GREENLINK VEHICLE WRAP REPLACEMENT
RFP - 171204
Issue Date: November 20, 2017
1.0 Introduction
Greenlink provides free circulator services within downtown Houston. The service
operates two routes, with the daytime service connecting downtown offices with high
concentrations of employees with the George R. Brown Convention Center, hotels,
METRO service, shopping and dining options, and the evening and weekend route
connecting hotels and residential properties with the George R. Brown Convention
Center, entertainment and dining options. These services link various downtown
activities and destinations, providing a transit alternative to the downtown community
The Houston Downtown Management District (Downtown District) owns the Greenlink
buses and funds the service in partnership with Houston First Corporation; METRO
operates the daily service.
2.0 Project Description
The Downtown District is soliciting proposals for bus wrap services. The new bus wraps
will be revealed in coordination with new Greenlink route changes that will take place in
mid to late January 2018. The selected vendor shall enter into an agreement with the
Downtown District to remove existing graphics and print, deliver and install new
graphics for the specified quantity of buses.

entire document, along with any additional information requested in a sealed envelope to

3.0 Vehicles
The Downtown District fleet is comprised of seven (7) buses. The bus template is
provided as Attachment A:
- Seven (7) Gillig Low Floor BRT CNG, 29 feet by 102 inches
4.0 Scope of Work
The vehicle wrap artwork has been designed by graphic design firm CORE Design
Studio and is provided as Attachment B. Please note there will be seven unique designs,
although only one is included in Attachment B. The amount of material and coverage will
be the same for each bus- full bus wrap, 4 color printing process.
The vendor shall perform the following work:
• Coordinate with CORE Design Studio on artwork and delivery of the files for
production.
• Using provided artwork, produce/print bus wraps to accommodate specifications of
the vehicles to be wrapped.
• Remove existing bus wraps (Attachment C).
• Install new bus wraps.
• Location for removal and installation of graphics will be at METRO’s Kashmere
facility.
The vendor shall assume all responsibility for all services offered in its proposal and as
required for a complete turn-key installation.
5.0 General Specifications
1. Gradient to be 3M Vinyl Series 180C with overlaminate, digital printed using the 3M
warranty system for long term application.
2. Graphics applied to windows to be perforated decals in order for graphics to be
visible from outside but transparent from inside the bus.
3. Decal to be 3M Vinyl Series 180C applied to the bus.
4. Color and gradient samples to be provided by vendor.
5. Buses are painted Dupont White 735085-EX.
Shop details must be submitted to the Downtown District and CORE Design Studio for
final approval prior to fabrication.
6.0 Questions and Clarifications
All requests for clarification of the RFP process and document content shall be directed
to Angie Bertinot at [email protected]. All questions must be submitted by 5
P.M. CST, November 28, 2017. Answers will be provided in written form as an

addendum, which will be posted on the Downtown District website at
www.downtowndistrict.org/about-us/procurement by November 30, 2017.
7.0 Timeline
The following dates are subject to change without notice.
8.0 Proposal Content
Proposals should provide concise information that satisfies the requirements noted in this
RFP. Each proposer should clearly and accurately demonstrate specialized knowledge
and experience required for consideration. Please provide the following information:
1. Company profile i.e. background, qualifications, years in business, etc.
2. Full price for scope of work and detailed breakdown of costs for bus wrap removal
and production, fabrication and installation of new graphics
3. Three (3) examples of previous work
4. Installations needs and specifications
5. Timeline of removal, production, fabrication and installation
6. Materials to be used on wrap (3M specified) plus warranty information
7. Warranty information covering all defects in materials and installation including full
replacement of failed materials, removal, and installation
8. List of clients, including contact information, in which like services have been
performed and the services provided for each client
9. Insurance information including coverage limits
9.0 Selection Criteria
The evaluation of each proposal will include the following, in no particular order:
1. Experience with similar work that have been provided for other public and private
entities;

2. Overall responsiveness to the proposal;
3. Demonstrated success, as verified by references; and
4. Quality, performance, warranty and cost of product and labor proposed.
The Downtown District will evaluate all proposals. The Downtown District reserves the
right to choose the firm whose proposal submittal will be most advantageous to the
project’s needs and objectives. Downtown District staff’s recommendation will be
forwarded on to the Downtown District Board for final approval. A written notice of
award will be issued to the successful vendor upon approval. The Downtown District
reserves the right to reject any or all proposals for any reason and may waive any
formality.
9.0 Contract
A contract will be entered into with the successful vendor. Payments for all specified
products and services will be made based on the following:
• Delivery of proposed services and/or products
• Inspection of products
• Receipt of a detailed invoice
The Downtown District is exempt from payment of Federal Excise, Texas Limited Sales,
Excise and Use Tax. Tax exemption certificate will be provided to the successful
vendor.
10.0 Insurance and Indemnification
The selected consultant will be required to provide certificates indicating that HDMD and
its administrative personnel contractor, Central Houston, Inc., Houston First Corporation
and METRO are additional named insured on policies providing public liability, property
damage and comprehensive automobile liability insurance. In addition, worker's
compensation insurance will be required.
Furthermore, the Consultant will be required to indemnify, hold harmless, and defend
HDMD, Central Houston, Inc., Houston First Corporation, METRO and their officers and
directors, agents, representatives, and employees from any and all suits or claims for
damages or injuries, including death, to any and all persons or property, arising out of the
vendor’s work, product, services, or operations under this procurement including any
negligent act or omission on the part of the selected firm or its subcontractors, if any.
