order to guarantee the quality to REKIND. All materials and equipments required to complete the Work shall be performed by Subcontractor. Content of this inspection and test shall include but not limited to:

- Welder Performance Test (Quality) - Visual Test and Services Test. - Pin Hole/Holiday Test. - Hydrostatic and Pneumatic Pressure Test. - Magnetic Particle or Dye Penetrant Test, if required. - Radiographic examination - Dry Film Thickness Test. - Any other test and inspection that Subcontractor shall deem necessary or

REKIND shall reasonably consider from the view to quality shall be included in Subcontractor’s responsibility.

The inspection and Test performed by Subcontractor shall include made in the field, or laboratory and research institute out side the field, or back up at home office as well as the service of arranging data, result, or relevant literature verifying there of. All progressive test and inspection report shall be submitted to REKIND after the completion of test to the satisfaction of REKIND. If REKIND is not satisfied with the test and inspection result for reason attributable to poor workmanship or quality of inspection, Subcontractor shall re-do the test and inspection at his expense.

5.3. General Cleaning of Working Areas

a. During the progress of the Work, Subcontractor shall maintain all area in a neat, clean and orderly condition. Upon completion of any part or portion of the Work, Subcontractor shall promptly remove all debris that may have accumulated in the performance of the work, as well as equipment, tools, temporary structures and construction material not required in the area for later stages of the work. Upon completion of the work, Subcontractor shall, as directed, satisfactorily dispose of or remove from the facility of the Work, all its plant, building, etc., used for construction purpose.

b. A half day in each week shall be observed as a general cleaning day for the

Subcontractor. All supervisors and workers shall make clean the site plant working area under the supervisions of REKIND. In addition to this, daily cleaning should be performed by Subcontractor using proper tools and enough manpower. If unsatisfactory action by Subcontractor is performed, REKIND will take action and all cost will be back charged to Subcontractor.

5.4. Minimum Requirement of Key Personnel

Minimum requirement SC’s key persons are:

- Project Manager - Construction / Site Manager - Project Control - Engineering - Superintendent - Supervisor ( especially for quality control of concrete ) - Safety - Security - QC - Ware house - Material Control And they must be full time dedicated for this project.

6. NOTICE OF CONSTRUCTION DELAYS

Delays in Work, which may become the subject or basis of claims for time extensions or changes in contract price, shall be immediately reported to REKIND as soon as such conditions become apparent. The Subcontractor shall set forth and outline such circumstances in written form to REKIND within 7 working days of their discovery. Any claim not submitted within 7 working days will not be considered.

7. NOTICE OF ACCIDENTS AND FIRES

Any accident, fire or other emergency, which may arise on the site, at temporary work yard or any other area at the Job site where the Subcontractor is performing the Work shall be immediately informed to Rekind. Formal written report then should be submitted to Rekind within 12 hours

8. DAMAGE AND RESTORATION

8.1. Damage to existing facilities caused by movement of equipment or other operations, whether accidents or made necessary by reason of the requirements of the contract, shall be restored or replaced as specified or as directed by REKIND at the cost of the Subcontractor.

8.2. Restoration shall be equal to the structural qualities and performance capabilities of original facility, and finishes shall match as nearly as possible to existing Work.

8.3. Work not properly restored or where not capable of being restored as intended under these Specifications shall be removed and replaced as directed by REKIND at the cost of the Subcontractor.

8.4. Restoration work by Subcontractor shall not affect to the work schedule, and Subcontractor shall arrange the manpower and construction equipment for such work.

9. WORK SCHEDULE

9.1. The Subcontractor shall carry out and complete the work in accordance with ATTACHMENT-2 Project Schedule.

9.2. The Bidder shall develop and submit the Construction Schedule based on REKIND Project Schedule (ATTACHMENT-2) with his quotation.

10. PRICED QUOTATION

10.1. The quotation shall be in Indonesian Rupiah currency and prepared in two version (Work Item Wise and Cost Item Wise) in accordance with the instructions stated below by using the quotation form specified in ATTACHMENT-1, form no 2A, 2B, 3A, and 3B of this Requisition.

