• Horizon 2020 has seen the introduction of two year Work Programmes – So far 2014-15 and 2016-17.

• Commission’s preference is for the next programming period to cover 2018-2020 with a three-year Work Programme, to protect the budgets – 2020 very flexible…

• Member States normally prefer 2+1 option, as it allows for better alignment of priorities for funding with emerging challenges, such as economic and migration crises

• Work Programmes will be confirmed & published in October 2017

• The 2018-20 Work Programme will bridge the gap to FP9…

• Bigger calls and topics, which are going to be more mission-oriented with better linkages between impact at topic, call and programme level

• High-level papers outlining the main areas to be considered in the Work Programme…

• Often focus on a number of priorities falling under sub-areas to be translated into detailed call topics

• Input into scoping papers normally from:– Expert Advisory Group– Consultations– Relevant Commission DGs– EU associations, e.g. EIPs, ETPs.– Other stakeholder engagement

• Adoption and publication of the 2018-2020 Work Programme

is expected in October 2017.

Scoping Papers

• Developed with Expert Advisory Group Recommendations to build on existing

strengths of the MSCA

• Bottom-up, excellence-driven approach will continue, while reflecting the

changing landscape of research and innovation to better equip researchers

with the right skills and competences.

• Annual calls for the schemes will continue, with the exception of NIGHT,

where one call will cover 2018-19 and another 2020.

• The following improvements and simplifications are being considered:

MSCA Scoping Paper 2018-20

• Part-time fellowships not only for family but also for professional reasons;• Endorsing funding-management training within MSCA projects;• Supporting measures to stimulate higher quality applications from potential

beneficiaries in under-represented countries;• Promoting equal opportunities and inclusion even more (more flexible rules for

mobility allowance; additional support should also be provided to researchers living with a disability);

• Reinforcing Global Fellowship opportunities (allowing to first spend time at the European beneficiary before leaving for their year(s) outside Europe;

• Addressing the migration challenge within MSCA projects (specific support to displaced researchers).

• Open: An increase in funding available for the scheme for 2018-2020. Discussion of other measures to address oversubscription. Further measures to stimulate innovation proposed.

• Proactive: Smaller and larger scale grants with a strategic role to mature new topics for potential future Flagships. Proactive initiative on High Performance Computing.

• Flagships: Continuing support for the Graphene and Human Brain Project Flagships. Support for a new Quantum Flagship. Other new flagship initiatives, with pilot actions to be funded to support development of roadmaps.

FET Scoping Paper

Six key priorities to be translated into specific calls:

• Addressing long term sustainability of pan European Research Infrastructures through a life cycle approach;

• Supporting Interoperability and the European Open Science Cloud;

• Structuring the European landscape by integrating and opening Research Infrastructures of European interest;

• Demonstrating the role of Research Infrastructures in the translation of Open Science into Open Innovation;

• Developing the Research Infrastructure manager skills;

• Supporting Europe as a global leader in Research Infrastructures.

Based on priorities set out in the Space Strategy for Europe

Identifies four key priorities for the final three years of Horizon 2020 to be translated into specific calls:

I. Supporting EU flagship space programmes Copernicus and EGNSS (Galileo/EGNOS);

II. Strengthening the competitiveness of the European space sector;

III. Supporting Europe's autonomy in accessing and using space in a secure and safe environment; and

IV. Strengthening Europe's role as a global actor.

Nanotechnologies, Advanced Materials, Advanced, Manufacturing and Processing, and Biotechnology

• Bringing the digital to the physical world – industrial solution revolution, including:– Nanotechnologies, Advanced Materials and Biotechnology for high added-

value products and industrial value chains;

– Governance- New ways of engaging with society

– Computational modelling for the development of key enabling technologies

– Medical technologies for healthcare (ESTHER)

• Post-COP21 action, Energy and the Circular Economy, including:– Sustainable Process Industries (SPIRE)

– Energy-efficient Buildings (EeB)

– The EMERIT Initiative (Energy Materials for Europe - Research & Industry Innovating Together).

• Making the transition towards a circular bioeconomy;

markets; and

• Developing smart, connected territories and value chains in rural and coastal

areas.

• The paper confirms that the Energy Challenge Work Programme 2018-2020 will support the creation of the Energy Union, in particular its research, innovation and competitiveness dimension, which was unveiled by the Commission at the end of November.

• It identifies priorities for the final three years of Horizon 2020 to be translated into four specific calls:

– Global leadership in renewable energy technologies;

– Smart citizen-centred energy system;

– Efficient energy use; and

– Decarbonisation of fossil fuels.

SC3 Energy Scoping Paper

• The paper takes into account the work of the Transport Advisory Group, as well as contributions submitted to the dedicated consultation launched in 2016. It identifies four key priorities for the final three years of Horizon 2020 to be translated into specific calls:

– Towards an integrated, sustainable and robust transport system;

– Technologies transforming the transport system;

– Competitiveness, business models and markets; and

– Accounting for the people: demand, needs and behaviours; inclusion and access.

• Important cross-cutting issues, such as International Cooperation, Social Sciences and Humanities (SSH) and Open Innovation will be covered where necessary.

• The priorities for 2018-20 continue in line with the area's goal to realise a green economy contributing to achieving smart, sustainable and inclusive growth.

• A number of different policies influenced the development of the Scoping Paper, such as the Paris Agreement on climate change and the UN Sustainable Development Goals.

• Six strategic priorities:– Climate action in support of the Paris Agreement;

– Circular economy;

– Water for our environment, economy and society;

– Innovating cities for sustainability and resilience;

– Raw materials;

– Protecting and valorising our natural and cultural assets.

• Horizon 2020 interim evaluation will provide input to the development of the next Framework Programme (FP9)

• Stakeholder consultation expected to open in July 2017

• EU Budget (MFF) Commission proposal next financing period (2021-?) expected in December 2017

• FP9 proposal should follow soon after (Q1 2018)

• Structure and priorities still to be defined. Early understanding:– Strong continuity from Horizon 2020

– Mission-based approach – still to be further defined…

– Driven by Excellence, Openness and Impact.