10.2. The price to be quoted in the Work Item Wise shall consist of a lump sum basis for preparatory work, and provisional sum basis for permanent work. The unit price shall be firm and fixed, and not be subject to any changes.

10.3. The price to be quoted in the Cost Item Wise shall consist of direct cost, indirect cost, overhead and profit. The total price of the Cost Item Wise shall be same as total price of the Work Item Wise.

10.4. Price allocation

Price allocation for Direct Cost and Indirect Cost in Cost Item Wise shall be in accordance with the definition stated below. If there will be any item other than those stipulated in this Requisition. It shall be notified to REKIND who will give appropriate instruction for correct price allocation.

1. Direct cost 1.1 Direct materials

Direct materials shall mean the materials procured by Subcontractor for the work, which is to be installed permanently.

The material cost shall include such as but not limited to:

(a) Packing (b) Inspection (c) Shop testing (d) Procurement fee (e) Inland Transportation (f) Loading, Unloading and Handling (g) Other charges and duties.

Value Added Tax (VAT) for all locally purchased materials shall be born by Rekind.

1.2 Direct labor

(1) Direct labor shall be the personnel engaged in direct work at the Job site below supervisor level such as, but not limited to the following: • Skilled and unskilled labor and their foremen. • Construction equipment operators and drivers. • Labor for direct temporary work such as :

− Scaffolding − Position of safety measures − Clean-up of construction area

(2) The following shall be included in the direct labor cost:

1.3 Direct construction equipment

Depreciation and/or rental charge of all construction equipment and heavy duty vehicles, such as barges, boats, dredging equipment, pile driving equipment, earth moving equipment, lifting equipment, transport and handling equipment, welding machine, air compressor, compactor, wooden/steel form, scaffolding, slip form, etc.

2. Indirect cost.

2.1 Home office cost

Home office cost shall cover the following :

(1) Engineering and proposal cost.

Expenses to be incurred in the execution of home office engineering and proposal for the work which can be directly assigned to the project.

(2) Home office expenses :

Expenses which can be directly assigned to the project, excluding the above engineering and proposal costs.

The expenses shall include the following: (a) Home office management expenses. (b) Traveling expenses Inland and overseas travel and living expenses, excluding those

incurred in moving people to/from the Job site for their field assignment.

(c) All travel and living cost associated with coordination of the project including that with affiliates, vendors, Subcontractors, etc.

(d) Indonesian supervisory office and support staff at Subcontractor home office, including their recruitment and termination.

(e) Prints and stationeries (f) Communication expenses (g) Computer charges.

2.2 Mobilization and demobilization

(1) Field personnel including passport, settlement and resettlement, storage of household effect, transport of personal baggage, visas exit permit and work permit.

(2) Material, Equipments, spare parts and tools including delivery to site, unloading inland transportation assembly, packing for return shipment freight forwarding and return shipping.

2.3 Temporary facilities

Supply, installation and removal of all necessary temporary facilities and services which are indirect required for execution of the work, such as, but not limited to :

(1) Temporary buildings such as field office, warehouse, workshop, maintenance shop, camp, mess hall, etc. including furniture, computers and appliances.

(2) Temporary electrical, including lighting and power distribution. (3) Temporary water distribution line. (4) Temporary civil works, including site preparation, fence and gate, drainage

and sewer system, road, access, paving etc.

2.4 Salaries, wages, allowances

Supervision services and indirect worker, salaries, burdens, allowances, completion bonuses and the like for all field supervising personnel including indirect workers such as :

(1) Expatriate (if any), permanent and locally-hired supervising staff such as site manager, superintendent, supervisor, field engineer, cost engineer, schedule control engineer, etc.

(2) Indirect workers for field operation, such as administrator, accountant/ pay roll officer, logistic, time keeper, janitors, office boys, guards, tool room attendants, warehousemen, cooks, housekeepers, vehicle’s drivers, operators, mechanics, etc.

2.5 Field Expense

(1) Traveling :

- Jakarta – Makasar :

(a) All costs including travel and living for visit short term and long term assignment to and from home office and site, including home office and R & R leaves, medical and compassionate trips.

(b) All travel and living cost associated with expediting and inspection

All costs of computer services, telex, telephone, facsimile, document printing, postage, air freight, pouch deliveries, and the like.

(3) Communication expense : Office supplies, including provision and operation costs and communication equipment, plus any computers required by Subcontractors

(4) Welfare expense : Welfare expenses for supervising personnel and indirect workers

(5) Third Parties Inspection :

All statutory or third party inspection required at the specific direction of REKIND

(6) Others expense :

(a) All costs associated with dependents

(b) All education costs including those incurred in Indonesia and elsewhere for provision of schooling for dependents of Subcontractor’s personnel assigned to site, and dependents of Jakarta and other home office base personnel, and any education materials.

(c) All medical costs, except as provided at site.

(d) All living and messing costs including provision of canteen food and laundry.

(e) All living and messing costs including provision of canteen food and

laundry.

(f) All equipment, materials and other item costs not identified in this requisition.

(g) Engineering services - Shop / working drawing

2.7 Maintenance cost for equipment

Subcontractor shall be responsible in maintaining the construction equipment including spare parts and other material required for operating and maintenance.

2.8 Small construction supplies

(1) Construction tools / consumable

Supply and maintenance of all construction tools such as hand tools, inspection tools, laboratory equipment, etc.

(2) Indirect Materials Supply of all indirect material such as welding rod, nail gases, tie wires, etc.

2.9 Small construction supplies

Transportation shall cover the handling material and equipment in site area : (1) Transportation for direct equipment and material (2) Transportation for indirect equipment and material

2.19 Insurance Cost.

Refer to item 3.5.7 of table - 2 “Scope of Indirect Work”, of this requisition.

2.11 Direct Labor Service Cost

Recruiting expenses for direct labor and indirect workers, including security clearance test.

2.12 Pre-financing Cost

The cost which must be initiated for covering the shorted expect before start of work based on received of down payment.

2.13 Taxes, duties and other charges 3. Overhead and profit

3.1 Escalation

Both unit prices for Direct Work and Indirect Work shall not be adjusted under any circumstances for the reason of escalation, inflation or fluctuation in currency exchange rates.

3.2 Work Quantity

(1) Work Quantity and Price Adjustment.

a. The Work quantities indicated on form 2B in this Requisition are

approximation and provisional quantities.

b. Upon completion of the work, the final work quantities for each work item shall be measured on the basis of the construction drawings, which should be prepared by SC subject to approval Rekind

c. It is noted that the work quantities used for payment are net quantities calculated from the final construction drawings.

Note :

The Work volume in form no 2B in this Requisition in net quantity and does not include the following, which is to be born by the Subcontractor :

- Quantity of waste material - Quantity of materials used for repair work - Quantity of materials used for rejected work - Quantity of materials used for construction method proposes

d. The Subcontractor shall be responsible for submitting to REKIND a report of

the final quantities based on the final drawings furnished to the Subcontractor.

e. The materials to be supplied by the Subcontractor indicated in item 2 of Table-1 (Scope of direct work) shall be quoted for each material and size on a unit price basis. However, the quantities of materials are provisional. The finally-fixed quantities shall be adjusted based on the approved material take-off from final drawings and the unit price for the Permanent Work specified in the Cost Break Down of Work Item Wise (Form-2B).

(2) Price Adjustment

The total price for Permanent Work shall be recalculated and finalized based on approved quantity take-off from final drawings and the unit price specified in the Cost Breakdown of Work Item Wise (Form-2B)

11. WORK EXECUTION

11.1. The Subcontractor shall carry out and complete the work in a manner which assures quality, schedule and safety. For this purpose, execution procedures below shall be followed by the Subcontractor.
